[00:00:03]
AND, UH, WE'LL OPEN IT WITH A PRAYER BY ELDER PAULETTE, BRIGHT FROM THE BIBLICAL HOUSE OF GOD CHURCH.
FATHER GOD IN THE NAME OF JESUS.
WE COME BEFORE YOU TONIGHT, ASK HIM FOR YOUR DIVINE BLESSING ON THESE, YOUR MEN AND WOMEN WHO MAKE UP THIS BOARD, GOD POWER, AND A LOT TO BE AN AUTHORITY OVER US.
GOD, WE ARE INTERCEDING ON BEHALF OF THEM RIGHT NOW, ASKING THAT YOU WILL EMPOWER THEM WITH WISDOM, ASK ME THAT YOU WILL EMPOWER THEM.
GOD, RIGHT NOW, WITH KNOWLEDGE, FROM A BOOK TO MAKE SOUND DECISIONS, TO MAKE WHAT DECISIONS GOD, THAT WILL BE ON YOUR BEHALF TONIGHT.
GOD, GOD, I'M ASKING YOU TO COME IN.
AND RIGHT NOW GOD CAN OPEN THEIR EYES.
GOD, THAT THEY CAN SEE YOU TONIGHT FOR WHO YOU REALLY ARE.
I'M ASKING YOU TO COME IN TONIGHT AND OPEN THEIR EARS.
GOD THAT THEY CAN SIT HERE TO GOD.
FOR WHO YOU REALLY ARE TONIGHT.
YOU MIGHT NOT HAVE WAKE UP GOD.
I'M ASKING YOU TO MOVE RIGHT NOW ON THE BEHALF OF YOUR PEOPLE.
GOD, GOD, I'M JUST ASKING YOU TO DIRECT THE PATH.
AND RIGHT NOW GOD, AS THEY ENTER INTO THIS MEETING TONIGHT, GOD THAT THEY WILL MOVE IN THE BEHALF OF THE PEOPLE TONIGHT THAT THEY WOULD NOT BE
IN FACT RIGHT NOW, THOUGH, GOD EMPOWER THEM TO MOVE RIGHT NOW AND KNOW THAT THEY CAN MOVE ON TO HAVING TO SAY TO GOD, GOD WOULD JUST ASK HIM FOR THESE MESSAGES AND GIRLFRIEND JESUS' NAME.
RICK, I TO DO YOU WANT TO ROLL? YEAH.
I'LL GET USED TO THIS AFTER A WHILE.
LAST WEEK, SHERIFF, JOE, MY DAD AND MYSELF WERE TALKING AND HE ASKED IF HE COULD GET AN OPPORTUNITY TO COME UP AND ADDRESS THE BOARDS ABOUT SOME OF THE THINGS THAT HAVE HAPPENED RECENTLY WITHIN HIS DEPARTMENT AND OUR DEPARTMENT.
AND I TOLD HIM IT WOULD BE NO PROBLEM AT ALL AND ASKED HIM WHEN'S THE BEST TIME.
AND HE SAID HE COULD COME TONIGHT.
SO I'D LIKE TO WELCOME HIM HERE AND ASK HIM TO COME TO THE PODIUM AND TELL US WHAT DO YOU EVER, YOU WANT TO TELL US? IT'S ALL CINEMATIC
HE GOT IN THE SHERIFF'S OFFICE FOR 10 YEARS NOW.
AND I WILL TELL YOU THAT RELATIONSHIP THAT I'VE SEEN IN THE
I'LL TELL YOU GOING ON 10 YEARS, WE HAD BEEN WORKING TOGETHER ON, ON THEIR PRODUCT SINCE THE CRIMINAL INVESTIGATIONS.
WE'VE DONE SO LONG CHECK ONCE YOU'RE THERE THROUGHOUT THE COUNTY, THE SYSTEM.
AND I CAN TELL YOU THAT I'M BEING STRETCHED AS I AM.
AND THEN YOU HEARD TALKING ABOUT BEING UNDERSTAFFED.
UM, NO, IT'S JUST A BLESSING TO LEAVE, TO BE ABLE TO HAVE ACCESS TO RESOURCES AND CITIES HAVE DRIVE.
AND I THINK IT'S A COMPLIMENT TO EACH AGENCY WORKING TOGETHER.
AND UH, I MET, UH, SEVERAL TIMES
[00:05:01]
SINCE HE'S BEEN HERE A NEWBORN AND TO VERY MINIMAL TAKING THE PERSON.AND UM,
I'LL TELL YOU KIND OF LOOK FORWARD TO THAT KIND OF SUPPORT OR SOMETIMES I'LL
NONE OF THAT HEARD BEARS LETTING THAT ABOUT THREE OR FOUR YEARS BACK THAT UH
WELL, WE REALLY APPRECIATE THAT COMING FROM YOU, SHERIFF BANANA, YOU CAN TELL EVERYBODY THAT IF THEY WANT TO THE WILL BE MORE THAN HAPPY TO TAKE YOU GUYS IN WE'LL POLICE, THE WHOLE COUNTY THANK YOU VERY MUCH.
AND UH, WHERE'S THE CHIEF, THERE HE IS.
BUT YOU LIKE TO REPLY TO A CHIEF PALOMBO WOULD YOU LIKE TO SAY A FEW WORDS TO THE SHERIFF ON THAT BEFORE YOU LEAVE SHERIFF, MOM'S GOING TO GIVE HIM A CHANCE TO GIVE YOU A BROAD SIDE, I MEAN, OR A REPLY, WOULD YOU MIND TO SAY A FEW WORDS ABOUT THE COOPERATION WITH THE SHERIFF? YES, YOU CAN ARE THERE OR WHATEVER UH, MOST RECENTLY WE'VE HAD A, IN, UH, OUR PEOPLE
[00:10:04]
UH, TOTAL SUSPENDED SOLIDS REMOVAL EFFICIENCY WAS 93.1%.AND THE BIOLOGICAL OXYGEN DEMAND EFFICIENCY, THE PHOSPHORUS AVERAGE TO THE END OF SEPTEMBER, AUGUST 1.2 MILLIGRAMS PER LITER.
WE PRESENTLY HAVE HOMESIDE PROPERTY.
WELL, WE ALSO HAVE SURVEY CREWS THAT ARE IN THE AREA AROUND PARKING AREA.
THERE ARE SITTING IN THE
WE'LL TRY AGAIN AND WE'LL BE TRYING AGAIN AND AGAIN.
UH, I HAD TO, I WAS OUT OF TOWN IN DALLAS, TEXAS, AND I HAD TO CALL A PERSON THAT I'VE KNOWN FOR MANY YEARS THAT LIVES OUT IN THAT AREA.
AND, UH, I CONSIDER HIM A GOOD FRIEND AND HE WAS VERY UPSET BECAUSE SOMEBODY TOTALLY MOVED INTO THE CITY AND NEWBURN WAS GOING TO DUMP SEWAGE IN THE QUARRY.
AND THAT REALLY BOTHERED ME PERSONALLY.
THEY THINK THAT PEOPLE WOULD THINK THAT WE WOULD DUMP SEWAGE IN THE QUARRY.
AND I WANT IT KNOWN PUBLICLY RIGHT NOW WITH THE CITY ENGINEER AND THE CITY MANAGER AND EVERYBODY ELSE STANDING HERE THAT WE DO NOT INTEND TO DUMP SEWAGE IN THE QUARRY.
WE MAY NOT DUMP ANYTHING AT ALL IN THE CORNER, DEPENDING ON HOW THE STUDIES TURN OUT.
AND IF WE DO, IT MAY BE A LIMITED PART OF THE QUARRY.
AND IF WE DUMP ANYTHING AT ALL, IT WILL BE TERTIARY WATER, WHICH THEY HAVE ASSURED ME IS A ODORLESS, UH, KIND OF LESSON PEOPLE SWIM IN IT IN CALIFORNIA AND ALL KINDS OF STUFF.
AND HIS LATEST TONIGHT, JUST TO KEEP EVERYBODY ABREAST OF EVERYTHING, THE CITY MANAGER AND, UH, MR. MUSE, THEY'VE TOLD ME THAT, UH, AS PER MY REQUEST, WAY BACK IN THE BEGINNING, THEY HAD FOUND A, WHAT IS IT, A LAKE OR SOMETHING THAT'S VERY SIMILAR PROJECT, TERTIARY WATER.
I SAID, I'M ON A PROJECT AND IT HAPPENS TO BE ACROSS THE COUNTRY AND I DON'T FLY.
SO I TOLD THEM, BRING ME A BUCKET OF IT BACK.
HOWEVER, I DID TELL HIM NIGHT BEFORE THE MEETING, THAT IF WE DO GET SOPPED IN A RANGE, THEN WE GET TO THE POINT AND IT LOOKS LIKE THIS THING MAY WORK AND WE'RE GOING TO PROCEED FURTHER.
UH, I THINK WE SHOULD GET UP, UH, SOME REPRESENTATIVES OF PEOPLE THAT LIVE IN THAT AREA AND LET THEM GO.
IF SOME FOLKS DO GO OUT THERE TO TAKE A LOOK AT THE THING.
AND, UH, BECAUSE AGAIN, I, I, YOU KNOW, IT REALLY BOTHERS ME THAT PEOPLE HAVE ANXIETY THAT WE MAY DO SOMETHING TO HURT THEM OR THEIR PROPERTY OR WHATEVER.
WHEN IN FACT WE WON'T, I WON'T SUPPORT ANYTHING.
THAT'S GOING TO BE DETRIMENTAL.
I DON'T BELIEVE IN SACRIFICING PEOPLE FOR BENEFIT.
SO PLEASE TRUST THE CITY TO DO THE RIGHT THING.
SO DOES ANYBODY ELSE HAVE ANY QUESTIONS ON THE SILVER OR THE MR. MAYOR? I HAVE ONE QUESTION.
WELL, I KNOW THE ANSWER, BUT DAVID, WOULD YOU EXPLAIN TO THE BENEFIT OF THE VIEWING AUDIENCE, WHAT TERTIARY TREATMENT MEANS REGARDING SUSPENDED SOLIDS IN THE STERILITY? THE CLEANLINESS OF THE WATER THAT GOES IN? I KNOW PEOPLE SAY WHY YOU COULD ALMOST DRINK IT.
I'M NOT SURE ANYBODY WOULD WANT TO DRINK IT, BUT YOU COULD.
COULD YOU EXPLAIN EXACTLY WHAT THAT TERM MEANS? YES, SIR.
UH, IT CONTAINED SOLIDS REESE PEOPLE.
IT REALLY IS AMAZING 45 FLUSHING OUT THE VARIOUS THINGS THAT YOU FIND IN THE WEST BORDER THAT IS SCREENED IN THAT PROCESS.
NEXT OUT THE RITZ AND SCREENING, THE SCREENING TAKES OUT MOST OF THE PAPERWORK, PLASTICS, ANYTHING THAT GETS INTO THE WASTE WATER.
THE, IT GOES TO THE SETTLEMENT TANK WHERE IT SPENDS 11 HOURS ON AVERAGE.
AND THE ORGANIC MATERIAL THAT IS BEING HURT IS NOT ALIVE, WILL SETTLE OUT AT THE BOTTOM THAT IS TAKEN OUT OF THE BOTTLE.
THE REGULAR BASIS THEN IS BIOLOGICALLY CREATED.
AND OVER AT PRESENT TIME, A ROCK MEDIUM THAT HAS OUT THE GROWN ON IT, EATS THE, UM, I'LL SAY THERE'S NO ORGANISMS
[00:15:02]
IN THE WASTEWATER AND KILLS LOWS.AS THE ALGAE GROWS AT SMALL SWAPPING AND IT FALLS INTO THE WASH.
IT GOES DOWN TO ANOTHER BIG SEVEN AND TANK THAT WE AGAIN PULL THE SOLIDS OUT.
UM, WHEN WE'RE TALKING ABOUT SUSPENDED SOLIDS BEING REMOVED, THEN READ THEM 98%.
MICRO WORK IS SO SMALL THAT THEY'RE SUSPENDED.
WE PUT A PROCESS PLAUSIBLE BLOCK TOGETHER AND GET THEM ENOUGH TO SELL THAT.
WE TAKE OUT 93% OF THOSE OF THAT PROCESS.
WE ARE NOT, WE'RE CONSIDERED SECONDARY TREATMENT.
WE ARE GOING TO STALL A PLANT THAT WILL TREAT THE RELATION MORE TO A GREATER DEGREE.
NOW WE'LL ALSO DO THIS PROCESS TO ABOUT 97%, BUT WE WILL ALSO HERE TO REMOVE THE NOT CONVENE, UH, ABOUT 95, 90 6% OF THE
AND WE'LL BE ABLE TO BETTER CONTROL NOT HAVING TO USE CHEMICALS AND THE PHOSPHORUS IT'S ALL.
BUT WE ARE GOING TO REDUCE THE SUSPENDED SOLIDS TO AT LEAST 97% REMOVAL INSTEAD OF THE 93, WHICH WE DID LAST MONTH.
AND A GOOD PORTION OF THE NITROGEN DOWN TO THE LIMITS.
AND HOPEFULLY IF WE ARE ABLE TO USE THE SYSTEM THAT WE'RE CONSIDERING WITH THE PIT, BY THE TIME THE WATER GOES IN THERE, THEY WON'T BE GETS TO THE RIVER.
THEY WON'T BE ANY NITROGEN IN IT.
THE WATER WILL ANY EFFECT BE STEROID, NO LIVING ORGANISMS TO TERTIARY YET.
I'M TALKING ABOUT THE BIOLOGICAL PROCESS, REMOVE IT NOW TO 90 TO 93%.
AND THEN THE SECOND TRIGGER PROCESS FOR A SAND FILTER THAT REMOVES ANOTHER 40 TO 60%.
WE'LL SAY WHAT I'M GETTING AT IS IF YOU, IF YOU DREW IT ON A BOARD SOMEWHERE, GIVE YOU DESCRIBED A BUNCH OF STUFF THAT WE ALREADY DOING YOUR WATER.
BUT THE REAL, AND THAT'S THE SECONDARY TREATMENT OR WHATEVER YOU CALL IT, THE TERTIARY THERESA, WHICH IS WHAT WE'RE GOING TO WITH THE NEW PLANNING TO GET THE WATER AND PUT THE ROCK ROARING OVER HERE SOMEWHERE.
WE'VE GOT TO GET, BRING IT TO TERTIARY STANDARDS ANYWAY, PLAIN AND SIMPLE.
SO IF WE PUT IT IN THE RIVER OR IF WE PUT IT IN THE ROCK CORE, IT'S GOING TO BE TERTIARY WATER AND THAT TERTIARY WATER, IT'S ALL THESE PERCENTAGES AND CONFUSING THINGS.
AND SOMEBODY IS GOING TO HEAR OUR ALGAE AND THINK WE PUT AN ALGAE BLOOM WITH THAT TO REDUCE IT DOWN TO THE BOTTOM LINE.
THE BOTTOM LINE IS THIS THING THAT COMES OUT AND IT'S CALLED TERTIARY.
WE'LL LIVE LIKE WHAT? CLEARWATER? YES, SIR.
IT SMELLS LIKE SMELLS LIKE IT HAS NO OTHER.
SO IT'S CLEAR AND IT HAS NO ODOR.
AND WHAT I'M TELLING PEOPLE PLAIN AND SIMPLE IS I ASKED WAY BACK AT THE BEGINNING OF THIS THING.
COULD YOU SWIM IN IT? BECAUSE I DIDN'T WANT TO CONFUSE PEOPLE WITH 70% OF THIS, THE SAME 1% OF THAT.
AND THEY ANSWERED THAT YOU ALL CAME BACK WITH IS IN THE STATE OF NORTH CAROLINA, BY LAW, YOU CANNOT SWIM AND TREATED WATER, NO MATTER I STREET, BUT THAT DOESN'T MEAN THAT OUR PEOPLE SWIM IN TREATED WATER AND OTHER PARTS OF THE COUNTRY BECAUSE IT'S ONE OF THOSE SITUATIONS THAT, THAT THE WATER YOU JUMP IN ON A NATURAL BODY OF WATER MAY BE MUCH WORSE NATURALLY IN THE TERTIARY WATER COULD EVER BE.
BUT THE STATE LEX, BECAUSE IT IS QUOTE UNQUOTE TREATED TO SAY THAT YOU SHOULDN'T SWIM IN IT.
SO YOU DON'T TAKE A POSSIBLE CHANCE OR WHATEVER.
ONE MORE THING ABOUT TERTIARY COUNTRY.
THERE ARE PARTS OF THE COUNTRY
WE'RE USING THAT RESOURCE PROPERLY.
AND IN OTHER PARTS OF THE COUNTRY WHERE THEY DO JAKE TERTIARY SMALLEST WELL, THAT'S WHAT I'M SAYING.
SO IT'S, IT'S, IT'S AN A AND AGAIN TO BE TOTALLY, ABSOLUTELY SURE.
BY NOT ONLY CHEMICAL DEFINITIONS OR ANYTHING ELSE, THAT'S WHY I'M SAYING WE'RE GOING TO GO ACTUALLY LOOK AT IT, SMELL IT, TOUCH IT.
AND WE'RE ALL GOING TO AGREE TO WHAT IT IS.
NO MATTER WHAT HE SAYS, YOU KNOW, THE CHEMICAL COMPOSITION IS HANGING UP ON THE BOARD.
SO, YOU KNOW, WE JUST WANT TO CALM EVERYBODY'S NERVES ABOUT OUR LAUGH BECAUSE YOU KNOW, PEOPLE GET ALL EXCITED AND WHEN YOU NEED TO TRUST US ON IT.
[00:20:01]
I JUST, THIS IS FOR MY OWN BENEFIT, BUT WE TALK ABOUT PERCENTAGES, YOU KNOW, ARE WE LEAVING ACTUALLY DOWN TO PARTS PER MILLION IS WHAT YOU'RE COUNTING NOW.AND IN B O D AND COUNT MARK POINT B O D IN PARTS PER MILLION, BUT NITROGEN IS IT COUNTED IN PARTS PER MILLION AND, UH, SUSPENDED SOLIDS.
YOU MENTIONED JUST FROM MY CURIOSITY, WHAT A PARTS PER MILLION WE TALKED ABOUT, YOU CAN COUNT ON WHEN WE BRING THE BUCKET BACK.
WHERE YOU'RE PUTTING OUT IN THE RIVER RIGHT NOW.
IF I JUST, JUST CURIOUS, THAT'D BE FINE.
AND BY THE WAY, Y'ALL ONE ON THE PLANE YOU HAVE ADDED TO THE LIST OF PEOPLE THAT WE CALL ALONG WITH THE RIVERKEEPER AND EVERYTHING ELSE, THE NEWSPAPER.
YOU CAN PUT THAT IN THE PAPER.
LET'S SEE WHAT WE HAVE NEXT, THE CONSENT AGENDA.
I MOVE, WE ADOPT THE CONSENT AGENDA.
ANY FURTHER DISCUSSION, CONSENT AGENDA.
YOU MAY CALL THE ROLL MA'AM YES, YES, YES, YES, YES, YES, SIR.
UH, YOU GOT A CHANCE TO GO TO THE TRAFFIC SAFETY COALITION.
UH, MR. JEFFREY PANICKED 1900 PARK AVENUE TO NOMINATE HIM.
HE IS, UH, UH, HAD AN ASSOCIATES INSURANCE COMPANY AND LIVES IN AN AREA WHERE WE'VE HAD A LOT OF PROBLEMS. THE SECOND IN GETTING, OKAY.
WE HAVE A SECOND ALL IN FAVOR.
SAY, AYE, YOU HAVE ANY, I DON'T HAVE ANYTHING HERE.
I LIKE TO HEAR THE BOARD MIRROR UPDATE ON THE KITCHEN PROJECT OVER AT THE SAFE HAVEN HOUSE ON BLOOMFIELD.
I REPORT EARLIER THAT WE'VE PUT IN A KITCHEN SINK, HOT AND COLD RUNNING WATER AND A NICE COUNTERTOP.
I'M NOW HAPPY TO REPORT THAT WE JUST INSTALLED THIS PAST WEEK, A NEW STOVE AND A NEW REFRIGERATOR WITH AN ICE MAKER.
AND THE KITCHEN IS NOW FULLY OPERATIONAL.
NOW, THE VOLUNTEER COOKS ACKNOWLEDGE THE SIGNIFICANT DONATION TOWARDS THE STOVE AND THE REFRIGERATOR MADE BY MR. PAUL RICE OR THE A WINE SHOP OVER ON WALL WHOSE GENEROSITY MADE THE ACQUISITION IN THESE APPLIANCES POSSIBLE.
ALSO WANT TO THANK MR. HAYNES, SPENCER, THE SUSPENSE PLUMBING COMPANY FOR HIS EFFORT TO CONNECT.
THE MAKER IS NO SMALL PAY PLUS SPECIAL BAGS.
AND DANNY MEADOWS AND HIS STAFF WERE CONNECTING THE ELECTRICAL CONNECTION TO THE STOVE TO MAKE SURE THAT THE STOVE IN THAT RANGE YOU IN WORK.
IT IS ONLY THROUGH A EFFORT OF A LOT OF PEOPLE THAT THIS KITCHEN IS NOW FULLY OPERATIONAL.
AND I WANT TO FIND ALL THOSE FOLKS THAT JOIN WITH ME TO DO THIS, TO MAKE THIS PROJECT POSSIBLE.
ANYTHING IN PARTICULAR, JUST A QUESTION WHO WAS SORT OF EXPECTING TO TALK ABOUT THE LOOSE AVENUE EXTENSION TONIGHT.
UH, AS I TOLD YOU THERE DID, IT COMES TO THE COMPLICATIONS AND ACQUISITION OF THE PROPERTY, UH, DOES NOT LIVE LIGHTS IN SUDAN, BUT NEW TO ADDRESS THE NEEDS OF THE
WE DO HAVE A RECOMMENDATION FOR ORDINANCE TONIGHT AND RECOMMEND IS TO NARROW THAT
[00:25:01]
MAY I CLOSE THAT RUTH AVENUE MORE THAN 20, MORE THAN 10 FEET ON THE LINE OF THAT TREE? SO THE EFFECT WOULD BE TO REDUCE THE WIDTH, THAT AVENUE TO 20 FEET AT SOME OF WHAT WAS DONE AT THE END NORTHEAST AND THE QUEEN STREET.
I HAD TO DANNY A COPY OF HIS HUMANITY TO GO.
AND NOW I CAN'T FIND MY COPY HERE.
IT REDUCES THE WIDTH OF THE BOOTH AND WE RIGHT AWAY FROM 40 FEET.
THIS CLOSE IS THE OUTER MOTHER, 10 FEET ON EACH SIDE OF IT, NORTH FROM SOUTH.
AND THE SECOND MOTION IS YOUR SECOND.
COULD YOU GIVE US JUST A COUPLE OF MINUTES TO PERUSE IT? IT, OKAY.
HE'S COMING BACK WITH HIS THUNDER BOTTLE.
THE QUESTION TODAY, UH, MY EMOTION, THE SECOND WE'VE HAD OUR DISCUSSION, WE PERUSED IT ROAD.
UM, MAN, MAX, DO YOU HAVE ANY MISSILES? NO.
MR. WARD, I HAVE TWO ITEMS. THE FIRST IS RESOLUTION, WHICH WOULD PROVE THAT CONVERSATED CONTRACT WITH THE HOUSING AUTHORITY, BY WHICH THE CITY POLICE DEPARTMENT PROVIDE SUPPLEMENTAL POLICE SERVICE TO THE AUTHORITY.
THE TWO PROJECTS, THIS CONTRACTORS HAVE DONE A CALL TO THE ONE THAT'S IN FORCE NOW AND GO FOR ANOTHER FEW MONTHS, IT WILL, UH, REQUIRE THE HOUSING AUTHORITY TO PAY THE CITY $112,124 OVER A PERIOD OF 16 MONTHS.
I'M GOING TO RUN OUT A RESOLUTION SECOND, ANY FURTHER DISCUSSION CALL THE ROLL.
I HAVE RECEIVED A TELEPHONE THE OTHER DAY FROM THE SENATE TACTICAL THAT SHE WAS TELLING ME ABOUT A SITUATION OF WHICH I WAS NOT AWARE.
I FINALLY FIGURED IT OUT AFTER LOOKING AT A COUPLE OF GENERAL STATUTES.
[00:30:01]
WHEN, AS YOU KNOW, THEY SAID HE MAY CHARGE A SIDNEY, A LICENSE TAG FOR EVERY VEHICLE ON A RESTAURANT IN THE CITY OF $5.THERE'S ANOTHER STATUTE THAT SAYS THAT THE CITY CAN DO THE SAME THING AND, AND PARAGRAPH A, AND THEN SAYS IN PARAGRAPH B THAT THE CITY MAY WAIVE THAT LICENSE FEE FOR FIREMEN AND FOR EMERGENCY PERSONNEL.
UH, I TALKED TO MR. HARTMAN AND HE SUGGESTED I PREPARE AN ORDINANCE TO BE ADOPTED AT MEETING LIGHT AND SHORT.
I READ IT AND HONEST TO WAIVE THE ANNUAL LICENSE TAX IMPOSED BY THE CITY ON MOTOR VEHICLES PURSUANT TO GS 20 DASH 97.
IT ORDAINED BY THE BOARD OF ALDERMAN AND THE CITY OF NEWARK SECTION ONE, PURSUANT TO AUTHORITY GRANTED BY GS 1 68 TO 13 B THE CITY OF NEW BERN WAVES, THE ANNUAL LICENSE TAX IMPOSED BY THE CITY ON MOTOR VEHICLES.
SO IT'S TWO GS 20 DASH 97, THE INDIVIDUAL SERVING AS FIREMAN, ALWAYS MEMBERS OF EMERGENCY MEDICAL TEAMS IN THE CITY OF NEWARK, SECTION TWO, THAT THE CITY SHALL PROCURE AND PROVIDE SUCH INDIVIDUALS FOR WHOM THE ANNUAL LICENSE TAX ON MOTOR VEHICLES HAS BEEN WAIVED TAGS OR DECALS, DISTINCTIVE COLORING TO IDENTIFY THE INDIVIDUALS AS FIREMEN OR AS MEMBERS OF AN EMERGENCY MEDICAL TEAM.
SECTION THREE, THIS ORDINANCE SHALL BE IN FULL FORCE THE EFFECT FROM AN AFTER PUBLICATION AS REQUIRED BY LAW.
NOW, DOES THAT MEAN FOR ANY VEHICLE IN THE HOUSEHOLD OR JUST ONE VEHICLE PER HOUSEHOLD, BUT WHAT IT DOESN'T SAY AS THE STATUTE DID NOT STAY, BUT DON'T, WE NEED TO LIMIT THE SCOPE OF IT.
JUST PUT, HAVING TO DESIGNATE A VEHICLE JUST TO KEEP IT FROM BEING LET'S DO THAT, ROBERT.
BUT THE, AS I SAID, THE STATUTE, DOESN'T SAY THAT THAT IS THE CASE.
SO IT'S PROBABLY A GOOD ARGUMENT COULD BE MADE THAT IT WOULD APPLY TO ANY VEHICLE THAT WE USED BY A FIVE MONTHS.
HE WAS BY HIM EMERGENCY MEDICAL TEAM MEMBER.
THIS IS A LONG STANDING PRACTICE HAS BEEN DONE SINCE MOM, BEFORE I CAME HERE.
BUT AS WE BEGAN CHECKING INTO IT AND THE LEGALITIES OF IT, WE REALLY, WE COULDN'T FIND WHERE AN ORDINANCE LIKE THIS HAD BEEN ADOPTED IN THE PAST.
IT NEEDS TO BE ADOPTED, BUT THIS IS SOMETHING THAT HAS TAKEN PLACE IN THE CITY PROBABLY LAST 25, 30 YEARS.
IT'S NOT A LOT OF MONEY, BUT I STILL THINK THE SCOPE OF THE ORDINANCE NEEDS TO BE NOW TO JUST GIVE OFF ONE VEHICLE PER HOUSEHOLD, THE WAIVER.
AND THE REASON IS, IS THAT A LOT OF PEOPLE, LIKE, I MEAN, I APPRECIATE THEIR WORK, BUT SOME PEOPLE DON'T HAVE HANDICAPPED INDIVIDUALS IN THEIR HOMES AND THEY USE THESE, UH, HANDICAP DECALS TO, UH, MAKE IT CONVENIENT FOR THEM TO SHOP THEY'LL ABUSE IT.
SO I JUST THINK IT NEEDS TO BE NARROWED IN SCOPE BECAUSE MOST PEOPLE NOT, I TO HAVE ONE VEHICLE FOR EMERGENCY PURPOSES, THEY MIGHT HAVE A TRUCK IN A LINCOLN.
THEY'RE NOT GOING TO TAKE THE LINCOLN TO THE FIRE.
WELL, NOW AGAIN, I SUPPOSE, SUPPOSE YOU'RE, UH, YOU'RE OUT WITH THE FAMILY OR YOU'RE OUT WITH YOUR WIFE AND HAVE BEEN AN EMERGENCY CALL COMES ACROSS AND YOU'RE DRIVING TO LINCOLN, AND THEN YOU CAN'T GET INTO THE SCENE.
ARE YOU ONLY TALKING ABOUT A COUPLE OF LICENSE TAGS, MINIMUM LESS THAN A HUNDRED PEOPLE IN THIS CITY THAT DO THIS TYPE OF THING? IT'S NOT A, NOT LIKE THERE'S 500 OF THEM IN TOWN, SO I DON'T THINK IT'S, IT HASN'T BEEN ABUSED AND I HAVEN'T, IT'S AN ABUSE CAUSE IT HADN'T BEEN IN EFFECT ONE PER FAMILY.
UH, I CAN'T AGREE WITH THAT BECAUSE THERE MAY BE, THEY MAY HAVE A COUPLE OF VEHICLES AND IF THEY LEAD IT AND THEY'RE IN THE WRONG VEHICLE, CAN'T GET THERE BECAUSE THEY DON'T HAVE A LICENSE TAG ON IT.
DID I PUT THOSE ARE RED LIGHTS IN EVERY VISIT THEY HAVE OR JUST, THEY GENERALLY CARE.
THEY GENERALLY CARRY, UH, A PORTABLE LIGHT AND THE OTHER VEHICLE AND EVERY VEHICLE.
THAT'S WHY THEY ONLY MEET ONE PER HOUSEHOLD.
I MEAN, IT'S, IT'S SOMETHING THAT'S BEEN DONE FOR A HUNDRED, PROBABLY 75 YEARS.
AND IT'S NEVER BEEN A PROBLEM.
AND I DON'T SEE ANY, ANY KIND OF PROBLEM WHERE IN THE CITY OF NEWBURGH WITH PEOPLE ABUSING IT THE WAY IT HAS NEVER BEEN INTO A, SO THERE WAS NOTHING TO ABUSE.
CHARLES HIM ANYWAY, IS THAT RIGHT? OVERSIGHT GO HERE.
DO I HAVE A SECOND, ANY FURTHER DISCUSSION ALL THE ROAD PLEASE? MA'AM YES, YES, YES, YES.
[00:35:01]
UH, MR. ABRAHAM, UH, CITY MANAGER AND THE FIRST TWO YEARS WE HAD RECEIVED $8,200 FROM NORTH CAROLINA ARTS COUNCIL TO COMBINE THE $4,000 FROM THE PROGRAM FOR THE DESIGN FABRICATION AND INSTALLATION OF THE BURKE QUILT IN THE BRIGHTER DUCKENFIELD AREA ON BAGS, YOU HAVE A COPY OF A PAMPHLET THAT TELLS YOU A LITTLE BIT ABOUT PERFECT QUILT IS, AND THE ARTISTS THAT WOULD BE COMING TO PARTICIPATE WITH US.HERE'S ONE LOCATED AS A MATTER OF FACT, IN THE BAY OR OUT OF NORTH CAROLINA AND UPON MARY INSINCERE, HE IS NOT THE END OF THE PROCESS.
IF COMMUNITY BUILDING AVOCA, TEXT FLIES, THE ARTIST WORKS WITH THE COMMUNITY AND DESIGN THE EARTH.
WE'LL DECIDING WHAT MATERIAL WILL BE USED, ACTUALLY BUILDING IT.
AND THEN IN TRAINING, UH, NEIGHBORHOOD RESIDENTS WHO WILL BE RESPONSIBLE FOR CONTINUED MANAGEMENTS OF THE ART, WE'LL HAVE THIS CONVERSATION WITH THE DALAI LAMA CHAMPION, THE PREY ARTS COUNCIL.
THEY'RE ALREADY STARTING TO GET INTO OTHERS AGAIN IN ABOUT TWO WEEKS.
AND WHAT I NEED IS, UH, THE BOARD'S CONSIDERATION ABOUT THE RESOLUTION, UH, ALLOWING THE MAYOR CITY PARK, UH, TO SIGN THE BRAND WRITTEN WITH THE ARTS COUNCIL, 40, $8,200 GRANT THAT WILL FUND THE JAR.
ANYTHING ELSE GOING TO THE EXECUTIVE SESSION? FOR WHAT REASON? TO DISCUSS PROPER POSITION? SECOND, ANY FURTHER DISCUSSION? ALL IN FAVOR, SAY AYE.
