AND THEN ON GREEN STREET, ABOUT TWO THIRDS OF THE WAY UP FROM K STREET UP TOWARDS NORTH STREET, UH, WE WILL BE FIXING THE HOUSING, UM, AND REPLACING THE OLD, I THINK IT'S EIGHT INCH TERRACOTTA SEWER AND REPLACING THE OLD LEAKING SIX INCH WATER LINE DOWN THERE IN THAT PARTICULAR AREA, THE, UM, LOCAL OPTION PROJECT, WHICH IS THE $105,000 PART OF THE PROJECT.
UH, WE STILL HAVE TO DEFINITELY DETERMINE THOSE AND THE POSSIBLE ACTIVITIES WOULD INCLUDE HOUSING, ANY TYPE OF WATER, SEWER STREETS, DRAINAGE, RECREATION, WHERE THE SERVICE SERVICE DISTRICT, IT WOULD BE LOW, MODERATE INCOME, OTHER MISCELLANEOUS ACTIVITIES, SUCH AS ASSISTED ADULT DAYCARE, UH, AFTERSCHOOL TYPE PROGRAMS WHERE AGAIN, THE SERVICE POPULATION IS LOW, MODERATE INCOME.
UM, THERE'S SOMETHING CALLED EMERGENCY REPAIRS ALSO, WHICH IS A REHABILITATION TYPE PROGRAM, UM, IN DEALING WITH, UM, YOUR CITY ENGINEERING DEPARTMENT, REALLY KIND OF PURSUANT TO WHAT THEY NEEDED TO DESIGN FOR THE GARDEN STREET PROGRAM AND REPLACING A LARGE PART OF THE SEWER DANNY TO CHANGE THE SEWER FLOW UP AND DOWN THE GARDEN STREET AND TO TAKE SOME OF THE STRESS OFF OF THOSE LINES.
UH, A VERY GOOD RECOMMENDATION.
MY OPINION FOR THIS, UH, ONE PROJECT WOULD BE TO CONTINUE ON WITH THAT PROJECT, UM, ON THE GARDEN STREET AREA, UH, WITH HIS LOCAL OPTION MONEY, THERE ARE SOME THINGS THAT THE ENGINEERING DEPARTMENT IS RECOMMEND THAT THEY NEED TO DO TO MAKE THIS WORK.

THIS PROGRAM IS FOR THE CONNECTION OF HOMES TO ON PRIVATE WATER, SEWER SYSTEMS, SEPARATE TANK SYSTEMS. AND IN THE CITY OF NEWBURN, WE HAVE APPROXIMATELY 500 HOMES THAT ARE, WERE FILED, PUBLIC WATER AND SEWER.
UH, MANY OF THESE HOMES ARE BEST SELECTION, UH, ON THEIR OWN PRIVATE SYSTEMS. UH, HOWEVER, THERE ARE SOME WHO CAN NOT AFFORD THE HOOKUP EXPENSE OF A THOUSAND DOLLARS FOR SEWER AND $250 FOR PUBLIC WATER.
THIS GRANT WILL PROVIDE FUNDS IN THE AMOUNT OF $75,000 TO CONNECT APPROXIMATELY 25 TO 30 HOMES TO PUBLIC WATER AND SEWER.
UH, THE COST IS BROKEN DOWN, UH, THE ASSESSMENT FEE FOR, UH, SUE AS A THOUSAND DOLLARS.
UH, WE'LL ALSO CONNECT, UH, FROM THE HOUSEHOLD TO THE SERVICE, UH, THE LATERAL, WHICH IS ABOUT $1,200 THAT WOULD BE DONE BY A PRIVATE PLUMBER, PRIVATE CONTRACTOR.
AND THEN FOR THOSE HOMES THAT HAVE SEPARATE TANKS, UH, WE WILL PAY APPROXIMATELY $400 TO DISMOUNT OF THOSE ACCORDING TO, UH, THE, UH, HEALTH DEPARTMENT'S REQUIREMENTS.
SO THAT'S ABOUT $2,600 PER UNIT.
UH, THIS WOULD BE A CITY-WIDE PROGRAM.
UH, THE PROGRAM REQUIREMENTS ARE 100% LOW TO MODERATE INCOME APPLICANTS.
SO, UH, IN THAT CASE, WE'D HAVE TO SCREEN THE APPLICANTS, GET INCOME DETERMINATIONS, AND THEN VERIFY THEM.
AND THEN IF THEY DO QUALIFY, OF COURSE, GO AHEAD AND CONNECT THEM TO PUBLIC WATER AND SEWER.
UH, WE FEEL THIS WOULD BE A VERY GOOD FOR THE CITY IN THAT WE WOULD THEN HAVE A PAYING CUSTOMERS INSTEAD OF THOSE BEING ON PRIVATE SYSTEMS AND DUE TO OUR, UH, UH, THE LOW ELEVATION OF THE LAND HERE, THERE ARE MANY SYSTEMS THAT ARE IN DANGER OF FAILING FAILURE.
SO WE FEEL THAT THIS WOULD BE VERY GOOD FOR THE CITY AT THE FOOT OF PUBLIC HEALTH AND SAFETY ISSUES.
UH, IF THERE ARE ANY QUESTIONS I'M READY TO ANSWER THOUGH, AT THIS TIME, IS THAT A LOCAL LAW CRIME AND COUNTY REGULATION, OR IS THAT STATEWIDE THAT IF YOU HOOK THEM ONTO TWO MUNICIPAL OR WHATEVER SEWER SYSTEM THAT YOU HAVE TO, WHEN YOU SAID DISMANTLE OR YOU MEAN KNOWING THE YARD AND THEY UP THE OLD TANK AND GET RID OF IT?
