UH, I DID MY UNDERGRADUATE AND GRADUATE SCHOOL IN, AT NORTH CAROLINA, CENTRAL UNIVERSITY AND THE UNIVERSITY OF NORTH CAROLINA AT CHAPEL HILL.

POLICE DEPARTMENTS IS JANUARY, 1995, AND HE'S BECOMING A FULL-TIME OFFICER EFFECTIVE DECEMBER 1ST, WHEN HE WILL BE NO LONGER ASSOCIATED WITH THE UNITED STATES MARINE CORPS.

TOM WAS BORN IN BOSTON, MASSACHUSETTS, GRADUATED FROM FRANKLIN HIGH SCHOOL AND IS MARRIED TO JUUL.

AND THEN DURING THIS PERIOD, WE WERE UNFORTUNATE TO EXPERIENCE THREE MAJOR HURRICANES AND STOOD ABOVE AND YOU STOOD ABOVE MOST OTHERS WENT DOOR TO DOOR LEARNING THE CITIZENS OF RISING WATER.

YOU'VE BEEN A SECURITY OFFICER FOR THIS DEPARTMENT.

VERY MUCH NEXT ON THE AGENDA IS THE CIVIL REPORT BY THE CITY ENGINEER GAVE ME GENTLEMEN, THE WASTEWATER TREATMENT PLANT TREATED 165 MILLION GALLONS OF WASTEWATER DURING THE MONTH OF SEPTEMBER.

THAT WAS AN AVERAGE DAY.

THEY FLOW A 5.52 MILLION GALLONS A DAY.

THE PEAK FLOW OCCURRED ON SEPTEMBER 17TH, THE DAY OF FLOYD AT 10.64 MILLION GALLONS PER DAY.

WE RECORDED AT THE PLANT, UH, DURING FLOYD 17.9 INCHES OF RAIN AND A TOTAL OF 24.9 INCHES OF RAIN FOR THE MONTH.

THE BIOLOGICAL OXYGEN DEMAND REMOVAL EFFICIENCY, UH, FOR THE PLANT WAS 94.2%.

AND THE SUSPENDED SOLIDS REMOVAL FOR THE PLANT WAS 88.7% FOR THE MONTH, WHICH IS EXTRAORDINARY CONSIDERING THAT THE WASTEWATER WAS TREMENDOUSLY DILUTED, BUT THE PLANT PERFORMED FINE.

UH, THE THIRD QUARTER PHOSPHORUS AVERAGE FOR THE EFFLUENT IS 1.7 MILLIGRAMS PER LITER.

UH, EVERYTHING IN THE WASTEWATER TREATMENT PLAN

IS IN COMPLIANCE FOR THE MONTH OF SEPTEMBER, EXCLUDING THE, UH, FLOW, UH, 5.52 MILLION GALLONS PER DAY IS IN EXCESS OF OUR 4.7 MILLION GALLONS PER DAY.

UH, WE ALSO EXPERIENCED TWO SEWER OVERFLOWS AS A RESULT OF THE RAINWATER, BUT IN COMPARISON TO OTHER SYSTEMS AROUND EASTERN NORTH CAROLINA, I THINK WE DID A GREAT JOB AND, UH, THE PLANT PERFORM ADMIRABLY.

WE HAD, UH, FOUR REPRESENTATIVES FROM FEMA, UH, WHO WERE JUST WANTING TO SEE THE TYPE OF INFORMATION THAT WAS BEING PROVIDED, UM, TO CITIZENS.

AND WE HAD APPROXIMATELY 25, UH, OWNERS AND RESIDENTS FROM THE AREA HAD A, I THINK A VERY POSITIVE, UH, MEETING THERE.

UH, WE'LL BE RELOCATING OUR FIRST FAMILY FROM THE PAPER TOWN AREA NEXT TUESDAY.

AND WE'RE CURRENTLY WORKING WITH TWO OTHER FAMILIES ON THEIR ACQUISITION RELOCATION AND EXPECT TO MAKE FOUR ADDITIONAL OFFERS.

UH, THIS WEEK, UH, WE HAD, UH, TENTATIVELY PLANNED ON MAILING THE OFFERS OUT, BUT, UH, WITH THE, UH, LEGAL AND REAL ESTATE JARGON CONTAINED THERE IN DECIDED IT WAS BEST TO SIT DOWN AND, AND GO ONE-ON-ONE WITH THE OWNERS, UH, WITH THE ACQUISITION AND RELOCATION INFORMATION.

SO THAT'S WHAT WE'RE DOING AT THIS TIME.

UH, WE'RE WORKING WITH, UH, LOCAL REAL ESTATE AGENTS TO HELP US IDENTIFY COMPARABLE REPLACEMENT DWELLINGS.

AND WE'LL BE TALKING WITH SOME BUYER'S AGENTS, UH, TOWARD ASSISTING US IN LOCATING REPLACEMENT HOUSING, UH, FOR THE RELOCATE TEAS AND THE WOODROW H M G P PROJECT.

WE HELD A MEETING IN THE COMMUNITY ON OCTOBER THE SIXTH WITH APPROXIMATELY, UH, 70 PERSONS IN ATTENDANCE.

UH, WE PRESENTED, UH, THE SCOPE OF THE PROGRAM, UH, ANSWERED QUESTIONS.

UM, SINCE THAT TIME, THE CONSULTANT CONSULTANTS REP HAS CONTACTED 20 HOUSEHOLDS TO BEGIN GATHERING THE NECESSARY BENEFIT AND OTHER INFORMATION, UH, FOR THE ELEVATION, UH, PROJECTS THERE.

UH, WE HOPE TO SOON BE ABLE TO START GETTING SOME ENGINEERS OUT, UH, WITHIN THE NEXT 30 DAYS TO START GETTING UNDER THE HOUSES AND, UH, DOING THEIR WORK WRITE-UPS.

UH, WE HAVE ALSO IN RESPONSE TO, UH, THE BOARD'S COMMENTS MODIFIED THE PRIORITY LISTING, UH, APPROACH FOR THE UNITS THAT WE WOULD TREAT, UH, GOING WITH THE UNITS THAT HAD THE LOWEST ELEVATION.

FIRST, THOSE THAT ARE MOST SUSCEPTIBLE TO FLOODING.

UH, WE REVIEWED THIS WITH, UH, THE FOLKS THAT WERE AT THE MEETING, UH, IN WOODROW AND THE SIXTH.

AND, UH, THE, THE REACTION WAS POSITIVE THAT THEY FELT THIS WAS MORE IN LINE WITH, UH, THE WAY IT SHOULD BE APPROACHED.

UH, WE CHECKED WITH THE FEDERAL AGENCY AND THEY STATED THAT, UH, WE HAD ENOUGH FLEXIBILITY IN THERE THAT THAT WAS AN APPROACH THAT WOULD NOT REQUIRE A FORMAL PROGRAM ON THEM MUCH.

THEY GAVE US THE NOD TO GO AHEAD WITH THAT APPROACH.

UM, LASTLY, UH, DENNIS AND FLOYD DAMAGE, UH, WE HAVE HAD SOME INITIAL CONVERSATIONS WITH THE CONSULTANT AND FEMA REPRESENTATIVES ABOUT A POSSIBLE APPLICATION FOR SOME OF THE DENIS AND FLOYD, UH, DAMAGING DAMAGES.

UH, WE'LL CONTINUE TO TALK WITH THEM TOWARD GETTING SOMETHING TOGETHER.

UH, THE WORD WE'RE HAVING FROM THEM RIGHT NOW IS THAT THE PRIORITY IS GOING TO BE ACQUISITION AND FOR THE HARDEST HIT AREAS FIRST, UM, I THINK, UH, THE ISSUE OF ELEVATION FOR ANY POSSIBLE DENTIST OR FLOYD DAMAGE, UH, IS GOING TO BE A SECONDARY PRIORITY.

UH, AND WITH THEM FOCUSING MORE ON ACQUISITION FOR, FOR ANY FUNDS FROM THOSE TWO HURRICANES, UM, BE GLAD TO ADDRESS ANY QUESTIONS YOU MIGHT HAVE.

IT'S NOT LIKE YOU'VE BEEN REAL, REAL BUSY ON IT, AND THERE'S NO QUESTIONS FROM THE BOARD BACK IN MY, YOU, UH, I'D LIKE TO RECOGNIZE ALL OF THEM IN THE FREEZER FOR ME.

THAT ARE SEVERE IN MANY NORTH CAROLINA, EASTERN COMMUNITIES.

ONE OF THE MAJOR CRITICISMS MADE AT THAT MEETING WAS HOW SLOW THE HANDING OUT OF ASSISTANCE HAS BEEN ON THE PART OF FEMA.

AND WHILE HE WAS NOT OFFERING THESE FIGURES AND DEFENSE, BUT JUST FOR INFLAMMATION, THE FEMA DIRECTOR, JAMES WIT GAVE US THEM THE STATISTICS THAT APPROXIMATELY 68,000 APPLICATIONS FOR ASSISTANCE.

THIS IS NOT A, THE MITIGATION PROCESS.

THIS IS JUST, UH, IMMEDIATE ASSISTANCE AND ON IN CASH, OR TO HELP THEM FIND A PLACE TO LIVE FOR THE TIME BEING HAVE BEEN RECEIVED SO FAR 68,000 APPLICATIONS, THEY HAVE ALREADY PAID OUT $38 MILLION, AND THAT REPRESENTS ONLY 6,900 OF THE FAMILIES.

OF COURSE, THERE ARE DIFFERENT NUMBERS OF PEOPLE IN THOSE FAMILIES TO MAKE UP THE 68,000 ACTUAL APPLICATIONS.

THE SMALL BUSINESS ADMINISTRATION HAS MADE LOANS IN EXCESS OF WELL TO APPROXIMATELY 3,500 BUSINESSES OR OTHER INSTITUTIONS THAT WERE DAMAGED IN THE HURRICANE.

AND THAT WAS JUST FROM FLOYD.

OF COURSE, THE FIGURES THAT MIKE GAVE YOU ON THE MITIGATION PROCESS DATE ALL THE WAY BACK TO FRAN AND DIRECTOR WIT DID EMPHASIZE THAT IN THE FUTURE, HE FELT THAT THE OBJECTIVE WOULD BE TO ACQUIRE MORE LAND ALONG THE RIVER, MORE HOUSES AND REMOVE THEM RATHER THAN TRY TO ELEVATE THEM.

I HAVE TALKED TO MIKE ABOUT THIS, AND THIS MAY BE PRACTICAL IN SOME COMMUNITIES THAT RECEIVE DAMAGE THAT DO NOT HAVE AS MUCH WATERFRONT PROPERTY AS EXISTED IN EASTON NEWBURGH WITH THE TRENT RIVER AND THE NEUSE RIVER.

SO THAT MAY NOT BE AN OPTION HERE BECAUSE A LOT OF PEOPLE OWN HOMES ON THE RIVER, AND A LOT OF PEOPLE OWN PROPERTY ON THE RIVER THAT THEY WANT TO BUILD HOMES ON AT A FUTURE DATE.

AND TO TAKE AWAY THE PRIVILEGE OF DOING THIS WOULD BE RATHER HARSH.

SO THE IDEA OF BUYING UP A LOT OF PROPERTY OR HOMES TO PREVENT THEM FROM BEING DEVELOPED MAY NOT BE AN ALTERNATIVE FOR THE NEWBURN AREA, BUT HE WAS ENCOURAGING IN MANY WAYS WITH THE, UH, WITH THE SPEED WITH WHICH THEY ARE AND HANDLING THESE APPLICATIONS FOR IMMEDIATE ASSISTANCE.

AND THE GOVERNOR ALSO TOLD US AT THAT MEETING TODAY THAT A MAJOR PRIORITY FOR HIS OFFICE IS SPEEDING UP THE PROCESS OF GETTING ASSISTANCE TO THE PEOPLE WHO NEED IT FROM HURRICANE FLOYD.

SO THERE IS A LOT GOING ON IN RALEIGH.

THERE'S A LOT GOING ON IN WASHINGTON TO HELP THE PEOPLE WHO NEED ASSISTANCE FROM THE HURRICANE DAMAGE, BUT WITH 68,000 APPLICATIONS RECEIVED AND JUST OVER 30 DAYS, OR IT'S BEEN JUST OVER 30 DAYS SINCE THE HURRICANE HIT IT'S, IT'S TAKING SOME TIME TO HANDLE ALL THAT PAPER.

I JUST THOUGHT I WOULD BRING YOU UP TO THE BOARD UP TO SPEED ON WHAT TRANSPIRED AS MUCH AS POSSIBLE.

IT WAS MUCH MORE INVOLVED THAN THAT, BUT THAT'S JUST A QUICK OVERVIEW.
