[00:00:16]
LET'S PRAY, FATHER, WE LOVE YOU TONIGHT.
WE ASKED FOR YOUR BLESSINGS ON THIS MEETING, ALL THESE PEOPLE THAT ARE GATHERED HERE ON ALL OF THEM AND IN THE MAYORS, THEY DELIBERATE MATTERS THAT ARE BEFORE THEM FOR THE GOOD OF THE CITY, THAT YOU WOULD GIVE THEM WISDOM AND HELP THEM IN ALL THE DECISIONS THAT THEY MAKE AND THAT YOU WOULD BLESS THEM IN THEIR LIVES AND IN EVERYTHING THAT THEY SAY AND DO IN JESUS NAME.
I UNDERSTAND THAT, UH, MR. MADIGAN, HE'S NOT HERE TONIGHT BECAUSE HIS FATHER, HE WAS IN HIS NINETIES TO FOLLOW THE BROKEN HIS HIP.
HE HAD TO GO OUT THERE AND SCOTTSDALE SCOTTSDALE, AND SO HOPEFULLY EVERYTHING WILL TURN OUT.
FIRST THING WE HAD WAS THE PRESENTATION OF THE TREE CITY USA.
UH, IT'S BEEN A GOOD MANY YEARS SINCE NEWBURN HAS BEEN A TREE CITY.
AND, UH, IT'S LIKE RETURNING TO THE FALL HERE.
ONCE AGAIN, BE PARTICIPATING IN THE PROGRAM.
I THINK WE'VE ALL REALIZED MORE AND MORE EVERY YEAR.
THE IMPORTANCE, UH, TREES HAVE THE URBAN FOREST HAVE, UH, ALL THE LIVABILITY OF OUR COMMUNITY, BOTH AS FAR AS THE PURITY OF THE AIR, HELPING WITH RUN-OFF HELPING TO SHADE THE AREAS, COOL THEM IN THE SUMMERTIME AND ALSO PROVIDE BEAUTY AND HABITAT.
WE'RE FORTUNATE THIS EVENING TO HAVE VIRGINIA RUSSELL SHE'S THE PROGRAM DIRECTORY, UH, DIRECTOR FOR THE URBAN FORESTRY PROGRAM OUT OF THE NORTH CAROLINA DIVISION OF FOREST RESOURCES AND WORKS WITH THE TREE CITY PROGRAM ITSELF.
SO, UH, WE'RE PLEASED TO HAVE VIRGINIA RUSSELL.
IT'S MY PLEASURE TO BE HERE TONIGHT TO PRESENT NEWBERN WITH THIS, THIS AWARD, THIS IS YOUR THIRD AWARD, BUT THERE'S BEEN SOME, UH, SOME GAPS IN BETWEEN.
AND WE CERTAINLY HOPE THAT THIS WILL BE THE START OF A CONTINUOUS, UM, RECERTIFICATION FOR YOU ALL.
UM, NEWBURN BEING ONE OF OUR MOST BEAUTIFUL AND HISTORIC TOWNS IN THE STATE.
UM, THESE AWARDS ARE MADE ANNUALLY BY THE NATIONAL ARBOR DAY FOUNDATION AND THE DIVISION OF FOREST RESOURCES HERE IN NORTH CAROLINA.
AND I DID WANT TO REMIND YOU THAT, UM, YOUR TOWN HAD TO DO FOUR THINGS TO BE ELIGIBLE FOR THIS.
THEY HAVE TO HAVE, YOU HAD TO HAVE A TREE ORDINANCE.
UH, YOU HAD TO HAVE A TREE DEPARTMENT AND, UH, ROGER HECKMAN IS HERE REPRESENTING THE CITY.
UM, YOU HAVE AN APPEARANCE COMMITTEE, YOU HAD TO SPEND A MINIMUM OF $2 PER CAPITA, AND NEWBURN SPENT $3 AND 32 CENTS LAST YEAR ON THEIR TREES.
AND YOU HAD TO HAVE AN ARBOR DAY OBSERVANCE.
AND I WANTED TO RECOGNIZE, UH, TWO PEOPLE WHO SORT OF SPEARHEADED THIS, WHICH WAS MY GAVE RATE.
AND GREG, THANK YOU VERY MUCH AND RECOGNIZE THE CRAVEN COUNTY RANGER, JIM HEINZ, WHO IS GONNA, UH, HELP ME SHOW YOU YOUR FLAG.
AND SO IT'S MY PLEASURE TO PRESENT THIS TO YOU, MAYOR BAYLIS ON BEHALF OF THE NATIONAL ARBOR DAY FOUNDATION, IT'S YOUR THIRD.
AND, UM, ON MY CHART, IT SAYS YOUR FIRST, BUT I, I FOUND OUT THAT IT WASN'T REALLY YOUR FIRST AND WE REALLY APPRECIATE IT, THAT I ACCEPTED ON MY HANFORD CITY AND CITIZENS VIEW.
AND, UH, I REALLY LIKED THE PHRASE, MAKE A BIG DIFFERENCE MYSELF IN SOME OF THE OTHER CITIES.
YOU KNOW, SOMETIMES WHEN I GO TO ONE AND I NOTICED SOMETHING ABOUT IT, IT LOOKS A LITTLE BIT BETTER OR LESS LAST IN BRICK.
YOU REALLY MAKE THE DIFFERENCE.
[00:05:01]
WE APPRECIATE IT.AND THANK YOU TO ALL THE PEOPLE IN TOWN WHO HAVE SUPPORTED THE PROGRAM.
CONGRATULATIONS, AS MIKE, UM, YOU KNOW, WE SOMETIMES HEAR SOME POSITIVE AND SOME NEGATIVE THINGS WHEN WE HAVE TREE'S GOING UP, BUT, UH, OVER TIME.
AND I THINK THAT THE NEGATIVE NOISE GET A LITTLE SMALLER, A LITTLE BIT BETTER.
I THINK WE HAD DONE THE RIGHT DIRECTION.
THE NEXT THING IS THE REQUESTING A PETITION OF CITIZENS.
HAVE ANYBODY ON THE FRONT ROW THAT WANTS TO TELL HIM FOR ANYTIME, NOBODY, NOBODY BURGER.
OH, THIS COULD BE A SHORT NIGHT, ALWAYS DANGEROUS.
NEXT THING WE HAVE IS A CONSENT AGENDA.
I'M GOING TO ADOPT THE CONSENT AGENDA.
UH, THERE WAS ONE THING I WANTED TO HAVE ONE QUESTION ON THE NUMBER 14.
ONLY IF YOU COULD PULL THAT FOR A MOMENT.
ON EVERYTHING LAST 14 YES, YES, YES, YES, YES.
UH, YES, IT HAS TO DO WITH THE SEWERS.
I THOUGHT WE SHOULD MAYBE FIND OUT EXACTLY WHAT THAT UNIT IS DESIGNED TO DO.
THIS IS A UNIT THAT IS A REPLACEMENT UNIT FOR ONE THAT WE'VE HAD GONE DOWN, BUT IT IS A TELEVISION UNIT.
IT GOES THROUGH THE LINES, SEWER LINES.
WE'LL ACTUALLY LOOK FOR LEAKS AND UH, CHECK THE INSIDE OF THE LINES OUT AND THINGS.
WE HAVE A BLOCKAGE OR SOMETHING LIKE THAT WITHIN IT.
NOW WE'LL FIND OUT WHAT IT IS, WHAT NEEDS TO BE DONE, OR WE JUST CHECK YOUR HANDFUL, TRACING OR WATER COMING IN THROUGH THE LINES OR LAKES IN THE LAWN.
SO THAT'S WHAT THIS IS USED FOR.
CAN INSPECT OUR SEWER LINES FROM THE INSIDE MOVE.
NEXT THING WE HAVE IS THE APPOINTMENTS.
I'M AT THE BOARD YOU FOUND ON DESK OR YOU A COPY OF REVOLUTION.
CALL FOR A PUBLIC HEARING ON CLOSING A GREEN PARK COURT ON A PORTION OF GREEN PARK TERRACE MOTION WAS MADE AT THE LAST MEETING, BUT THIS REQUIRES RELATION WITH CATHY PUBLISHED IN THE NEWSPAPER ONCE A WEEK FOR FOUR WEEKS.
WHAT PORTION, WHAT STREET THIS IS.
THAT'S JUST THE CLOCK AVENUE STREET THAT WE TALKED ABOUT.
THIS IS THAT PORTION OF WAYNE PARK CHERISH, WHICH BEGINS AT THE LINE BETWEEN THE TWO CORNERS OF BLOCK ONE AND
[00:10:01]
NINE AT GREEN PARK APARTMENTS.IN OTHER WORDS, IT'S A SEVERAL FEET, SEVERAL HUNDRED FEET AWAY.
AND IT'S THE AREA WHICH IS WITHIN THE APARTMENT.
