NAH, I'LL TELL YOU WHAT TO DO BETTER.

A REAL ANIMAL PRODUCT.

THE GOOD THINGS THAT HAVE BEEN GOING ON AROUND HERE WOULD REALLY HATE TO SEE YOU LEAVE.

AND, UH, YOU GOT A LITTLE PROCLAMATION AND I WANT YOU TO SAY, HEY, I FROM US ON THE BOARD AND THE REST OF US, AND I'M GOING READ IT SO THAT IT WILL BE RECORDED FOR ALL TIME TO COME.

IT'S A, WHEREAS GREG MAYER COMMUNITY DEVELOPMENT COORDINATOR FOR THE CITY OF HAYWARD HAS BEEN A LOYAL AND DEDICATED EMPLOYEE FOR THE PAST SEVEN YEARS AND IS NOW LEAVING THE CITY.

AND THEN MORE IMPORTANTLY TO GO AHEAD AND ATTRIBUTE SOME OF THIS CREDIT I'M RECEIVING TO THE, THE OTHER PEOPLE THAT DESERVE IT.

AND THAT WAS MY COWORKERS, BOTH IN MY DEPARTMENT AND THROUGHOUT THE CITY, WE HAVE A GREAT GROUP AND A LOT OF WHAT I GOT ACCOMPLISHED, WASN'T DONE BY MYSELF.

SAD.

YOU'LL STILL BE IN EXCELLENT HANDS.

WE APPRECIATE YOU.

NOW I LIKED ALSO I ASKED A COUPLE OF LADIES, MARIANNE MEYER AND KIRSTEN HANISH TO COME FORWARD.

I'VE BEEN HERE AND, UH, FROM GERMANY AND THEY'VE BEEN REALLY TRYING TO FIGURE OUT HOW WE GET THINGS DONE.

AND I TELL THEM THE FIRST DAY IT WAS IMPOSSIBLE

[00:05:02]

TO FIGURE IT OUT, BUT THEY PROBABLY HAVE DONE IT.

AND WE REALLY APPRECIATE WHAT THEY'VE DONE SINCE THEY'VE BEEN HERE.

AND WE'D LIKE FOR THEM TO HAVE A PROCLAMATION ON THE SIDE TO TAKE BACK WITH THEM AND I'D LIKE TO READ IT.

IT SAYS, WHEREAS MIRIAM MAYER AND KIRSTEN HANISH, A GERMAN INTERNS ARE SPENT FIVE WEEKS WITH US AND NEWBERN NORTH CAROLINA FURTHERING THEIR TRAINING AND ADMINISTRATION.

AND WHEREAS THEY HAVE STUDIED PUBLIC ADMINISTRATION AT THE UNIVERSITY AND LEWD VICKSBURG.

AND WHEREAS KIRSTEN AND MIRIAM HAVE BEEN CONSCIENTIOUS AND TRUSTWORTHY APPRENTICES WHILE WORKING WITH US.

AND WHEREAS MIRIAM AND KARSTEN, THEY'VE EARNED THE AFFECTION OF A HOST OF AREA RESIDENTS WHO ARE PROUD TO CALL HIM FRIEND.

ALL OF THEM, ALL OF THEM FOR A HAPPY AND SUCCESSFUL FUTURE.

I'VE GOT ONE FOR EACH ONE.

THANK YOU SO MUCH FOR GIVING US THE OPPORTUNITY TO STUDY AT ADMINISTRATION.

WE CAN TAKE LESS UP, BE LEARNED HERE BACK HOME, AND IT WILL HAVE US FOR THE FUTURE IN GERMANY.

THE NEXT THING WE HAVE IS THE PRESENTATION ON THE AFRICAN-AMERICAN HISTORICAL SITES, BROCHURE, AND THIS AND THAT STONE FILL US IN ON THAT.

GOOD EVENING.

FIRST, LET ME BEGIN THIS PRESENTATION BY SAYING THANK YOU FOR THE WONDERFUL RESPONSE THAT WE'VE HAD DEMONSTRATED IN THE BROCHURE.

THE FEW THAT HAVE GONE OUT SO FAR, AND I THINK THAT'S DEMONSTRATED BY THE NUMBER OF FOLKS THAT ARE HERE THIS EVENING.

SOME KATIE FOR GREG MAYO, BUT FOR THE AFRICAN-AMERICAN VIRTUAL PRESENTATION, AFRICAN-AMERICANS HAVE MADE A MAJOR CONTRIBUTION.

I HAD PLAYED A MAJOR ROLE IN THE DEVELOPMENT OF A NEWBORN FOR MORE THAN TWO CENTURIES.

UP UNTIL THE TIME OF THE GREAT DEPRESSION, THE MAJORITY OF NUMEROUS POPULATION WAS BLACK AND NEIGHBORHOOD WAS ALSO KNOWN FOR ITS LARGE FREE BLACK COMMUNITY.

AND IN THE TIME AFTER THE CIVIL WAR, BLACKS WHO HAD CREATED THEMSELVES CAME TO NEWBORNS TO BUILD LAST NEIGHBORHOOD WAS A HOME TO LARGE FREE BLACK POPULATION WHO OWNED AND OPERATED BUSINESSES AND BUILT THEIR HOMES AND PREDOMINANTLY WHITE NEIGHBORHOODS.

NEWBORN AFRICAN-AMERICANS WERE ELECTED AS CITY ALDERMAN, STATE, LEGISLATORS, SENATORS, AND APPOINTED TO MANY POSITIONS OF AUTHORITY.

NEWBORN IS VERY FORTUNATE TO HAVE THIS UNIQUE HISTORICAL BACKGROUND TODAY, THIS RICH HERITAGE CAMERA OPPORTUNITY THERE.

THIS RICH HERITAGE, UH, TRANSLATES INTO TREMENDOUS OPPORTUNITIES TO ATTRACT TOURISTS TO OUR COMMUNITY.

NEWBURN IS LISTED ON THE STATE OF NORTH CAROLINA'S AFRICAN-AMERICAN HERITAGE TRAIL.

NOW WITH THIS BROCHURE, WE HAVE SOMETHING TO OFFER THIS FOR, TO COME TO NEWBURN FOR THAT REASON, TO LEARN MORE ABOUT THIS PIECE OF NORTH CAROLINA'S HISTORY, HERITAGE TOURISM IS A GROWTH INDUSTRY AND IT'S VERY IMPORTANT TO OUR ECONOMY.

IT'S PROJECT BEGAN WITH MY PREDECESSOR.

GREG'S THE NICOLA.

I'M SURE YOU ALL REMEMBER HIM, FONDLY, THE CITY PLANNING AND INSPECTIONS DEPARTMENT THROUGH THE DIRECTION OF THE BOARD OF ALDERMAN APPLIED FOR GRANT FUNDS FROM THE KELLENBERGER HISTORICAL FOUNDATION, THE CITY REALIZED THE SIGNIFICANCE OF THE AFRICAN-AMERICAN COMMUNITY FOR THEIR CONTRIBUTIONS THAT HAVE HELPED SHAPE NEWBURN INTO THE PRESENT THAT WE HAVE TODAY.

THE CONCEPT WAS DEVELOPED A BROCHURE OR THAT COULD BE USED AS AN EDUCATIONAL TOOL AND TO GENERATE TOURIST INTEREST.

DR.

RUTH LITTLE WITH LONG LEAD HISTORIC RESOURCES WAS SELECTED AS THE HISTORIAN FOR THE PROJECT.

DR.

LITTLE HAD CONSIDERABLE EXPERIENCE WITH AFRICAN-AMERICAN HISTORY.

HAVING WORKED WITH DR.

PATCHETT ON THE HISTORY AND THE ARCHITECTURE OF AFRICAN-AMERICAN NEIGHBORHOODS, UH, PUBLISHED IN 1995 AFTER DR.

LITTLE SUGGESTED SEVERAL POTENTIAL SITES FOR THE BROCHURE, WE HELD A PUBLIC MEETING AND PRESENTED THAT INFORMATION TO THE COMMUNITY.

SHE WAS ALSO AT THAT TIME, ABLE TO IDENTIFY NEW, UH, SIGNIFICANT HISTORICAL INFORMATION TO BE INCLUDED INTO THE IMPARTIAL FOUNDING OF THE DRAFT, UH, BROCHURE.

WE CIRCULATED THE INFORMATION AMONG THE COMMITTEE, BANNER COMMITTEE MEMBERS FOR COMMENTS AND EDITS, AND FINALLY A FINAL DRAFT WAS PREPARED TO SEND OFF TO THE FRONT.

SO THAT'S KIND OF THE PROCESS OF HOW IT ALL CAME ABOUT.

THE BROCHURE INCLUDES INFORMATION ON PLACES SUCH AS THE KRESS BUILDING AND CLARK'S BUILDING THAT WERE SITES FOR LUNCHROOM CAMP LUNCH COUNTER SETTINGS OCCURRED SORT OF MIRRORING A SIMILAR PROTESTS THAT WERE HAPPENING ACROSS THE SOUTH.

IN THE 1960S.

IT HIGHLIGHTS ARCHITECTURALLY SIGNIFICANT STRUCTURES THAT WERE OWNED AND OCCUPIED

[00:10:01]

BY COMMON AFRICAN AMERICANS, LIKE THE HOMES ON JOHNSON STREET, GEORGE STREET FROM STREET IN WEST STREET.

IT INCLUDES PUBLIC PLACES, CEMETERIES, AND THE FIVE CHURCHES THAT ARE LISTED ON THE NATIONAL REGISTER, WHICH ARE ST CYPRIAN EPISCOPAL, SAINT PETER'S, AME SCIENCE CHURCH, EBENEEZER PRESBYTERIAN CHURCH, RU CHAPEL, AFRICAN METHODIST, EPISCOPAL FIRST BAPTIST CHURCH AND ST.

JOHN MISSIONARY BAPTIST.

THIS BROCHURE TOTALS, UH, FEATURES 32 PROPERTIES, AND EACH PROPERTY HAS BEEN ENUMERATED WITH A CORRESPONDING POINT ON A MAP TO ALLOW THE USER TO TAKE A WALKING TOUR OF THE BAT.

VARIOUS, UH, FIVE AREAS THAT ARE INCLUDED.

A BRIEF HILL HISTORY HELPS THE READER TO UNDERSTAND THE CONTEXT AND IMPACT OF AFRICAN-AMERICANS HAVE HAD ON THE HISTORY OF NEIGHBORHOOD.

IT TOOK A WHOLE LOT OF PEOPLE TO MAKE THIS VIRTUAL REALITY.

THE COMMITTEE THAT MET WITH US AT ST.

JOHN MISSIONARY BAPTIST WAS VERY PRODUCTIVE.

AND I WOULD LIKE TO THANK ALL THOSE PEOPLE THAT CAME OUT AND SPENT THEIR TIME AND HELPED.

I WANT TO THANK MY COWORKERS, THERESA LEE AND BERNARD GEORGE FOR THEIR ADVICE AND GUIDANCE ON THE CONTENT OF THE VIRTUAL WORLD.

UH, RUSSELL TANGLE OF ONG DONE ON YOU PROVIDED THE GRAPHICS AND THE DESIGN LAYOUT, DR.

RUTH LITTLE FOR HER PROFESSIONALISM AND HER PASSION FOR HISTORY, THE HISTORIC PRESERVATION COMMISSION, MRS. DOROTHY, BRIAN, ESPECIALLY MRS. DOROTHY BROWN AND HIS DOROTHY OF WHITE FOR THEIR ASSISTANCE, THE NEW BOARD OF ALDERMAN FOR ALLOCATING STAFF, TIME AND RESOURCES.

AND FINALLY, AND MOST IMPORTANTLY, THE FUNDING CAME FROM KELLY BERGER, HISTORIC FOUNDATION, BOARD OF TRUSTEES.

AND I'D LIKE TO THANK HIM FOR SEEING THE SIGNIFICANCE IN FUNDING, THIS PROJECT IN THE POSITIVE OUTCOMES THAT IT HAS FOR THE CITY OF NEWBURGH AND THE STATE OF NORTH CAROLINA.

AND, UH, I DON'T, IF I MISSED ANYBODY, UH, I'M SORRY.

AND I APPRECIATE EVERYBODY HELPING.

AND THERE WASN'T A SINGLE PERSON THAT DID THIS.

IT WAS A JOINT EFFORT.

I WAS BASICALLY A CONDUIT TO MAKE SURE THINGS HAPPENED WHEN THEY WERE SUPPOSED TO HAVE.

SO I WANT TO THANK EVERYBODY WHO HELPED AND I HOPE EVERYBODY GETS A COPY OF THE BROCHURE.

AND FINALLY, I'D LIKE TO INVITE YOU ALL FOR A FEW REFRESHMENTS AFTER IMMEDIATELY AFTER THE MEETING WE HAVE ON SOME LEMONADE AND CAKE ALSIDE, IS IT SUGAR FREE? AND, UM, THANK YOU ALL VERY MUCH FOR ALLOWING US TO SPEND OUR TIME WORKING ON THESE IMPORTANT TYPE PROJECTS.

I MAY SAY ALSO, THIS IS JUST AN INCREDIBLE PIECE OF INFORMATION RIGHT HERE.

I MEAN, REALLY THIS IS WELL PUT TOGETHER AND IS ANYTHING I'VE EVER SEEN HIM AT NATURE AND REALLY TELLS A STORY.

AND I'D LIKE TO SAY THAT I'M ON THE KAELIN BERGER FOUNDATION BOARD AS THE MAYOR.

NOT BECAUSE I'M TALL, BUT JUST BECAUSE I'M MAYOR.

AND I CAN TELL YOU THAT THEY REALLY HAVE AN APPRECIATION FOR THEIR AFRICAN-AMERICAN HISTORY AND NEIGHBOR NORTH CAROLINA, BECAUSE, UH, WHEN THE HISTORY OF NEWBURN IS TOWED, I LIKE TO LIKEN IT TO, TO FABRIC A QUILT OR WHATEVER.

AND I'VE SAID THIS BEFORE HE PULLED OUT AFRICAN-AMERICAN HISTORY OUT OF THE CITY OF NEWARK, THEY WOULDN'T BE A CITY OF NEWBURGH.

IT WOULD JUST COME ON RAD.

AND THERE'S A PROUD HISTORY HERE THAT IS NOT ONLY VERY UNUSUAL IN EASTERN NORTH CAROLINA AND THEN NORTH CAROLINA AND THE WHOLE SOUTH IN THE UNITED STATES FROM SOME OF THE CHURCHES AND THAT TALK WITH FLAMING AROUND HERE IN DENVER, NORTH CAROLINA, THE FAMILIES THAT GO BACK FOR HUNDREDS OF YEARS.

SO IT IS JUST, THIS DOCUMENT IS NICE AS IT IS ACTUALLY REPRESENTS JUST THAT GREAT A STORY THAT REALLY, REALLY IS EVERYBODY.

I WANT TO BE PROUD OF THAT.

ALL THE PEOPLE THAT HAVE LIVED HERE ALL LIVES MYSELF AND THE REST OF THEM.

SO I JUST, I JUST THINK IT'S GREAT.

I HOPE EVERYBODY GET AHOLD OF ONE OF THEM.

I WISH EVERYBODY IN THE UNITED STATES HAD, BUT I DON'T KNOW IF WE CAN FUND YOU'RE WELCOME.

ANYBODY ELSE ON THE BOARD WILL MAKE A COMMENT ON THAT? IF Y'ALL CAN WAIT JUST A SECOND, WE CAN ALL PROBABLY BREAK THROUGH.

I WOULDN'T GET ANY CAKE BECAUSE IT'S NOT SHUT THAT.

YOU DON'T HAVE TO WORRY ABOUT ME, BOTH FOR THE DOLE FIRST, BUT WE DON'T HAVE A ONE OR TWO ITEMS LEFT.

AND THEN HOPEFULLY WE WRAP THIS THING UP AND THEN EVERYBODY CAN PAY FOR IT UNTIL THE NEXT THING WOULD BE THE REQUEST AND PETITION OF CITIZENS AND ASKED THEM ONCE A MONTH MEETING THAT WE HAVE, WHERE IF SOMEBODY WANTS TO COME FORWARD AND TELL US SOMETHING THAT'S ON THEIR MIND, THEY HAVE THE OPPORTUNITY.

IF NOT, WHY NOBODY HERE WANTS TO DO THAT ONE.

MAN, COME FORWARD.

MR. THEY'RE TELLING MCMILLIAN, I DON'T HAVE A PETITION OR A REQUEST FOR ANYTHING.

I

[00:15:01]

JUST WANT TO THANK YOU.

AND THE CITY MANAGER FOR A RARE ONE, PROCLAMATION GIVEN TO A CITIZEN OF THIS COMMUNITY WHO HAD WORKED SO HARD FOR THE SAME THING YOU WERE TALKING ABOUT A FEW MONTHS AGO AND I SPEAK THE PERFECT LEROY DAWSON.

I WANT TO THANK THE CITY MANAGER FOR TAKING THE TIME OUT ON A SUNDAY AFTERNOON WHEN HE COULD'VE BEEN DOING SOMETHING ELSE TO COME OUT TO A COMMUNITY IN WHICH HE WAS BORN IN AND MEET THE PEOPLE ONCE AGAIN.

AND TO READ THAT PROCLAMATION JUICE ISLAND, WE SINCERELY APPRECIATE IT.

MR. DAWSON WOULD HAVE APPRECIATED.

AND I WANTED TO SAY, THIS IS PERHAPS THE LAST THING THAT HE WOULD PROBABLY KNOW THAT EVER HAPPENED TO HIM.

I WANT TO THANK YOU VERY MUCH.

OKAY.

ANYBODY ELSE? OKAY.

NEXT THING WE HAVE AS A CONSENT AGENDA, MOVING UP THE CONSUMER GEM.

LET ME GET THE REST OF THE BOARD FOR WHAT I HAVE A RESOLUTION FOR YOUR CONSIDERATION, WHICH HAD ADOPTED CONTRACT.

AND WE HAVE WITH MR. MITCHELL COOK COOK PROPERTY, PART OF WHICH IS IN THE HAVE BEEN ACCOMPLISHED BY JULY 31ST.

MR. AND MRS. COOK AGREED TO AN EXTENSION TO AUGUST 13 CONVERSATION WITH OUR CITY MANAGER.

I UNDERSTOOD.

WE NEED TO DELAY THAT BUFFER THAT CLOSING.

THIS IS AN AMENDMENT BY WAIT.

HE SAID HE WOULD BE PERMITTED TO DEFER THAT SEPTEMBER, SEPTEMBER 24 WOULD REQUIRE THE PAYMENT OF DAILY BIG IDEA WHAT YOU MASTER THE 7%, BUT THAT'S SOMETHING WE CAN TERMINATE AT ANY TIME BY CLOSING THE PROPERTY.

WHEN I TALKED TO THE MANAGER THIS AFTERNOON, HE INDICATED HE WANTED TO TALK TO THE FINANCE DIRECTOR.

SEE WHETHER IT WAS INTERESTED TO GO AHEAD WITH WHAT HAD BEEN PROPOSED HERE, OR GO AHEAD AND CLOSE THE PURCHASE OF THAT PROPERTY.

I WOULD ASK THAT YOU APPROVE THE RESOLUTION TONIGHT.

THEN THAT DECISION CAN BE MADE AS WELL, PAY THE INTEREST.

WELL, THE CITY MANAGER GOING ON, I DON'T KNOW WHETHER HE'S TALKING TO ME.

NO, I HAVEN'T TALKED TO HER AT THIS TIME.

I'LL TALK WITH HER TOMORROW, BUT WELL, I THINK WE SHOULD LEAVE IT UP TO, UH, WHATEVER YOU THINK, UH, WHEN YOU TALK TO FINANCIAL DIRECTLY.

YES, SIR.

I'LL, I'LL TALK WITH HER AND THEN, UH, I'LL TALK WITH THE MAYOR TO CLEAR THINGS, MOVE A DOCTOR RESOLUTION.

ANY FURTHER DISCUSSION, NOT CALL THE ROLL PLEASE.

MA'AM YES, YES, YES, YES.

AND IT FURTHER, UM, I HAVE TWO QUICK ITEMS, I THINK.

WELL, ONE IS MIKE, WOULD YOU MAKE A REPORT PLEASE? IT'S THE 14 DAYS ON THE, UH, FRUSTRATE PROPERTY.

YES, SIR.

AS YOU WILL RECALL AT THE LAST MEETING OF THE BOARD, UH, THE OWNERS OF THE FIRST STREET APARTMENTS WERE GIVEN 14 DAYS IN WHICH TO, UH, PRODUCE A CONTRACT WITH THE DESIGN PROFESSIONAL, UH, TO, UH, FOR, UH, CONTRACT DOCUMENTS, UM, TO MOVE BE MOVING HERE ON THIS APARTMENTS.

UM, WE DID RECEIVE A COPY OF A SIGNED AGREEMENT, UH, THIS AFTERNOON WITH A DESIGN PROFESSIONAL, WHICH INCLUDED THE BOARD'S CONCERN ABOUT, UH, A TIME PERIOD IN WHICH THE CONTRACT DOCUMENTS WOULD BE READY TO BE CONSIDERED FOR BUILDING PERMIT AND ALSO

[00:20:01]

A TIMETABLE FOR GETTING A SCHEDULE TO THE BOARD.

UM, AND EVERYTHING THAT THE BOARD HAD TALKED ABOUT AT THE MEETING WAS INCLUDED.

SO, UH, WE, UH, I GUESS WE'LL BE PROCEEDING ALONG WITH THIS.

THE OTHER THING IS JUST TO A QUICK REMINDER ABOUT THE MEETING TOMORROW WITH CONGRESSWOMAN CLAYTON, THOSE OF YOU WHO CAN ATTEND YOU ARE INVITED.

YES.

OKAY.

IT'S NOT BEING TAUGHT.

I'LL BE TALKING WITH HER BRIEFLY AND IF YOU WISH TO COME, YOU'RE CERTAINLY WELCOME TO YES, THAT'S IT.
