[00:00:23]
SO LORD, WE THANK YOU FOR THE PRIVILEGE.
WE HAVE DENIED THE GAMUT, UNDERSTANDING THAT WHAT YOU WILL DO WITH THIS MORNING IN MY LATEST WAVE TO BE WITNESS
FIRST THING WE HAVE IS A CIVIL REPORT BY THE CITY ENGINEER.
DAVID BEEPS, THE BOARD, THE WASTEWATER TREATMENT PLANT TRIGGERED TOTAL UP TO 121 MAIN YELLS OR WHERE'S WAR IN THE MONTH OF JULY AVERAGE, 3.8 GALLONS PER DAY.
THE MAXIMUM
AS FAR AS THE SPEC IS CONCERNED, WE ARE WITHIN THE PARAMETERS THAT WERE ISSUED FOR US FOR A DOD, UM, EXCUSE ME, NOT DISSOLVED OXYGEN SUSPENDED SOLIDS.
UH, LOOKING BACK AT THE PERMIT THAT WE USED TO BE ABLE TO REWARD, UH, ERIC IN ONE DAY, UH, THE, UH, F1 BEING AT 3.6 MILLIGRAMS PER LITER, UH, FOR DISSOLVED OXYGEN ON JULY SIX.
AND THAT WAS A MILK SPILL THAT HAD OCCURRED AT A LOCAL PROCESSING PLANT AND, UH, PULL THE OXYGEN AWAY NOW THAT SEE THE WASTEWATER TREATMENT PLANT, UH, EXPANSION PROJECT IS UNDERWAY.
WE ISSUED NOTICE THE PROCEEDINGS, AUGUST THE 13TH ON AUGUST.
THE SECOND, THE PLANT PERSONNEL BEGAN TO, UM, TAKE THE TREATMENT TRAIN THAT WAS INSTALLED IN 1988 AND 89 OUT OF SERVICE.
UH, BE ALL THE TANKS, UH, CHIROPRACTORS COMING OUT OF THE CONSTRUCTION TRAILERS, UH, CLEARING THE, UH, ADJACENT LAND TO APPLY FOR A LAY DOWN AREA, TAKING A POPSICLE, LAID DOWN A STOLEN BASE TO BEGIN, UH, THEIR OPERATIONS THERE, UH, AND HAVE BEEN DOING THE POLISHING, THE, UM, SAND DRYING THE BED FACILITY SO THAT THEY CAN START BUILDING THIS LUNCH STABILIZATION, BUILD REBUILD THINGS, MOVING ALONG REAL NICE.
UM, THERE'S A LOT OF WORK GOING ON OUT THERE HAVE VISITOR PLANT ROUTE AND IT WAS LOCKED UP A WAR ZONE RIGHT NOW AND GO LOOK WORSE THAN THAT LATER ON, BUT MOVING ALONG REAL QUICKLY ON THAT THE, UH, CORN PROJECT, UH, AT THIS POINT IN TIME, WE'RE WAITING FOR GROUNDWATER MANAGEMENT ASSOCIATES TO COMPLETE A REPORT THAT GOES TO THE STATE AND ALASKA BEFORE THAT IS, UH, TO BE ISSUED BY THE TIME WE MEET NEXT, UM, IN TWO WEEKS, UH, HOPE THAT THAT REPORT WILL HAVE GONE TO THE SNAKE.
THEY'RE TELLING US TO BE READY BY THE NEXT WEEK AND, UH, THEIR CONCLUSIONS AS WELL.
AND HERE, THEY'RE ALSO GOING TO TIE THAT REPORT AND SPEAK TO THE, UH, GROUND WATER MANAGEMENT THAT WE WOULD BE DOING IN RELATIONSHIP TO REALLY GREEK BOY WILSON, THAT REPORTED WELL TO THE CLEAN WATER MANAGEMENT TRUST MODEL THAT WE HAVE A PETITION FOR GRANT THERE AT THIS POINT IN TIME.
[00:05:04]
ALL RIGHT, APPRECIATE IT, MAN.WE HAVE YOUR FRIEND IN MIND, MR. BARNETT WITH HIS HAZARD MITIGATION.
HE SAID HE WOULD LIKE TO PUT THAT ON THE CONSENT AGENDA.
I KNOW HE LIKED IT, BUT HE AIN'T GOT SIR, UM, KIDS ON THIS HOUSE ASKING QUESTIONS, TRYING TO GET THOSE QUESTIONS ANSWERED 80 AND 92 40 IS YOU SET UP
[00:11:37]
I MOSTLY REMEMBER GERMANS OCCUPIED AT THIS TIME AND THE PACKAGE NUMBER SIX, THOSE 11 UNITS, MY MOST OF THOSE OCCUPIED AT THIS TIME, EVEN THOUGH THERE THEY ARE AND THAT'S A UNITS 10 THROUGH 14, YOU DON'T HAVE AN ELEVATION BY THEM.ARE THEY IN THAT SAME RANGE OF NINE FEET OR BETTER? THEY ARE PROBABLY
IT COULD BE A SHORTAGE IF YOU ANTICIPATE THAT, UM, WE ARE AT PRESENT TIME,
PEOPLE ARE RE REOCCUPYING THE HOME AND ARE COMPLETELY HAPPY WITH MAYBE SOME MINOR REHABS YOU TALKED ABOUT, BUT HOW MANY OF THOSE 59? AND WE ACTUALLY COMPLETED.
WE'LL JUST, I MEAN, JUST GIVE ME A REASONABLE WE'RE ALMOST AT HALF OR 50% OF WHAT WE STARTED WITH.
[00:15:11]
ANY OTHER QUESTIONS KATE? HE TELLS WE'VE BEEN LUCKY WITH THE LACK OF HURRICANES.LET HER REPORT, BUT CHIEF, UM, CITATIONS, SIX WARNINGS FOR LITERALLY WHAT WE'VE NOTICED IS THAT THERE'S NOT A LOT OF ACTIVITY ON LITERALLY TELEPHONE LINES AND NOT GETTING A LOT OF REPORTS COMING IN.
SINCE THERE HAS BEEN SOME QUESTIONS RAISED ABOUT WHAT CONSTITUTES
YOU'RE NOT SUPPOSED TO BE THERE.
YOU'RE NOT SUPPOSED TO BE THAT'S WHERE WE ARE.
SO THE FORUM, WELL, I THINK THAT, UH, AS WE TALKED ABOUT BEFORE, WE REALLY NEED TO PUBLICIZE THE FACT THAT THERE WAS NUMBERS FOR, YOU KNOW, WHEN YOU SEE SOMEBODY, LET HER, ALL OF A SUDDEN THAT GIVES YOU A, UH, SO YOU TO NOT JUST SIT IDLY BY AND BE FRUSTRATED BY IT.
AND, UH, WE NEED TO PUT SOME LITTLE BLURBS ON CHANNEL 10 AND, UH, IN SOME OTHER WAYS TO, TO MAKE THE PUBLIC AWARE OF THAT.
SO, UH, MY MAGAZINE THAT I ACTUALLY HAD TO MAKE SURE THAT LITTLE DECAL OF THE NO LITTER THING, UH, WE COULD ORDER DECALS AND JUST GIVE THEM TO ANYBODY, BUT WE'RE WILLING TO PUT THEM ON A VEHICLE.
AND I'M SURE THAT WE CAN PUT THEM ON A CITY LICENSE PLATES AND ON, AND IT MAYBE THAT'D BE A GOOD REMINDER OF THE PEOPLE WHO KNOW THESE VEHICLES ALL THE TIME.
CAN YOU DO, CAN YOU AND YOUR STEAK STEP ON A LICENSE PLATE LIKE THAT, PLEASE.
EVEN IF YOU STICK IT ON THE SAME, IF YOU STICK IT ON YOUR BACK OR YOUR CAR, BUT YOU CAN'T REALLY PUT IT ON THE PLATE, WHAT MAX HAS GOT, YES, THIS IS THE STATE NOW ALLOWS PEOPLE TO BUY A SPECIALTY PLATE, WHICH HAS AN ANTI-LITTER SYMBOL ON THE PLATE, THE SAME AS THEY DID IN THE LIGHTHOUSE, NATIONAL GUARD, UNIVERSITIES, ET CETERA, THAT THEY NOW DO NOT LITTER PLATE AVAILABLE FOR INDIVIDUALS.
BUT THIS IS A BIG, THIS COULD BE FOR YOUR REAR MIRROR OR YOUR BUMPER TYPING ON, JUST GIVE IT TO PEOPLE, MAKE THEM AVAIL.
WELL, WE DEFINITELY, DEFINITELY NEED TO PUBLICIZE THOSE NUMBERS JUST TO, SO PEOPLE REALIZE, AND DANNY, I KNOW IS GOING TO MOVE THEM UP.
LIKE WE TALKED ABOUT IN THE, UH, WHERE YOU COME OFF ON THE EXIT.
I THINK THEY NEED TO BE KNOW FOR OTHER THAN ONE OR TWO CAR LENGTHS FROM THIS, FROM THE STREET.
SO WHEN YOU'RE SITTING THERE, YOU CAN ACTUALLY HAVE TIME TO STOP AND READ WHAT'S ON THE SIDE INSTEAD OF TOMORROW.
NOW, YOU KNOW, YOU MOVE THEM TONIGHT, BUT I THINK THAT'S ALL RIGHT.
I KNOW HE'LL DO IT, NOT A PROBLEM, BUT, UH, WE DO NEED TO PUT TOGETHER SOME SPOTS AND MATCH YOUR, A GOOD, UH, UH, VIDEO GUY, WHATEVER.
BUT LIKE IT'S A LITTLE, JUST THE ONE DAY STILL SPONSOR.
WHOEVER DOES IT FOR CHANNEL 10.
THEY ASKED THE GUY BACK THERE, HE GOT IT, SHEETS US.
IT MAKES MY HEAD LOOK LIKE A HALLOWEEN, PUMPKIN.
AND, UH, WE'LL GET WITH YOU WHERE YOU CAN GET WITH US AS TO WHAT WE WANT TO PUT ON, BUT WE JUST WANT TO NOTIFY THE PUBLIC SO THAT THEY CAN, WHEN THEY SEE SOMEBODY LETTERING OR SEE THE STUFF ON THE SIDE OF THE ROAD, THEY CAN PICK UP THE CELL PHONE OR WHATEVER NUMBER THAT SOMETHING WILL HAPPEN.
WE APPRECIATE THE REPORT AND UH, LET'S SEE WHAT WE'RE HERE.
NEXT THING IS THE PUBLIC HERE IN REGARDING THE ANNEXATION, THE 14.489 ACRES OWNED BY PHILIP AND RICHARD CELL HORN LOCATED IN MEMBERSHIP SEVEN TOWNSHIP.
AND WHO'S GOING TO TELL US ABOUT THAT NAZI, MR. MAYOR.
THIS IS A, THIS IS A PARCEL OF LAND THAT'S ADJACENT TO, UH, TO BURN A SUBDIVISION, UH, UH, ON THE CITY SIDE, ACTUALLY, I THINK IT'S HOW ROAD, OR IS IT AIRPORT ROAD, WHICH OLD AIRPORT ROAD.
AND, UH, IT, AS YOU'RE GOING INTO, UH, TO BURN ON OLD AIRPORT ROAD TOWARDS THE CLUBHOUSE, IT WOULD BE ON YOUR RIGHT AND 14 ACRES OF LAND THERE THAT WOULD CONNECT RIGHT THERE TO, UH, TO BURN.
I THINK THE OWNERS MIGHT BE HERE TONIGHT.
THEY CAN ANSWER ANY QUESTIONS IF YOU HAVE AND YOU ALL ASKING FOR IT TO BE RIGHT.
WE WANT TO, WE WANT TO MAKE CLEAR, EXCUSE ME.
[00:20:01]
WE APPRECIATE IT.I'D LIKE TO KNOW WHAT THE INTENTIONS ARE FOR THE NEW SERVICE.
IS THERE ANYONE IN HERE IN OPPOSITION TO THIS SLOWS ON ANNEXATION REQUESTS? SO I'D LIKE TO MAKE A MOTION.
SO YOU MADE MOSTLY CLOSED APPELLATE HERE.
ANY FURTHER DISCUSSION? ALL IN FAVOR, SAY I WILL POSE.
I MEAN, I MOVE, WE ADOPT THE, UH, ZONING ORDINANCE ANNEXATION.
I'M SORRY, THE ANNEXATION ORDINANCE.
ANY FURTHER DISCUSSION OF THAT? I CALLED PLEASE.
PUBLIC HEARING TO CHANGE HIS OWN ASYLUM CLASSIFICATION OF A 5.096.
I CAN TRY ON SOUTH LYNN BARNEY ROAD, SOUTH OF BRUNSWICK AVENUE, RSX RESIDENTIAL TO C4 NEIGHBORHOOD BUSINESS DISTRICT.
NOW YOU'RE GONNA THANK, UH, THIS PROPERTY JUST TO ENSURE THAT EVERYONE IS FAMILIAR WITH IT.
IT'S ON THE SAME SIDE OF SOUTH IN BURNIE, AS ABILITIES AND ED AND THE STERLING HOUSE, THAT WOODED AREA IN BETWEEN THE STERLING HOUSE AND THAT WE'RE TALKING ABOUT, IT BACKS UP TO THE STAKES.
SO AT THE PLANNING AND ZONING BOARD MEETING, THE APPLICANT SPOKE ON THE PROPOSED REZONING.
THERE WERE, UH, UH, TWO OR THREE NEIGHBORS THAT CAME OUT THAT EXPRESSED CONCERN ABOUT THE IMPACTS THAT THE DEVELOPER WOULD HAVE ON THEIR PROPERTY THERE IN COMMUNIST STATES THAT THE, THROUGH THE DISCUSSIONS, IT WAS, UH, DECIDED THAT REALLY THOSE WERE THINGS THAT COULD BE BEST ADDRESSED THROUGH A SPECIAL USE PERMIT IN THAT ANYTHING GOING IN THERE, WE HAVE TO MITIGATE ITS IMPACT ON ADJACENT PROPERTIES.
UM, THERE IS OF COURSE THE, UH, CONCERN ABOUT ADDITIONAL TRAFFIC ON THEM, BARNEY AND, UH, ANYONE DEVELOPING THERE WILL HAVE TO WORK WITH
AND ALSO THE ZONING BOARD FOLLOWING A HEARING THE PRESENTATIONS AND, UH, DIFFERENT SCARVES OVER THE NEIGHBORS DID RECOMMEND TO FUNDING FROM SIX TO SEE FOR.
UH, BUT THEY DID AGREE THAT, UH, THE IMPACT OF THE RESIDENCE WERE, WAS A CONSIDERATION, BUT, UH, ASSUMED THAT SPECIAL USE PERMIT WOULD TAKE CARE OF THAT.
ASSUMING THIS GOING THROUGH THAT DO TO HAVE TO GO HAVE A SPECIAL USE PERMIT, UH, WHAT CAN EVERYBODY, OR WOULD I HAVE TO GO THROUGH THE SPECIAL USE PERMIT? UM, IF THEY, UH, DEVELOP IN SIZES LESS THAN TWO PAPERS, THEN YOUR REQUIREMENT, LET'S SAY 10 FOOT VEGETATIVE BUFFER SEPARATING HIM FROM THE RESIDENTIAL AREAS THAT'S REQUIRED, THAT'S REQUIRED.
AND IF IT'S MORE THAN TWO ACRES, THEN IT'S A SPECIAL USE.
IF IT'S MORE THAN TWO ACRES, IT'S A SPECIAL USE PERMIT.
AND, UH, YOU LOOK AT THE IMPACTS AND WHETHER ADDITIONAL MODIFICATIONS IS NEEDED, UM, YOU KNOW, IN TAFT WAS REQUIRED TO PLACE WITH WALMART.
WHAT TOOK PLACE WITH LOWE'S MS.
I ATTENDED THE PLANNING AND ZONING BOARD MEETING WHERE THIS WAS DISCUSSED INITIALLY, AND THE FOLKS THAT, UH, LIVED THERE ON DARE COURT AND ON PLYMOUTH DRIVE.
AND IT BACKS UP DIRECTLY TO THAT.
UH, WHAT DID LOCK THAT FACES GLEN BURNIE? THEIR MAIN CONCERN WAS, UH, WHAT'S GOING TO GO THERE.
AND RIGHT NOW, REALLY THE OWNER OF THE PROPERTY, HE DOESN'T KNOW WHO'S GOING TO BUY IT AND WHAT THEY'RE GOING TO BUILD THERE, BUT THAT WAS THEIR MAJOR CONCERN.
SO THEY WOULD, UH, WHEN I SPOKE TO THEM,
[00:25:01]
UH, OUT HERE AFTER THE MEETING, THAT WAS WHAT THEY WERE WORRIED ABOUT IS WHAT IN THE WORLD IS GOING TO GO THERE.SO LIKE, NOBODY KNOWS RIGHT NOW, WHAT IS, WHAT'S GOING TO BE USED FOR THAT? OTHER THAN THOSE PERMITTED USES OF C4.
UH, I MET WITH A LADY TODAY WHO LIVES OUT IN THAT AREA AND THE NEIGHBORS ARE NOT WORRIED ABOUT IT AT ALL, BECAUSE THEY DEPEND ON THE CITY, PROVIDE THE NECESSARY BUFFERING WITH THE NEW DEVELOPER TO MAKE SURE THAT THEIR PROPERTIES ARE NOT NEGATIVELY IMPACTED.
THEY KNEW ALL ALONG THAT SOMETHING WAS GOING TO BE BUILT THERE.
THEY JUST DIDN'T KNOW WHAT, BUT THEY'RE NOT, UH, THEY'RE NOT REALLY OPPOSED TO IT RIGHT NOW, AS LONG AS WE PROMISE TO DO WHATEVER WE CAN TO MAKE SURE IT'S A QUALITY DEVELOPMENT.
IS THERE ANYBODY HERE TONIGHT? IT'S SUPPOSED TO IT.
I HAVE A QUESTION NOW, MIKE, IS THAT A STREET THAT RUNS THROUGH THAT? OR IS THAT JUST THE BOUNDARY NOW THAT LINE THAT YOU SEE GOING THROUGH THERE, IT'S ACTUALLY A LAMBORGHINI CORRIDOR OVERLAY DISTRICT.
I GOT COULDN'T RECALL THE STREET.
IT, UH, IF YOU'VE GOT THE COLOR FIRST, THAT WOULD HAVE BEEN I'VE NOW MOVED.
WE CLOSED THE PUPPET HERE, RIGHT HERE A SEC.
FURTHER DISCUSSION, IF NOT ALL IN FAVOR, SAY AYE.
ALL OPPOSED IT, JAYDEN MAKE A MOTION THAT THE ZONING, UH, C4 WILL BE ADOPTED.
UM, ANY FURTHER DISCUSSION, IF NOT CALL THE ROLL, PLEASE, MATE.
NEXT THING WE HAVE IS A CONSENT AGENDA.
LIKE A MOTION WE APPROVE THE SECOND.
ANY FURTHER DISCUSSION OF THAT? IT'S NOT COLD LOW PLEASE.
NEXT THING WE HAVE IS APPOINTMENTS IT'S BAD.
UH, IT HAS BEEN RECOMMENDED TO ME THAT, UH, WE, UH, EXTEND MR. PAUL HARRISON'S TERM OF OFFICE ON THE NEW BERN PLANNING AND ZONING BOARD, WHICH HAS RECENTLY EXPIRED AND HE IS AGREED TO, UH, SERVE AGAIN.
HE IS GOOD AT TENANTS AND HE WAS A GOOD MEMBER OF THE BOARD.
AND I RECOMMEND THAT WE, UH, NOMINATE HIM FOR ANOTHER TERM ON THAT, UH, PLANNING AND ZONING BOARD ALL IN FAVOR, SAY AYE, OPPOSED? NONE.
UM, I HAVE LIKE A NOMINATION THAT MAKE MOTION THAT WE NOMINATE MISSES.
I BROUGHT MS. MILDA DAVIS TO THE POLICE CIVIL SERVICE BOARD.
AND I'LL GET THE ADDITIONAL INFORMATION FOR ADDRESS TO THE CITY CLERK TOMORROW.
SAY ANY FURTHER DISCUSSION ALL IN FAVOR, SAY AYE, ALL OPPOSED.
NO, I HAVE ONE MYSELF AND I ALSO HAVE KNOWN AND ALSO RECOMMENDED MS. CAROLYN FRAZIER, UH, TO BE APPOINTED TO THE APPEARANCE COMMISSION SECOND.
AND THE PART OF THE DISCUSSION ABOUT IT.
NOT ALL IN FAVOR, SAY AYE, OPPOSE NOTHING.
AND I HAVE ONE LIKE THE NOMINATE TAB, MICHELLE TO THE PLANNING AND ZONING BOARD.
ANY FURTHER DISCUSSION OF THAT, IF NOT ALL IN FAVOR, SAY AYE, ALL OPPOSED.
SALINAS, MAKE SURE I DON'T HAVE ANY MS. LEE.
I JUST HAVE ONE CONCERN, UM, IN PLEASANT HILL NEIGHBORHOOD, UM, MS. MONTGOMERY BEEN WORKING ON A PROJECT FOR QUITE SOME TIME, AND THAT IS, SO THIS IS THE HARTMAN AND HE IS MADE EVERY ATTEMPT TO HELP.
AND THAT IS TO GET THE MAILBOXES PUT ON BOTH SIDES OF THE HOUSE, OUT OF THAT NEIGHBORHOOD.
THEY HAVE LIKE A RULE, A MAIL ROUTE, BUT IN ALL OF THE LITTLE STREETS IN THE COMMUNITY, THEY HAVE THE PEOPLE GET THEIR MAIL AT THE DOOR.
AND THEIR CONCERN IS THAT MANY OF THE PEOPLE ARE ELDERLY.
YOU HAVE TO CROSS THAT BIG HIGHWAY JUST TO PICK UP THE MAIL.
AND IT SEEMS THAT THAT'S THE ONLY STRETCH BETWEEN NEBULOUS FIT.
THIS COP WAS A DEAL ON HIGHWAY 55 WHERE THIS HAPPENS.
SO SHE HAS WRITTEN TO POSTMASTER.
WE HAVE CONTACTED COMES FROM CLAYTON AND OTHERS.
AND HOW WAS THIS WONDERING IF THIS BOARD DOS
[00:30:01]
BECAUSE YOU GUYS DIDN'T DUSTIN.BUT I WAS JUST WONDERING IF WE COULD GET A LETTER OF SUPPORT FOR THOSE MAILBOXES TO BE YES, WE WILL.
AND IN FACT, WE'LL DELIVER THEM A COPY AND WE'LL TAKE IT TO THEIR HOUSE.
WE WANT TO MAKE THEM WALK ACROSS THE STREET.
NOW THAT MR. HARTMAN HAD AWKWARD, WHEN HE TALKED WITH THE POSTMASTER HIMSELF SUPPORTIVE GUMMIES REQUEST, THAT THE CITY WOULD DO WHATEVER THEY CAN TO FACILITATE THE SITUATION.
WE'VE MOVED THE MAILBOXES FOR THE RESIDENT, IF THEY WERE OKAY, PUNCH MASTER SAID THAT THEY ONLY HAD, THEY ONLY WENT THROUGH THERE ONE TIME AND THE REASON THEY DIDN'T COME BACK RIGHT THERE.
SO, OR UPSTATE HAS CAME BACK THROUGH THERE AND HAD TO GO THROUGH.
SO I'D SAY ONLY MADE ONE PASS.
THAT'S WHY ALL OF THEM NEED TO BE ON ONE SIDE OF THE ROOM.
IT REALLY SEEMS LIKE THAT THEY COULD MAKE SOME KIND OF ARRANGEMENTS THAT WOULD ALLOW TO DO IT.
WE'VE COME A LONG WAY SINCE YOU GOT, I USED TO HAVE TO FIGHT OFF
UH, ONE OF MY DAUGHTERS HAS A PLACE IN LANTANA, FLORIDA, WHERE SHE SPENT AS THE LENDER AND IN LANTANA, HIS BIG CLAIM TO FAME.
WELL, THERE'S TWO BIG CLAIMS TO FAME.
ONE IS THE FACT THAT THE AUTHOR OF THE HEADQUARTERS OF THE NATIONAL INQUIRER IS LOCATED THERE.
THE SECOND ONE IS THAT, UH, THEY'RE USED TO BACK IN THE TWENTIES, THERE WAS A POSTAL AND WE HAD TO WALK DOWN THE SAND FOR ABOUT 30 MILES TO GET MAIL TO THAT AREA.
AND HE DID THAT EVERY DAY UNTIL AN ALLIGATOR ATE.
AND IT'S THE, IT'S THE WHOLE, THE BAREFOOT POST.
HE WAS KILLED BY AN ALLIGATOR.
SO THERE ARE, THERE ARE DELIVERING THE BAIL IS A LITTLE BIT DIFFICULT.
UM, I TALKED TO BY PHONE THIS AFTERNOON AND ENCOURAGING IT WAS THE OTHER GENTLEMAN HAD CALL THE GENTLEMAN WHO IS MORE OR LESS LEADING THE EFFORTS TO GET A STATE MEMORIAL FOR FIREMAN, UH, VOLUNTEER AT PROFESSIONAL WHO NAI AND LINE OF DUTY, THE FIREMAN'S MEMORIAL.
WE HAVE TALKED ON A COUPLE OF OCCASIONS HERE ABOUT SEEING IF PERHAPS IT WOULD BE GOOD FOR THE CITY OF NEWBURGH TO TRY TO GET THAT MEMORIAL LOCATED HERE.
SINCE WE ALREADY HAVE A SOLID INFRASTRUCTURE WITH OUR MAIN, OUR OLD MAIN FIRE STATION, WHICH IS A VERY NICE BUILDING.
UH, IT WOULD, IT WOULD REQUIRE A LOT OF WORK BEFORE IT COULD BE USED AS A MUSEUM, BUT FROM A HISTORIC STANDPOINT, IN A, ON A PARENT STANDPOINT, IT WOULD BE A GOOD BUILDING.
WE HAVE ADJACENT PROPERTIES THAT WOULD ALLOW EXPANSION.
AND THE THING THAT INTERESTED HIM AS MUCH AS ANYTHING ELSE WAS THAT WE HAVE PARKING AVAILABLE AND THAT LOT, THIS IS ADJACENT TO THE EXISTING FIREARMS MUSEUM ACROSS THE STREET FROM THE PRESBYTERIAN CHURCH.
HE IS VERY INTERESTED IN US PURSUING GETTING THE STATE FIREMAN'S MEMORIAL ESTABLISHED IN NEWBURN.
WHAT HE SUGGESTED WAS THAT IF IT MET WITH THE BOARD'S APPROVAL, WE'D GET A LETTER OUT TO HIM, A RESOLUTION GRAFTED SO THAT WE COULD APPROVE OR DISAPPROVE WHATEVER AT THE NEXT MEETING OF THE BOARD, SO THAT WE WOULD MAKE OUR INTEREST KNOWN TO PEOPLE AT THE STATE LEVEL THAT WE ARE INTERESTED IN PURSUING THIS MATTER, NO OBLIGATION.
IT'S JUST LETTING THEM GETTING OUR NAME.
AND HIS FEAR IS THAT RALEIGH HAVING SO MUCH POLITICAL CLOUD AT SOME POINT, SOMEONE'S GOING TO SAY, WELL, WHY DON'T WE JUST PUT IT HERE? AND IT'LL BE A DONE DEAL WITH NO ONE ELSE EXPRESSING AN INTEREST.
SO I WOULD HOPE THAT PERHAPS WE CAN COME TO AN AGREEMENT ON HAVING THE RESOLUTION DRAFTED.
AND YOU MENTIONED AT ONE POINT APPOINTING A COMMITTEE TO WORK TOWARD THIS.
NOW WE ALL UNDERSTAND THAT STATE MONEY IS VERY DIFFICULT TO COME BY AT THIS TIME.
BUT IF WE WAIT UNTIL THINGS ARE A LITTLE LOOSER IN THE FINANCIAL DEPARTMENT, UH, A FEW YEARS FROM NOW, WE'LL BE THAT FAR BEHIND THE BALL, UNLESS WE START NOW AND LET THEM KNOW CONSTANTLY THAT WE'RE INTERESTED.
I WOULD LIKE TO SEE YOU APPOINT A STEERING COMMITTEE OF SAY THREE OR FOUR PEOPLE WHO WOULD BE OFFICIALLY APPOINTED BY US AS A STEERING COMMITTEE FOR A FIREMAN'S MEMORIAL STATE FIREMAN'S MEMORIAL AND MUSEUM EXPLORATORY COMMITTEE.
AND LET THEM ALONG WITH YOU SIGN THAT RESOLUTION.
SO WE WILL NOT ONLY BE ABLE TO AT A LATER DATE, PREPARE A PRESENTATION
[00:35:01]
WITH PHOTOS OF ALL WE HAVE AND PROJECTIONS OF WHAT CAN BE, BUT WE WILL ALSO HAVE A COMMITTEE IN PLACE TO DO THAT.AND AT THAT POINT IN THE WEEK, WHEN WE GET DOWN TO THE POINT OF PREPARING THIS PRESENTATION, WE SHOULD BE ABLE TO GET A LITTLE HELP, HOPEFULLY FROM THE TOURISM GROUP, SINCE THIS WOULD BE A, I THINK IN THE FUTURE, A MAJOR TOURIST ATTRACTION, BECAUSE, YOU KNOW, VOLUNTEER FIREARM ARE VERY ACTIVE GROUP.
THEY LIKE TO, UH, TO GO PLACES LIKE THIS.
THEY LIKE TO GO TO THE TRAINING TRIPS.
AND I THINK THIS WOULD BE A VERY GOOD THING FOR THE FUTURE OF NEWBURN, BUT WHAT I THINK WE NEED TO GET STARTED NOW, WHILE PEOPLE IN THE TRIANGLE WANT US BE PART OF THE PROCESS.
SO I WILL LEAVE THAT, UH, FOR THE BOARD DISCUSSION AS TO WHETHER OR NOT THEY WANT TO GO AHEAD WITH, UH, IN THE NEXT FEW DAYS, LETTING YOU APPOINT A STEERING COMMITTEE AND HAVING A RESOLUTION DRAFTED AND SIGNED BY THAT COMMITTEE AND BY YOU THAT WE ARE INTERESTED AND WE HAVE THE INFRASTRUCTURE AND WE WILL MAKE A PRESENTATION IN THE NOT TOO DISTANT FUTURE.
SO THEY WILL KNOW EXACTLY WHAT YOU'RE MAKING THAT AS A MOTION I'LL IS THAT PART OF THE DISCUSSION THAT NOT ON FIRE TO SAY, I WILL DO EXACTLY THAT.
WELL, THERE WILL BE, THERE IS GOING TO THE CLIMATE CHANGE.
WE'RE ABOUT DOWN FINANCIAL TIME ON A STATE BASIS NOW, BUT THESE THINGS ARE CYCLICAL THAT WILL CHANGE.
AND IF WE START NOW, WE WILL BE IN A MUCH BETTER POSITION WHEN MONEY DOES BECOME AVAILABLE, WE WILL HAVE DONE OUR GROUNDWORK.
WE'LL HAVE THE COMMITTEE TOGETHER, WE'LL HAVE THE PRESENTATION AND MAYBE WE'LL HAVE ALREADY STARTED DOING THE LITTLE THING, LITTLE THINGS TOWARDS SPRUCING UP THE PROPERTY AND SOME PLANNING.
AND WE'LL BE THAT JUST THAT MUCH CLOSER TO REALITY WHEN SOME MONEY DOES SUDDENLY APPEAR.
AND WE HAVE SOME THINGS WE CAN LEVERAGE LOG THE OLD AND HISTORY OF OUR FIRE DEPARTMENT, A WORLD WHERE I CAN AT HOME.
I MEAN, SOME THINGS, IF IT'S SOME OTHER PEOPLE CAN'T REALLY BUY WITH MONEY AND WE'VE ALREADY HAD JUST LIKE THE TDA SUPPORTS THE FIREMAN'S MUSEUM AND SO FORTH.
SO MAYBE WE'VE GOT SOME LOCAL PEOPLE THAT ARE WILLING TO GET BEHIND IT AND DO SOMETHING WITH IT.
SO I THINK IT'S, IT'S EXACTLY WHAT WE NEED TO DO.
AND I THINK THE MAN THAT YOU CONSIDERING FOR CHAIRMAN WOULD BE AN EXCELLENT CHOICE IF HE, IF HE WILL AGREE TO DO THAT.
AND I'LL ASK, UH, WE, WE CANNOT, WHEN WE TALK ABOUT TOURISM, THE TOURISM INDUSTRY, WE CANNOT DEPEND ON JUST ONE OR TWO OR THREE ATTRACTIONS BEING, UH, WHAT DO WE REALLY NEED TO BECOME A REAL TOURIST STRONG POINT? TRYON PALACE IS WONDERFUL.
THE OLD HOMES TOUR, THE GHOST LAW, THE CHRYSANTHEMUM FESTIVAL, WE HAD ALL ADS, BUT THIS WOULD GIVE, IF WE COULD GET THE STATE FIREMAN'S MUSEUM AND MEMORIAL HERE, IT WOULD BE A TOTALLY NEW FACET.
IT WOULD BE A TOTALLY NEW MARKET AND THE TOURISM ATTRACTIONS, AND JUST LIKE IF HAVE LOCKED TO GET THE AIR MUSEUM, THAT WOULD BE ANOTHER WONDERFUL ADDITION.
AND EVENTUALLY THE MAYOR'S AUTO ABUSIVE.
YEAH, MY WIFE, SHE DOESN'T WANT THAT.
WHICH MY HAIR, WHERE YOU TALKING ABOUT? OH, MARTHA.
NO, I THINK THAT'S A GOOD IDEA.
AND, UH, YOU KNOW, AGAIN, IT'S SOMETHING THAT WE CAN DO THAT IT VERY FEW PEOPLE HAVE HAD THE BUILDING BLOCKS TO DO IT WITH.
SO WE APPRECIATE THE COMMENTS MR. BOUNDS.
UH, MAYOR AND MEMBERS OF THE BOARD ABOUT A MONTH AGO.
UH, I, I MET WITH THE HOMEOWNERS AT TWO BURNER AND I THINK MR. FREEZE WAS THERE.
AND ONE OF THE CONCERNS THAT THEY VOICED WAS, UM, UM, ZONING IN AND AROUND THE PROPERTY THAT THEY OWN, AS YOU KNOW, THEY ARE A SATELLITE ANNEXATION.
SO THEY'RE SURROUNDED BY AN UNINCORPORATED AREA IN THE COUNTY, AND THERE WAS NO ZONING IN THE COUNTY.
UH, THERE IS A LOT OF UNDESIRABLE USE OF LAND, UH, RIGHT, UH, CONTIGUOUS TO THE, UH, TO BURN THE PROPERTY.
AND SO THEY WANTED SOME TYPE OF ZONING OR SOME TYPE OF CONTROL ON THE USE OF LAND THAT THAT'S, UH, ADJACENT TO THEIR LAND.
AND I THINK THEIR CONCERNS ARE VERY APPROPRIATE.
AND, UM, BEFORE YOU IS A RESOLUTION THAT MR. HARTMAN HAD, UH, DRAFTED OUT, I DO BELIEVE IT'S A RESOLUTION WHERE WE ALL WERE REQUESTING COUNTY TO INSTITUTE SOME TYPE OF ZONING AND NUISANCE NUISANCE ABATEMENT IN AND AROUND, UH, UH, SUBDIVISION.
AND THE REASON FOR THAT IS THAT, UH, IF THE USE OF AROUND TWO BURNER IS, IS CONTRARY TO THE USE OF THEIR PROPERTY,
[00:40:01]
IT CAUSE SUBSTANTIALLY A DOMESTIC PROPERTY VALUE OF THAT TO SUBDIVISION PLUS, UH, THEIR OLD, SOME PROTECTION SIMPLY BECAUSE OF THE ACCOUNT RESIDENCE ALSO.SO I'M ASKING THE BOY TO, UH, THAT I'M MAKING A MOTION THAT WE ADOPT THIS RESOLUTION REQUESTING THE COUNTY TO INSTITUTE SOME TYPE OF ZONING AND NUISANCE ABATEMENT IN AND AROUND THE, TO BURN.
I THINK THE RESOLUTION HAS TO BE BEFORE YOU CAN MAKE A COMMENT.
THAT'S PROBABLY THAT YOU'RE TALKING ABOUT, GOES OUT TO MY NEW WARD, WHICH IS EVAN'S MILL THE PART ON THE OTHER SIDE, FURTHER EAST.
AND I WOULD CERTAINLY SUPPORT WHATEVER THE FOLKS INTO VERNAL ONE BECAUSE OF THE FOLKS IN EVAN'S MILL WANT THE SAME THING TO AT LEAST CLEAN UP THE AREA OUT THERE, WHICH IS NOW A MAJOR JUNKYARD.
AND I'M NOT SURE WHAT KIND OF COMMERCE GOES ON OUT THERE.
I DON'T KNOW HOW MANY OF THOSE THINGS YOU'RE GOING TO SELL, BUT I WOULD LIKE TO SEE SOMETHING DONE TO ELIMINATE THAT A BLIGHT ON THE PROPERTY OR THE B THE, THE UNKEPT PROPERTY THAT GOES ALONG THAT ROAD THAT GOES OUT TO EVAN'S MILL.
I THINK YOU CALLED THE ROAD ON THAT ONE, DON'T YOU? YES, YES, YES.
ALL RIGHT, MR. PROGRAM, I DON'T HAVE A MISCELLANEOUS, BUT I DIDN'T, I DIDN'T MAKE ALL THIS WORK ON THIS RESOLUTION.
JUST FOOD FOR THOUGHT WITH WHAT WAS THE RELEVANCE ASS, IF THE COUNTY THAT DO IT WELL, THEN WE HAVE TO GO TO PLAN B.
WHAT IS, I'M SORRY,
AND, UH, THERE'S GOING TO BE MORE ANNEXATION IN THAT AREA VOLUNTARILY BECAUSE DEVELOPERS ARE GOING TO WANT THE SERVICES TO CITY HATS AND LAND ADJACENT TO, TO BARNA IS AT SOME POINT GOING TO SOME OBJECT GRADUALLY COME INTO THE CITY FOR THOSE REASONS.
AND NATURALLY THERE'S AN INTEREST IN US GETTING AS MUCH COOPERATION ON THE PART OF THE COUNTY COMMISSIONERS AS POSSIBLE BECAUSE THE VALUE OF THE PROPERTY AS DEVELOPED IS GOING TO IMPACT ON THE COUNTY'S FINANCIAL SITUATION.
AS MUCH AS THE CITIES IT'S GOING TO IMPACT THE WHOLE AREA.
SO EVERYBODY STANDS TO GAIN IN THAT, IN, IN AN UPGRADING OFF OF PROPERTIES AROUND THAT DEVELOPMENT.
UH, THERE'S A LOT OF NICE HOUSES OUT THERE TOO, THAT RIGHT ALONG THE AIRPORT ROAD BETWEEN TWO, UH, AND, UH, EVAN'S MILL.
AND I THINK THEY WOULD PROBABLY BE AN ART CORNER.
IF WE TRIED TO ENCOURAGE THE COUNTY OR WHOEVER IS GOING TO HAVE THE FINAL RESPONSIBILITY TO MAKE THAT ROADWAY A MUCH MORE PLEASANT, DRY, I MEAN, IT'S SOME BEAUTIFUL HOMES OUT THERE, FARMS OR WHATEVER.
SO I THINK MAYBE WE COULD ASK THEM TO SUPPORT US IN THIS, UH, MISS REQUEST.
BUT AGAIN, IT'S GOING TO BE SOMETHING THAT THE COUNTY HAS TO DO.
JUSTIN SUPPORTIVE OF REQUESTS, ASKING TO GET INVOLVED.
I THINK HE'S MAKING NOTES RIGHT NOW.
I WAS GOING TO POINT OUT FOR THOSE WHO HAVEN'T REALIZED IT.
I WAS TALKING TO MR. HART ON TODAY, BUT, UH, OUR MEETING IN OCTOBER HAPPENS TO BE ON ELECTION LIGHT.
NOW I KNOW SOME OF YOU ARE A, AND IT DOESN'T BOTHER YOU ALL THAT.
WELL, FOR SOME OF THE REST OF IT WAS, WE MAY WANT TO KNOW WHAT'S GOING ON.
SO I WAS GOING TO PROPOSE THAT WE MOVE AT MEETING LIKE UP A DAY OR BACK A DAY, OR DO SOMETHING INSTEAD OF US BEING IN HERE ON ELECTION NIGHT.
WHAT ARE YOU THINKING OF? THAT IS MOVING IT THE DAY AFTER WEDNESDAY.
SO THAT WAY, IF YOU LOSE, YOU MAY OR MAY NOT SHOW UP AND IF YOU WIN, YOU CAN JUST STAY UP TUESDAY NIGHT.
THEY HERE ALREADY BEEN HERE EARLIER.
IS EVERYBODY IN FAVOR THEN? UH, UH, DO WE NEED TO MAKE A MOTION OR JUST A SUGGESTION? WE NEED TO MAKE SOMEBODY MIGHT MOVE.
THERE HAS BEEN A MOTION TO MOVE THE MEETING TO THE FOLLOWING
[00:45:01]
OCTOBER WEDNESDAY NIGHT, OCTOBER THE 10TH.ANY FURTHER DISCUSSION? NOT CALLED ROLL PLEASE.
MR. MAYOR A GENTLEMAN BY THE NAME OF BOB, CASEY TOLD ME TO SAY HELLO TO YOU FOR HIM AND SAY THAT IF YOU WERE STILL INTERESTED IN THAT J-TUBE CARBORATION HOOKUP FOR THE OLDSMOBILE THAT YOU TRIES TO GET ALL THE TIME, HE STILL REMEMBERED.
I GOT MY ONE, BUT I'LL TAKE ANOTHER ONE.
THE NEXT THING WE HAVE IS THE ATTORNEY'S REPORT.
MR. MAYOR, ONE ITEM DANNY MEADOWS HAS BEEN WORKING, UH, FOR THE MONTH FEST AND TRYING TO GET ONE OF THE MARINE CORPS HARRIERS, UH, ON DISPLAY DURING THAT IT'S PART OF THAT PROCESS.
HE WAS ASKED TO, UH, TO PERSONALLY SIGN A RELEASE AND IDENTIFICATION AGREEMENT TO ENSURE THE SAFETY OF THE HARRIER FROM THE BASE TO HERE AND BACK.
SO PEOPLE UH, SO WHAT, WHAT DEAL WAS MY FAULT? WHAT DANA DECIDED TO DO WAS TO NARROW THAT RELEASE TO WHERE, UH, WE'RE GOING TO AGREE TO, UH, TO BE RESPONSIBLE FOR THE PLANE.
ONCE IT'S HERE, ONCE IT'S PLACED INSIGHT, AND THEN THE POLICE CHIEF TAKES OVER RESPONSIBILITY FOR IT.
AND THEN AGAIN, UH, RELEASING ONCE THEY COME AND PICK IT BACK UP, YOU KNOW WHAT ONE OF THOSE THINGS CAUSED RIGHT THERE.
WE'RE GOING TO USE A FLATBED TRUCK.
THEY DON'T GIVE YOU THE AMBULANCE TRANSPORTATION.
WHAT IS THEY HAVE SAID, EITHER FLY OR DELIVER IT BY TRUCK.
HAVE THEY NOT HAVING THEM GET IT HERE? IS IT TO FLY?
IF YOU BREAK IT, YOU BOUGHT IT.
FIRST OF ALL, WE ARE WILLING TO ACCEPT RESPONSIBILITY FOR THE PLANE.
ONCE IT'S A YEAR DELIVERED SET UP AND OUR POLICE TAKE OVER ITS SECURITY.
AND THEN OUR LIABILITY IS AT THE END OF THE MONTH FAST WHEN THE POLICE WERE REPLACED WITH THE MARINES, TAKE THE PLANE AWAY.
UM, SECOND POINT IS, AS DANNY MENTIONED THERE, WE HAVE NO ASSURANCE THAT THE MARINE CORPS WILL ACCEPT THIS, THIS AGREEMENT, BUT THEY WANT TO ACCEPT AN UNSIGNED WHEN EITHER.
SO WE'RE GOING TO TRY TO DO THIS TONIGHT, FAX IT TO THEM AND SEE IF THIS WILL WORK, NO GUARANTEES, BUT REALLY IT'S EITHER THIS OR, OR NO HARRIER.
I DON'T KNOW THAT THERE'S ANY, ANYWHERE TO GO WITH IT.
AND YOU KNOW, WE, I BELIEVE SO.
I DON'T SEE MAYER, MY JOB, DANNY.
MY JOB AT CHERRY POINT WAS BUYING THE PARKS AND ALL SORT OF AIRCRAFT.
AND I KNOW WHAT THEY COST JUST, JUST A PART OR TWO ON IT.
AND WE WERE TALKING ABOUT A BIG LIABILITY AND A BIG EXPENSE.
UH, YOU KNOW, THEY HAVE THE DAYS WHERE THE BASE THEY'RE OPEN AND DISPLAY.
ALL THOSE AIRCRAFT IS OPEN TO THE PUBLIC.
THEY CAN SEE IT, BUT WE WERE WANT TO DO THIS.
WELL, I DON'T WANT TO DO THIS.
I THOUGHT YOU WERE TALKING ABOUT GETTING ONE FOR PERMANENT DISPLAY, GETTING ONE TO STAY HERE A FEW DAYS.
I DON'T THINK WE NEED TO DO THIS, BUT THAT'S UP TO THE BALL.
WELL, I DON'T THINK CHIEF WANTS TO DO IT.
[00:50:03]
NO, IT'LL COME OUT OF YOUR BUDGET, BUT THAT'LL BE A 200 YEARS WITHIN YOUR BUDGET.YOU ALL WILL BE ALL UNICYCLES UNTIL YOU THREE LAOS.
WE NOT ACTS A SECOND PURSUED THIS SECOND.
ANY FURTHER DISCUSSION, IF NOT A VOICE VOTE, NOT TO DO IT ALL IN FAVOR OF NOT DOING IT.
SO YOU, IT WANT TO DO IT SAY, I GUESS WE DON'T GET ONE.
WE LOVE THE BRAINS AND WE LOVE THE HAIR, BUT WE GOT, I DON'T WELL ASK THE THING.
I DON'T LIKE THE CITY OF NEAR ONES BEGGING ME.
I HAVE TO TAKE ON THE LIABILITY OF WHAT MIGHT POSSIBLY HAPPEN TO THAT AIRPLANE.
THAT'D BE WATCHING MY GRAND YOUNG HANDS ALL NIGHT LONG.
YOU WANT TO BRING THAT REQUEST THAT MR. MATTINGLY HAS TALKED TO US ABOUT JUST GO AHEAD AND GET IT TONIGHT.
THE FIVE MINUTES WE HAVE WITH THE OTHER DAY, UH, SOME RESIDENTS OVER IN THOMAS STATES, SPECIFICALLY ON DEREK
THERE WENT ON THE MANAGER CALLED ME IN RESIDENTIAL AREA WEST THAT THE PEOPLE WHO WOULD BE DIRECTED BACK, THE PROBLEM WITH THAT, YOU BROUGHT THEM DOWN.
I THINK HE SAID TO HIM, UH, I HAVE NO PROBLEM RECOMMENDING
IT'S ALL IN CONJUNCTION WITH NEIGHBORHOOD.
WATCH NEIGHBORS NEED TO KNOW THE NEIGHBORS AND THE FURTHER DISCUSSION OF THAT, IF NOT, WE JUST NEED A VOTE ALL IN FAVOR, SAY AYE, ALL OPPOSED.
THANK YOU, MR. MAYOR AND MEMBERS OF THE BOARD AND HAVE A RESOLUTION HERE.
THIS IS A VERY SHORT, UH, SMALL MATTER.
THIS IS, UH, THE COMMUNITY COLLEGE.
HE DOES A BASIC LAW ENFORCEMENT TRAINING.
AND, UH, IN DOING THAT TRAINING, THEY HAVE FOUND IT THAT IT WOULD BE VERY USEFUL FOR THEM IF THEY CAN, UH, UTILIZE A POLICE CAR IN DOING IT.
SO THEY'VE ASKED US IF WE CAN, UH, ALLOW THEM TO HAVE ONE OF OUR OLDEST OLDER CARS SO THAT THEY CAN USE IT AND THEY TRAIN OUR OFFICERS ALSO.
AND SO, UH, WE HAVE HERE A RESOLUTION THAT WILL AUTHORIZE THE TRANSFER OF TITLE AND UNDER SHIFT OF ONE OF THE 94, OUR CROWN VICTORIA SAYS, UH, ONE OF OUR, SOME OF OUR OLDEST CARS, UH, IF THE BOARD WOULD APPROVE IT AND WE WOULD GO AHEAD AND TRANSFER THAT CAR OVER TO THEM, THEY CAN USE IT IN TRAINING.
UM, HAVE YOU TALKED TO, SO I WAS JUST, I KNEW THERE WAS SOMEBODY ELSE THAT SHOULD HAVE CALLED.
I WAS THINKING I WAS GOING TO CALL IT THE DON MCDOWELL, BECAUSE CALL ME TODAY.
NO, I'M A BIG PROUD OF THE USE OF THAT OLD COLOR.
MAY I SEE IT LIKE A MOTION? WE ADJOURN SECOND.
