UM, SO BACK IN APPARENTLY, UH, AUGUST OF 2019, THE APPLICANT,

UH, ISH, UM, APPLIED FOR A COA AND IN A MONTH OR SO AFTER THAT, AFTER THAT, I GUESS SEPTEMBER OF 2019, UH, THEY RECEIVED THEIR COA.

THEN IN SEPTEMBER OF 2020, THEY APPLIED FOR AND RECEIVED AN EXTENSION, UH, FOR THE PROJECT.

AND SO NOW, UH, FOR A SECOND EXTENSION, THEY'RE REQUIRED TO, UM, GET THE APPROVAL FROM THE HPC BOARD.

THE PRIOR APPROVAL WAS NOT REQUIRED THAT THE HPC, UH, PROVIDED THAT.

UH, AND SO THAT WAS DONE BY STAFF.

OKAY.

AND THERE ARE NO CHANGES OF ANY CON TO WHAT WAS ORIGINALLY APPROVED BY THE HPC.

THAT'S CORRECT.

WE HAVE THOSE, THERE ARE NO CHANGES.

SO WE NEED A MOTION BEING MADE BY A MEMBER OF THE BOARD TO, UM, HAVE AN EXTENSION FOR ANOTHER YEAR.

UM, AND YOU CAN SEE NOW ON YOUR SCREENS, UH, THE IMAGE THAT WAS, UH, ON GOOGLE STREET VIEW FROM 2019 AND IT SHOWS THE CONFIGURATION OF THAT WALL IS SIMILAR TO THE ONE THAT'S ACTUALLY BEEN CONSTRUCTED RECONSTRUCTED.

UM, YOU ALSO NOTICE PERHAPS IN THE LOWER LEFT CORNER AND LET ME ZOOM IN ON THAT EVEN MORE, UH, THERE WAS VERY HEAVY, UM, UH, DAMAGE FOR THE WALL THERE.

UH, AND, UH, ONE OF THE OTHER, UH, BIGGER FEATURES OF THIS IS THAT IT, UM, UH, THE WALL

WAS NOT THE SAME HEIGHT ALL THE WAY ALONG THERE, BUT ACTUALLY RISES UP SHORTLY AFTER THE CORNER AND THEN CONTINUES ALONG TO THE RIGHT.

AND THEY HAD, UH, PREVIOUS OWNERS HAD ADDED, UH, SOME CONCRETE TO THE TOP OF THE WALL, UH, PROBABLY TO, UH, TRY TO STAVE OFF SOME OF THE DAMAGE THAT WAS HAPPENING TO THE WALL.

AND THEN AT SOME POINT IT WAS NO LONGER EITHER NECESSARY OR IT'S BEEN BROKEN OFF.

UH, THERE WAS ALSO A DIAGONAL THAT GOES ACROSS HERE.

THAT'S ALSO ANOTHER DIAGONAL CRACK, UM, THROUGH THE WALL STRUCTURE.

AND WE'LL SEE THAT ALSO THAT'S GOOD DOWN TO THE NEXT ONE.

SO ON THE RIGHT-HAND SIDE, YOU CAN SEE THERE'S ANOTHER CRACK TO THE RIGHT OF THE, UM, TREE TRUNK HERE.

UH, AND THEN THE ONE, THE DIAGONAL ONE I WAS REFERRING TO IS OVER HERE, UH, RIGHT HERE THROUGH THE MIDDLE OF THIS IMAGE NOW.

UM, AND SO ALL OF THESE ARE STRUCTURAL, UM, FAILURES.

UM, NOW I HAVE ONE MORE IMAGE ALSO FROM 2019 BEFORE THEY DID ANY RECONSTRUCTION.

AND THIS ONE MAY BE A LITTLE BIT ME A LITTLE BIT, SO YOU CAN SEE IT'S A LITTLE TOO CLOSE, UM, ON THIS ONE.

NO, THAT WAS GOING TO HAPPEN.

IT'S A LITTLE HARD TO MANEUVER WITH THIS PROGRAM, BUT NOW, MAYBE HERE, YOU CAN BEGIN TO SEE THE, UM, OKAY.

CAN'T JUST MOVE IT UP JUST A TINY LITTLE BIT AND IT GOES INTO CHUNKS.

SO IT CAN THEN BEGIN TO SEE HERE NOW LOOKING AT THIS ANGLE THAT THE WALL WAS EVEN TIPPING OUT AT THE TOP.

UM, SO ALL THOSE STRUCTURAL FAILURES AND THE TIPPING OUT THE FACT THAT IT IS A RETAINING WALL, UH, AND SO THERE IS FOUR OR FIVE FEET OF SOIL BEHIND THE WALL.

UM, ALL OF THAT HAS KIND OF CAUSED THE WALL TO BE IN VERY BAD STATE.

AND WHILE THE APPLICATION DID SAY TO REPAIR AND RE RE POINT THE WALL, UM, THE REPAIR HAS RESULTED IN BASICALLY A RECONSTRUCTION OF THE WALL.

UH, SO, UM, I WOULD HAVE TO SAY THERE'S NOT REALLY ANY ALTERNATIVES AT THIS POINT, UH, FOR US AND WAS NOT REALLY ANY ALTERNATIVES FOR THE APPLICANT EITHER AT THE TIME, BUT TO DO A RECONSTRUCTION LIKE THEY DID.

UM, THEY IN FACT, UM, REBUILT IT WITH, UH, EVEN STRONGER STRUCTURE THIS TIME AROUND, UM, I BELIEVE, UH, I SAW THEM BUILDING, UH, SOME CONCRETE MASONRY UNITS BEHIND OR FIRST, UH, BASICALLY REMOVING THE WALL, UH, CLEAN, SAVING ALL THE BRICKS, CLEANING ALL THE MORTAR OFF ALL THE BRICKS AND THEN, UH, CONSTRUCTING A CONCRETE MASONRY WALL, UH, WHERE THIS WALL IS OR SLIGHTLY BEHIND IT, AND THEN RECONSTRUCTING A BRICK WALL AS A FACING ON THE, UH, CONCRETE BLOCK WALL.

SO I WOULD SAY THAT THE STRUCK THE WALL IS NOW PROBABLY STRONGER THAN IT WAS BEFORE AND STILL REUSED ALL THE SAME BRICKS.

MY ONLY SUGGESTION IS, UM, I DON'T TAKE ISSUE WITH THE WORK THAT WAS DONE OR HOW IT WAS DONE, BUT IT WOULD'VE BEEN NICE TO HAVE BEEN NOTIFIED BEFORE IT WAS DONE.

AND YOU KNOW, THAT THAT WILL ELIMINATE ANY MISUNDERSTANDINGS GOING FORWARD.

YOU KNOW, IF OTHER DEVIATIONS BECOME EVIDENT OR, OR NECESSARY.

I THINK THAT'S A VERY GOOD SUGGESTION, PARTICULARLY SINCE THEY INTEND ON DOING A LOT OF THINGS AT THIS HOUSE, YOU REMEMBER, THEY BROUGHT THAT BIG PLAN FOR ALL THE PLANS AND THEY'RE GOING TO PUT LIGHT POSTS UP AND GAMES AND STUFF.

SO PERHAPS IT WOULD BE GOOD TO JUST REMIND THEM AS MY FATHER SUGGESTS THAT IF THEY'RE GOING TO DEVIATE IN SOME WAY OR HAVE TO DO SOMETHING MORE THAN WHAT THEY HAD BEEN APPROVED FOR TO GET IN CONTACT WITH YOU, AND THEN YOU CAN LET US KNOW IF THERE'S ANYTHING WE NEED TO KNOW AND NEED TO BRING BACK TO THE HBC.

CAUSE THEY HAVE A LOT OF WORK THEY'RE GOING TO DO AT THAT HOUSE.
