[00:00:01]
THE MEETING TO ORDER AND WE'LL OPEN WITH A PRAYER BY REVEREND DENNIS WIGS, CAPITAL FREE WILL BAPTIST CHURCH.
WE ENTER INTO YOUR PRESENCE THIS EVENING WITH THANKFULNESS AND GRATEFULNESS FOR YOUR ABUNDANT BLESSINGS UPON US INDIVIDUALLY, AND AS A CITY, WE THANK YOU.
DO IT ALREADY FOR THIS VERY DAY.
THE OPPORTUNITY OF LIVING EVERY SINGLE DAY, MOST OF ALL FOR ETERNAL LIFE THROUGH JESUS CHRIST, OUR SAVIOR, OUR FATHER, WE THANK YOU FOR RAISING UP THIS CITY AND ALL THE HISTORY THAT YOU HAVE ALLOWED US TO ENJOY IN THIS AREA.
BUT NOW, AS WE FACE THE FUTURE, I PRAY THAT YOU WOULD GIVE THESE MEN AND WOMEN, THE WISDOM, THE GUIDANCE AND DIRECTION TO LEAVE THIS CITY AND THE PROPER STEPS.
WE THANK YOU, LORD FOR YOUR ABUNDANT BLESSINGS UPON US WHILE YOUR PROTECTION.
AND WE DO ASK YOU FOR YOUR CONTINUED PROTECTION AND YOUR BLESSINGS.
EVEN UPON THIS MEETING THIS EVENING, WE PRAY IN JESUS NAME AND FOR HIS SAKE.
FIRST THING WE HAVE IS THE SEWELL REPORT.
MR. DAVID MUSE THE CITY IN JAMAICA, THE WASTEWATER TREATMENT PLANT TREATED A TOTAL OF 116 MILLION GALLONS.
THE AVERAGE DAILY FLOW WAS THREE POINT TIME, 3.9 MILLION GALLONS PER DAY, R B O D REMOVAL EFFICIENCY WAS 94% ARE SUSPENDED.
SOLIDS REMOVAL EFFICIENCY WAS 91%.
THE QUARTERLY PHOSPHORUS AVERAGE, UH, FOR THE THIRD QUARTER OF THE YEAR WAS 1.9 MILLIGRAMS PER LITER, WHICH IS ALL WITHIN OUR MPDS PERMIT LIMITS.
WE FAILED OUR TOXICITY TEST IN SEPTEMBER, UH, WITH, AT THE DIRECTION OF THE STATE IT'S STANDARD PROCEDURE FOR US TO RETEST IT AGAIN, WE DID THAT ON OCTOBER 14TH AND RECEIVED A PASS ON THE TOXICITY AND UPGRADE ON THE MARTIN MARIETTA.
COREY, I HAVE RECEIVED A LETTER, UH, FROM, UH, THE STATE THAT STATES THAT APPLICATION THERE IS, UM, COMPLETE.
THERE ARE A COUPLE OF LITTLE THINGS THAT DIFFERENT DEPARTMENTS WANT US TO DO, UH, WANT US TO ADDRESS.
UH, AND WE'VE ALSO HEARD FROM THE CLEAN WATER TRUST MANAGEMENT FUND THAT, UM, HAS SAID THAT WE HAVE NOW COMPLETED OUR APPLICATION TO THEM, THAT IT IS IN INTACT AND IN FULL THERE.
UH, THEY EXPECT TO BEGIN, UH, NEGOTIATIONS FOR FUNDING MEETINGS FOR FUNDINGS, UH, EARLY IN DECEMBER.
DO YOU HAVE ANY QUESTIONS? THANK YOU.
NEXT THING IS SWIMMING POOL REPORT BY THE RECREATION, RIGHT? I'M PROCEEDING WITH THE PARK AND RECREATION TRUST FUND GRANT APPLICATION.
OUR RECREATION CONSULTANT TELLS US WE'LL GET MORE POINTS IF WE PUT ANOTHER ASPECT OF RECREATION ALONG WITH THE POOL, AND HE SUGGESTED SOMETHING LIKE A WALKING TRAIL OR SOMETHING.
SO I WILL BE INCLUDING THAT IN THE GRANT, HOPING WE HAVE A BETTER SHOT THIS TIME.
UH, THE ROAD GOING THROUGH THAT PROPERTY AT WEST NEWBURN HAS BEEN COMING ALONG NICELY.
AND, UH, IT SHOULD, DANNY, I DON'T KNOW HOW MUCH LONGER IT'S GOING TO TAKE, BUT IT'S LOOKING GOOD.
ANY QUESTIONS I WOULD LIKE TO REQUEST THAT WHEN YOU START DESIGNING THIS ADDITIONAL FACILITY, DO TRACK AND MAKE IT SOMETHING SPECIFICALLY FOR OUR SENIOR CITIZENS, BECAUSE THERE IS NOT THAT MUCH SPECIFICALLY DESIGNED FOR SENIOR CITIZENS IN A TOWN, WHICH IS BECOMING WELL.
I THINK A WALKING TRAIL WOULD FIT THAT DESCRIPTION SINCE A PLACE WHERE PEOPLE COULD WALK SHUFFLEBOARD.
OKAY, WELL, WE CAN LOOK INTO THIS, MY FIRST SOCIAL
[00:05:01]
SECURITY CHECK TOMORROW.HOW ABOUT PUTTING SOMETHING OUT THERE FOR SENIORS? WE CAN DO THAT.
I'M SURE ANYBODY ELSE, ANY OTHER QUESTIONS? NEXT THING WE HAVE ON THE AGENDA IS TO CONSIDER A POP WARNER FOOTBALL REQUEST.
ONE OF THE WARRIORS BOOSTER CLUB.
WHAT ALWAYS BOOSTS THE CLUB IS, IS, UM, THE PARENTS AND VOLUNTEER COACHES FROM THE WARRIORS AND THE BRAVES FOOTBALL TEAM.
UM, WE ARE THE WARRIORS BOOSTER CLUB, BUT WE REPRESENT 14.
UM, KIDS ARE FROM THE AGE OF EIGHT TO 10.
THEY ALSO HAVE A CHILI TO STAFF.
WE HAVE THE WARRIORS FROM 10 TO 13, WHICH ALSO HAS THE CHILI TO STAFF.
WE HAVE A TOTAL ROSTER OF 99 KIDS.
UM, WHAT THE BOOSTER CLUB HAS BEEN DOING IS WE'RE RAISING MONEY, UM, IN EFFORTS TO TAKE OUR KIDS TO FLORIDA, TO PLAY IN THE JUNIOR JAGUAR BOAT.
BUT THE JUNIOR JAGUAR BOWL IS, IS A, A BOWL GAME PUT ON BY THE JACKSONVILLE JAGUARS, THE NFL TEAM.
AND WHAT HAPPENS IS THEY INVITE THE BEST TEAMS FROM THE EAST COAST TO THIS BOWL GAME.
AND OUR TEAMS HAVE BEEN SELECTED TO REPRESENT, UM, IN THIS BOWL GAME, OUR BRAINS HAVE A RECORD OF SIX AND OH, NO, SIX IN ONE.
AND THE WARRIORS HAVE A RECORD OF, UM, SIX AND, OH, WHAT WE HAVE DONE.
UM, THE BOOSTER CLUB WE'VE HAD FUNDRAISERS.
WE HAD, UM, CHICKEN AND FISH DINNERS.
WE HAD SOCK HOPS FOR THE KIDS.
UH, WE DO CONCESSIONS AT THE HOME GAMES.
WE HAVE A 50 50, WE HAVE A PROGRAM BOOK THAT'S, UM, IN THE PROCESS NOW WHERE WE SELL ADS TO THE LOCAL BUSINESSMAN.
UM, WE HAVE, WE HAVE A YARD SALE.
THAT'S THAT'S UP AND COMING FOR THE SEVENTH.
AND, UM, WHATEVER ELSE WE CAN DO TO RAISE MONEY IN THOSE EFFORTS.
UM, AT THIS TIME WE'VE RAISED $5,000, BUT WE ARE STILL SHORT OF WHAT WE NEED, UM, THE TOTAL FOR WHAT WE'RE GOING TO NEED TO GET TO JACKSONVILLE, FLORIDA.
AND WE HIT THIS AFTERNOON ASKING IF YOU GENTLEMEN COULD HELP US ON OUR WAY TO JACKSONVILLE, FLORIDA.
IS THERE ANY QUESTIONS I'D LIKE TO SAY THAT I SUPPORT THE POP WARNER LEAGUE MYSELF, BOTH AS A MAYOR AND PRIVATELY.
AND, UH, THAT WAS ONE OF THE FIRST THINGS I DID WHEN I BECAME THE MAYOR, BECAUSE I WAS ABSOLUTELY ASTOUNDED AT WHAT A GOOD JOB ALL THOSE VOLUNTEERS DO WITH THESE KIDS.
AND IF ANYBODY'S BEEN OUT AND SEEN HIM, YOU WON'T BELIEVE IT.
BELIEVE ME, BECAUSE THEY LOOKED LIKE LITTLE TINY MONETARY NFL PLAYERS, HONEST TO GOD.
I MEAN, THEY CAN REALLY PLAY FOOTBALL.
AND I KNOW WHO SOME OF THESE PEOPLE ARE INCREDIBLE JOB IN TEACHING THOSE KIDS, WHAT IT'S LIKE TO DO, WORK HARD AND OBEY THE RULES AND TO NURTURE THEIR TALENT.
AND I JUST THINK IT'S A GREAT THING MYSELF.
AND, UH, ESPECIALLY IN THESE TIMES WHEN, UM, YOU KNOW, WE DON'T ALWAYS HAVE ALL THE GUIDANCE THAT WE NEED.
SO I PERSONALLY THINK IT'S A GOOD THING.
I DON'T KNOW WHAT THE FEELING OF THE REST OF THE BOARD ISN'T MADE BY WE'LL MAKE ACCOUNT MANNER, BUT MR. PARR, HIM, UH, YOU KNOW, DIRECTOR TO HERE TO THE BOARD OF ALL THE MEN AND HE CALLED ME TONIGHT BECAUSE HE HAD TO GO TAKE A TEST AND COULDN'T BE HERE AND WANTED ME TO DEFINITELY EXPRESS THE SUPPORT, UH, IN, IN WHATEVER WAYS THAT WE CAN SUPPORT YOU.
AND HE'S WILLING TO, IF, OF COURSE, THE BOARD OF TOLD HIM OR UNABLE TO GIVE YOU THE KIND OF MONEY YOU NEED TO, HE SAID THAT HE OF COURSE WOULD CONTRIBUTE SOMETHING TOWARDS IT, OUT OF HIS DISCRETIONARY.
UM, SO HOW MUCH ARE YOU ASKING JUST SOME MAIL? WELL, I, AT PRESENT AT PRESENT, WE HAVE $5,000.
UM, WE STILL HAVE SOME FUNDRAISERS THAT ARE IN PROCESS.
UM, I FORGOT TO MENTION THAT WE ARE DOING NOW A RAFFLE FOR THANKSGIVING DINNER, WHICH IS STILL IN PROCESS.
UM, WE HAVE, UH, THE PROGRAM BOOK, WHICH IS STILL IN PROCESS AND THE YARD SALE, WHICH IS GOING TO BE ON THE SEVENTH, WHICH, UM, IS UP AND COMING.
AND WE HAVE, UM, THE FIRST ROUNDS OF THE PLAYOFFS BECAUSE OUR TEAM HAS THE BEST RECORD IN THE LEAGUE.
WE WILL HOST THE FIRST ROUND OF THE PLAYOFFS, UM, ON SATURDAY, OUT AT GRILLED WITH SEEDS.
SO WE'LL, WE'LL HOSTING, WE'LL HAVE 14 PLAYING.
UM, SO WE'LL DO CONCESSIONS THROUGH TODAY.
IT'S KIND OF HARD FOR ME TO SAY WHAT THE NUMBER IS BECAUSE I DON'T THINK WE'RE GOING TO LEAVE ON THE 12TH.
WE'RE GOING TO LEAVE ON THE 12TH OF NOVEMBER AT MIDNIGHT.
AND, UM, WE ARE GOING TO, AND THE REASON WHY WE'RE GOING TO DO THAT IS BECAUSE WE'LL RIDE THAT NIGHT.
WE'LL GET THE KIDS THERE, UM, THAT FRIDAY
[00:10:01]
MORNING WE'LL TRY AND GET THEM TO THE ZOO.UM, THERE IS, UH, A WELCOMING PARTY FOR THE FOOTBALL TEAMS THAT AFTERNOON AND WE'LL GET THEM IN THERE.
WE'LL EAT DINNER SUNDAY MORNING, WE'LL GET BREAKFAST AND WE'LL HEAD BACK HOME.
DOES THE RECREATION DEPARTMENT BUDGET HAVE ANY FUNDS THAT COULD BE CONTRIBUTED TO WATCH THIS PARTICULAR ACTIVITY? THAT SOUNDS GOOD.
BETTER NOT HAVE THAT MUCH MONEY TO BLAME.
HOW ABOUT YOU THINK YOU COULD FIND, IF YOU GO LOOK REAL HARD, HOW MUCH DO YOU THINK YOU MIGHT COULD FIND? IF YOU LOOK REAL, REAL HARD, YOU MAKE A GOOD POLITICIAN.
YEAH, WE SHOULDN'T PUT ON DOWN.
UH, YOU DON'T, OBVIOUSLY YOU DON'T HAVE TO HAVE ANSWERS TONIGHT BECAUSE I DON'T BELIEVE WE'RE CAPABLE OF GIVING YOU THE ANSWERS TONIGHT, RIGHT? ESPECIALLY, I MEAN, IF WE GAVE YOU A YES, WE COULDN'T PUT A MEMBER WITH IT.
AND ESPECIALLY WITH THE CITY MANAGER, NOT BEING IN TOWN RIGHT NOW ANYWAY, BUT, UH, I THINK PROBABLY THE BEST THING FOR YOU TO DO.
DO WE HAVE ANOTHER MEETING BETWEEN THEN BETWEEN NOW AND 12 GOT ONE MORE.
AT LEAST WE GOT A WORK SESSION NEXT WEEK.
WE HAVE A WORK SESSION NEXT WEEK.
COULD YOU COME BACK AT THE NEXT MEETING? WE'LL HAVE SOME OPPORTUNITY AS INDIVIDUALS ANYWAY, TO ASK, TO SAY THE MANAGER TO SEE WHAT KIND OF CONTINGENCY MONEY.
I KNOW THAT MY, UH, DISCRETIONARY MONEY.
I GIVE YOU ALL, I DON'T KNOW WHETHER YOU'VE GOT IT THIS YEAR OR NOT.
HAVE YOU GOTTEN IT THIS YEAR? HAVE GOT IT.
WE HAVE A WORK SESSION ON NOVEMBER 16, RECEIVE THE MAIL.
HOW LONG IS THE THOUSAND DOLLARS? I'M GIVING IT TO THEM EVERY YEAR.
SO I REALLY ACTUALLY NEVER SEEN IT.
I'LL TELL YOU, YOU KNOW, I THINK THE BEST WAY TO HANDLE THIS IS YOU ALL, ALL OF YOUR NORMAL FACES AND MAYBE WE SHOULD ALL PLEDGE SOME MONEY OUT OF OUR CONTINGENCY THAT THE MAYOR YOU HAVE HERE, IF HE WANTS TO, I MEAN, YOU'RE NOT OBLIGATED.
I THINK THE MASS SUGGESTION OF YOU GUYS COMING BACK AND GIVE US TIME, THINK ABOUT IT, UM, IS A GOOD FIGHT AND GIVE US A CHANCE TO TAKE UP TO ASSESS, SEE WHAT'S AVAILABLE.
IF, IF ANYTHING, IF, IF ANYTHING, RIGHT, AND IN THE MEANTIME, YOU'RE GOING TO, IT'S A BEAST CONTINUING TO RAISE MONEY WHO KNOWS YOU MIGHT GET OUT THERE AND GET LUCKY.
AND WE DO HOPE SO THE JOB AT WORK, THANKS.
UM, THE DATE, UM, OR THE NEXT WEEK THAT WE'LL BE BACK WOULD BE THE 10TH.
AND MAY YOU BE SALMON WHEN YOU COME, I'LL TELL YOU WHAT THEY HAVE.
I SAW MY KID ONE DAY, THE QUARTERBACK WASN'T THAT TALL.
AND I CAN'T EVEN IMAGINE HE COULD THROW ONE, THREE TIMES.
THAT'S NOT SAYING A LOT BECAUSE I'M GETTING MAX THIS CATEGORY.
I JUST STARTED SAYING BARBARA, HEY LSE, WHERE ARE WE? OKAY.
PRESENTATION BY THE CITY PLAN ON THE WORLD, TOWN PLANNING.
AND THANK YOU FOR THE OPPORTUNITY TO BRIEFLY SPEAK A WORLD TOWN PLANNING AND PLANNING.
YOU'LL NOTICE THE BUTTONS WE HAVE ON THIS EVENING, WORLD TOWN PLANNING DAY, NOVEMBER, THE EIGHTH IS CURRENTLY CELEBRATED IN ABOUT 30 COUNTRIES ON FOUR CONTINENTS.
THE INTERNATIONAL ORGANIZATION FOR WORLD TOWN PLANNING DAY WAS FOUNDED IN 1949 TO ADVANCE PUBLIC AND PROFESSIONAL INTEREST IN PLANNING BOTH LOCALLY AND ABROAD.
IT IS PROMOTED EACH YEAR BY THE INTERNATIONAL SOCIETY OF CITY AND REGIONAL PLANNERS.
THE PURPOSE OF WORLD TOWN PLANNING DAY IS TO DRAW ATTENTION TO THE AIMS OBJECTIVES AND PROGRESS OF URBAN AND REGIONAL PLANNING IN OUR COUNTRY AND ITS RELATIONSHIP TO SUCH PLANNING ELSEWHERE IN THE WORLD.
IT AIMS TO HIGHLIGHT THE VALUABLE CONTRIBUTIONS SOUND PLANNING HAS MADE TO THE QUALITY OF HUMAN SETTLEMENTS AND THEIR ENVIRONMENT.
IT ALSO PROVIDES AN OCCASION TO CELEBRATE OUR ACCOMPLISHMENTS AND MAKING THOSE COLLECTIVE DECISIONS CONCERNING OUR CITIES AND REGIONS THAT BRING QUALITY AND MEANING TO OUR LIVES, ADDRESSING BOTH
[00:15:01]
CURRENT NEEDS.AND THOSE ARE THE FUTURE WORLD.
TOWN PLANNING DAY IS AN OPPORTUNITY TO REMIND US OF COMMUNITY-WIDE NEEDS THE SIGNIFICANCE OF NEIGHBORHOODS IN THE CITY CENTER, THE NEED FOR PROFESSIONAL AND PERSONAL INVOLVEMENT IN COMMUNITY POLICYMAKING, THE FRAGILE NATURE OF THE ENVIRONMENT AND THE NECESSITY TO CONSIDER FUTURE IMPACTS AND IMPACTS ON OTHERS.
WHAT IS PLANNING? I HAD AN OPPORTUNITY A FEW YEARS AGO TO TAKE CAROLINE, MY DAUGHTER, WHO WAS THEN FIVE TO TWO STRAIGHT EVENING PUBLIC MEETINGS.
ON THE THIRD DAY, I ASKED HER WHAT SHE THOUGHT ABOUT WHAT HER DAD DID FOR A LIVING AND A RESPONSE WAS THE MEETINGS ARE TOO LONG AND THE PEOPLE TALK TOO MUCH.
WHY COULDN'T YOU HAVE JUST BEEN A DENTIST OR SOMETHING? WELL, OTHER THAN THE LONG MEETINGS AND TOO MUCH TALKING PLANNING IS THE APPLICATION OF KNOWLEDGE TO ACTION.
IN ORDER TO IMPROVE SOCIETY, PLANNERS ARE CONCERNED WITH ISSUES THAT AFFECT THE WORLD, SUCH AS THE PRESERVATION AND ENHANCEMENT OF THE QUALITY OF LIFE IN A COMMUNITY, THE PROTECTION OF THE ENVIRONMENT, THE PROMOTION OF EQUITABLE ECONOMIC OPPORTUNITY AND THE MANAGEMENT OF GROWTH AND CHANGE OF ALL KINDS, PLANNERS ARE OFTEN REFERRED TO AS CHANGE AGENTS.
THERE'S AN ANCIENT CHINESE PROVERB THAT GOES, IF WE DO NOT CHANGE OUR DIRECTION, WE ARE LIKELY TO END UP WHERE WE ARE HEADED.
THINK ABOUT THAT FOR A MOMENT IN THE CONTEXT OF WHAT WE'RE LOOKING AT WITH OUR RIVERS AND TRAFFIC QUALITY OF LIFE SPRAWL, AND MANY OF THE OTHER ELEMENTS OF THE LATE 20TH CENTURY, THE PLANNING PROCESS TYPICALLY INVOLVES THE PERFORMANCE OF A NUMBER OF ROLES.
SOME PLANNERS FUNCTION PRIMARILY AS TECHNICAL ANALYSTS AND RESEARCHERS SOME AS DESIGNERS AND PROGRAM DEVELOPERS, OTHERS AS AGENTS OF SOCIAL CHANGE AND STILL OTHERS AS MANAGERS OR EDUCATORS, PLANNERS WORK IN MANY DIFFERENT SUBSTANTIVE AREAS OR SPECIALIZATION, SOME OF THE MOST POPULAR INCLUDE.
AND LET ME JUST SHOW YOU AN OVERVIEW.
THERE IS LAND USE PLANNING, URBAN DESIGN, ECONOMIC DEVELOPMENT, PLANNING, INFORMATION SYSTEMS, HISTORIC PRESERVATION, PLANNING, HOUSING, AND COMMUNITY DEVELOPMENT, ENVIRONMENTAL ELTON CLEANING SERVICES, TRANSPORTATION PLANNING, INTERNATIONAL DEVELOPMENT, PLANNING, AND POLICY PLANNING AND MANAGEMENT OFFER AREAS OF PLANNING.
I'D LIKE TO TAKE JUST A MINUTE TO INTRODUCE THE PLANNING STAFF, UH, HERE FOR THE CITY OF NEWBURGH.
AND IF THEY WOULD PLEASE STAND, WE HAD BERNARD DRAWERS RIGHT AWAY OR COORDINATOR AND, UM, OUR CITY PLAN.
AND THEY'RE AN IMPORTANT PART OF WHAT GETS DONE.
AND I APPRECIATE THEM VERY MUCH.
IN CLOSING, I'D LIKE TO LEAVE YOU WITH TWO QUOTES, ONE BY CHARLES YOEST, WHO WAS A, UH, AN AMERICAN AMBASSADOR.
AND HE STATED THAT DEMOCRACY IS NOT A MATTER OF SENTIMENT, BUT A FORESIGHT, ANY SYSTEM THAT DOESN'T TAKE THE LONG RUN INTO ACCOUNT WILL BURN ITSELF OUT IN THE SHORT RUN.
AND THEN ARISTOTLE PEOPLE FIRST GATHERED IN CITIES TO LIVE.
THEY REMAIN THERE TO LIVE THE GOOD LIFE AND HOPEFULLY THROUGH THE EFFORTS OF EVERYONE HERE IN OUR CITY THAT WILL REMAIN TRUE OF NEWBURN AND ITS ENVIRONMENTS.
AND MR. MAYOR, I BELIEVE YOU HAVE PRESENTLY.
SO YOU WANT, YOU ALL KNOW IS HE ASKED ME TO READ HIS RESOLUTION AND I TOLD HIM THAT I WOULD STILL PROBABLY COULD GET IT.
AND SO TO GIVE ME A LITTLE KEY, SO THANK YOU VERY MUCH.
AND BY THE WAY, MIKE, I NEVER DREAMED YOU WITH SUCH A PHILOSOPHER THAT WAS BEAUTIFUL.
THE RESOLUTION, WHEREAS NOVEMBER THE EIGHTH IS RECOGNIZED INTERNATIONALLY AS WORLD TOWN PLANNING DAY.
AND WHEREAS WORLD TOWN PLANNING DAY IS OBSERVED TO HONOR PLANNERS WHO WORK IN THE PUBLIC INTEREST TO ENSURE THE CONTINUED VIABILITY AND INCREASED LIVABILITY OF OUR COMMUNITIES.
AND WHEREAS THE BOARD OF ALL OF THEM IN THE CITY OF NEW ZEALAND RECOGNIZED AS A VALUABLE CONTRIBUTION MADE BY CITY AND REGIONAL PLANNERS TOWARD THE IMPROVEMENT OF MERCEDES IN BURNS AND NORTH CAROLINA, WHEREAS THE BOARD OF ALL OF THEM AND THE CITY OF NEWBURN WISH TO EXTEND THEIR THANKS FOR THE CONTINUED COMMITMENT BY THE PLANNERS, TO THE IMPROVEMENT OF OUR SOCIETY.
NOW, THEREFORE BE IT RESOLVED THAT THE BOARD OF ALL OF THEM AND THE CITY OF NEWBERN NORTH CAROLINA HEREBY PROCLAIMS, NOVEMBER 8TH, 1998 IS CITY AND REGIONAL PLANNING DAY.
SO DO I HEAR A MOTION TO NOT RESOLUTE
[00:20:02]
ANY FURTHER DISCUSSION ALL IN FAVOR, SAY, AYE, WE HAVE TO GO BUY A ROW.AND WE DO APPRECIATE IT AND KNOW IT IS NOT AN EASY JOB AND YES, IF ANYBODY THINKS IT IS S JANA LIT, WHILE YOU SEE A CROWD OF PEOPLE IN HERE, IT HAS SOMETHING TO DO WITH PLANNING.
I'VE LEARNED THAT IT TOOK ME ABOUT THREE YEARS TO FIGURE THAT ONE OUT AND DO THE PLANNING LITTLE LAKOFF THAT'S RIGHT.
EH, SEE, NEXT THING WE HAVE AS A PUBLIC HEARING AND ADOPT AN ORDINANCE TO CONSIDER CLOSING PHILLIP ROAD, WHO DOES HE, ME, THAT WOULD BE DAN CREDIBLE.
YOU'RE GOING TO EXPLAIN THAT I WILL TRY MY MEMBERS BOARD THERE.
I HAD A STREET OUT ON TRENT ROAD, BASICALLY THAT IS DIRECTLY ACROSS THE STREET FROM CHELSEA ROAD.
IF YOU KNOW WHERE THAT IS, IT EXTENDS, UH, APPROXIMATELY 600 FEET JIM, A NORTHERLY DIRECTION OF TRENT ROAD AND IS PLANTED AT 20 FEET WIDE.
IT HAS NEVER BEEN IMPROVED OVER THE YEARS.
UH, THERE IS ONE DWELLING THAT, UH, EXISTS ALONG THAT STREET.
AND FOR YEARS HAD, HAS BEEN THERE AND NEVER IMPROVED AS YOU ALL KNOW, UH, SEVERAL MONTHS AGO OR ABOUT A YEAR AGO, DMT, UH, CONSTRUCTED OR BEGAN CONSTRUCTING RATHER THAN IT HAS NOW BEEN COMPLETED, UH, TO EXTEND, UH, MCCARTHY BOULEVARD, UH, THROUGH TO TRENT ROAD.
AND IN THE PROCESS OF THAT, THEY PURCHASED PROPERTY ON THE EAST SIDE OF THAT LINE OF WAY BUILT THE, UH, BUILT A NEW BOAT DOWN THAT RIGHT OF WAY.
AND, UH, FOR ALL INTENTS AND PURPOSES DID AWAY WITH THE NEED FOR THE 20 FOOT FLAT AND ROAD.
UH, THE ONLY DWELLING ON THAT, THAT STREET WAS, UH, PROVIDED A DRIVEWAY CONNECTION ON TO MCCARTHY BOULEVARD.
UH, I WAS APPROACHED BY ANOTHER PROPERTY OWNER REQUESTING THAT IT BE CLOSED.
AND, UH, YOU ADOPTED A RESOLUTION AT YOUR, UH, A MONTH AGO BASICALLY TO, UH, CALL FOR THE PUBLIC HEARING TONIGHT.
AND, UH, THAT TIME HAS EXPIRED.
WE PUT UP THE SIGNS AS REQUIRED AND SO ON AND SO FORTH.
AND NOW THE PUBLIC HEARING IS READY AND REGULAR, NO, I'VE LIKED THE FURTHEST UNTIL FUTURE TIME.
I THINK WE NEED TO CHECK INTO IT A BIT MORE, BUT WE DEFER THIS PUBLIC HEARING BE CONDUCTED FOR ACTION ON.
WELL, WHAT I WOULD LIKE TO FURTHER ADD, UM, AND I WILL HAVE TO APOLOGIZE.
I PROBABLY SHOULD HAVE DONE A LITTLE BIT MORE THAN, THAN I DID, BUT, UH, I DIDN'T SEE ANY PROBLEM WITH IT.
AND, UH, I WAS APPROACHED BY, UH, SOME PROPERTY, THE PROPERTY OWNERS WHO HAVE THE DWELLING ALONG THAT LIGHT OF WAY.
AND, UH, THAT'S MR. MS. HARPER THERE IN THE AUDIENCE.
THEY SAID THEY WOULD PREFER NOT TO SPEAK AS LONG AS SOMEONE'S SPOKEN THERE, UH, STAY AT, AND I, I AGREED TO DO THAT.
THERE THERE'S A WATER LINE THAT EXTENDS DOWN THAT RIGHT OF WAY THERE, THEIR WATER SERVICE ACTUALLY IS UNSCENTED AND THEY HAVE A PRIVATE WATER LINE THAT EXTENDS DOWN THAT IN FLIGHT AWAY.
AND IN CLOSING THAT THERE IS SOME QUESTION AS TO HOW WE CAN ACCOMMODATE THAT TO REMAIN AND NOT CUT THEM OFF, UH, SPOKE TO MR. WARD JUST PULLED MEETING, AND I'M SURE THERE'S SOMETHING WE CAN WORK OUT THAT WOULD ACCOMMODATE THEM IN SOME MANNER OR ANOTHER, BUT IT'S A COUPLE OF ISSUES WE NEED TO WORK OUT.
AND AS OLD 1000 SAVES, WE PROBABLY NEED TO DEFER IT IF ANYONE ELSE WANTS TO SPEAK FOR OR AGAINST.
I THINK THAT'S ALL WE NEED TO HEAR THAT.
WELL, WE HAVE THE PUBLIC HEARING.
DOES ANYBODY HERE THAT WOULD BE AGAINST CLOSING AT RUTLAND? AND OF COURSE WE KNOW THE FAMILY THAT YOU JUST SPOKE OF IS FOR IT.
SO I ASSUME SINCE THERE'S NOBODY AGAINST IT OR THEY'RE AGAINST IT, THEY JUST WANT TO MAKE SURE THEIR NEEDS AND THEY JUST WANT TO MAKE SURE THAT THEY GET CONNECTED AND I DON'T HAVE A PROBLEM WITH, AND THAT'S WHAT WE WANT TO MAKE SURE IT HAPPENS.
ONE QUESTION ABOUT THE WATER SERVICE.
DID THEY PUT ANY LINES DOWN THE NEW ROAD WHEN IT WAS BUILT? NO.
AND THAT'S, THAT'S GOING TO BE THE ISSUE.
UH, I, AT SOME POINT IN TIME IS DEVELOP.
[00:25:01]
YEAH, IT WILL BE DEVELOPED.SO THERE'S GOING TO HAVE TO BE A LAND PUT DOWN THERE AT SOME TIME.
BUT UNTIL THAT TIME, THERE'S GOING TO HAVE TO BE SOME COMBINATION DATA WITH THE PRIVATE LINE.
SO AT SOME POINT THAT I HAD TO VENTURE A GUESS, I'D SAY AT SOME POINT IT'LL BE CLOSED, BUT YOU'LL HAVE ANOTHER LINE, A SHORT LINE FROM AND MEMBERS OF THE BOARD.
I THINK HE CAN BE HANDLED BY THE BOARD, ADOPTING A RESOLUTION AND GIVING THEM THAT WAY THEY WOULD RETAIN AN EASEMENT THAT WORKED IN.
SO ARE YOU SAYING THAT YOU WOULD BENEFIT TO DELAY IT THEN? NO, I'M SUGGESTING IT WOULD BE DELAYED SO THAT THE BOY CAN ACT FIRST ON THE DATABASE THEN ON THE ORDER.
UH, I MAKE A MOTION TO REFER THIS ACTION UNTIL DANNY LOOKS INTO IT.
ANY FURTHER DISCUSSION ALL IN FAVOR, SAY, AYE, ALL RIGHT.
WE ARE NOT GOING TO PUT YOU OUT OF THE WATER BUSINESS, TOOK CARE OF MY BREAKS, BUT TO HEAR IT, TO CONSIDER ESTABLISHING A STATE DEVELOPMENT ZONE, THE NEIGHBOR MR. MAYOR, MAYOR MEMBERS OF THE BOARD, WE'RE HERE TONIGHT TO SOLICIT INPUT ON A PROPOSAL TO CREATE A DEVELOPMENT CENTER AROUND NEWBURN, INCLUDING MOST OF THE CITY, THE DEVELOPMENT ZONES WERE RECENTLY AUTHORIZED BY THE GENERAL ASSEMBLY AS PART OF THE BROADER ECONOMIC DEVELOPMENT PACKAGE.
THEY'RE INTENDED TO PROTECT JOBS AND ENCOURAGE DEVELOPMENTS IN URBAN AREAS WITH A HIGH PERCENTAGE OF POVERTY WORKING CLOSELY WITH JIM DAVIS, THE CRAVEN COUNTY ECONOMIC DEVELOPMENT DIRECTOR, AND WE PATRIK WITH THE DIVISION OF COMMUNITY ASSISTANCE IN WASHINGTON.
WE'VE DEVELOPED THIS PROPOSAL.
I'LL GO TO REAL BRIEFLY THE BENEFITS TO THE COMMUNITY IF WE ENACTED IT AND WHAT IT WOULD ENCOMPASS, AND THEN WE'LL LET THE CITIZENS COME FORWARD.
AS THEY HAVE COMMENTS PRIOR TO THE, UM, THE ACTION THIS YEAR, THERE WERE ALREADY, UM, TAX CREDITS, AVAILABLE STATE TAX CREDITS FOR ECONOMIC DEVELOPMENT.
IT WAS BASED ON ECONOMIC FACTORS IN THE COUNTIES.
THERE WAS A FORM OF LAW SET BY A STATE STATUTE.
THERE'S FIVE TIERS TO YOUR ONE BEING THE MOST DISTRESSED, THUS ELBOW FOR THE GREATEST NUMBER OF BENEFITS, UM, GOING ALL THE WAY UP TO TIER FIVE, THOSE RECENT NEED OF, UM, AS CREDITS TO ENCOURAGE DEVELOPMENT CREDIT COUNTY IS IN TIER THREE COUNTIES RIGHT IN THE MIDDLE.
UM, THE BENEFITS OF DOING IT, A DEVELOPMENT ZONE IS WE IN THAT AREA, GET THE TREE BASICALLY LIKE THE TIER ONE COMMUNITY.
SO IT REALLY OFFERS YOU VERY, UM, INCENTIVES TO BRING PEOPLE HERE OR TO HAVE OUR INDUSTRY IT'S, UM, TO EXPAND OR AT LEAST, UM, I'M SORRY, I DIDN'T READ THIS SIGN VERY WELL, BUT IT'S YEAR ONE TO GET THE TAX CARD, TIER THREE, TO GET THE TAX PREDATORS, YOU HAVE TO PAY AT LEAST 110% OF THE AVERAGE WEEKLY WAGE IN THE COUNTY AND OUR WEEKLY WAGE BECAUSE OF NEDA AND OTHER PLACES IS KIND OF ON THE HIGH SIDE.
UM, BUT IN THE NOTES THAT THE, UM, PERSON THAT WON THE TASK, IT ONLY HAS TO PAY A HUNDRED PERCENT.
SO THERE'S A BREAK FOR THEM THERE.
UM, SECOND, UM, FOR EACH JOB CREATED, UM, OVER FIVE JOBS AND IT'S TIER THREE, YOU'RE ELIGIBLE FOR A $3,000 TAX CREDIT.
UM, AND THE DEVELOPMENT CENTER THAT WOULD JUMP UP TO $7,000, UH, NEXT REGULARLY IN A TIER THREE, YOU CAN GET UP TO $500 TAX CREDIT FOR TRAINING EMPLOYEES.
WELL, AND THE BELL WAS IN THAT GOES UP TO A THOUSAND, UM, THEN FOR OUR CAPITAL INVESTMENTS, WHAT WE MACHINERY RESET FOR, THERE'S A THRESHOLD YOU HAVE TO SPEND AT LEAST $200,000 BEFORE YOU CAN START GETTING A 7% TAX CREDIT ON ADDITIONAL INVESTMENT WHILE THE DEVELOPMENTS IN THAT STARTS AFTER THE FIRST DOLLAR.
AND THEN THERE'S AN ALL THESE THINGS, OF COURSE, YOU KNOW, IT CAN ONLY OFFSET UP TO 50% OF YOUR STATE TAXES AND THERE'S A PERIOD IN WHICH YOU'RE ELIGIBLE TO CLAIM.
NOW THERE'S A CARRIER FOR, UM, THE OTHER BENEFIT OF THE DEVELOPMENT ZONE IS THAT IF A COMPANY, EMPLOYER MAKES AN INVESTMENT, AT LEAST $150,000 OVER A TWO-YEAR PERIOD, THEN THEY CAN ACTUALLY GET UP TO A 20 YEAR CARRY OVER.
AND OTHER THAN THE STANDARD FIVE YEARS, LIKE I SAID, AS NUMEROUS AS FOR THEM TO, TO COME TO OUR AREA, UM, THERE ARE A FEW BASIC REQUIREMENTS, UM, AND DESIGNING A DEVELOPMENT ZONE.
FIRST OF ALL, YOU HAVE TO HAVE MS. PALLIATIVE AND THESE 5,000 PEOPLE SECOND AT THE AREA ASK THE
[00:30:01]
COURT TO 99 CENTS IS THE POVERTY RATE IN THAT AREA HAS TO BE AT LEAST 20%.SO WE'VE LOOKED AT THE NUMBERS LATELY, A LOT OF WORK ON THE FRONT OF THE NUMBERS FOR US.
AND WE TRY TO, UM, DEVELOP A MORE JUST DEVELOPMENT ZONE.
AND WE CONSTANTLY TO AT PLACES IN SYDNEY, WHAT WE'D LIKE TO SEE DEVELOPMENT, BUT ALSO RECOGNIZING THAT SOME OF THE MORE ATTRACTIVE AREAS ARE WHITE ON PERIPHERY AND IN YOUR PACKAGE THAT WAS COPY OF THE MAP.
UM, HERE'S SOMETHING THAT MAYBE SOME OF THE PEOPLE IN THE AUDIENCE CAN SEE.
I ACTUALLY SEE IT'S IT'S MOST OF THE CITY, INCLUDING OUR, OUR ERIC FOR THE FIVE POINTS AREA, THE, UH, RIVERSIDE COMMUNITY THAT ARE WHERE THE STONE INDUSTRIAL OPERATIONS, UM, WE'VE ALSO INCLUDED OVERALL, UM, NICE BOULEVARD, BOSCH THAT AREA.
AND THEN WE INCLUDED THE INDUSTRIAL PARK.
THE AREA HAS A 21.4, 6% OF PEOPLE LIVING IN ARE AT POVERTY.
SO WE'RE WELL WITHIN THE STANDARDS SET BY THE STATE TO HAVE THE BABIES.
UM, THEN WE'LL START SENDING OUT APPLICATIONS NOVEMBER 2ND, AND WE'RE PUSHING TO BE ONE OF THE FIRST ONES UP THERE AND ASK THE PATIENT IF WE MIND PRESENTATION ANY QUESTIONS.
AND WHAT IS THE GEOGRAPHICAL AREA OF THE PROPOSED DEVELOPMENT ZONE? I CAN'T REALLY SEE IT.
YOU MAY HAVE MENTIONED IT, BUT NOT YEAH.
IN YOUR PACKET, THERE SHOULD ALSO BE A MAP IS THE SHADED AREA I SAW IT, BUT I CAN'T MAKE OUT THE, THE GEOGRAPHICAL AREA.
IT'S REALLY ROUGHLY, IT'S ALMOST THE ENTIRE CITY OF SEVEN FOR A TWO YEAR AGE OFFICE INDUSTRY THAT WERE PRIMARILY RESIDENTIAL AND THEN A ONE RESIDENTIAL AREA THAT AREA DOWN THERE, THE ENTIRE CITY, AS, AS IN ALMOST THE ENTIRE CITY PLUS A LARGER AREA OUTSIDE THERE'S EVER 20, SOME THOUSAND PEOPLE INCLUDED IN THIS AREA AND ACTUALLY ALL POPULATIONS ON 22.
SO YOU MEAN TO TELL ME THAT ONE A LITTLE BIT MORE THAN ONE IN EVERY FIVE PERSONS IN THIS CITY IS AT WELL BELOW THE POVERTY LEVEL? UM, WELL, WE ALSO HAVE, WELL, PART OF THAT, THE WHOLE COUNCIL
SO WHAT DO YOU NEED FOR US TO DO AFTER THIS HEARING? UM, BASICALLY, UH, RICE OF THE MAYORS.
IT'S NOT NECESSARY FOR, TO SUBMIT THE APPLICATION AND WHAT WOULD BE A DOWNSIDE DOING THIS HERE WITH THING.
WHAT DOES IT POSE? IT REALLY HAS A DOWNSIDE.
WHAT IS THE DOWNSIDE? THIS, WE DON'T ONLY SEE ONE.
I MEAN, IT'S A WIN-WIN FOR OUR COMMUNITY.
IT BRINGS JOBS, KEEPS JOBS THERE.
HOPEFULLY WE'LL ATTRACT OTHER JOBS TO OUR IMMEDIATE AREA.
THOSE PEOPLE ARE MOST IN NEED OF JOBS.
THE POOR, THOSE LIVING AT POVERTY, WON'T BE BURDENED WITH THE ADDITIONAL COST OF TRYING TO GET TO THE JOBS.
IF, IF WE BRING INDUSTRY CLOSER TO LOSS, UH, WE BENEFIT FROM THE TAX BASE AND TAX CREDITS THAT ARE GOING TO BE INDUSTRY ARE COMING FROM THE STATE.
UM, SO IF WE DON'T LOSE LOCAL REVENUE, WELL, I'LL MAKE A MOTION.
WE ALSO REALIZED THAT MAY OTHER SIDE, I HERE A SECOND, ALL IN FAVOR, SAY, AYE, THERE'S A VOICEMAIL.
I'LL JUST SIGN IT AND PASS THE LINK.
WHAT IS THE BOARD HAD JUST AUTHORIZED THE MAYOR TO SHINE, SUBMIT AN APPLICATION FOR ESTATE DEVELOPMENT.
RIGHT? NEXT THING WE WOULD HAVE THEM.
IT WOULD BE THE PUBLIC HEARING TO CONSIDER A REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A PRIVATE SCHOOL AT 1720 TRENT BOULEVARD.
BY THE WAY, THERE WASN'T ANYBODY IN OPPOSITION TO THAT HERE WAS IT.
I DON'T KNOW IF WE COVERED THAT.
THE PREVIOUS THING THAT WE DID, UH, OH NO, NO.
I WAS TALKING ABOUT THE PREVIOUS THING.
NOBODY WAS IN OPPOSITION TO THE, UH, DEVELOPMENT ZONE.
I DIDN'T ASK WHERE I'M GOING BECAUSE I DIDN'T SEE ANYBODY.
IN ABOUT, WE STARTED THE PUBLIC HEARING.
HE CONSIDERED THE CONDITIONAL USE PERMIT TO OPERATE A PRIVATE SCHOOL AT 1723, TRENTON BOULEVARD, MAIL, BAYLESS, AND MEMBERS OF THE BOARD OF ALDERMAN.
YOU HAVE BEFORE YOU AN APPLICATION FOR SPECIAL USE A CONDITIONAL USE PERMIT BY DR.
LOUIS DANES TO OPERATE A SCHOOL AT 1720 TRENT ROAD,
[00:35:01]
THE PROPOSED SCHOOL WILL CONSIST OF GRADES ONE TO 12, THAT THE DANES ANTICIPATES A MAXIMUM ENROLLMENT OF 25 TO 50 STUDENTS.THE 52,937 SQUARE FOOT SITE IS OWNED BY MR. JERRY NEWMAN WHO OPERATES CHRISTENSEN HARDWARE AND A PORTION OF 11,000 SQUARE FOOT BUILDING THAT WILL BE APPROXIMATELY SHARE.
50% OF THAT SPACE WOULD BE SHARED WITH THE SCHOOL DR.
DANES AND THE OWNER HAD BEEN WORKING WITH BUILDING INSPECTOR, ZONING ADMINISTRATOR AND OTHER LOCAL CODE ENFORCEMENT OFFICERS TO COMPLY WITH ALL LOCAL AND STATE REGULATIONS.
STAFF HAS REVIEWED THE APPLICATION AND FOUND THE APPLICATION TO BE COMPLETE.
UH, SCHOOLS ARE REQUIRED TO HAVE A CONDITIONAL USE PERMIT PRIOR TO THE OPERATION.
THE SITE IS LOCATED IN THE C5 OFFICE AND INSTITUTIONAL DISTRICT WHERE SCHOOLS ARE PERMITTED WITH A SPECIAL USE PERMIT.
AND PROPER NOTICE HAS BEEN GIVEN TO ALL PROPERTY OWNERS WITHIN 200 FEET OF THE SITE AT ITS REGULAR MEETING ON OCTOBER 6TH, 1998, THE PLANNING AND ZONING BOARD VOTED UNANIMOUSLY TO RECOMMEND THAT CONDITIONAL USE PERMIT BE APPROVED OTHER THAN THE APPLICANT.
NO ONE APPEARED AT THE PUBLIC HEARING NOR HAS STAFFORD RE RECEIVED COMMENTS.
SUPPOSEDLY POSED SCHOOL STAFF RECOMMENDS APPROVAL OF THE PERMIT APPLICATION.
NOT A DANGEROUS, IS THERE ANYBODY IN OPPOSITION TO THIS SCHOOL? THE ONE GENTLEMAN SAID HE'D LIKE TO HEAR MORE ABOUT IT.
SO IMPORTANT FOR BUILDING INSPECTORS ARE DONE, BUT I CAN'T HEAR THAT.
I LIVE AT 1738 TREK, WHICH IS TWO DOORS OUT.
UM, FROM MY POINT OF VIEW OF THE PROPERTY, I REALLY CAN'T SEE THE BACK AREA, BUT AS A SCHOOL, I WOULD BE CONCERNED KNOWING THAT THE OLD DR.
PEPPER PLANT WAS THERE AND THEIR PRODUCTS IN MY AREA, THERE'S STILL A LOT OF GLASS AND STUFF FROM THE BOTTLE, THE WORD WRONG.
ALSO WE'VE SAT OUT IN THE SUMMERTIME, WATCH THE BIRDS GO DOWN THE CHIMNEY.
SOME OTHER THINGS LIKE THAT OVER THERE.
I DON'T KNOW WHAT TYPE OF SHAPE THE BUILDING WAS IN, BUT I THINK THAT CERTAINLY NEEDS TO BE CONSIDERED BEFORE IT'S PUT UP FOR A SCHOOL FOR KIDS.
INCIDENTALLY, IT WAS USED AS A CHURCH FOR A SHOW OF FORCE SOMETIMES.
SO IT'S THE INSIDE OF THE BUILDING IS IN GOOD CONDITION.
I MEAN, LIKE I WAS TALKING ABOUT WITH THE CHIMNEY AND THE BIRDS OR STUFF LIKE THAT, THAT IT WAS JUST THIS PAST SUMMER.
SO YOU'RE SAYING YOU WERE JUST CONCERN ABOUT, UH, PEOPLE HAVE INSPECT THAT BUILDING HABIT.
LIKE I WAS ASSUMING THE CHIMNEY WOULD BE INSPECTED TO WE, UH, AS FAR AS BUILDING CODES, FIRE CODES, AND I GUESS MY, WITH THE CONDITION OF PERMIT, IF THE SCHOOL WOULD CLOSE AT ANY TIME, IS THAT GOING BACK TO ZONING OR IS THAT STAGE? YES.
ALL, ALL BETS ARE OFF THEN THAT CONDITIONAL PERMIT IS ONLY THAT APPLICANT FOR THAT USE.
DOES ANYBODY ELSE HAVE ANY QUESTIONS CONCERNING IT? WILL WE CLOSE A COUPLE HERE? OKAY.
NOBODY ELSE HAS ANY CONCERNS, COMMENTS FOR ORGANIC OR? OKAY.
SO ROBERT, YOU'VE MOVED TO PLAY THE HEARING.
DO I HEAR A SECOND, ANY FURTHER DISCUSSION ALL IN FAVOR, SAY AYE.
NO, MR. MAYOR, I WOULD LIKE TO STATE THAT, UH, I, SINCE THIS IS IN MY WARD, I DID A LITTLE BACKGROUND CHECK.
I GOT, I RECEIVED ONE CALL, BUT I WAS OUT OF TOWN FOR A WEEK ON A BUSINESS TRIP.
SO THERE MAY HAVE BEEN OTHERS THAT I MISSED, UH, JUST WANTING INFORMATION AND NOT BEING A NATIVE OF NEWBURN, BUT HAVING LIVED HERE FOR ABOUT 20 YEARS, UH, DR.
DANES HAS BEEN IN THE BUSINESS OF EDUCATING CHILDREN FOR A LONG TIME AND HAS AN IMPECCABLE REPUTATION.
AND THE PEOPLE I ASKED SAID IT WOULD BE AN EXCELLENT, USEFUL THAT BUILDING.
I REALIZED THAT WITH 25 TO 50 STUDENTS, THAT MEANS TRAFFIC AND IT MAY MEAN SOME INCREASED TRAFFIC ON TRENT ROAD.
AT THE TIME THE CHILDREN WILL BE COMING TO SCHOOL AND LEAVING, BUT I
[00:40:01]
TRULY FEEL THAT IN THE OVERALL PICTURE, IT WILL BE A VERY SMALL PRICE TO PAY FOR THOSE CHILDREN TO GET WHAT I FEEL IS GOING TO BE AN EXCELLENT EDUCATION.I THINK THAT SCHOOL WOULD BE A VERY GOOD NEIGHBOR AND I HAVE NO PROBLEM SINCE THAT'S MY ZONE.
AND I KNOW IF SOMETHING GOES WRONG, I'M GOING TO HEAR FROM HIM.
AND I HAVE NO PROBLEM RECOMMENDING THAT THIS BE APPROVED YOUR WALLS DOWN OVER THE PEOPLE.
THAT'S MY MOTION THAT THIS BE APPROVED.
I LIKE TO, I HAVE NO PROBLEM WITHOUT I'VE HEARD THE NAME.
WELL, THEY LOCATED, I STARTED WITH TRON ACADEMY BACK IN 68.
I WAS WITH IT FOR TWO YEARS UNTIL THE BUILDING BURNED.
AND THEN THEY WERE TRYING TO DECIDE WHAT TO DO AFTER THAT.
AND BECAUSE I HAD THREE CHILDREN THAT WERE COLLEGE LEVEL AND HIGH SCHOOL LEVEL, I HAD TO GO TO WORK.
SO I WENT LIVE LEFT TOWN AND WENT TO CONNECTICUT AND TAUGHT FOR AWHILE.
BUT THEN I CAME BACK FROM AS A PARENT PARENTAL REQUEST.
I WAS HERE WITH TRON ACADEMY AS A PARENTAL REQUEST TO START WITH IN 73, I CAME BACK AND STARTED THE DANE SCHOOL BECAUSE I HAD CALLS FROM NEWBERN TO WHERE I WAS IN MILWAUKEE.
WOULD I PLEASE COME BACK HERE AND BRING THE EDUCATION THAT I HAD AND THE STANDARDS THAT I HELD AND BRING IT BACK TO NUMEROUS.
SO I CAME BACK IN 83, WE HAD A SCHOOL SET UP ON MIDDLE STREET FOR A WHILE NEAR THE POST OFFICE.
AND THEN WE WERE ABLE TO BUY THE WHOLE RIVERSIDE BUILDING.
AND WE UPGRADED THE RIVERSIDE SCHOOL, BROUGHT IT OUT OF WHAT I CALL OUT OF MOTHBALLS.
I'D PUT IT BACK INTO SCHOOLS AGAIN.
AND WE WERE, I WAS THERE UNTIL 83 AND I HAD TO GO BECAUSE I HAD TO CARE FOR MY MOTHER.
AND, UH, AFTER THAT TIME, THEN I'VE DONE COLLEGE TEACHING AND I'VE BEEN OVERSEAS TEACHING.
I JUST, I'VE HEARD YOUR NAME MANY TIMES IN MY LIFE.
AND I JUST WANTED TO KNOW WHO YOU WELL, I APPRECIATE ALL THE GOOD THINGS THAT ARE SAID AND THAT I ASKED A LOT OF QUESTIONS ABOUT YOU AND YOU CAN REST YOUR HEAD EASILY ON YOUR PILLOW TONIGHT, BECAUSE I DON'T THINK YOU HAVE AN ENEMY IN THE WORLD.
I THINK EVERYBODY THINKS YOU'RE THE BEST THING THAT EVER HAPPENED TO WELL, I APPRECIATE THAT.
WE TRY TO LIVE UP WITH THAT REPUTATION.
THEY WERE VERY HAPPY TO KNOW THAT YOU WERE CONSIDERING OPENING MR. WARD MAY, IF YOU'D GO TO ITEM, START A SCHOOL, LIKE YOU ALREADY HAVE APPLICATIONS FOR STUDENTS TO COME IN HERE.
WE'RE CURRENTLY RUNNING A SCHOOL.
WE HAVE THE SCHOOL OPEN RIGHT NOW, BUT BECAUSE OF THE VARIOUS DELAYS AND THE VARIOUS ELEMENTS OF RED TAPE THAT I HAVE RUN INTO, SINCE I'VE COME BACK IN FRONT OF THE OPENNESS, UH, WE'RE DOWN TO VERY FEW STUDENTS.
AND SO WE ARE CURRENTLY MEETING IN THE RAMS UNITED METHODIST CHURCH.
THEY HAVE GIVEN US AS PART OF THEIR COMMUNITY UMBRELLA, THE OPPORTUNITY TO HAVE USED THEIR FACILITIES.
SO YOU WILL BE RECRUITING FOR ADDITIONAL STUDENTS AS YOU GO ALONG.
LIKE IF YOU KNOW ANY, I LOVE TO HAVE THEM.
WE, WE OFFER, WE OFFER A DIFFERENT KIND OF POLICY, AS WELL AS THE OTHER PRIVATE SCHOOLS IN THE AREA, FROM WHAT I UNDERSTAND, BECAUSE I'LL TAKE STUDENTS IN AT ANY TIME DURING THE YEAR.
AND WE TEST THE STUDENTS TO FIND OUT WHERE THEY FIT RELATIVE TO WHAT WE FEEL THEY SHOULD KNOW TO BE PLACED IN THE BEST PLACE FOR THAT CHILD'S PROGRESS.
NOT FOR ALL OF STANDARDS BEFORE THE CHILD'S PROGRESS.
I'M ALL IN FAVOR OF QUALITY EDUCATION.
WELL, WE'VE DONE A GOOD JOB SO FAR, SO I HOPE WE KEEP IT UP.
MA'AM TO EXPEDITE THIS TO ME, I LIKED TO REQUEST, I MOVE THAT THE BOARD MAKE THE FOLLOWING FINDINGS.
NUMBER ONE, THEY REQUEST THE PERMIT IS WITHIN THE BOARD OF ALL THE ONES JURISDICTION, ACCORDING TO THE TABLE, PERMISSIBLE USES.
I MOVED THAT THE USABLE, NOT MATERIALLY IN DANGER, THAT THE BOY FIND THAT USEFUL, NOT MATERIALLY IN DANGER TO PUBLIC SAFETY, PUBLIC HEALTH OR SAFETY LOCATED WERE PROPOSED AND DEVELOP.
ACCORDING TO THE PLAN AS SUBMITTED ALL IN FAVOR, SAY, AYE, ALL
[00:45:01]
OPPOSED IS NINE.I MOVED TO BOY FIND THAT USEFUL, NOT SUBSTANTIALLY REDUCED THE VALUABLE JOINING WELL BUTTON PROPERTY, OR THAT USE IS A PUBLIC NECESSITY.
SECOND, ALL IN FAVOR, SAY AYE OPPOSED.
AND FINALLY, I MOVED THAT THE LOCATION AND CHARACTER OF THE YOUTH, IF DEVELOP, ACCORDING TO THE PLAN OF SUBMITTED AND APPROVED WILL BE HOME IN HARMONY WITH THE AREA IN WHICH IS LOCATED.
AND IN GENERAL CONFORMANCE WITH THE PLAN, THE DEVELOPMENT OF THE CITY, I MOVED TO BOY FIND THIS AWESOME.
ALL IN FAVOR, SAY, AYE, YOU ARE IN BUSINESS.
WELL THAT THE CONDITIONAL USE PERMIT THE GRANT.
CAN WE DO THAT ON THE WHOLE, ALL IN FAVOR, SAY AYE.
NO, I FELT LIKE THE WATER GATE HERE.
THE NEXT THING WE HAVE IS A CONSENT AGENDA WHERE YOU GOT LIKE 10.
MAY I LET THEM MOVE THE REAL POOL NUMBER 11 AND PUT IT ON THE WORK SITE SESSION.
MOTION TO PUT NUMBER 11 ON WORK SESSION AND NUMBER 15 NEEDS TO BE COOL.
DO I HEAR ANYTHING ABOUT THE, UH, REMAINING MAKE A MOTION TO ACCEPT THE CONSENT AGENDA? OKAY.
ANY FURTHER DISCUSSION OF THAT CALL ROLL PLEASE.
ON ITEMS TWELVE, THIRTEEN, FOURTEEN, SIXTEEN, AND 17.
THERE'S CERTAIN CONTRACTS THAT HAVEN'T BEEN COMPLETED AND THIS STILL NEEDS TO BE FURTHER DISCUSSION ON THIS.
I LIKE THIS, UH, UH, WHILE WE'RE WAITING FOR THAT TO BE DONE, THEY PUT ON THE NEXT WORK SESSION.
ANY DISCUSSION OF THE OTHERS WE PULL? NO SHIT WE MOVE ON.
I GUESS WE'LL MOVE ON ANY APPOINTMENTS.
NO, I DON'T HAVE ANY APARTMENTS, BUT I NEVER SIT IN THIS ROOM.
A COUNCIL OF GOVERNMENTS WAS ASKING FOR THEIR APPOINTEE, WHO I AM AND NEVER MADE IT OFFICIAL, UH, UNTIL THE END OF THIS BUDGET YEAR.
I THINK WE'VE ALREADY PAID OUR MEMBERSHIP FOR THIS YEAR.
YOU KNOW, I DON'T MIND CONTINUING A OLDER WOMAN, BARBARA LEE REPRESENTATIVE ON THE NEWS RIVER COUNCIL, ALL IN FAVOR SAY CHANGES.
HOW MUCH I MISSED FREEZE, NO APPOINTMENTS TODAY, SIR.
AND MR. RYAN, UH, THIS IS ON THE PORCH.
LESLIE MATTINGLY AND MISCELLANEOUS.
I DON'T HAVE ANYTHING MS. LEE.
MR. FREE, JUST POINT OF INFORMATION FOR SOME OF THE PUBLIC, UH, THERE IS A CONSIDERATION TO HAVE A MICROWAVE TOWER BEING ERECTED BEHIND THE NEW CINEMA OFF NEWS BOULEVARD.
AND THERE WAS A PUBLIC HEARING SCHEDULED BEFORE THE BOARD OF ADJUSTMENTS, UH, RECENTLY, BUT I WAS OUT OF TOWN AT THE NORTH CAROLINA LEAGUE OF MUNICIPALITIES AND ASKED THAT THAT BE DELAYED.
SO IT WAS HEARD, BUT POSTPONED UNTIL WHEN NOVEMBER 23RD.
SO FOR THE PEOPLE WHO ARE NOT AWARE OF THAT, WHO LIVE IN THAT AREA AND ARE INTERESTED IN THAT, UH, THERE WILL BE MORE TALK ABOUT THAT, UH, TYLER SITUATION.
AND ONE OF THE WORKSHOPS AT THE NORTH CAROLINA LEAGUE OF MUNICIPALITIES WAS LOCATING TRANS, UH, COMMUNICATIONS TOWERS.
SO, UH, WE'LL TALK MORE ABOUT THAT LATER.
YES, I HAVE, I HAVE ONE THING, UH, TALKING ABOUT THE BURNER FIRE STATION ON IS BROUGHT UP SOME, SOME PEOPLE IN THE WEST NEWBORNS AREA ABOUT THEIR FIRE PROTECTION AND THE CONTRACTS AND ALL ON IT.
SO BEING AS IT'S ONLY IN THE SIXTH WARD AREA, I'D LIKE FOR THE CITY MANAGER TO HAVE A SUMMARY SHEET MADE UP OF THE SERVICES IS PROVIDED TO THOSE PEOPLE AS FAR AS FIRE PROTECTION, WHAT THE FIRE CODES WOULD RATE OUT AND THE INSURANCE RATES AND THOSE, THOSE KINDS OF THINGS.
SO THEY CAN GET BACK TO THOSE PEOPLE.
[00:50:02]
UH, MR. WRIGHT, UM, JUST TWO MINOR THINGS, I GUESS, MOST OF YOU KNOW, THAT, UH, IN THE LAST WEEK WE'VE HAD TWO EMPLOYEES UPSET TO A SUFFERING IN OUR TOWN AT THE MYS.AND ONE IS WILLIE KEYS ON THE STAND.
HE WORKED FOR THE FIRE DEPARTMENT AND, UH, AND HE RECENTLY PASSED AND THE LOWEST, RIGHT.
SHE WORKED FOR THE RECREATION DEPARTMENT.
AND, UM, I WANT, FIRST OF ALL, COMPLIMENTING THE FIRE DEPARTMENT ON THE HONORS THAT THEY BESTOWED UPON WITH THE KEYS.
DO YOU WANT TO HIS, HIS FUNERAL? UH, I NEVER, I HAVE NEVER SEEN THEM ACT THE WAY THEY ACT AS FAR AS, UH, BEING VERY RESPECTFUL TO THE FAMILY, ACCOMMODATING TO THE FAMILY AND ACCURATE SERVING AS A SUPPORT MECHANISM FOR THE FAMILY.
AND I LIKE TO COMPLIMENT, UM, MS. NASA BARTOLOCK AND HER STAFF AND THE WAY THEY HANDLED THE, UH, THE DEATH OF MR. LEWIS, RIGHT? THEY, THEY WERE VERY ACCOMMODATING TO THE FAMILY.
I STARTED ASKING SEVERAL MEMBERS OF HER STAFF AT THE FUNERAL, AND I WOULD LIKE TO, UH, RESPECT THE REQUEST THAT THIS BOARD CONSIDERED DRAFTING OR INDIVIDUAL RESOLUTION, UH, OF APPRECIATION, UH, TO BE GIVEN POSTHUMOUSLY, UH, GIVEN TO THE FAMILIES OF THESE INDIVIDUALS, THANKING THEM FOR THEIR CONTRIBUTION TO THE CITY NEWBURN.
UH, ONE OTHER THING THEMES WERE FINISHED, UM, ALL IN FAVOR OF DOING THAT, SAY, I SAY, WE'RE GOING TO OFFICIALLY DO IT.
UH, I THINK THAT I PUBLIC SHOULD KNOW ABOUT ONE THING THAT WE DID TODAY.
AS FAR AS THAT LITTLE BABY THAT WAS FOUND OVER IN THE BAG ABOUT THE FUNERAL HOME, DONATING THE FUNERAL IN THE CITY, DONATING THE PLOT FOR THE BABY TO BE BURIED.
AND I THINK IT'S A WORTHWHILE TO, TO BE MENTIONED, NOT FORGETTING THE NAME OF THE FUNERAL HOME THAT, THAT DID THAT, DANNY, BUT GOD.
AND SO THEREFORE THE BABY CAN RECEIVE A NICE FEELING OF EMBARRASSMENT.
WELL, ONCE AGAIN, IT PROVES, IT IS NOT ONLY A GOOD PLACE TO LIVE, BUT IT'S A GOOD PLACE TO WORK WORKING FOR.
THE CITY IS NOT A BAD, BAD DEAL.
IF ANY OF YOU FOLKS OUT THERE THAT ARE CONSIDERING THE CAREER OR WHATEVER, THAT'S A GOOD PLACE TO BE EMPLOYED BECAUSE IT IS SORT OF A BROTHERHOOD OR SISTERHOOD.
IS THAT ANY WAY YOU MAKE IT SET OF THAT? I'D LIKE TO ALSO COMPLIMENT CHIEF PALOMBO HE'S OUT THERE.
IF IT GETS ANY MORE POPULAR, MIGHT TRY TO MAKE HIM THE FIRST AMERICAN POPE OR SOMETHING.
EVERYBODY COMES UP TO ME AND TELLS ME WHAT A GREAT GUY PALUMBO IS.
I DON'T KNOW HOW THIS IS HAPPENING, BUT IT'S, IT'S PRETTY AMAZING.
NOW I TELL YOU YOU'RE DOING A TREMENDOUS JOB AND, UH, UH, WE'VE BEEN COMPLIMENTED FOR PICKING YOU AND ALL THAT KIND OF THING.
AND OF COURSE THE BOARD DIDN'T HAVE ANYTHING TO DO WITH IT, BUT, UH, THE PUBLIC'S NOT LISTENING RIGHT NOW, SO WE'LL TAKE CREDIT FOR IT.
BUT YOU DID WENT OUT OVER SEVERAL HUNDRED COMPETITORS.
SO I UNDERSTAND YOU STILL HAVE TWINGES OF CULTURE SHOCK ONCE IN A WHILE COMING TO A SMALL TOWN LIKE THIS.
WELL, I'LL TELL YOU WHAT I WAS GOING TO SAY.
IF HE, IF HE GETS ANY MORE POPULAR ONE,
OH, WHY? HE DIDN'T TELL HIM SAID HE'S SUCH A NICE GUY.
SO I'VE BEEN MARRIED 37 YEARS.
YOU'VE NEVER TOLD ME, BUT ANYWAY, WHAT'S THE WAY I SLAYING ON HIS MOTION TO ADJOURN ALL IN FAVOR, SAY, AYE, IT IS DONE.
