[00:00:10]
WE'LL CALL THE MEETING THE OWNER WE'LL WITH A PRAYER BY THAT TO BILL WINEGUARD.
IT WAS AT THE CALVARY BAPTIST CHURCH.
WHEN NORA, OUR HEAVENLY FATHER, WE THANK YOU FOR THE PRIVILEGE TO BE HERE TONIGHT.
WE THANK YOU, DEAR LORD, THAT IT IS INDEED ESTABLISHED THE HOME, THE GOVERNANCE CHURCH.
YOU REALIZE THAT ALL WHO LEAD AND THESE INSTITUTIONS THAT HAS ESTABLISHED OR IDENTIFIED AS MINISTERS OF THEM, WE PRAY FOR WISDOM AND COURAGE FOR THESE WHO HAVE THIS RESPONSIBILITY TONIGHT, REALIZING THEIR DECISION AFFECTS SO MANY PEOPLE.
FIRST OF ALL, THIS WISDOM GUIDE THEM TO HONOR THE, AND THEN FOR THE GOOD OF THIS PEOPLE.
AND WE WILL THANK YOU FOR IT IN JESUS NAME.
FIRST THING WOULD BE HAM TONIGHT IS TO ROSEANNE A LITTLE SOMETHING TO YOU.
WELL, I MISS NANCY BALTAZAR AND IT SAYS ON HERE SHE WAS WRECK RACE AND DIRECT THE CITY OF NEWBURGH, OCTOBER, 1960 TO JULY, 1999 FROM THE BOARD OF ALL OF THEM, THE CITY OF NEWBURGH SAYS, I WANT TO HEAR THANKS FOR EXCELLENCE AND PERFORMANCE AND FOR ENHANCING THE QUALITY OF LIFE WITHIN OUR COMMUNITY.
AND LET ME SAY BEFORE I GET ON AND PRESENT.
SO YOU GOT TO TELL HIM MR. HART, I'M A LITTLE BIT EARLIER THAN A ST.
YOU WERE IN THE DEPARTMENT OF REG RECREATION IN 1960.
I REMEMBER YOU VERY WELL, AND I CAN TELL YOU IT'S ONE OF THE THINGS THAT THEY GOING TO BE ABLE TO DO ONE DAY.
AND I'M CONVINCED OF THAT IS, UH, PLUGGED A LITTLE WIRE INTO YOUR HEAD AND YOU CAN SEE THE PICTURE IN THERE THAT THE OTHER PERSON SEES.
AND I HAVE A PICTURE OF HER AND HER TWIN IS, IS RIGHT THERE IN MY HEAD.
SO HE WAS, UH, HE DID A VERY GOOD JOB BACK.
MR. WARD, ONE OF THE GENTLEMEN UP HERE ASKED ME, DID YOU EVER HAVE TO DISCIPLINE ME? AND I SAY, PROBABLY WHEN I DON'T REMEMBER IT, BUT YOU'VE DONE A GREAT JOB.
AND YOU'RE REPRESENTING THE BRAND PEOPLE THAT WE HAVE.
I'LL TELL YOU, WE COME FROM A HISTORIC TOWN AND AS TIME GOES ON, YOU KNOW, CERTAIN NAMES OR JUST BE WOVEN IN THE FABRIC AND NEWBORN AND HER, CERTAINLY IT WILL BE ONE OF THEM.
AND WE REALLY APPRECIATE WHAT YOU'VE DONE OVER THE YEARS.
AND SOMEBODY HAS GOT SOME BIG SHOES TO FILL, AND WE REALLY DO APPRECIATE IT.
BUT I TELL YOU WHEN YOU'VE BEEN HERE FROM 1960, THAT'S A WOW.
NEXT THING WE HAVE IS THE INTRODUCTION OF THE NEW POLICE OFFICES AND, UH, TELECOMMUNICATOR SUPERVISORS FOR THE POLICE DEPARTMENT.
AND A LOT OF TIMES YOU CAN LOOK OUT IN THE AUDIENCE AND YOU CAN KIND OF TELL WHAT KIND OF NIGHTS YOU'RE GOING TO HAVE.
THE NIGHT I WENT TO ESCAPE, HATCH WAS LOOSE, BUT I WAS FIXING THE POP.
I DIDN'T KNOW WHAT IT WAS, BUT THANK GOODNESS IS NOT WHAT WE THOUGHT.
IT'S LIKE, WELL, HEY, YOU DON'T HAVE TO SEE THAT AS THE THING LIVE IN THE PROBLEM WE'VE GOT.
NOW, YOU MIGHT SEE SOMEBODY THAT YOU THINK IS A GUY MAKING LITTLE PAINT IN THE, WHATEVER HE OR SHE COULD BE A COP.
THE REAL REASON WHY WE'RE HERE, SIR, IS THAT THE MANAGER HAS ASKED US TO MAKE SURE THAT WE COVER THESE MEETINGS ADEQUATELY.
UM, IT'S VERY, I'M VERY PROUD TO BE HERE TONIGHT TO INTRODUCE TO YOU THESE AREN'T NEW POLICE OFFICERS.
THESE ARE PEOPLE WHO HAVE BEEN PROMOTED INTO RANKS OF SUPERVISION IN THE DEPARTMENT, UH, EITHER A TELECOMMUNICATOR SUPERVISOR, WHICH IS A NEW POSITION WE STARTED IN LAST YEAR'S BUDGET OR SERGEANT OR LIEUTENANT OR CAPTAIN.
AND, UH, IT'S A GREAT PRIVILEGE FOR ME TO BE, TO INTRODUCE THESE FOLKS TO YOU BECAUSE THEY WORK SO HARD TO GET WHERE THEY ARE.
[00:05:01]
THEY SPENT A LOT OF TIME STUDYING AND PREPARING NOT ONLY FOR THESE EXAMS, BUT THROUGHOUT THEIR CAREER TO GET TO A PLACE WHERE THEY COULD BECOME SUPERVISORS.SO WE'RE NOT TAKING UP VERY MUCH MORE OF YOUR TIME AS MAYOR MEMBERS OF THE BOARD.
I'D LIKE TO INTRODUCE TO YOU THE FOLLOWING PEOPLE.
JAMIE'S BEEN WITH THE DEPARTMENT FOR A LITTLE OVER 24 YEARS AND HE WAS PROMOTED JUST RECENT EXCUSE MY CHOICE.
GOING THROUGH THE RANK OF LIEUTENANT DENISE HARRIS POWER.
PROMOTED TO THE RANK OF LIEUTENANT GEORGE L SHAVER.
GEORGE HAS BEEN WITH THE DEPARTMENT FOR 14 YEARS AND PROMOTED TO THE RANK OF LIEUTENANT JOHN F. WEST.
JOHN'S BEEN WITH THE DEPARTMENT FOR 12 YEARS.
PROMOTED TO THE RANK OF SERGEANT SANDRA CAME MCKENZIE.
SANDRA'S BEEN WITH THE DEPARTMENT FOR 10 YEARS.
PROMOTED TO THE RANK OF SERGEANT HAROLD E DOMBROSKI AND KIND OF REFERRED TO AS CHIP HE'S BEEN WITH THE DEPARTMENT FOR NINE YEARS.
I WAS PROMOTED TO THE RANK OF SERGEANT IS DAVID K PELLETIER.
KIT'S BEEN WITH THE DEPARTMENT FOR A LITTLE OVER 18 YEARS.
I MISSED SOMEBODY IN HERE PROMOTED TO THE RANK OF LIEUTENANT IS RONDA RODRIGUEZ ALLEN AND RON HAS BEEN WITH DEPARTMENT FOR 12 YEARS.
UM, PROMOTED TO THE RANK OF SERGEANT IS CHANDLER W PILE.
UNFORTUNATELY, CHANDLER CAN'T BE HERE.
HE'S HAD A CRITICAL INCIDENT STRESS DEBRIEFING OVER AT, UH, THE GOT AN ECHO CHURCH MOTOR THROUGH THE RANK OF SERGEANT IS WILLIE BOOKA.
WELL, HE'S BEEN WITH THE DEPARTMENT.
PROMOTED TO THE RANK OF SERGEANT IS EDWARD G. PRESTON.
IT'S BEEN WITH THE DEPARTMENT FOR A LITTLE OVER SIX YEARS AND PROMOTED TO THE RANK OF A COMMUNICATION SUPERVISOR.
SHE SAID THAT CRITICAL INCIDENT, STRESS DEBRIEFING IS BARBARA MORLOCK AND MIKE CRAWFORD WAS ALSO PROMOTED TO THE RANK OF COMMUNICATION SUPERVISOR HE'S ON VACATION.
SO HE'S HAVING A GOOD NIGHT LADIES AND GENTLEMEN, THE BOARD, THIS IS SUPERVISORY SUPERVISORS AND I'D LIKE TO ALSO COMPLIMENT Y'ALL BECAUSE I DON'T KNOW, I'VE HAD A COUPLE OF RELATIVES THAT HAVE BEEN ON THE POLICE BOARD AND SO FORTH, AND I CAN TELL YOU, UH, IT REALLY IS A TOUGH, TOUGH PROMOTIONAL PROCESS.
AND WHEN YOU'VE GOTTEN PROMOTED IN NEWARK POLICE DEPARTMENT IS THEY SAT ON TV, YOU'VE DONE IT THE OLD FASHIONED WAY.
AND I TELL YOU WHY IT'S REALLY SOMETHING TO BE PROUD OF.
AND WE I'M BEGINNING TO HEAR PEOPLE AROUND THE STATE MAN, TALK ABOUT HOW THEY REALLY KNEW WHEN POLICE DEPARTMENTS GETTING A REPUTATION AS BEING ONE OF THE BEST, MAYBE THE BEST IN THE WHOLE STATE.
AND YOU ALL GET ALL THE CREDIT BECAUSE WE'VE TRIED TO GET OUT OF YOUR WAY AS BEST WE CAN AND DOES A PRETTY GOOD JOB.
LASTLY, THE NEXT THING IS THE BEAUTIFICATION AWARDS PROGRAM PRESENTATION AND BE DOING COME FORWARD.
UM, I'M TOM GLASGOW ON THE CURRENT CHAIRMAN OF THE, UH,
[00:10:01]
APPEARANCE COMMISSION.AND ON BEHALF OF THE COMMISSION, WE JUST TO EXPRESS OUR APPRECIATION TO THE, FOR ALL YOUR SUPPORT.
I'M GOING TO TURN IT OVER TO CARLTON WOULD ALSO ON THE COMMISSION BECAUSE HE'S BEEN MOST OF THE BRAINS ALONG WITH STAN LETTUCE BEHIND THE BEAUTIFICATION AWARDS PROGRAM.
I REALLY WANT TO, JUST TO TAKE A FEW MINUTES OF YOUR TIME THIS EVENING, JUST TO BRIEFLY EXPLAIN WHAT'S BEEN GOING ON WITH THE BEAUTIFICATION AWARD, THROUGH THE APPEARANCE COMMISSION, UH, UH, WE'VE BEEN WORKING ON THIS FOR ABOUT THE LAST FOUR MONTHS OR SO TO DEVELOP A BEAUTIFICATION AWARDS PROGRAM THROUGH THE APPEARANCE COMMISSION.
AND I THINK THAT MAYBE STAN LETTUCE AND SOME OF OUR OTHER MEMBERS OF THE COMMISSION, I'VE TALKED TO A FEW OF YOU ABOUT IT.
UH, WE'VE DEVELOPED A, UH, UH, AN, UH, BEAUTIFICATION AWARDS PROGRAM THAT REALLY, UH, HAS, UH, THREE DIFFERENT CATEGORIES.
THERE'S A RESIDENTIAL AWARDS, THERE'LL BE A CIVIC COMMUNITY AND GOVERNMENT AWARDS, WHICH IS ALL ONE CATEGORY KIND OF CIVIC IMPROVEMENT.
AND THEN THE THIRD CATEGORY, WHICH DEALS MORE WITH BUSINESS OR COMMERCIAL PROPERTIES.
AND THE WHOLE PURPOSE OF THIS AWARDS PROGRAM IS TO TRY TO HELP ENCOURAGE AND ENCOURAGE PEOPLE TO MAKE EFFORTS, TO MAKE THE COMMUNITY A BETTER PLACE TO LIVE.
AND, UH, WHAT WE'VE WE HAVE DONE IS WE'VE DEVELOPED A NOMINATION FORM AND THESE WILL BE AVAILABLE, UH, WITH YOUR BLESSING, UH, BEGINNING TOMORROW AT A NUMBER OF DIFFERENT LOCATIONS, THE, UH, PARKS AND RECREATIONS DEPARTMENT, THE PLANNING OFFICE, UH, CITY HALL HERE DOWNSTAIRS, UH, THE LOCAL PUBLIC LIBRARY, UH, THE CRAVEN COUNTY AGRICULTURAL EXTENSION OFFICE, AND ALSO AT AND PALACE IN OUR ADMINISTRATIVE OFFICE.
AND, UH, WE'RE GOING TO BE MAKING AN EFFORT TO PUBLICIZE THIS PROGRAM TO ENCOURAGE THE PUBLIC, TO NOMINATE PROPERTIES WHERE PEOPLE HAVE MADE REAL EFFORTS TO MAKE AN IMPROVEMENT IN THE WAY UBER LOOKS.
AND THEN ONCE ALL THE APPLICATIONS ARE RECEIVED AND WE'LL BE ACCEPTING APPLICATIONS THROUGH 15TH, THE THOUGHT WAS THAT DURING JULY AND AUGUST, MANY PEOPLE ARE AWAY ON VACATION.
SO WE THOUGHT WE'D GIVE THEM UNTIL SEPTEMBER 15TH.
UH, AND THEN THE ACTUAL, UH, UH, APPEARANCE COMMISSION WILL MEET AND DISCUSS THE VARIOUS NOMINATIONS.
AND THEN WE'LL ACTUALLY SELECT, UH, A GOLD, UH, THERE'LL BE A GOLD AWARD.
UM, AND THEN THERE'LL BE A SILVER AWARD AND THEN A BRONZE AWARD IN EACH CATEGORY.
AND THE INDIVIDUALS WHO ARE SELECTED FOR THOSE AWARDS WILL RECEIVE A PLAQUE SIMILAR TO THIS, WHICH WILL BE DISPLAYED AT THE PROPERTY FOR APPROXIMATELY TWO TO THREE MONTHS.
SO IT'S KIND OF A PUBLIC RECOGNITION.
IN ADDITION TO THAT, THEY'LL RECEIVE A CERTIFICATE AND WE'RE WORKING ON THE DESIGN OF THE CERTIFICATE, AND WE'RE HOPEFUL THAT THE CERTIFICATE CAN BE PRESENTED HERE IN ONE OF YOUR MEETINGS, UH, BY THE MAYOR TO, UM, UH, RECOGNIZE THOSE INDIVIDUALS.
SO I GUESS THIS IS REALLY TO SHARE INFORMATION WITH YOU.
IF YOU HAVE ANY QUESTIONS, I'LL BE HAPPY TO TRY TO ANSWER THEM, OR TOM CAN TRY TO ANSWER THEM FOR YOU.
AND, UH, WE'LL HAVE THESE NOMINATION FORMS DISTRIBUTED TO THESE VARIOUS LOCATIONS.
UH, I THINK THAT THE NEWBURN SUN JOURNAL IS GOING TO DO AN ARTICLE IN TOMORROW'S PAPER, TALKING ABOUT THE APPEARANCE COMMISSION AWARDS, BEAUTIFICATION AWARDS, TRYING TO ENCOURAGE PEOPLE TO NOMINATE, UH, PROPERTIES WHERE PEOPLE HAVE MADE A SPECIAL EFFORT.
AND WE'RE ALSO GOING TO MAKE AN EFFORT TO GET SOMETHING ON THE LOCAL RADIO STATION AND ON CHANNEL 10, BETWEEN NOW AND SEPTEMBER 15TH SO THAT PEOPLE CAN, UH, UH, NOMINATE PROPERTIES, THEY THINK ARE DESERVING OF THE AWARD.
SO WE'RE REALLY TRYING TO HELP HELP THE CITY OUT THROUGH THIS PROGRAM.
AND THAT'S REALLY ALL I HAVE TO SAY, IF YOU HAVE ANY QUESTIONS, I'LL BE HAPPY TO ANSWER THEM.
HAVE I JUST SAVE IT? YOU KNOW, ALL THE, ALL THE FOLKS WHO'VE BEEN DOING A TREMENDOUS JOB AROUND NEIGHBORHOOD AND THE NEIGHBORHOODS AND SO FORTH.
AND I MADE THIS COMMENT A COUPLE OF WEEKS AGO, I TOOK A COUPLE OF WEEK, UH, AUTOMOBILE TRIP ALL THE WAY TO NEVADA AND BACK AND SAW QUITE A BIT OF THE COUNTRY.
AND HONESTLY, AFTER TWO WEEKS OF BEING ABLE TO TAKE A FRESH LISTEN, WHEN YOU GET BACK AND DAVID, IT LIVES BETTER THAN IT IS EVER LIVED IN MY 54 YEAR MEMORY.
AND, UH, THE MAYOR OF COURSE CAN TRY TO TAKE CREDIT FOR IT IF NOBODY KNOWS THE DIFFERENCE, BUT I CAN'T SEEM TO FIND ANYBODY.
SO THE TRUTH OF THE MATTER IS THE MAYOR HAD NOTHING TO DO WITH IT.
BUT SOME OF YOU FOLKS OUT IN THE PUBLIC SECTOR HAVE REALLY DONE A, I MEAN, IT'S, IT'S REALLY MIND BOGGLING.
I TOOK A RIDE THROUGH SUNDAY LAST SUNDAY ON MY MOTORCYCLE AND WENT AROUND THE NEIGHBORHOOD, UH, DIFFERENT NEIGHBORHOODS.
SO WE REALLY A WANT YOU TO DO AND RECOGNITION AS WELL DESERVED.
DOES ANYBODY HAVE ANY QUESTIONS WE WOULD ENCOURAGE YOU IF YOU KNOW OF ANY PROPERTIES OR PEOPLE THAT HAVE MADE A REAL EFFORT TO MAKE A DIFFERENCE? IF YOU'LL PICK UP A FORM AT ONE OF THE LOCATIONS I MENTIONED AND, AND, AND NOMINATE THEM OR ENCOURAGE SOMEBODY ELSE IN THE COMMUNITY TO NOMINATE THEM, I REALLY DO WANT TO TRY TO GET THE PUBLIC INVOLVED IN TRYING TO RECOMMEND TO PEOPLE.
AND HOPEFULLY THAT WOULD ENCOURAGE OTHER PROPERTY OWNERS TO TAKE AN F, MAKE AN EFFORT TO IMPROVE THE APPEARANCE OF THEIR COMMUNITY.
UM, YOU KNOW, I'LL FOLLOW UP THE BEAUTIFICATION COMMITTEE, UH, PROGRESS OVER THE LAST SEVERAL YEARS.
AND, UH, THE GROUP THAT YOU'VE
[00:15:01]
GOT NOW SEEM TO BE MAKING A LOT MORE HEADWAY THAN, THAN THE ONES HAVE PREVIOUS IN THE PAST, EVEN THOUGH THEY DID A GREAT JOB TOO, BUT THIS PROGRAM YOU'VE GOT NOT TO RECOGNIZE THE PEOPLE THAT, THAT IMPROVED AREAS.I LIKED THAT THERE IS ONE OTHER PROJECT THAT YOU'RE WORKING ON IS BRIEFLY MENTIONED TO YOU SINCE I HAVE YOUR ATTENTION, IS THAT AS WE'VE JUST RECENTLY APPLIED FOR AN URBAN UNKNOWN NORTH CAROLINA URBAN FORESTRY GRANT, AND WE SHOULD FIND OUT HERE VERY SOON ABOUT GRANT, WHICH IS FOR $4,700 TO HELP US DO SOME EDUCATIONAL PROGRAMMING IN THE COMMUNITY TO, UH, HELP, UM, UM, PROVIDE INFORMATION TO PEOPLE, TO LEARN HOW TO PROPERLY CARE FOR TREES AND HOW TO SELECT TREES FOR VARIOUS PLANTINGS AND WAYS THAT THEY CAN MAKE A DIFFERENCE IN TERMS OF IMPROVING THE TREE PLANTINGS IN THE COMMUNITY.
SO THAT'S ANOTHER INITIATIVE THAT WE'RE TAKING AND THAT'LL BE, IF WE RECEIVE THE GRANT MORE OPTIMISTIC THAT WE WILL, UH, THEN, UH, THAT WILL BE ANOTHER THING WE CAN DO TO HELP YOU TO HELP YOU IN YOUR EFFORTS TO BEAUTIFY THE COMMUNITY.
WE APPRECIATE, AS WE TALK ABOUT THE BEAUTIFICATION, YOU KNOW, ACROSS THE STREET FROM TACO BELL, WE PLANTED THOSE BEAUTIFUL FLOWERS THAT LOOKED GOOD.
AND I NOTICED WE HAD A SPRINKLER SYSTEM SYNAPTIC ON IT.
AND THEN RIGHT DOWN FROM IT IS ANOTHER LITTLE SPACE THAT NOT MUCH SPACE LOOKED LIKE WE COULD EXTEND IT ALL THE WAY DOWN.
BUT I WAS THINKING ABOUT ASKING YOU GUYS PUT IT RIGHT THERE AT THE CORNER.
ALSO, WHEN YOU GO TO WASHINGTON POST ROUTE WHERE THEY HAD THAT LITTLE ISLAND SOUNDS EXPENSIVE.
I KNOW ROGER, ROGER CAN GO, OH MAN,
THERE'S NO TELLING THEM JUST HOW GOOD THIS IS GOING TO LOOK.
I MEAN, I KNOW IT'S GOING TO LOOK REALLY GREAT.
THE NEXT THING WE HAVE IS A HAZARD MITIGATION REPORT BY THE PLANNING DEPARTMENT.
THEY ALWAYS LOOK AROUND, HE MUST BE THE ODD MAN OUT.
UM, BASICALLY WE HAVE TWO PROJECTS.
ONE IS THE PAVEY TAN, WHICH IS PRIMARILY AN ACQUISITION PROJECT.
THEN THE OTHER IS THE WOODROW PROJECT, WHICH IS PRIMARILY ELEVATIONS WITH A FEW ACQUISITIONS ON THE PAVEY TOWN PROJECT.
ALL THE APPRAISALS ARE COMPLETE.
UM, SOME OF THEM ARE STILL BEING REVIEWED.
HOWEVER, IF THINGS REMAIN THE WAY THEY ARE, WE ARE WITHIN OUR BUDGET FOR WHAT WE PROPOSE TO A PART OF THE PROPERTIES, WHICH IS GOOD NEWS.
ALL THE TITLE COMPANY OPINIONS ARE COMPLETE.
OUR MAJOR HOLDUP IN THE STANDING OFFERS AT THIS TIME ARE THE SURVEYS OF THE PROPERTY.
THERE'S A LOT OF DISCREPANCIES OUT THERE THAT OUR SURVEY HAS FOUND.
UM, HOWEVER, HE'S ON MY DAILY PHONE LIST AND HE'S ASSURED ME BY THURSDAY, HE WILL HAVE THEM INTO ME.
SO A SIGNIFICANT PORTION OF THEM.
SO WE SHOULD HAVE OFFERS GOING OUT VERY SHORTLY TO THOSE HOMEOWNERS.
UM, THE SECOND PROJECT WOODRUFF JUST RECENTLY FUNDED AND APPROVED BY THE STATE.
UH, WE SENT OUT LETTERS TO ALL THE NONPROFIT OWNERS, LETTING THEM KNOW THAT THE PROJECT WAS VALID FUNDED, AND THAT REPRESENTATIVES FROM THE CITY WOULD BE VISITING THEM.
THIS CERTAINLY, UM, WE'D HAVE TO HAVE THEM OUT THERE BY THE END OF AUGUST, UM, FOR THE ACQUISITIONS AND THE PROJECT.
UH, THE ATTORNEY HAS ALREADY COMPLETED THE TITLE OPINIONS, UH, AND WE'VE REFERRED THOSE TO THE APPRAISER WHO DID THE APPRAISALS FOR THE PAYDOWN PROJECTS.
AND THAT'S ALREADY MOVING ON VERY QUICKLY.
UM, WE HAVE A MEETING TOMORROW WITH THE CONSULTANT TO DISCUSS, UM, THE ACTUAL EVALUATION OF THE PROPERTIES THAT ARE PROPOSED FOR ELEVATIONS AND KIND OF WORK OUT A TIMEFRAME AND A SCHEDULE ALSO TO DO SOME NEGOTIATING ON THE, UM, THE PRICES.
HOWEVER, THERE ARE SOME STAFF CHANGES IN OUR DEPARTMENT, WHICH WILL FOLLOW ME THAT WE'LL NEED TO RELY MORE HEAVILY ON THE CONSULTANT TO GET THIS PROJECT GOING AND NOT SLOW DOWN.
UH, THAT'S BASICALLY MY REPORT.
YOU WANT TO TELL US ABOUT THE STAFF? UH, NOT PARTICULARLY.
LET'S JUST DO
AS IT HAS, HAS THIS PAPERWORK ALREADY BEEN ACCEPTED? THEY TRIED NOT TO ACCEPT IT, BUT I THINK HE COULDN'T RESIST.
I HATE IT WAS A TOUGH DECISION.
IT REALLY HAS BEEN, YOU WILL BE AT ONE MORE MEETING.
IS THAT RIGHT? WELL, AUGUST THE 10TH OR IS MY LAST DAY AND
[00:20:03]
UH, PROBABLY COMMAND, UH, PLANNING AND INSPECTIONS.YOU GUYS HAVE A TOUGH JOB AND IT'S TOUGH ON US TOO, BECAUSE IT SEEMS LIKE EVERYTHING THAT YOU ALL DO, IT'S NEVER, YOU KNOW, WITHOUT SOME CONTROVERSY, POLITICS IS WE'RE HAVING AN IMPACT, BUT YOU'VE DONE A REAL GOOD JOB IN HANDLING IT.
THEN WHEREVER YOU'RE GOING, THE FOLKS ARE GOING TO BE REAL PLEASED WITH IT.
YOU HAD A TIME TEACHING ME HOW TO SAY CDBG QUICK ENOUGH.
AND NOW THAT I'VE JUST LEARNED IT, YOU'RE GOING TO LEAVE.
UM, AS A PRIVATE INVESTMENT FIRM IN RALEIGH, THEY, I WASN'T LOOKING, THEY CAME TO ME AND IT WAS TOUGH TO SAY NOW, SO YOU'RE NOT GOING TO BE IN THE PLANNING.
WELL, ALL WE'RE DOING IS ACTUALLY THE FIRM PROVIDES CAPITAL FOR AFFORDABLE HOUSING PROJECTS THROUGHOUT THE SOUTHEAST.
SO I'LL STILL BE DOING SOME PUBLIC WORK IN A SENSE, OKAY.
I WANT TO DITTO HIS, HIS COMMENTS.
AND, UH, LET YOU KNOW, PERSONALLY THAT I, I REALLY APPRECIATE WHAT YOU'VE DONE HERE IN THE CITY, PARTICULARLY IN MY DISTRICT.
AND, UM, I'M JUST GLAD YOU GOT THOSE GRANTS WHILE YOU WERE HERE.
I THINK IT'S GOING TO BE TOUGH WHEN YOU LEAVE, BUT I DON'T KNOW, BUT YOU WERE GOOD, MAN.
I'M VERY SORRY THAT YOU LEAVE YOU TOO.
I MEAN, I DON'T KNOW, MOVE NOW.
SOME OF THEM MIGHT NOT KNOW MY NAME, BUT THEY KNOW YOUR NAME.
AND I'M SURE THAT THE PEOPLE IN WOODROW AND DOBY FIELD AND THE COMMUNITIES THAT I REPRESENT, I'LL BE SORRY TO SEE YOU DOWN, ESPECIALLY RIGHT HERE IN THE MIDDLE OF THE LAW, BUT WE'RE THANKFUL THAT YOU'VE GOT IT ALL TAKEN CARE OF.
SO IT'S, IT'S ON, GOES ON AUTOMATIC AND I WANT IT TO HAVE LIKE A COMMUNITY MEETING BEFORE YOU LEFT.
BUT I MEAN, YOU KNOW, I WAS WAITING FOR YOU TO TELL ME WHEN IS A GOOD TIME, BECAUSE THIS IS EXCITING NEWS TO TALK ABOUT THE KINDS OF CHANGES THAT ARE GOING TO HAPPEN IN PAY TOWN AND THE KIND OF IMPACT THAT THESE CHANGES ARE GOING TO HAVE ON THE PEOPLE IN WOODROW.
AND, AND, UH, I GIVE YOU MOST OF THE CREDITS I TAKE, NONE OF YOU LEAVE, I'LL TAKE IT OFF.
BUT YOU KNOW, ONE THING THAT, THAT, UH, UH, NEWMAN AND THE BOARD CAN TAKE AND THE PLANNING CAN TAKE CREDIT FOR CRAIG, YOU KNOW, CAME TO US IN THE SUMMERTIME ON COLLEGE, UH, LEAVE PROGRAMS AND WORK.
AND SO YOU REALLY GREW UP IN PLANNING HERE IN THE CITY OF NEWBURGH.
AND I THINK THAT A LOT THAT YOU LEARNED, YOU LEARNED FROM US TOO, AND THEN YOU TAUGHT US A LOT OF THINGS TOO, BUT, UH, UH, I'M, I'M GLAD THAT THEY CAME AND RECOGNIZED THAT WE DO HAVE GOOD EMPLOYEES HERE AND KNEW WHEN THEY WERE AFTER.
AND I DIDN'T EVEN KNOW THAT UNTIL THEY CROSS STREET FROM HER.
YOU TOLD ME YOU WERE FROM ATLANTA.
NOW YOU ASKED ME IF I WAS FROM MINNESOTA.
AND I SAID, NO, THE CDBG, UH, SO WAS STILL HOMETOWN.
I STILL WILL BE BACK WITH THINGS.
WELL, I WAS IN THE BACK OF YOUR MIND AND ME AND JESSE VENTURA MIN A SODA THAT WAY.
HE SAID, NO, WE APPRECIATE IT.
THEN IF YOU NEED A REFERENCE WISE, PUT US DOWN.
BE SURE TO CARRY THAT TV HAT WITH YOU, PLEASE.
OH, I WANT TO BE THE LAST ON THE TO MAKE IT GOOD.
NOW, UH, I'VE BEEN TAUGHT A LOT BY THE FOLKS IN THE PLANNING DEPARTMENT AND YOU'RE ONE OF THE PRIMARY ONES I CAN GO TO AND GET A STRAIGHT ANSWER AND GET A GOOD ANSWER.
I CAN GO TO GREG AND GET A STRAIGHT ANSWER.
I CAN GO TO MIKE AND I GET A GOOD ANSWER.
IT SHOWS, IT SHOWS THE LEADERSHIP IN THAT DEPARTMENT DOWN TO THE, UH, THE JUNIOR FOLKS IN THE DEPARTMENT, THEY DO A GOOD JOB AND YOU CAN DEPEND ON WHAT THEY TELL YOU.
AND I GIVE A LOT OF CREDIT TO MIKE FOR THAT, BUT I WANT TO LET YOU KNOW THAT I'M GOING TO MISS YOU TOO, BECAUSE A LOT OF THE THINGS THAT I'VE BEEN INVOLVED IN, YOU HAVE GIVEN ME THE PROPER COUNSEL.
AND I WANT TO LET YOU KNOW THAT I APPRECIATE THAT AS COLLECTIVELY ON THE BOARD, WE ALL APPRECIATE WHAT THE WORK WE'VE DONE TO TRULY.
IT'S BEEN A PLEASURE WORKING HERE WITH ALL OF YOU AND WE APPRECIATE YOU'RE ALWAYS SMILING.
[00:25:01]
CAUSE YOU GOT GONNA KIND OF GUY THAT CAN COME AND TELL US TO ASK HER, OR JUSTTHAT'S THE SEWER REPORT BY THE CITY ENGINEERS AND IT'S SIGNIFICANCE TO THE FACT AND THEY KEEP PUSHING YOU DOWN.
AND THE AGENDA USED TO BE UP NEAR THE TOP.
IT DIDN'T REAL CLOSE TO THE BOTTOM.
I HOPE IT'S GETTING LESS AND LESS THAN EVER BEFORE.
UH, THE WASTEWATER TREATMENT PLANT TREATED A TOTAL OF 91.3 MILLION GALLONS IN THE MONTH OF JUNE WITH AN AVERAGE DAILY FLOW OF 3 MILLION GALLONS A DAY, THE MAXIMUM FLOW ON ANY ONE GIVEN DAY WAS 3.6 MILLION GALLONS.
THE VOD EFFICIENCY REMOVAL WAS 92.3%.
THE SUSPENDED SOLIDS REMOVAL EFFICIENCY WAS 89.5%.
UH, WE PASSED TOXICITY TEST IN THE MONTH OF JUNE.
UH, THE SIX MONTH STUDY OF THE ACUTE TOXICITY PROBLEMS IS ONGOING AND SHOULD BE COMPLETED, UH, NEAR THE END OF AUGUST.
AND, UH, WE WILL REQUEST THAT WE ARE PUT UNDER A SOC AT THAT POINT IN TIME.
DO YOU HAVE ANY QUESTIONS? CAN YOU SAY THE TOXICITY TEST? ARE THEY STILL LOOKING INTO THE VIABILITY OF THESE FISH THAT TELL US ONE TIME SORT OF AN OLD DST IS NOT ALL THAT ACCURATE? I'M NOT, I'M NOT A SCIENTIST IN THIS AREA BY ANY MEANS, BUT I UNDERSTAND, I UNDERSTAND THAT THEY ARE INDEED LOOKING AT THE VIABILITY OF THE TOXICITY THEY USE NOW, WHICH IS A PASS FAIL BASED ON A FLATHEAD.
AND THERE ARE SEVERAL OTHER TESTS THAT INVOLVE TIMES AND CONCENTRATION VARIATIONS.
AND, UH, I'M NOT SURE EXACTLY WHERE THEY'RE GOING WITH IT AND I DON'T HONESTLY UNDERSTAND IT ALL.
BUT, UH, THERE IS SOME QUESTIONS WHETHER THE, UH, TOXICITY TESTS CURRENTLY UNDER USE IS REALLY A, A VIABLE TEST OR NOT.
BUT MY UNDERSTANDING WAS IT LIKE IF THE FISH DIED AND THE TEST THAT IF YOU LOOK IN THE PLAN AND YOU COULDN'T FIND A PROBLEM, THEN IN FACT THEY MIGHT NOT HAVE EVER BEEN A PROBLEM.
WELL, THEY'RE TRANSIENT PROBLEM.
MAYBE WE HAVE ON SEVERAL OCCASIONS IN MY TENURE HERE IN THE PAST FIVE YEARS, ACTUALLY SPLIT SAMPLES SEND THEM TO DIFFERENT LABORATORIES, UM, PRIVATE AND STATE OWNED LABORATORIES AND GOT DIFFERENT RESULTS FROM EACH ONE OF THE LABORATORIES FROM TIME TO TIME.
UM, WE, WHEN THE PROBLEM WITH THIS IS YOU'RE TALKING ABOUT A LITTLE, TWO OR THREE OUNCE DIXIE CUP WITH, UM, A COUPLE OF DROPS OF WASTEWATER IN, IN REGULAR DISTILLED WATER.
AND THEN YOU'RE TALKING ABOUT SOME FISH THAT THE ONLY THING YOU CAN SEE AS A LITTLE BLACK EYEBALLS IN IT, AND YOU PUT 10 OF THOSE LITTLE THINGS IN EACH LITTLE CUP.
AND, UH, SO IT IS MY OPINION, PERSONAL OPINION, NOT PROFESSIONAL OPINION, BUT PERSONAL OPINION THAT IT'S SUSCEPTIBLE TO A LOT OF VARIATIONS.
AND, UH, I THINK THAT THE HEALTH OF THE FISH IS NUMBER ONE, THE WASTEWATER IS NUMBER TWO.
THE WATER THAT YOU'RE PUTTING THEM IN IS NUMBER THREE.
SO I THINK THE STATE'S BEGINNING TO RECOGNIZE THAT THEY'RE THERE.
EVIDENTLY I DON'T KNOW THIS FOR A FACT THAT THERE EVIDENTLY IT WAS QUITE A LARGE PROBLEM IN THE WHOLE STATE WITH THE TOXICITY TEST, OR THEY WOULDN'T BE LOOKING AT CHANGING THE PARAMETERS.
ANY OTHER QUESTIONS? THANK YOU.
WHAT PRICE THAT ALRIGHT, THAT'LL BE HERE.
AND TO CONSIDER THE FINANCING OF THE DUNN BUILDING, I'M ADOPTING A RESOLUTION TO ENTER INTO AN INSTALLMENT PURCHASE CONTRACT.
YES, MA'AM MAYOR AND MEMBERS OF THE BOARD.
YOU'VE INDICATED YOUR DESIRE TO FINANCE THE PURCHASE OF THE DUNN BUILDING.
I HAVE FILED AN APPLICATION WITH THE LOCAL GOVERNMENT COMMISSION, AND THERE ARE TO HEAR OUR REQUEST ON NEXT TUESDAY AND EVERYTHING LOOKS WHAT'S BACK FOR THAT TO BE, UM, ACCEPTED.
UH, THE PURPOSE TONIGHT IS TO HAVE A PUBLIC HEARING ON THE FINANCE AND CONTRACT SO THAT THE PUBLIC CAN, YOU KNOW, HAVE AN OPPORTUNITY TO GIVE ANY COMMENTS.
I DID SEEK PROPOSALS FROM SEVEN AREA BANKS AND, UM, RECEIVED SIX RESPONSES, BB AND T OFFERED US THE LOWEST COST PROPOSAL.
THEY OFFERED A FIXED INTEREST RATE OF 5.09% FOR 15 YEARS.
OUR QUARTERLY PAYMENTS WERE GOING TO BE 21,000, UH, 180.
AND, UM, THAT'S WHAT I'M RECOMMENDING.
AND AT THE END OF THE PUBLIC HEARING, I WOULD REQUEST THAT YOU WOULD ADOPT THE RESOLUTION TO ENTER INTO A CONTRACT WITH BB AND T.
AND I THINK YOU HAVE BEFORE YOU TONIGHT, A REVISED, UH, RESOLUTION, THAT WAS, UH, HOW LONG WAS THAT? THE BIG FINANCE EVERY YEAR TO 15 YEARS.
[00:30:01]
MADE THE OTHER DAY THAT THE PAYMENTS WOULD BE CHEAPER THAN THE RENT THEY WOULD PLAY AS FAR AS CASH FLOW, POSITIVE CASH FLOW AND HABITS.I THINK WE'VE BEEN PAYING 88,000 A YEAR FOR THE RENT, AND THIS WOULD BE A COST OF ABOUT 84,000, HONESTLY, PROBABLY HERE AND HIS HUSBAND WAS ANYBODY FROM THE CLUB.
AND I'M GOING TO MAKE A COMMENT REGARDING THAT OR CLOSE THE PUBLIC HERE.
SECOND MOVE WITHOUT A RESOLUTION AND ANY FURTHER DISCUSSION ON THE RESOLUTION, NOT CALLING THE ROLL, PLEASE, MAN.
NEXT THING WE HAVE IS A CONSENT AGENDA.
SECOND, THE MAYOR, WOULD YOU PULL OUT A 15 I DON'T KNOW WHAT THAT WAS, BUT ANYWAY, YOU WANT TO PULL THEM OUT WITH 15.
SO WE HAVE A MOTION AND A SECOND TO ADOPT THE CONSENT AGENDA.
WOULD YOU CALL ROLL PLEASE? MA'AM YES, YES, YES.
MR. MAYOR MEMBERS OF THE BOARD I'VE PASSED OUT A RESOLUTION, WHICH WOULD MODIFY THE RESOLUTION, WHICH WAS ADOPTED BY THE BOARD ON JUNE 8TH, 1999, ADDRESSING THE SAME SUBSTANCE THAT LUCIAN WAIVE THE BID REQUIREMENTS ARE A PUBLIC CONTRACT WITH CAPITOL 1 43, UTILIZING PIGGYBACK PROVISION.
THAT'S NOW BEEN PUT IN SECTION 1 43, 1 29, A RESOLUTION AUTHORIZED WAVE OF THE BID AND BID REQUIREMENTS, AND ALSO ACCEPTED THE OFFER CAROLINA TELEPHONE AND TELEGRAPH COMPANY DBH RENT.
THE CITY TELEPHONE SYSTEM DESCRIBED ON EXHIBITS A AND B ATTACHED TO THAT.
AND ALSO PROVIDED THAT THE FINANCING OF PURCHASE WAS TO BE HANDLED PRINT.
WHEN THE MATERIAL CAME INTO ME, IT WOULD HAVE BY AN ORGANIZATION WHICH WAS ASSOCIATED WITH ONE, WHICH I HAVEN'T DONE A FIGHT IN THAT RESOLUTION, BUT IT WAS NOT THE SAME.
AND IT INCLUDED $15,000 IN MAINTENANCE COSTS SO THAT IT WAS 90 OR I OUT OF THE 76, I REVIEWED THE DOCUMENTS.
AND THEN THERE WERE SOME THINGS IN THERE THAT I DIDN'T CARE FOR THEM.
FOR EXAMPLE, IT WAS PROBATION THAT WAS ADDED TO IT, WHICH GAVE THEM AN OUT IF THERE WERE ANY Y2K PROBLEMS THAT WOULD NO BIG DEAL, BUT IT WAS A LEASE PURCHASE CONTRACT RATHER THAN A FINANCIAL.
I TALKED TO LEWIS, SENIOR VICE PRESIDENT WITH BB AND T DURING ONE OF THE CONVERSATIONS THAT I HAD WITH HIM IN CONNECTION WITH THE REASONABLE $3 MILLION LOAN CITY.
AND HE SAID THAT THEY'D BE HAPPY TO HANDLE IT.
I'VE TALKED TO MARY BRADLEY ABOUT IT.
MARY IS PREPARING THE DOCUMENTS THAT HE TO GET A BID FROM BB AND THE DISTRICT MODIFIES THE JUNE 8TH RESOLUTION.
SO CONTEMPLATE WHAT WE ARE NOT DOING.
I'M GOING TO READ HER OFF SO FAR THE DISCUSSION.
AND THEN OF COURSE, ANY APARTMENTS THAT'S NO BAD.
I DON'T HAVE ANY LATE MR. RYAN.
I'D JUST LIKE TO, UM, REMIND YOU GUYS OF THE MEETING THAT WE'RE GOING TO HAVE ON AUGUST THE THIRD, UH, IN A NEWSPAPER.
HOW ABOUT THE MUTTON, UM, INQUIRY PROJECT? AND YOU WANTED TO MAKE SURE THAT EVERYBODY IS AWARE OF IT
[00:35:01]
AND THOSE IN THE COMMUNITY AND THOSE OF YOUR HALF CONCERN TO, UH, YES.I, I WAS JUST WONDERING, UH, I IMAGINE WHEN THE NEW BRIDGE IS DEDICATED HERE, THAT THE WARD, I IMAGINED BEING INVITED TO THAT, AND I THOUGHT IT MIGHT BE NICE JUST TO THROW OUT MAYBE IF ALL OF US AND THEN SPOUSES COULD GO IN A BUS OR A WALK RATHER THAN ALL THE DIFFERENT VEHICLES AND RAIN, SOMEBODY WOULD GO AS A BODY, MAYBE ON IT.
UH, I DEFINITELY THINK IT'S SOMETHING THAT'S BIG ENOUGH THAT ALL OF US OR BE THERE FOR, AND AS A GROUP, SEPTEMBER 17TH SO SHOWER, ROD HAS STARTED BEING NICE AT THE BOARD.
WELL, WHAT IS ITEM 19? I CAN'T SEE IT.
I HAD ONE AD THAT WE NEED TO BRING UP ON MR. LANE.
FIRST DAY THAT I RECEIVED YESTERDAY, PLEASE FIND ENCLOSED THE PASADENA AREA, PHOTOGRAPH EXHIBIT TO THE ORIGINAL LEAVE INDICATED ON THIS MAP AS SHOWN BY THE POSTAGE AREA, HOW TO IDENTIFY AN AREA IN WHICH HE HAS A SPOT TO WHICH HE RETIRED, RIGHT.
AND ALSO IN THE AREA WHICH WE RETAIN THE RIGHT
I HAD WITH HIM ABOUT GIVING US ADDITIONAL TIME WITHIN WHICH THE GRANT MONEY LED TO MY JONES MAP THAT WAS AROUND THE SOME PRESSURE TO COMPLETE THIS TRANSACTION.
AND WE ARE FINDING TO HAVE A DIFFICULTY EXPLAINING A SENIOR MAN THAT TOLD THE BILL WHEN I WAITED FOR FLOOD, HE CAN EXPLAIN IT NO LATER THAN AUGUST 13TH, 1999.
ANY DELAY PAST THAT DAY WILL CREATE A VERY SERIOUS PROBLEM FOR US.
I FED IT SHORT AMENDMENT WITH A RESOLUTION, APPROVING IT FOR YOUR CONSIDERATION.
IF I REMEMBER CORRECTLY EVER SINCE THE BEGINNING, DIDN'T THEY RETAIN MR. HART METAL RIGHTS OR WHATEVER, EVERY PAIN ABOUT EVERYTHING YOU CAN RETAIN EXCEPT THE WATER.
SO I REALLY, I GUESS WHAT I WOULD, AS POWERFULLY AS THEY WERE TALKING ABOUT MY BEAT, WHAT THEY CONSIDERED IT
IT'S NOT CLEAR FROM THE ORIGINAL CONTRACT, BEING ABLE TO CONTINUE TO MINE.
THAT'S BEEN TAKEN CARE OF THE DRAFT, FINISHED THE MINE, THIS DOCUMENT, WHICH YOU HAVE BEFORE YOU HAVE ENSURED THAT THE CITY HAS EXERCISE, THE OPTION WILL CLOSE IN MY OFFICE.
SO THIS DOESN'T CHANGE THE DEAL.
[00:40:01]
MA'AM I DON'T BELIEVE HE SAID IT REALLY LET ME KNOW WHEN YOU READ SOMETHING LIKE THAT AND ALL THE BRAND NEW SYSTEM WITH ANY CONVERSATION YOU HAD WITH A MAN THAT SHOW SOMEBODY ELSE SPECIFICALLY WHEN I TALKED TO HIM YESTERDAY, BUT HE IS NOW WE GOT ITEM BY THING, WHICH IS A JAR.
