[00:00:23]
CALL THE MEETING TO ORDER AND WE'LL HAVE AN OPENING PRAYER.
MY REVEREND HOGAN WITH CORNERSTONE CHURCH.
DEAR GOD, WE THANK YOU TONIGHT THAT, UH, WE COULD BE HERE IN THIS MEETING.
WE THANK YOU FOR OUR CITY OFFICIALS AND LORD, YOU HAVE COMMANDED US NOT TO SPEAK EVIL OF A GOVERNMENT, BUT TO PRAY FOR THOSE THAT ARE IN AUTHORITY IN THE GOVERNMENT, WE PRAY FATHER MAYER, AND WE PRAY FOR OUR CITY MANAGER TO PRAY FOR OUR ALDERMAN AND ALL THOSE AND CITY OFFICIALS TONIGHT THAT HAVE DIRECTION IN THIS CITY THAT WE LOVE.
WE PRAY TONIGHT THAT YOU JUST BESTOW YOUR BLESSING UPON THIS MEETING, GIVE DIRECTION AND LORD GIVE WISDOM TO OUR CITY OFFICIALS IN JESUS NAME.
AND THEN
VERY HERE, HERE, HERE, HERE, HERE, HERE.
THE FIRST THING WE HAVE IS THE SEWER UPDATE, DAVID NEW.
SO CAN, BUT THAT DOESN'T WE'RE GOOD.
NEXT TIME I CAN GIVE YOU A REPORT ON SEWER.
IT, IT IS, UH, UH, IN COMPLIANCE WITH ALL REGULATIONS AND LAWS.
UH, EVERYTHING WAS, UH, AN ORDER THIS MONTH.
SO THIS NEXT THOUGHT, SO THE FIX IT THAT WE THOUGHT WE'D PUT THAT IN AND IT IS WORKING AND PLAN IS IN COMPLIANCE.
WE'LL GO TO AS A PUBLIC HEARING TO CONSIDER CLOSING THE PORTION OF QUEEN STREET.
SO THAT QUEEN STREET, NORTHEAST OF EAST FRONT STREET, EXTENDED WILL BE REDUCED IN RIGHT AWAY, 20 FEET.
SO MIKE, OH, IS IT NAME WHAT IT WAS MINE AND THE WOODLANDS TO NARROW THE RIVAL LEG AS IT STANDS OF EACH MONTH, WE'RE WANTING TO GET YOUR BEARINGS.
AS YOU COME FROM A DOWNHILL, RAUL COMES UP AND THIS IS EACH MONTH DOWN HERE, 17.
THIS IS THE PORTION THAT WE'RE TALKING ABOUT.
THAT STANDS OUT TO THE RIVER QUEENS POINT, UH, DEVELOPERS ON THE PROPERTY HERE IN THE PROPERTY HERE.
WE HAVE THE OTHER PROPERTY OWNERS ON THIS SIDE, UH, PRESENT AND STAFF ADMIN, ALL PARTIES OVER THE LAST FEW WEEKS.
AND I THINK EVERYONE'S GOT A CONSENSUS AS YOU MOVE AT THIS, UH, STRAIGHT CONFIGURATION, YOU'VE GOT 60 FEET.
THESE BLUE MARKS, UH, LAY OUT HOW QUEEN STREET IS DEVELOPED.
IT COMES FROM THEM FOR BRAWL COMES UP AND YOU SEE AS OUTLINES AWAY CORNERS, THE STREET, ASHLEY APPROACHES ON PROPERTY
[00:05:01]
OVER HERE THAT IS NOW OWNED BY, UH, THE QUEEN ONE DEVELOPERS, UH, WE'VENEVER REGISTERED, NEVER ACTED UPON, UH, THE FREEDOM THERE.
UH, AT THE SAME TIME, AS WE WANT DEVELOPERS, UH, BEGAN TO LAY OUT THEIR, THEIR PROPERTIES, UH, AND AT PURCHASE THIS, UH, THIS LANE AND LAY OUT THEIR BUILDINGS ON IT, WE NOTICED THAT BUILDINGS WERE ACTUALLY APPROACHING WITHIN THIS VINYL.
AND WHEN YOU LOOK AT THE B, IT LEARNS SOMETHING LIGHT SWEATER, AND IT WAS ACTUALLY SOLD.
PROPERTY WAS ACTUALLY SO, UH, TWICE BEFORE THESE POSTS AND ONLY WILL ASK, BUT THE RAILROAD.
SO WE SAY WE'VE BEEN AT, THIS IS, THIS IS KIND OF A CONFIGURATION OF THE LAND THAT HE SPOKE THE BALL.
AND AT THAT TIME WE BEGAN SOME CONVERSATION ON WHAT NEEDS TO BE DONE, ACTUALLY ENCROACHED ON PUBLIC ACTION.
SO THE RAILROAD SO LOUD RIGHT AWAY, THAT'S ONE OF THE FEATURES THE RAILROAD DID, UH, RETAIN CLAIMS.
WE'RE SAYING IT'S STILL
UH, CONSTRUCTION WITH IT ALL ME AND INDEED IT IS NOW MUCH RIGHT AWAY TO SEE, WELL, WE CAN, CAN WE STILL HAVE 65TH, RIGHT.
BUT I'M TALKING ABOUT WITH THE BUILDING GOING ON, PROBABLY ENCROACHING ON THAT.
SO YOU WON'T HAVE SIX WEEKS THAT'S THAT'S CORRECT.
AND THAT'S, THAT'S WHY WE'RE HERE.
AND THAT'S, THAT'S WHAT THIS MAP WILL KIND OF KIND OF SHOW US WHAT WE'RE TALKING ABOUT.
AND THESE PROPERTY OWNERS PROBABLY ALL AGREE THAT IN ORDER TO, AND THIS KIND OF STRAIGHTENS OUT THAT LINE THAT YOU SEE ON THIS OTHER PAGE, UH, ACTUALLY CLOSES THIS 20 FEET THAT WOULD BE IN INDIA.
THIS WOULD CONTINUE TO REMAIN AS A PUBLIC, RIGHT? THAT WOULDN'T BE A NORMAL WAY TO MAYBE NOT BE CLOSED OFF
AND THIS PORTION OF THE STREET, UH, RIGHT AWAY WOULD ACTUALLY BE CLOSED.
AND WITHIN THE PARCEL PART OF THIS PARCEL, AND THIS WOULD ACTUALLY SERVE THE UTILITIES AND RELAY UP IN THAT MS. WARD HAS EXPLAINED TO YOU TO CHANGE AN ORDINANCE, TO REFLECT THAT THIS WOULD BE A 10 FOR EACH ONE THAT WOULD BELONG TO THESE LETTERS.
UH, THIS WOULD BE THE 30 FOOT OF APPLIED WAY.
AND THIS PORTION WOULD GO BACK TO THE, UH, WE GO THROUGH THE QUEEN BELT AT THE SAME TIME AS THIS DEVELOPMENT HAPPENS, ALSO THE STREET, WHICH SWEEPS AROUND AND APPROACHES ON THEIR PROPERTY.
HERE, WE WILL BE TURNED INTO A 90 TERM AND IT WILL SOLVE TWO PROBLEMS. ONE PROBLEM.
THEY DIDN'T AS GOOD LONG RUNWAY AND GET DOWN THE STREET.
AND, AND THE OTHER THING IS I THINK IT WILL BENEFIT THE DOWNTOWN HISTORIC HISTORY.
AND ALL OF US IS THAT BY MAKING THIS TURN, AS IT IS, IT WILL CUT DOWN ON THE POSSIBILITY OF THESE HEAVY TRUCKS.
WE'VE GOT ASSIGNMENTS, TWO TRUCKS, BUT TRUCKS FEEL OPERATE THIS, BUT THEY WILL NOT BE A FIDUCIARY THAT WILL STOP THAT, UH, THE CITY AND, UH, THE QUEENS POINT DEVELOPERS WE'VE WORKED TOGETHER IN
[00:10:02]
GAINING LAND THAT THEY ACTUALLY PAID.BUT THAT'S KIND OF IN A NUTSHELL WHERE WE GOT, LEMME ASK YOU QUESTION, WHAT ABOUT THE RAILROAD? IF THEY SOLD SOMETHING BY DEFINITION, THAT MEANS THEY RECEIVED PAYMENT FOR SOMETHING BASE-LEVEL OR SOMETHING THAT BELONG WITH US.
THAT MEANS, I GUESS THEY TOOK THE MONEY.
HOW IS THAT? WELL, DOES THAT NOT MEAN THEY OWE US THE MONEY, NOT THE DEVELOPER, BUT THE PEOPLE, THE RAILROAD, IF YOU HAVE MONEY TO FIGHT THEM AND GET BACK, WANTS TO ASK, I CAN'T GIVE YOU AN ANSWER.
THIS MAY BE A CLAIM I HAVE NOT APPROACHED THAT.
I JUST KNOW WE'RE LEAVING SOME, UH, CROSSING OR NOT A CROSSING, BUT WHAT DO YOU CALL THE THING DOWN HERE ON YEAH.
IF THERE WILL BE NOTHING THAT WOULD AFFECT THE TRAFFIC OVER ON QUEEN STREET, SLOW IT DOWN AND, AND REMOVED FROM THE TRUCK SIDE.
SO WHAT HAD BEEN IN NOW THIS APPEAL TO HERE, AND I GUESS IF ANYBODY'S GOT THE CONCERNS, WE'LL HERE IN A MINUTE, BUT AGAIN, ALL REPRESENTED HERE, THEY'RE ALL SATISFIED UNLESS LESS OF A PROBLEM WITH IT.
IS IT SATISFIED THAT THIS IS A WORKABLE SITUATION?
IF YOU CAN STEP UP TO THE MIC TO BE, IF YOU COULD, THAT WAY.
I LIVE ON JOHNSON STREET AND THE GEORGE WHITE HOUSE.
MY QUESTION IS DO THE PROPOSED CHANGES HERE AT ALL AFFECT THE VIEW DOWN QUEEN STREET FROM GEORGE STREET, ALL THE WAY TO THE RIVER FROM GEORGE STREET DOWN QUEEN STREET TO THE RIVER.
NO, BUT
AND I THINK THIS IS PROBABLY A THREE MONTHS AREA DOWN HERE WHEN WE GET ASIDE, BUT THIS WILL BE THE
SO WHERE YOU COMING DOWN HERE WHEN ALL THIS DEVELOPED, BUT WHEN THIS IS THERE AND YOU'RE COMING THROUGH THE, IT WILL BE BASICALLY A 45, UH, VIEW TO THE WATER BECAUSE OF THE SIDEWALK REQUIREMENT.
WELL, WHAT HAPPENS IS A STARTING POINT.
NOTHING IS FILLED IN
THIS WILL BE, UH, INITIALLY IT WAS GOING TO BE PAID.
I THINK WE'VE WORKED OUT A BETTER SCENARIO.
[00:15:01]
UH, CREATE A FOLLOWER OF THE SITUATION WHERE NO ONE CAN DRIVE DOWN TO THE RIVER.NOW THIS WHEEL ON IT, WE'LL HAVE IT COME BACK AND WORK THAT OUT.
IT'S PROBABLY GRASS, BUT IT'LL ALSO BE A COMPACTED BASE WHERE FIRE TRUCKS CAN ACCESS ACCESS.
IT'D BE A DELEGATE SOMEWHERE ALONG HERE THAT AFFORDS ACCESS TO REALLY PROFIT FROM THE BOTTOM ONE WITHOUT ACCESS.
AND THAT IS SOMETHING THAT WAS DEVELOPED AS A BRIEF WORK, BUT THIS WAS BASICALLY THE AGREEMENT AREA FOR ALL.
MR. HARPER, YOU HAD ASKED A QUESTION WHETHER OR NOT THERE'LL BE A FEW, OR YOU JUST TALKING ABOUT THE DRIVEWAY, TALKING ABOUT CONFU, THIS OPEN MAN, AND THE REASON, AND THE REASON I ASKED IS BECAUSE, UH, JUST RECENTLY, WAS THERE REALLY A VIEW THIS VANESSA
AND THEN THERE WAS SOMETHING ON BOTH SIDES OF THE COOLEST ONES.
IT GAVE YOU AN IDEA TO, WELL, IT LOOKS GOOD.
I WISH IT WOULD STAY THE SAME, BUT WHAT I'M REFLECTING IN MY QUESTION IS, UH, MY REGRETS LIKE THAT NICE EXPANSIVE VIEW LOOKING DOWN QUEEN STREET WAS NOT A SAFE FOREST.
UH, BUT APPARENTLY IT'S TOO LATE FOR THAT.
ELIMINATE ANY FURTHER DISCUSSION, ALL IN FAVOR OF CLOSING THE PUBLIC HEARING SLASH DO WE NEED THIS? AS OPPOSED TO THAT, I HAD TO MAKE THE MOST OF QUEEN STREET SET AT QUEEN STREET MOUTHPIECE THAT EAST FRONT STREET WILL BE REDUCED AND ARRIVED WAY UP 20 FEET.
AND THE ON, I HAVE MADE ONE MODIFICATION AFTER DISCUSSION TONIGHT, UH, WITH DANNY.
SO THE SECTION THREE OF THE ORDINANCE
ANY FURTHER DISCUSSION PLEASE? YES, YES, YES, YES, YES, YES, YES.
HOW SO ARE WE LOOKING AT SIDEWALK STREET CONSTRUCTION? I WOULD SAY THE STREET PORTION, THE 90 DEGREE B, AND THEN WE HAVE, I WOULD SAY 5 MILLION JULY.
THAT SHOULD BE IN PLACE THE SIDEWALK.
YOU KNOW, THAT WE CONTINUE TO FIND OUT WE HAD MOVED THE BUILDINGS.
UH
NEXT THING WE HAVE TO CONSIDER IS THE CONSENT AGENDA MOVE ADOPTED SEC.
ANY FURTHER DISCUSSION ABOUT THE CONSENT AGENDA? YOU MIGHT CALL IT A ROW.
[00:20:01]
YES, YES, YES, YES.THE NEXT THING IS MR. MADIGAN, DO YOU HAVE ANY, I'M STILL LOOKING FOR A NOMINEE FOR THE, UH, PARENTS COMMISSION.
I HAVE NOT HEARD FROM ANYONE ON, IT'S STILL AN OPEN POSITION.
I LIKE TO HAVE A NAME OF A, ANYBODY'S WILLING TO TAKE THE JOB.
I KNOW NOTHING FROM THIS QUARTER RIGHT NOW.
UH, I'D LIKE TO INVITE ALL RESIDENTS TO THE FOURTH WARD.
SO YOU KNEW BERN TO ATTEND A MEETING WITH ME AS A NEW ALDERMAN TO DISCUSS ANY ISSUES OR CONCERNS THEY MAY HAVE WITHIN THE WARD OR IN THE CITY.
IN GENERAL, THE MEETING WILL BE HELD AT THE HTA MCDONALD MIDDLE-SCHOOL ON MONDAY, APRIL THE 28 AT STARTING AT 7:00 PM.
CALM AND LET ME KNOW HOW I CAN SERVE YOU BETTER.
ARE YOU SERVING REFRESHMENTS? YOU WEREN'T
UH, BRIEFLY I WAS IN RALEIGH TODAY TO ATTEND A MEETING OF THE NORTH CAROLINA LEAGUE OF MUNICIPALITIES, UH, COMMITTEE ON TRANSPORTATION, COMMUNICATION AND PUBLIC SAFETY.
AND ONE OF THE ITEMS THAT CAME UP NOT HAVING TO DO WITH ANY OF THOSE SUBJECTS WAS THE PENDING LEGISLATION CONCERNING ANNEXATION.
AND IT IS BEING FORCED THROUGH IN RALEIGH.
AND, UH, YOU FOLKS, IF YOU DON'T WANT TO FIND YOURSELF REALLY WITH SOME INCREDIBLY, UH, ONEROUS REGULATIONS CONCERNING WHAT CITY CAN AND CANNOT DO REGARDING ANNEXATION IN THE FUTURE, YOU NEED TO GET IN CONTACT WITH ANY REPRESENTATIVE, YOU KNOW, IN RALEIGH AND OPPOSED THE CHANGES THAT ARE BEING MADE, IT'S BEING HANDLED IN A VERY HEAVY HANDED MANNER.
FOR EXAMPLE, ONE OF THE ITEMS, ONE OF THE PROPOSED BILLS HAD BEEN, I HAD NOT BEEN RECOMMENDED FOR BEING BROUGHT OUT OF COMMITTEE TWICE.
IT HAD BEEN VOTED DOWN TWICE ALREADY, AND THE CHAIRMAN WAITED UNTIL SOME PEOPLE WERE LATE COMING TO A MEETING AND THEN BROUGHT THAT ITEM UP WHEN IT WAS NOT ON THE AGENDA BEFORE THE PEOPLE WHO OPPOSED IT COULD GET THERE AND APPROVED IT TO GET IT OUT OF COMMITTEE.
SO THEY ARE GOING TO RAM IT DOWN.
THE THROATS OF THE CITIES IN NORTH CAROLINA, NORTH CAROLINA HAS OPERATED UNDER SANE, SENSIBLE ANNEXATION RULES SINCE THE FIFTIES AND THE STATE HAS THE CITIES HAVE SHOWN RESPONSIBILITY AND USING THEIR ANNEXATION AUTHORITY, CITY OF NEWBURN HAS NOT BEEN AGGRESSIVE IN THAT FIELD WHATSOEVER.
WE PROVIDE A LOT OF SERVICES TO THE AREAS WHICH HAVE BEEN A NEXT, IF THIS HAPPENS, IT IS GOING TO BE A FINANCIAL BURDEN ON ALL OF THE CITIZENS OF THE STATE IN THE FUTURE.
BECAUSE IF THE BONDING AGENCIES, THE RATING AGENCIES SEE THE ANIMOSITY EXISTING BETWEEN THE CITIES AND THE LEGISLATURE, WHEN ANY TOWN SUCH AS NEW BERNAL GOES TO BORROW MONEY ON A BOND ISSUE, FOR THINGS LIKE IMPROVING OUR SEWAGE PLANT IN THE FUTURE, WE'RE GOING TO FIND THAT WE'RE PAYING A MUCH HIGHER INTEREST RATE BECAUSE OF THE ADVERSARIAL RELATIONSHIP THAT IS DEVELOPING BETWEEN THE CITIES OF NORTH CAROLINA AND THE LEGISLATURE.
YOU MIGHT SAY, IN THAT RESPECT, IF THESE ORDINANCE, IF THESE, THIS PROPOSED LEGISLATION IS PASSED, SO IT WOULD WELL BE WORTH THE TIME TO PICK UP THE PHONE AND CALL ANY REPRESENTATIVE, YOU KNOW, IN RALEIGH AND TALK TO THEM ABOUT THIS BEFORE IT'S TOO LATE.
I HAVE ONE LITTLE THING AND IT WILL TAKE A SECOND, BUT I'D LIKE TO ASK MR. WARD TO PREPARE AN ORDINANCE TO ADOPT ZONING AND JAMES AND HIS OWN PIECE OF PROPERTY LOCATED DOWN HIGHWAY 17, SOUTH JASON'S DECIPHER SHORES.
WE TALKED ABOUT IT SEVERAL WEEKS AGO AND THERE WERE PROBLEMS WITH THE RESIDENTS OPPOSING IT, THAT WE'VE GOT A BUFFER.
WE'VE GOT A BUFFER WORKED OUT.
I'M GOING TO HAVE TO GO AHEAD AND GET STARTED.
MORE RESPONSE, FROZEN GENTLEMEN, INJURIES, QUEEN AND POLISHER, THE REFRIGERATOR ON A WASHING MACHINE AND THE TRASH, THE JUMPING, AND SHE BROUGHT A LOT.
DO THEY HAVE A QUESTION? IF YOU GENTLEMEN, OUT ON TRENT ROAD, JUST
[00:25:01]
BEFORE IT COMES INTO 17 SOUTH BEHIND JOHN WAS BARBECUE.THEY GOT SOME TRAILERS SITTING BY THAT, A LITTLE OF THEIR JUNK AND A LOT OF JUNK LOOKING CARS.
CAN YOU GUYS CHECK IN THAT, FIND OUT IF WE CAN DO SOMETHING TO TRY TO CLEAN THAT AREA UP.
IT'S BEGINNING TO LOOK LIKE A DUMP OVER THERE.
THIS HAS ALWAYS BEEN A NICE NEIGHBORHOOD.
YOU KNOW WHY, WHILE WE TALKING ABOUT IT, I DON'T KNOW HOW SOME, SOME OF THE OTHERS FIELD, BUT SEEING THE DONOR LAST YEAR, I DON'T KNOW WHETHER OR NOT WE ARE REALLY PATROLLING OR OFF A WEEK ENFORCING ORDINANCES OR WHAT, BUT OVER THE LAST YEAR, LAST TWO YEARS, IT SEEMS AS SOME AREAS HAVE, HAVE REALLY DETERIORATED, NOT SO MUCH IN PEOPLE'S HOMES, BUT IN BUSINESSES, PUTTING THINGS UP THAT ARE JUST NOT NICE.
AND I'M NOT TALKING ABOUT THE BUILDING, BUT IT SEEMS AS THOUGH ONCE THEY GO INTO THE BUILDING, THEY ACCUMULATE THINGS OUTSIDE OF, YOU KNOW, UH, AND THEN OF COURSE, UH, THERE IS A BUSINESS WHERE THE GYM DOES CO-WORK AND ALL HIS CARS PARK ON THE STREET.
I DON'T KNOW THOSE KINDS OF THINGS.
MAYBE, MAYBE I JUST MAYBE WOULD NEED TO JUST LOOK AT IT A LITTLE HARDER.
UM, AND THEN THERE WAS ONE WHERE THE GYM WAS SUPPOSED TO WORK ON THE TRUCK, BLOCKING THE VIEW OF THE STREET, ACTUALLY COME OUT AND TRUCK STAYED THERE TWO WEEKS BEFORE IT WAS EVEN MOVING ON THOSE KINDS OF THINGS.
I DON'T, WE, WE SEE THEM WHEN WE JUST KEEP GOING, BUT THERE'S SOMETHING ON THE BOOK THAT CAN, CAN MAKE IT BETTER.
WE NEED TO REINFORCE IT BECAUSE THEY'RE HERE BECAUSE YOU KNOW, WE CAN, YOU KNOW, WE PUT UP WITH SOMETHING, BUT TO ALLOW AREAS TO DETERIORATE, THAT'S JUST NOT FAIR.
IT'S NOT FAIR TO THE PEOPLE LIVE IN THOSE NEIGHBORHOODS, ESPECIALLY THE GENTLEMEN CLEAN SHIT UP.
THAT'S, YOU KNOW, I DIDN'T, THE GUY THERE WITH TRAIL IS JUST LOOKING BASH.
CAN WE ASK THE CITY INSPECTOR TO GO OUT THERE AND TALK TO THE PEOPLE? AND MAYBE MAYBE HE CAN GO OUT THERE AND JUST TALK TO HIM AND HELPING TO ENCOURAGE HIM TO CLEAN THE THING UP, BECAUSE THAT IS A DEFINITE EYESORE MIKE.
AND I THINK THEY COULD, THEY COULD DO SOMETHING ABOUT IT VERY QUICKLY.
WE HAD CONVERSATIONS AND I MADE THEIR STU LOCATIONS THAT HAD BEEN REFERRED TO A CITY ATTORNEY THAT SENT LETTERS THAT ARE MOVING THROUGH.
UM, PREVIOUSLY THE ABILITY THAT, UH, INSPECTORS FELT THEY HAD TO DEAL WITH MARSHALL STRUCTURES WAS SOMEWHAT LIMITED.
THERE ARE SOME OTHER, UH, STATUTES THAT WE'VE IDENTIFIED IN CONVERSATIONS WITH THE CITY ATTORNEY THAT WE'RE GOING TO BE PURSUING TO HELP MORE AGGRESSIVELY ADDRESS THAT.
MIKE DOES THAT INCLUDE THE ONE ACROSS THE STREET FROM THE TRENT VILLAGE SHOPPING CENTER.
AND YOU KNOW, A YEAR AGO, WHAT, SOMETIME THIS YEAR, WHENEVER IT WAS, WE WERE FIGHTING ABOUT THE THOROUGHFARE PLAN, WHAT BUILDINGS SHOULD LOOK LIKE COMING DOWN, CLEAN STREET.
AND THEN WE HAD THE, THE, UH, YOU KNOW, LONG DISCUSSION AND MEETINGS WITH VONDA.
AND OF COURSE HE MIGHT'VE NOT HAVE PUT UP WHAT WE REALLY WANT HIM TO PUT UP, BUT IT'S NICE.
BUT THEN YOU GO HALF A BLOCK DOWN THE STREET, A GENTLEMAN HAS A GARAGE HERE AND THEN IT HAD SIX OR SEVEN DEAD CARS UP THERE.
WE FIGHTING A MAN ABOUT PUTTING A NICE BUILDING UP.
WHEN WE LET ALLOW AT SIX, SEVEN CAR, JUST SIT THERE.
I DON'T KNOW IF THE ORDINANCE ALLOWS BECAUSE OF WHAT TYPE VISIT.
YOU TALK ABOUT SEVEN, IT LOOKS BAD.
IF YOU RIDE THROUGH NEIGHBORHOODS AFTER OUR GRASS CUTTERS, I ASSUME YOU CALL THEM HAVE BEEN THROUGH THE NEIGHBORHOOD WITH A TRACTOR, WITH THING HANGING OFF OF IT.
AND THEY CUT THE BUSHES LONG SIDE OF THE ROAD.
AND THEN NOW ALL THIS TRASH AND GRASSES IN THE STREET AND THEY JUST CUT IT DOWN AND KEEP RIDING.
I BE THINKING, YOU KNOW, IF SOMEBODY CLICK OUT, CAME AND CUT THE GRASS IN FRONT OF MY STOLEN DAY, BUT HE DIDN'T PICK UP THE PAPER AND STUFF AND IT'S ALL OVER THE SIDEWALK.
I BOUGHT HIM TO PAY ME FOR DOING THAT.
I'D RATHER SEE THE TALL TREES.
AND SO SOME OF US WERE DOING THAT HERE IN THE CITY OF NEW BERN AND SOME OF THE AREAS, WELL, I GUESS WE CALL OURSELVES CUTTING OFF, CUTTING ALONGSIDE THE ROAD.
AND WE JUST RIDING WITH A BIG TRACTOR AND DOWN GARBAGE AND TREE LIAM'S OR SOMETHING.
AND IT FALLS ALL OUT INTO THE STREET.
NOBODY GETS OUT AND MOVE THE TRASH AND SWEEP IT UP OR ANYTHING.
SO I'D RATHER SEE THE TOP BUSH THAN TO SEE ALL THE JUMP ALL OVER THE STREET.
[00:30:05]
BUSHES, PEOPLE, BUSHES.THAT'S WHY I'M TALKING ABOUT IN PARTICULAR IS OVER ON EAST ROAD STREET.
IF YOU WANT ME TO
AND IT'S SOMETHING THAT MADE YOU THINK ABOUT WASHINGTON STREET JUST AS YOU GO ACROSS THE CANAL.
I THINK YOU'VE MENTIONED IT ONCE BEFORE.
IS IT SOMETHING THAT CAN BE DONE TO MAKE THAT A LITTLE SAFER? OH, NEAR RALEIGH SCALE WHERE YOU MAKE THE LEFT AND GO DOWN AND WATCH IT AND YOU CROSS THEM NOW WHERE WE TAUGHT OUT OF TWO HOMES THAT RALLIES IT'S RALEIGH, THEN IT TURNS INTO WATCH RADHA STREET.
ARE YOU GOING TO CURB? IS IF TWO CARS THAT HAD WENT TO SLOW DOWN AND REALLY, I DON'T KNOW IF THE GENTLEMAN'S PROPERTY IN THE DIRT HAD JUST AUTOMATICALLY COME ON TO THE, TO THE PAVEMENT AND IT MAKES THE STREET LOOK SMALLER THERE.
BUT WHEN YOU'RE COMING OUT OF WASHINGTON PARK AREA, THE STREET GETS SMALLER AS YOU TURN IT INTO LIAM'S OR A LOW AS AM I, AND I'M NOT, AND I'M NOT PICKING ON YOU, DADDY, BUT THESE ARE THE THINGS THAT WE HAVE ALLOWED JUST TO DETERIORATE LITTLE THINGS, LITTLE THINGS THAT MAKE A DIFFERENCE TO SOME NEIGHBORHOODS, YOU KNOW, AND WE JUST, JUST ALLOWED IT BECAUSE I GUESS WE STUCK ON MAJOR JOBS, BUILDING A POLICE.
WELL, THAT GROUP IT'S, UH, DOING ALL THIS GREENING AROUND, WHICH THEY WERE IN HERE BEFORE.
I SUSPECTED BEFORE IT'S OVER, THEY'RE GOING TO BE POINTING SOME OF THESE THINGS OUT TO US BECAUSE, YOU KNOW, THEY PROBABLY GET TIRED OF GOING AROUND PLANT, UH, PLANT, NICE PLANTS AND ALL THIS TYPE OF THING.
AND THE OTHER THING TO BE AN ASS, I IMAGINE WE'LL BE GETTING SOME FEEDBACK, HAVE A COUPLE OF THINGS I WANTED TO SAY BEFORE WE GIVE UP ONES IS NUMBER ONE, A LITTLE NOTICE TO THE PUBLIC.
AND ONE OF THE THINGS WE PASS A NIGHT IN THE CONSENT AGENDA WAS WE ADOPTED A RESOLUTION REQUESTING STATE FUNDING ASSISTANCE FOR THE WATER DRAINAGE STUDY THAT WE WROTE UP RIGHT AFTER THE HURRICANE, WHEN EVERYBODY WAS REAL FAMILIAR WITH THE WATER.
AND PROBABLY SOME OF YOU SAW A LITTLE BIT OF IT THE OTHER DAY AFTER IT GOT HARD RAIN AND WE MADE A, A COMMITMENT AND A PROMISE TO PEOPLE THAT, UH, WE WERE GOING TO GO FORWARD WITH FIXING THE PROP.
WE'VE BEEN SAYING THIS FOR SOME TIME AND WE'VE ACTUALLY BEEN DOING SOMETHING ABOUT IT.
AND WE SAID THAT WE NEEDED TO FIND THIS STEADY.
AND WE CAUTION THE PUBLIC THAT THIS STUDY WAS NOT WHAT MOST PEOPLE THINK IN THE PUBLIC.
WHEN YOU HEAR A STUDY, THAT JUST MEANS IT'S BEING PUT OFF AND YOU KNOW, THAT'S ANOTHER EXCUSE TO HIDE FROM IT OR WHATEVER.
AND OUR BOARD SAID AT THE TIME THAT THIS STUDY WAS NOT THAT, THAT IT WAS TRULY GOING TO BE A BLUEPRINT THAT WAS NECESSARY, THAT WE NEEDED TO FIX THE PROBLEM BECAUSE WE CANNOT FIX IT WITHOUT KNOWING THE EXTENT OF WHAT WE'VE GOT TO WORK WITH.
SO I JUST LIKE TO POINT OUT THOSE, UH, BUT, UH, THOSE THAT ARE IN THE PUBLIC, UH, WONDERING WHERE THE BEEF IS, SO TO SPEAK THAT IT IS ONGOING AND IT IS GOING TO BE DONE.
SO THAT'S ONE OF OUR COMMITMENTS TO DO IT.
SECOND THING COMMENT I'D LIKE TO MAKE ALONG WITH WHAT MAX WAS TALKING ABOUT.
A LOT OF PEOPLE DON'T UNDERSTAND AND I STATE, AND THAT'S WHY, WHY WE NEED SOME, SOME HELP FROM PEOPLE OUT OF STATE.
I THINK TO COME IN AND TELL THE PEOPLE IN NORTH CAROLINA ABOUT HOW WELL ALL OF OUR CITIES ARE RELATIVELY SPEAKING, COMPARED TO CITIES AND MOST OTHER STATES.
AND THE REASON FOR THAT OR BIG REASON FOR IT IS I HAD EXCITATION LAWS.
UH, I THINK A PROBLEM THAT WE HAVE IS WHEN YOU SAY FOREST, THE WORD FOREST TO ANYTHING DOESN'T REALLY CONNOTE, ANYTHING PLEASANT.
IN FACT, UH, APRIL THE 15TH, SOME OF US WENT THROUGH SOME UNPLEASANTNESS.
YOU MIGHT CALL FOREST, BUT, UH, THAT HAS BEEN ONE OF THE THINGS IN OUR ESTATE THAT, THAT HAS KEPT OUR CITIES HEALTHY.
NOW, WHO CARES ABOUT WHETHER THE CITY IS HEALTHY OR NOT? IF YOU LIVE OUTSIDE THE CITY, I MENTIONED THIS ONCE BEFORE THAT A MAYOR OF A LARGE TOWN, IT'S ABOUT WHAT 85 MILES FROM HERE.
HE CAME TO ME ONE DAY IN NEWBURN AND MADE THE COMMENT THAT HE JUST WANT TO KNOW HOW I HAD DONE IT, WHICH I CAUTIONED HIM IS THE GENERAL PUBLIC KNOWS THAT I DIDN'T HAVE ANYTHING TO DO WITH IT, BUT WHY THE DOWNTOWN AREA WAS SO WELL OFF, NICE LOOKING VIBRANT, ALL THESE KINDS OF THINGS, WINNING HIS CITY.
AND WE TOLD HIM THAT, YOU KNOW, WE HAD SOME, SOME ORGANIZATIONS AROUND TOWN HAD REALLY DONE A GOOD JOB, SWISS PEAR AND ALL THOSE AND THE BOARD HAD SUPPORTED THE EFFORTS AND ET CETERA, BUT HE REALIZED THAT THE CORE OF HIS CITY WAS THE DOWNTOWN WHAT'D YOU SEE, NOBODY HAD TO TELL HIM THAT THE CORE
[00:35:01]
OF HIS COUNTY WAS THE CITY.AND THEN THE COUNTY WAS JUST LIKE MAKING UP A HUMAN OR ANY OTHER TYPE OF LIVING, BEING THEN THAT MADE UP THE STATE AND, AND SO FORTH.
SO THE POINT I'M TRYING TO MAKE IS WITHOUT VIBRANT, HEALTHY CITIES, WE'RE NOT GOING TO HAVE A VIBRANT, HEALTHY STATE.
AND THERE ARE A LOT OF PEOPLE IN THIS STATE THAT DON'T UNDERSTAND THAT BECAUSE THEY ALL THEY'RE THINKING OF IS FOREST.
AND AS I SAID, FOR SEVERAL YEARS, NOW, WE NEED TO ALL SHOW PEOPLE WHAT THEY GET WHEN THEY PAY THEIR TAXES.
CAUSE THE CITY MANAGER HAS BEEN WORKING ON IT FOR QUITE A WHILE AND WE'RE GOOD.
WE'RE GOING TO SHOW PEOPLE WHERE THAT TAX MONEY IS GOING.
AND WHEN HE MENTIONED IT TO THE FOLKS ON THE COUNTY BOARD, SOME OF THEM, AND THEY THOUGHT IT WAS A GOOD IDEA, THE ONES THAT I MENTIONED TO TOO.
AND I THINK WHEN PEOPLE REALIZE THAT SOME OF THEIR MONEY TRULY IS BEING SPENT ON THINGS THAT THEY ENJOY EVERYDAY, AND DON'T REALLY REALIZE THEY WON'T MIND IT SO MUCH.
IT'S WHEN THOSE OF US IN PUBLIC OFFICE THROW THEIR MONEY AWAY OR SPEND IT UNWISELY OR, OR SUCH AS THAT.
AND IT REALLY CAUSES A COMMOTION.
SO ANYWAY, IN THIS LONG SPEECH I'M MAKING SO TO SPEAK, NO, NOT SO TO SPEAK.
SO TO SPEAK WHAT A PLAY ON WORDS.
BUT ANYWAY, WE NEED TO GET THE WORD TO THE LEGISLATURE.
IT'S NOT MY, AND I DON'T KNOW WHAT THE PROPER VEHICLE IS.
WE HAVE THIS LEAGUE OF MUNICIPALITIES AND WE HAVE THESE VARIOUS AND SUNDRY WAYS OF DOING THINGS.
BUT THE REAL STORY MUST NOT BE THAT IT'S FOR THE CITIES, BECAUSE THAT IS SOME CONNOTATION OF SOME, SOME THING OUT THERE.
THEY HAVE TO UNDERSTAND THAT THIS IS, IT'S LIKE A FOOD CHAIN WITHOUT VIBRANT CITIES.
AND ONE WAY TO DO IT IS TO GET SOMEONE TO PEOPLE FROM THESE OTHER STATES DID HAVE CITIES IN TERRIBLE SHAPE AND LETTING THEM EXPLAIN HOW THEY ARE IN THAT SHAPE.
AND HERE'S THE KEY POINT OR THEIR CITY CITIES OR A TERRIBLE DRAIN ON THE REST OF THE STATE.
THE INNER CITY HAS EVERYBODY ELSE.
EVERYBODY THINKS THEY'RE AVOIDING SOMETHING AND THE CITY IS GOING DOWN THE TUBES AND WHO CARES? ALL THEY'RE DOING IS CAUSING TREMENDOUS TAX INCREASES FOR THE PEOPLE OUTSIDE THE CITY.
SO THAT'S THE STORY THAT NEEDS TO BE GOTTEN TO THEM AND ASK THEM TO GET THERE.
I DON'T REALLY KNOW, BUT THAT'LL BE, THIS IS KIND OF LIKE IN SCHOOL, THIS'LL WILL BE YOUR CLASS PROJECT FOR THE NEXT UPTOWN YEARS.
ANYBODY GOT ANYTHING ELSE? I DO.
I GOT SOMETHING I DIDN'T BRING UP.
AND IT WAS JUST A QUESTION ABOUT THE STUDY THAT WE GOT AND WE WERE TALKING ABOUT FOR THE POLICE DEPARTMENT.
AND WE SAID THAT AFTER WE HAD AN OPPORTUNITY TO READ IT AND ABSORB IT, THAT WE WOULD GET TOGETHER AND TALK ABOUT IT.
AND I'M JUST WONDERING IF, YOU KNOW, WE ANTICIPATE DOING THAT ANYTIME IN THE NEAR FUTURE.
UM, UH, THE STUDY HAS BEEN GONE THROUGH, THERE ARE MEETINGS ONGOING ABOUT THE, UH, THE STUDY OF THE POLICE DEPARTMENT, THE COMMAND STAFF.
AND I HAD A MEETING IN FACT TODAY ABOUT IT, AND THEY ARE MEETING THEMSELVES OVER TO THE POLICE DEPARTMENT, UH, ON A TWICE A WEEK BASIS FORMALLY.
AND I'M NOT SURE HOW MANY TIMES INFORMALLY THAT THEY'RE GETTING TOGETHER.
UH, TWO POLICIES HAVE BEEN DRAFTED.
UH, YOU'LL GET A COPY OF THOSE POLICIES, UH, IN IT'S IN THE MAIL, LIKE THE CHECK, BUT IT'S REALLY, THIS ONE IS REALLY IN THE MAIL.
UH, WHAT WE ARE DOING THOUGH IS WE'RE FORWARDING THE POLICIES TO THE CONSULTANT TO LET HIM REVIEW THEM ALSO BEFORE WE BRING THEM TO THE BOARD FOR ADOPTION.
AND SO WHAT YOU'RE GOING TO GET US A COPY OF OUR LETTER TO HIM, ALONG WITH THE POLICIES FOR YOU TO GO AHEAD AND PERUSE YOUR SALES, AND THEN THEY'LL PROBABLY BE ON YOUR AGENDA TO ADOPT IT.
THE NEXT MEETING HAS TWO POLICIES THERE, AND THEN WE HOPE THAT THERE'LL BE TWO OR THREE POLICIES AND THINGS THAT NEEDED TO BE DONE IN THE STUDY THAT COME BEFORE YEAR.
UH, EACH AT LEAST EACH MONTH, MAYBE, MAYBE TO ME, THAT'S WHAT WE'RE DOING, UH, ON A STAFF LEVEL.
NOW, IF THE BOARD DESIRES TO DO SOMETHING FORMAL, UH, YOUR SALES CAN GET TOGETHER AND TALK ABOUT IT, THEN CERTAINLY WE'D BE GLAD TO ARRANGE THAT AT YOUR CONVENIENCE, HOWEVER YOU WOULD LIKE TO DO IT.
I'D LIKE TO SEE THE RECOMMENDATIONS OF THE STAFF, THE PEOPLE WHO ARE ACTUALLY GOING TO BE DOING IT AND IMPLEMENTING AND MAKING THE CHANGES.
AND I LIKED THE FIRST, SEE WHAT THEY SUGGEST AS WAYS OF DEALING WITH THE KIND OF PROBLEMS WE WERE HAVING.
WELL, THAT'S BEEN TALKED ABOUT A LOT, UH, AT THE STAFF LEVEL AND AGAIN, TODAY AND, UH, UH, UP HERE AT CITY HALL, BUT, UH, MAYBE IT WOULD BE GOOD JUST SET UP PERHAPS AT YOUR NEXT WORST.
I'M HAVING COMMAND STAFF COME IN AND SIT DOWN AND TALK WITH YOU THEMSELVES.
AND I'VE BEEN ALSO HAVING CONVERSATIONS WITH PROBABLY SOME OF THE OTHER MEMBERS OF THE BOARD TOO, ABOUT, UH, YOU KNOW, HOW WE'VE IMPLEMENTED THE CHECK AND BALANCE WHEN THE WHOLE PROCESS IS OVER, HOW ARE WE GOING TO FIX THINGS? AND THEN HOW ARE WE GOING TO KNOW THAT IT'S FIXED? SO,
[00:40:01]
YOU KNOW, IT'S GOING TO BE DONE.IN FACT, I WAS INVITED BY ONE OF THE TELEVISION STATIONS TO SPEAK.
UH, IT WAS THIS MORNING, BUT I COULDN'T, I WAS OUT OF TOWN ABOUT THE POLICE REPORT.
SO THE GUY'S GOING TO CALL ME NEXT WEEK.
AND SO IF Y'ALL WANT TO WATCH, IF YOU CALL, I'LL BE THERE EARLY IN THE MORNING, I'LL TELL YOU ANYTHING.
I HAVE ONE OTHER ITEM AND IT RELATES TO THE POLICE, BUT NOT THROUGH THE STUDY, UH, WHERE OUR CORE SAYS, EVERYONE KNOWS YOU'RE SEARCHING FOR A NEW POLICE CHIEF.
WE HAVE APPROXIMATELY 340 APPLICATIONS THAT HAD BEEN SUBMITTED.
THEY ARE BEING SCREENED AT PRESENT TIME.
WE ANTICIPATE HAVING, UH, INTERVIEWS IN THE NEAR FUTURE.
THE INTERVIEWS WILL CONSIST OF FOUR SEPARATE PANELS.
UH, ONE PANEL WILL BE, UH, REFERENCE, WE'LL HAVE A NUMBER OF POLICE CHIEFS FROM, UH, SURROUNDING AND FURTHER OUT CITIES TO, UH, INTERVIEW THE APPLICANTS.
UH, ONE PANEL WE'LL HAVE COMMUNITY LEADERS, UH, REPRESENTATIVE OF OUR COMMUNITY.
ONE PANEL WILL HAVE BUSINESS LEADERS, REPRESENTATIVE OF OUR COMMUNITY.
AND THEN THE LAST PANEL WILL BE, UH, THE CITY DEPARTMENT, CITY DEPARTMENT HEADS WILL SIT IN ON AND ACTUALLY INTERVIEWED THE APPLICANTS.
ALSO SINCE I ALSO WORK CLOSELY WITH THE POLICE, THE, UH, WHAT I, I DESIRE FROM EACH OF YOU EITHER TONIGHT OR TOMORROW OR THE NEXT DAY, UH, IF YOU WILL THINK ABOUT IT, TWO OR THREE NAMES FROM EACH PERSON HERE, EITHER BUSINESS LEADERS OR COMMUNITY LEADERS, AND, UH, SO THAT WE CAN USE WE'LL USE THAT, UH, POOL OF NAMES TO DRAW THOSE, UH, 12 COMMUNITY AND BUSINESS LEADERS FROM.
I DON'T, I DON'T THINK WE'LL HAVE EVERYONE THAT YOU RECOMMEND ON THERE, BUT WE'LL TRY AND GET A GOOD REPRESENTATIVE SAMPLE OF THE COMMUNITY AND HAVE THEM ON THERE BASED ON WHAT YOU GIVE ME.
BUT THE SOONER THAT YOU CAN GIVE IT TO ME, THE BETTER IT WILL BE SO THAT WE CAN START MAKING THE ARRANGEMENTS.
AND SO I WOULD ASK YOU TO DO IT MAYBE BY TOMORROW OR THE NEXT DAY, JUST GIVE ME A CALL OR YOU CAN JUST FAX ME SOMETHING IN OR WHATEVER IT IS THAT YOU WOULD LIKE TO DO.
AND THEN WE'LL GO THROUGH IT WEAVING, UH, MR. COWAN AND I, AND, UH, GET BACK WITH YOU AND LET YOU KNOW, WHO'S GOING TO BE THE FINAL THING ON THE, ON THE COMMITTEES AND EVERYTHING.
SO YOU'LL HAVE AN IDEA OF WHAT'S GOING ON WITH IT.
HOW MANY APPLICANTS IS IT SUPPOSED TO BE REDUCED TO SAY FROM THE THREE 40 UNTIL IT GETS TO THE BOARD, NOT THE BOARD, BUT THE GROUPS THAT YOU'RE TALKING ABOUT, THE, UH, SCREENING PROCESS BY THE GROUP THAT IS LOOKING AT THE APPLICATIONS RIGHT NOW, AND I'VE ONLY SEEN A FEW OF THE APPLICATIONS THAT HAVE ACTUALLY COME TO MY DESK AND I FORWARDED IT OUT TO THEM IMMEDIATELY, BUT THEY ARE SCREENING THEM DOWN TO 20.
AND, UH, FROM THERE, UH, THEY WILL COME TO US, UH, MR. COWARD AND I WILL PROBABLY SCREEN THEM DOWN TO 10 AND THOSE 10 WILL BE, UH, UH, THE INTERVIEWEES, THE, UH, HOPEFULLY THE PANELS WILL REDUCE THAT, OR WE'LL PRIORITIZE THAT NUMBER AND WE'LL TAKE THE TOP THREE.
AND THEN WE'LL REALLY START LOOKING INTO THE BACKGROUND OF THOSE THREE, TALKING WITH THEM, MYSELF ONE-ON-ONE AND I WILL TRY TO GET A GOOD FEEL FOR, UH, THE QUALITY OF PEOPLE THAT THEY ARE AND THE TYPE OF JOB THAT THEY WOULD DO.
THEN I'LL COME TO THE BOARD AND BRIEF THE BOARD ON THOSE THREE AND ADVISE YOU ABOUT WHAT I WOULD, WHAT I SEE WITH THEM.
TRY AND GET SOME INPUT FROM YOU.
UH, AND, UH, THAT'S KIND OF HOW WE'RE GOING TO PROCEED AT THIS POINT.
MAY I ASK YOU ONE OTHER QUESTION? YES, SIR.
THIS BOARD IS GOING TO NARROW THEM DOWN TO 20, WHO IS THAT? THIS IS THE CONSULTANTS THAT WE HIRED.
THEY'RE PROFESSIONAL, UH, POLICE EXECUTIVE SEARCH TEAM, UH, IN WASHINGTON, DC.
I THINK IT'S CALLED THE POLICE EXECUTIVE RESEARCH FORUM THAT, UH, IS IN WASHINGTON.
AND THEY, UH, HAVE HELPED A NUMBER OF VERY LARGE CITIES AND ALSO CITIES, OUR SIZE SECURE POLICE EXECUTIVES, UH, OVER A LONG NUMBER OF YEARS.
THEY HAVE A, QUITE A DATABASE OF APPLICANTS AND HAVE BEEN VERY GOOD AND PROFESSIONAL IN THE WAY THAT WE'VE BEEN DEALING WITH THEM SO FAR.
SO I THINK WE'RE GOING TO GET SOME GOOD, VERY GOOD AND VERY CAPABLE, UH, APPLICANTS.
AND YES, IT'S NOT MUCH FUN IS ANY MAGIC NUMBER BY GETTING IT DOWN TO 20.
AND THE REASON I'M SAYING THAT IS JUST IN MY WHAT'S LEFT, MY HEAD HIGHER IS GETTING TO THEM AND THE SON IS WORKING ON IT REAL SERIOUSLY.
BUT, UH, IF THESE PEOPLE ARE VERY PROFESSIONAL AND BEING ABLE TO CHOOSE THESE PEOPLE, IT SEEMS LOGICALLY TO ME THAT THE SMALLER, THE NUMBER THAT WE LEFT, THAT YOU CHOOSE WRONG, NOT THE LARGER, THE LESS NON-PROFESSIONAL THAT'LL BE AND CHOOSING THE G
[00:45:01]
DOESN'T THAT MAKE ANY SENSE.IN OTHER WORDS, TO SAY, THEY GAVE US 20 TO PICK FROM THEM.
THAT GIVES US IF WE GIVE THEM ARBITRARILY 20 TO HAND US, THEN THAT MEANS THAT THEY'VE GOT TO COME UP WITH 20.
SO TO SPEAK GIVES US NON-PROFESSIONALS MORE OF A CHANCE.
AND NOT THAT WE SHOULDN'T HAVE SOME NON-PROFESSIONAL INPUT, BUT MORE INPUT THAN IF IT WOULD BE A LESSER NUMBER PERHAPS THAN 10.
AND THEN THAT GIVES US THE 20 WAS THE NUMBERS OF GUEST IF I, THEM, BUT THE PEOPLE WHO ARE GOING TO BE REVIEWING THOSE 20 ARE PROFESSIONALS.
THEY'RE NOT NON PROFESSIONALS.
THE LAST ONE, I'VE GOT A GOOD REASON FOR MAKING THE 2020 WHILE I HAVE A PROBLEM.
THEY DIDN'T, THEY DIDN'T INDICATE WHAT REASON, BUT THEY SUGGESTED POINT.
OKAY, ANYTHING ELSE I'M GOING TO ADJOURN, MAN.
IT'S NOT NINE O'CLOCK YET, MAN.
UH, I WOULD LIKE TO TAKE ONE MOMENT, UH, TO, UH, RAISE THE BUSHEL AND LET NEWBORNS MIGHT SHINE JUST A LITTLE BIT.
THE BOY, UH, THE NORTH CAROLINA CHAPTER OF THE AMERICAN PLANNING ASSOCIATION, WHICH THE CHAPTER OF 1200 PROFESSIONAL AND LAY PLANNERS THROUGHOUT THE STATE ANNUALLY CHOOSES EIGHT PEOPLE, FOUR PEOPLE AND FOUR PROJECTS FOR TOTAL OF EIGHT TO RECEIVE OUTSTANDING ACHIEVEMENT AWARDS.
AND THIS IS A STATE WIDE COMPETITION, UH, THROUGHOUT NORTH CAROLINA, UM, THAT NOMINEES ARE, ARE SENT INTO.
AND WE RECEIVED WORD TODAY THAT, UH, TWO PEOPLE FROM NEWBURN HAVE BEEN AWARDED THE OUTSTANDING ACHIEVEMENT AWARD, UH, IN THE CATEGORY OF SMALL TOWN.
CITIZEN PLANNER WENT TO BARBARA HOWLETT FOR HER EFFORTS WITH THE PRESERVATION FOUNDATION CAN RAILROAD OTHER INITIATIVES, HISTORIC PRESERVATION, AND PLANNING IN THE AREA.
THE SECOND AWARD FOR SMALL TOWN APPOINTED OFFICIAL, WENT TO BILLY FAULKENBERRY FOR HIS, UH, WORK THROUGH THE YEARS, UH, WITH THE HISTORIC PRESERVATION COMMISSION AND OTHER EFFORTS LIKE THE URBAN DESIGN PLAN AND SO FORTH.
ALSO, THE STATE HAS AWARDED, UH, UH, THE, UH, CHAPTER OUTSTANDING ACHIEVEMENT FOR THE OPEN SPACE DESIGN STUDY THAT WAS DONE IN COOPERATION WITH CURRY COUNTY ORANGE COUNTY IN CRAVEN COUNTY, PARTIALLY FUNDED BY THE ASSOCIATION OF COUNTY COMMISSIONERS AND ALSO THE HISTORIC TRUST STATE, HISTORIC TRUST, UH, FOR, UH, FOR HISTORIC PRESERVATION, SORT OF GREG DID THAT TOO MUCH, BUT ANYWAY, UH, GREG WAS VERY INVOLVED IN THAT LOCALLY AND WE'LL BE TAKING A LEADING ROLE IN THE PRESENTATION OF THOSE CONCEPTS, UH, IN DURHAM AT THE MAY MEETING.
BUT I THOUGHT IT WAS VERY SIGNIFICANT THAT THREE OF THE WARDS AFFECTED THE NEWBURN AREA OUT OF THE EIGHTH THAT GOES STATEWIDE AND SAYS THAT WE HAVE SOME GOOD PEOPLE HERE DOING SOME GOOD WORKFORCE.
I SAY YOU BE TO TELL ME IT'S GOING TO COME OUT HERE AND DO SOME BRAGGING ON THE LEFT YOU UP A LITTLE EARLY.
WE CAN GET THIS IN ANY DISCUSSION OF A JOURNAL, ALL IN FAVOR, SAY AYE.
