AND WE ARE GETTING TOWARD OUR FINAL STEPS IN THIS PROCESS.

SO MIKE IS GOING TO GO THROUGH THE DRAFT VISION STATEMENT, THE ACTIONS AND THE PILLARS, AND WE'D LOVE FOR YOUR INPUT TODAY IS REALLY ALL ABOUT SHARING WITH YOU AND RECEIVING THAT INPUT SINCE WE ARE DOING THIS, UH, AND I HATE HYBRID MEETING FORMAT.

SO WE'D LOVE YOUR FEEDBACK ON THE DRAFT REVISION STATEMENT, AS WELL AS THE DRAFT RESILIENCY PILLARS AND THE DRAFT GOALS.

UH, AS YOU MENTIONED, THIS IS STILL VERY MUCH A DRAFT IN PROGRESS DOCUMENT WHERE WE REALLY LOVE YOUR OPINION AND INSIGHT.

UH, AGAIN, JUST KIND OF AS A QUICK REMINDER THAT THIS, THIS RESILIENCY AND HAZARD MITIGATION PLAN THAT WE'RE WORKING ON, UH, IT REALLY IS FOCUSED AT THIS POINT ON, UM, NATURAL HAZARDS AND SPECIFICALLY THE FLOOD HAZARD IN A VARIETY OF DIFFERENT, UM, ASPECTS OF FLOODING, UH, RIVERINE, COASTAL, UH, HEAVY RAINFALL, STORM SURGE INUNDATION FROM HURRICANE AND TROPICAL STORM EVENTS, UM, STORMWATER MANAGEMENT, THINGS LIKE THAT.

SO THAT'S REALLY SORT OF THE PRIMARY FOCUS OF THIS.

AND IN A LOT OF THAT WILL BE EXPLAINING WILL COME ACROSS IN THE EXECUTIVE SUMMARY, UH, WHICH WILL BE A SECTION THAT CAN BE PULLED OUT AND BE A KIND OF A STANDALONE SECTION.

UM, WE'LL ALSO HAVE AN INTRODUCTION AGAIN, THAT WILL BE THE READER INTO THIS OVERALL PLAN DOCUMENT AND PROVIDE SOME BACKGROUND INFORMATION.

UH, THE AUTHORITY THAT THIS PLAN IS COMING FROM AND HOW IT CAN BE USED, UH, FOR LOCAL RESILIENCY.

UM, WE WILL HAVE A SECTION THAT WILL DOCUMENT THE ENTIRE PLANNING PROCESS THAT WE HAVE BEEN THROUGH, UH, OVER THE PAST, UH, 12 PLUS MONTHS.

UM, SO THIS IS USEFUL FOR A COUPLE OF DIFFERENT REASONS.

WE WE'VE MADE A LOT OF CONNECTIONS THROUGH THIS PLANNING PROCESS AS WE'VE DEVELOPED, UH, UH, TEAMS AND RELATIONSHIPS WITH, WITH, UH, WITH PUBLIC OR STAKEHOLDERS, UH, WITH ALL THE DIFFERENT PEOPLE THAT HAVE PARTICIPATED ON THAT WILL BE RECORDED IN THIS SECTION.

UM, AND ALSO IT'LL BE VALUABLE FOR OTHER COMMUNITIES, UH, NEIGHBORING COMMUNITIES AND OTHERS IN EASTERN CAROLINA AND THROUGHOUT THE COUNTY, AND EVEN AT THE COUNTY LEVEL, UH, TO SEE WHAT WE'VE DONE HERE AND TO REPLICATE THAT IN THEIR COMMUNITY AND DO SOME OF THESE SAME, UH, GO THROUGH SOME OF THESE SAME ACTIVITIES AND ACCOMPLISH SOME OF THE SAME THINGS THAT NEWBURGH HAS DONE, UH, AS PART OF THIS PROCESS.

SO IT'S GOOD DOCUMENTATION, BUT IT'S NOT JUST A DOCUMENTATION FOR THE SAKE OF HAVING GOTTEN INFORMATION.

PATIENT WILL BE A VERY USEFUL SECTION TO SEE WHAT WE HAVE DONE OVER THE PAST YEAR AND WHAT WE CAN ALL DO MOVING FORWARD.

UH, WE'LL ALSO HAVE A SECTION ON A COMMUNITY PROFILE.

UH, THIS WILL INCLUDE, AGAIN, A LOT OF BACKGROUND INFORMATION AND DATA ABOUT THE CITY, AND IT WILL ALSO INCLUDE INFORMATION ABOUT THE CITY'S HISTORY AND HERITAGE AND CULTURAL RESOURCES.

UH, AS WE GET INTO A LATER DISCUSSION ABOUT HISTORIC PRESERVATION AND CULTURAL HERITAGE, UH, WE'LL ALSO HAVE A DETAILED, UH, CAPABILITY ASSESSMENT, UH, WHERE WE CONDUCTED A, WHAT WE CALL A LITERATURE REVIEW, UH, WHERE WE WENT OUT AND LOOKED AT THE CITY'S, UM, PLANS, POLICIES, PROCESSES, ORDINANCES, ALL OF THOSE TYPES OF THINGS, UH, TO LOOK AT, UH, WHAT IS ALREADY IN PLACE THAT CAN SUPPORT FLOOD AS OUR MITIGATION, UM, WHERE THERE ARE OPPORTUNITIES, UH, FOR UPDATES AND ENHANCEMENTS AND ALL THAT, THAT TYPE OF THING, AGAIN, MOVING FORWARD AND THINKING ABOUT FUTURE.

SO AGAIN, UH, WE WILL HAVE A SECTION DEDICATED THE CULTURAL HERITAGE, UH, AGAIN, UH, ANOTHER TERM THAT WE TEND TO USE AS HISTORIC PRESERVATION, BUT WE THINK THAT THIS WILL, UH, BE BROADER THAN THAT AND GO BEYOND THAT AND LOOK AT A VARIETY OF THINGS THAT ARE OF VALUE TO THE COMMUNITY, UH, THAT MAY NOT HAVE TRADITIONALLY BEEN ADDRESSED, ASKED IN TERMS OF ASSETS AND RESOURCES.

UM, THERE IS ALSO A DETAILED VULNERABILITY ASSESSMENT, AGAIN, FOCUSED ON THE FLOOD HAZARD AT THIS POINT.

UM, BUT THIS LOOKS AT A RANGE OF THINGS AND I CAN REALLY SPEND ALL NIGHT JUST TALKING ABOUT, UH, THIS VULNERABILITY ASSESSMENT, WHERE WE LOOK NOT ONLY AT THE BUILT ENVIRONMENT, UH, NOT ONLY AT THE BUILDINGS,

UM, THAT THAT YOU HAVE THERE IN THE COMMUNITY, BUT ALSO THE INFRASTRUCTURE, THE UTILITIES, THE PEOPLE, UH, THE SOCIAL ASPECT, THE VULNERABILITY, THE ECONOMIC ASPECT OF VULNERABILITY AND WHAT OPPORTUNITIES AREN'T THERE.

UM, REALLY THE, THE VULNERABILITY ASSESSMENT IS, IS TRYING TO IDENTIFY THOSE, UM, JUST AS THE NAME IMPLIES, THOSE VULNERABILITIES, THOSE WEAKNESSES, THOSE OPPORTUNITIES WHERE, UM, WE MAY BE LOOKING AT MITIGATION SOLUTIONS OR RESILIENCE SOLUTIONS AND ALL OF THAT THEN LEADS INTO YOUR RESILIENCE STRATEGY SECTION.

UM, SO AS WE, AS WE'VE IDENTIFIED NEEDS, UM, WHAT ARE SOME OF THOSE PROJECTS AND ACTIVITIES THAT WE CAN MOVE FORWARD WITH, UM, THAT WE CAN IMPLEMENT THAT WE CAN FIND FUNDING FOR, UH, THAT WILL HELP, UM, HELP MOVE THE COMMUNITY FORWARD IN TERMS OF RESILIENCE AND, AND THAT LEADS TO IDENTITY IMPLEMENTED.

ONCE WE IDENTIFY THOSE POTENTIAL PROJECTS, UM, HOW DO WE PRIORITIZE THEM? HOW DO WE FIND FUNDING FOR THOSE, UM, ACTIVITIES? WE WILL BE RESPONSIBLE FOR THOSE THINGS MOVING FORWARD.

UH, SOME OF THESE ACTIVITIES WILL BE SHORT TERM, SOME WILL BE LONG-TERM.

AND WE'LL TALK ABOUT THAT A LITTLE BIT MORE AS WE GET INTO THE, UH, THE FILLERS AND THE GOALS.

AND THEN OF COURSE, WE'LL HAVE A VARIETY OF INDICES AT THE END, UH, FOR MORE DETAILED INFORMATION.

UM, IF YOU, YOU WANT TO DIG INTO SOME OF THE DETAILS OF THE BACKGROUND DATA, UH, THAT WILL BE AVAILABLE.

SO ONE THING DO WE HAVE AT THE START OF THIS RESILIENCE STRATEGY SECTION IS AN OVERARCHING VISION STATEMENT.

WHAT IS OUR OVERALL IDEA FOR RESILIENCY MOVING FORWARD? AND AGAIN, THIS IS VERY MUCH A DRAFT, AND AGAIN, WE WOULD APPRECIATE ANY THOUGHTS OR INPUTS YOU MIGHT HAVE, BUT THE IDEA THAT WE HAVE HERE IS THAT BY IMPLEMENTING THE NUBER RESILIENCE AND HAZARD MITIGATION PLAN.

SO AGAIN, IT'S NOT JUST THE, THE IDEA OF DEVELOPING THE PLAN, BUT DEVELOPING IT AND USING IT, IMPLEMENTING THIS PLAN, THE CITY OF NEIGHBOR IT'S RESIDENTS, BUSINESSES AND COMMUNITY STAKEHOLDERS WILL PREPARE FOR ADAPT TO AND RESPOND TO A, AN EXTREME STORMS AND BRACE EQUITABLE AND SUSTAINABLE DEVELOPMENT, INCREASE ECONOMIC SECURITY, PROTECT PUBLIC HEALTH, AND PROMOTE ITS CULTURAL HERITAGE.

AND SO THE IDEA HERE IS THAT A STRONG VISION STATEMENT CAN HELP DETERMINE AND DRIVE THE COMMUNITY'S DIRECTION.

SO IF WE HAVE THIS TO KIND OF FOCUS ON OTHER COMMUNITY PLANS, UH, AND SORT OF FOCUS ON THIS AS WELL, UM, IT GIVES US SOMETHING TO TALK ABOUT AS WE TALK WITH PEOPLE BRIEFLY OF NOW, UM, WHAT IS RESILIENCY AND HOW DO WE DEFINE THAT IN THE CITY OF NEWBURGH? UM, WE DID DEVELOP SEVERAL DRAFTS OF THIS, UH, SEVERAL DIFFERENT STATEMENTS.

UM, AND THEN WE, WE WENT THROUGH A PROCESS OF IDENTIFYING THE ONE THAT EVERYONE, UM, SORT OF GRAVITATED TO THE MOST.

AND THEN WE BEGAN TO WORDSMITH THAT AND REFINE THAT.

UM, AND THEN THIS WAS SELECTED FROM A LIST OF SORT OF THOSE, THOSE TOP THREE THAT YOU KIND OF ENDED UP WITH.

SO, UM, I'LL LEAVE THIS HERE IN HOSPITAL, JUST A MOMENT SO THAT YOU CAN KIND OF READ THIS AND TAKE IT IN, AND THEN WE'LL MOVE ON TO TALK ABOUT SOME OF THE OTHER PIECES THAT NOW FALL UNDER THIS .

SO LOOKING AT THIS NEXT SLIDE, THE NEXT THING THAT WE WANTED TO DO AFTER IDENTIFYING THIS, THIS VISION STATEMENT IS TO IDENTIFY A SERIES OF WHAT WE CALL RESILIENCY FILLERS.

UM, SOME COMMUNITIES MAY CALL THESE CORE TENANTS.

THE IDEA IS WHAT IS THE FOUNDATION OF THIS RESILIENCY? WHAT ARE THE FIVE OR IN THIS CASE, SIX, UM, SORT OF, SORT OF CATEGORIES OF THE COMMUNITY THAT WE WANT TO KIND OF BREAK THINGS

DOWN INTO TO MAKE THIS PLAN MANAGEABLE, TO ORGANIZE OUR THOUGHTS, TO ORGANIZE OUR GOALS AND OUR PROJECT IDEA.

AND SO THE SENSE RESILIENCY FILLERS, THAT WE COME UP WITH OUR HEALTH AND SAFETY HOUSING, THE ECONOMY INFRASTRUCTURE, NATURAL RESOURCES AND CULTURAL HERITAGE, AND ONE OF THE IDEAS I'M, UH, THE WAY THAT WE DEVELOPED THESE PILLARS.

UM, EARLIER ON IN THE PROCESS, WE DID HAVE A COUPLE OF PUBLIC PARTICIPATION SURVEYS THAT WENT OUT.

AND SO AS WE BEGAN TO COLLECT THE, UH, THE THOUGHTS OR THE OPINIONS AND CONCERNS, UH, AGAIN, THE RESIDENTS, THE BUSINESS OWNERS, UH, A BROAD SPECTRUM OF, OF, OF STAKEHOLDERS AND PARTICIPANTS IN THIS PROCESS, WE BEGAN TO HEAR ABOUT THOSE THINGS THAT WERE IMPORTANT.

AND AS WE WORK ON THIS AS A PLANNING TEAM, AS WE BROUGHT OUR, OUR, OUR, OUR TEAMING PARTNERS INTO THIS, AND WE BEGAN TO TALK ABOUT ALL THESE THINGS THAT WERE IMPORTANT, WE WERE ABLE TO BEGIN PUTTING THEM UNDER CERTAIN HEADINGS, UM, GROUPING THEM TOGETHER AND EVEN PRIORITIZING THEM IN A WAY, AGAIN, BASED ON THAT, UH, PUBLIC INPUT AND FEEDBACK AND WHERE WE KIND OF WEREN'T HEARING THOSE COMMENTS.

SO AGAIN, THIS VERY MUCH REFLECTS WHAT WE'VE BEEN HEARING FROM YOU FROM THE PUBLIC AND FROM THE OTHER STAKEHOLDERS IN THE PROCESS.

AND AGAIN, THESE ARE BROAD CATEGORIES.

NOW THEY'RE USED TO DEFINE AND CATEGORIZE THE GOALS AND OBJECTIVES AGAIN, AS THEY RELATE TO COMMUNITY RESILIENCE.

AND AGAIN, KIND OF SPECIFICALLY, UH, FOR NOW TO, UH, DEALING WITH, UH, WITH FLOODING, WITH THE FLOOD HAZARD.

SO AMANDA, IF YOU CAN MOVE ON TO THE NEXT, UM, WHAT I'D LIKE TO DO IS GIVE YOU AN EXAMPLE OF SOME OF THE DRAFT GOALS THAT WE HAVE BEEN WORKING ON, UH, UNDER EACH OF THESE PILLARS.

UM, ONE, I MEAN, IF WE'RE JUST TALKING ABOUT HAZARD MITIGATION PLANNING IN GENERAL, UM, I WILL BE HONEST AND SAY THAT AS WE, UM, AS WE'VE BEEN WORKING AS A NATION ON HAZARD MITIGATION PLANS, UH, REALLY FOR THE PAST, I WOULD SAY 20 YEARS, UH, SINCE THE DISASTER MITIGATION ACT OF 2000, ONE OF THE BIGGEST CHALLENGES HAS BEEN IMPLEMENTATION.

AND AS WE'VE LOOKED AT THAT, AND NOT JUST SPEAKING IS, UM, MOFFITT AND NICOLE, BUT JUST AS A PRACTITIONERS, WE'VE BEEN LOOKING AT THAT, UM, WE'VE BEEN LOOKING AT WHAT, WHAT ARE THE CHALLENGES, WHAT ARE THE ENTRANCES TO IMPLEMENTING THESE PROJECTS? WHAT IS HOLDING US BACK, UM, AS COMMUNITIES AND ONE OF THOSE CHALLENGES IS FUNDING.

AND SO ONE THING THAT WE ARE CLOSELY MONITORING, THERE'S A NEW, UH, FEMA GRANT PROGRAM, UH, CALLED GRIT.

AND THIS IS JUST ONE EXAMPLE OF MANY, BUT IT STANDS FOR BUILDING RESILIENT INFRASTRUCTURE IN COMMUNITIES.

AND LAST YEAR, FEMA MAY $500 MILLION AVAILABLE THROUGH THIS BRIDGE PROGRAM FOR RESILIENCY PROJECTS.

THIS YEAR, THEY'RE MAKING A BILLION DOLLARS AVAILABLE FOR RESILIENCY PROJECTS AND THAT'S NATIONWIDE, IT'S, IT'S COMPETITIVE.

UM, YOU KNOW, THERE ARE LOTS OF ELIGIBILITY REQUIREMENTS.

THE ONE POINT IS THAT THAT FEMA AND THE STATES AND OTHERS ARE SEEING THAT A SUCCESSFUL IMPLEMENTATION OBVIOUSLY NEEDS FUNDING.

AND SO AS WE LOOK AT THAT, AND AS WE LOOK AT THE ACTIONS THAT WE'RE PROPOSING, WE'RE TRYING TO MATCH THOSE ACTIONS UP WITH APPROPRIATE FUNDING SOURCES SO THAT WE CAN SEE MORE, MORE SUCCESS IN ACTUALLY IMPLEMENTING THE PROJECTS THAT ARE FINE, BECAUSE I'LL BE HONEST.

I MEAN, WE'VE SEEN OVER THE YEARS, A LOT OF GREAT IDEAS, A LOT OF PROJECTS, UM, NOT JUST WITH NEWBURN OR NORTH CAROLINA, BUT AGAIN, NATIONWIDE, UM, YOU KNOW, THAT AREN'T REALIZED BECAUSE OF MAYBE A LACK OF FUNDING, A LACK OF TECHNICAL SUPPORT, A LACK OF, OF MAYBE, MAYBE AN ENGINEERING STUDY IS NEEDED.

AND SO SEEING THAT MORE AND MORE GRANT PROGRAMS ARE BECOMING AVAILABLE.

AND AGAIN, FEMA IS JUST ONE EXAMPLE, UM, WHERE WE'RE LOOKING AT A WIDE RANGE AND THE FEDERAL AGENCIES, UM, AND ALSO STATE, UM, DIVISIONS AND DEPARTMENTS THAT ARE MAKING FUNDING AVAILABLE FOR FLOOD RESILIENCY.

AND SO KEEPING AN EYE ON THAT AND APPLYING THAT TO WORK OR WHAT WE'RE TRYING TO DO HERE, HOPEFULLY WE'LL SEE MORE, MORE FUNDS COMING IN AND THE SUCCESS IN TERMS OF ACTUALLY IMPLEMENTING THESE PROJECTS IN TERMS OF THE PERCENTAGE.

I HONESTLY COULDN'T TELL YOU, UM, HOW MANY, UH, PROJECTS I'VE DRAFTED OR PROPOSED OVER THE YEARS THAT HAVE ACTUALLY BEEN IMPLEMENTED.

UM, AND A LOT OF IT TOO IS KIND OF LOOKING AT, YOU KNOW, THEY HAVEN'T BEEN IMPLEMENTED YET, BUT SOME OF THEM WERE LONG-TERM.

UH, SO, UH, YOU KNOW, YOU CAN'T GET TO THEM IN THE FIRST FIVE YEARS OF YOUR MITIGATION PLAN.

IT'S A THREE-YEAR GRANT WHERE WE HIRED A, UH, ANOTHER CONSULTANT THROUGH A COMPETITIVE BIDDING PROCESS TO ASSIST US WITH IMPLEMENTATION OF ANY OF THE POLICIES IN THE REDEVELOPMENT.

I MEAN, IN THE RESILIENCY PLAN ITSELF.

SO AS THE PLAN IS CREATED AND PROJECTS COME OUT, WE HAVE FUNDING AVAILABLE VIA GRANT FROM THE STATE TO ASSIST US WITH, UH, PRELIMINARY ENGINEERING, UM, PRIORITIZATION, ANYTHING RELATED TO RESILIENCY.

SO THERE IS ALWAYS BEEN AN EMPHASIS ON IMPLEMENTATION FROM DAY ONE OF THIS PLAN.

UH, WE DO NOT HAVE ANY DESIRE FOR THIS PLAN TO BE A STATIC AND TO SIT ON THE SHELF, BUT TO BE ACTIVE IN CHANGING AND EVOLVING, UH, WITH THE RESILIENCY NEEDS OF THE CITY ITSELF.

UM, SO ONE THING THAT, THAT WE'RE IN THE PROCESS OF DOING NOW IS LOOKING AT THE LAST CYCLE AND LOOKING AT WHAT PROJECTS WERE SUBMITTED, UH, WHICH ONES, UH, WERE DEEMED INELIGIBLE, WHICH ONES, UM, WERE LACKING, UH, APPROPRIATE INFORMATION, UH, BUT VERY IMPORTANTLY, WHICH ONES WERE SELECTED, UH, BY FEMA, UH, THAT ALIGNED WITH THEIR PRIORITIES THAT ALIGNED WITH THE STATE'S PRIORITIES THAT, UM, WE'RE COMPETITIVE ENOUGH TO WIN OUT AGAINST OTHER COMMUNITIES.

AND SO OVER THAT, THROUGH THAT PROCESS, UM, HERE OVER THE NEXT FEW WEEKS, WE HOPE TO GET A BETTER IDEA, UM, OF, YOU KNOW, KIND OF WHAT YOU'RE GETTING AT.

HOW CAN WE CRAFT, UM, AGAIN, WE HAVE THESE, WE HAVE THESE GOALS AND HAVE THESE IDEAS, BUT HOW CAN WE, UM, HOW CAN WE, HOW CAN WE CRAFT THE WORDING OF THOSE A LITTLE BIT BETTER OR INCLUDE, UM, MORE, UH, MORE DIMENSIONS TO DO THAT? YOU KNOW, WHAT, WHAT IS IT THAT, THAT, THAT, THAT THEMIS IS LOOKING AT IN THEIR SELECTION PROCESS THAT WOULD HELP NEWBORNS PROJECTS BE MORE COMPETITIVE IN THE FUTURE, UH, TO SECURE SOME OF THAT FUNDING.

AND SO THAT'S SOMETHING THAT WE'RE LOOKING INTO, UH, NOW, UM, AS WE, AS WE ROLL THROUGH THE GOALS, UH, THERE WERE A NUMBER, UH, THAT TOUCH ON EQUITY, YOU KNOW, DO WE FULLY UNDERSTAND WHAT THAT MEANS? UM, I THINK THAT WE'RE ALL STILL LEARNING.

UH, I THINK THERE, WE'RE STILL LEARNING AS, AS A NATION.

I THINK THAT FEMA IS STILL DEFINING THAT AND OTHER FEDERAL AND STATE AGENCIES ARE STILL, YOU KNOW, SORT OF DEFINING THAT, ESPECIALLY IN TERMS OF ELIGIBILITY AND PROJECT CRITERIA AND, YOU KNOW, HOW DO WE PUT THAT INTO A BENEFIT COST ANALYSIS, BUT THOSE ARE ALL THINGS THAT WE'RE LOOKING AT, UM, NOW, AND IN THE FUTURE TO ALIGN WITH THAT PROGRAM AND OTHERS TO, YOU KNOW, UH, AGAIN, YOU KNOW, THE GOAL IS TO, UH, TO IMPLEMENT THESE IDEAS.

AND SO WE'LL BE LOOKING AT THAT AND LOOKING AT THE LANGUAGE AND, UM, HOW CAN WE TWEAK THINGS AND IMPROVE THINGS AS WE MOVE FORWARD FOR THE FINAL? UH, SO THE, SO THAT THOSE PROJECTS, UH, DO SUPPORT THAT AND CAN OBTAIN HOPEFULLY SOME OF THAT FUND.
