WE, UH, WE'VE GOT A LOT OF ATTENTION WITH THE WORK WE'VE BEEN DOING ON POLLOCK STREET WITH THE METAL DETECTORS IN THE LAST WEEK OR SO A LOT OF PEOPLE HAD STOPPED BY TO WATCH US WORK AND ASK US WHAT WE WERE DOING AND TO EXAMINE THINGS WE FOUND.

THESE ARE SOME OF THE ITEMS THAT WE HAVE FOUND THUS FAR, A LOT OF, UH, NOT A LOT, BUT A NUMBER OF OLD COINS, ENGLISH AND AMERICAN DATING BACK INTO THE 17 HUNDREDS.

WE HAVE A VERY LARGE MEDALLION OR METAL HERE ON ENGLISH, MEDALLION OR METAL.

WE HAVE NOT BEEN ABLE TO IDENTIFY VARIOUS TYPES OF BULLETS, UH, BUTTONS BUCKLES AND OTHER THINGS.

PIPE BOWL, PIPE STEMS. THESE ARE PARTIALLY CLEANED.

THEY WILL BE IN MUCH BETTER SHAPE WHEN WE WERE FINALLY THROUGH WITH THEM.

WE HAVE ONE UP HERE THAT STILL LOOKS THE WAY IT DID ON ONE SIDE WHEN WE FOUND IT.

AND THE BOTTOM PART HAS BEEN CLEANED OFF A LITTLE JUST TO SHOW THEM THE CONTRAST.

BUT I JUST WANTED PEOPLE TO BE AWARE THAT WE ARE FINDING SOME VERY INTERESTING ITEMS IN THE CITY'S PAST AND WE WILL CONTINUE TO DO SO AT ANY SITE THAT BECOMES AVAILABLE TO US.

HOPEFULLY WE WILL HAVE A CASE BUILT BEFORE TOO LONG, AND THESE THINGS WILL BE ON DISPLAY FOR THE PUBLIC AND SOME EASILY ACCESSIBLE LOCATION.

PERHAPS THE VISITORS CENTER, SINCE THE LOBBY OF CITY HALL IS VERY SMALL.

THE CIVIL WAR HAS GOTTEN VERY LITTLE ATTENTION HERE IN NEWBURN COMPARED TO OTHER TOURIST ACTIVITIES.

AND TODAY I RECEIVED A FAX THAT, UH, IT WAS A FAX.

IT WAS ORIGINALLY EMAIL FROM SOMEONE WHO WAS VISITING NEW-BORN AND I WOULD LIKE TO READ IT TO YOU.

WE'RE PLANNING A TRIP TO YOUR AREA SOON.

I'M A CIVIL WAR BUFF, INTERESTED IN THE HISTORY OF THE BATTLE OF NEWBURN, MARCH 14TH, 1862 AND LATER ACTIONS IN AND AROUND NEWBURN IS THE NEWBURN BATTLEFIELD PRESERVE AS A PUBLIC PARK.

WHAT IS ITS CONDITION? IS THERE A VISITOR CENTER, INTERPRETIVE MARKERS? WHERE CAN I FIND INFORMATION ABOUT THE BATTLE OF THE BATTLEFIELD AND CIVIL WAR HISTORIC SITES? AND I JUST WANTED TO READ THAT BECAUSE I FEEL THAT WE ARE SADDLING NEGLECTING A VERY, VERY IMPORTANT TOURIST ATTRACTION IN THE BATTLE OF NEWBURN.

THERE IS NOT ONE HISTORIC MARKER THAT I HAVE BEEN ABLE TO FIND IN THIS COUNTY PERTAINING TO THE CIVIL WAR.

THERE ARE PLENTY FOR THE, OUR REVOLUTIONARY WAR IN THE HISTORY OF NEWBURN, BUT THERE IS NOT ONE HISTORIC MARKER.

AND WE STILL HAVE LARGE AREAS OF LAND TOWARD A MOREHEAD CITY, JUST OUTSIDE OF TOWN.

ACTUALLY, SOME OF IT NOW IN THE CITY WITH THE ANNEXATION OF TWO BURNETT AND EVANS MILL ON WHICH THIS BATTLE TOOK PLACE AND NOT ONE MARKER, NOT ONE HISTORIC SITE HAS BEEN PRESERVED.

AND I THINK WE'VE BEEN VERY NEGLIGENT IN DOING THIS.

I'VE ASKED THE CITY MANAGER TO INVESTIGATE THE POSSIBILITY OF US GETTING AT LEAST A HISTORIC MARKER ERECTED BY THE STATE ON HIGHWAY 70, WHERE THE LAW, WHERE THE MAIN BATTLE TOOK PLACE, WHICH WAS ADJACENT ON THE FAIRGROUNDS PROPERTY,

ADJACENT TO THE FAIRGROUNDS AND IN THAT AREA.

BUT I DID WANT THE PUBLIC TO SEE THE KINDS OF ITEMS THAT THEY ARE WALKING ON.

EVERY STEP THEY TAKE IN THE CITY OF NEWBURGH, THIS, THIS MATERIAL IS EVERYWHERE AND NEWBURN AND IT'S JUST, OUR HISTORY IS JUST GRADUALLY DISAPPEARING.

WE NEED TO DO SOMETHING TO PRESERVE OUR CIVIL WAR HISTORY IN NUMEROUS.

UH, COURSE I GUESS I SHOULD SAY MY NAME IS STEVE HICKS AND I'M WITH THE NEWBURN CHAMBER OF COMMERCE, BUT I'M HERE TONIGHT REPRESENTING THE LORD NOOSE INITIATIVE.

AND WE HAD A KIND OF INFORMATIVE MEETING LAST FRIDAY, WHERE WE HAD ELECTED OFFICIALS AND INTERESTED CITIZENS FROM THE CIVIC COMMUNITY AND ALSO FROM THE BUSINESS COMMUNITY THERE.

MR. MAYOR WAS TALKING, I LOCKED IT TO, UH, EXPRESS MY THANKS FOR MR. FREEZE, WHO WAS ABLE TO COME, UH, AS, UH, REPRESENTING THE ALDERMAN AND MR. MADISON, WHO WAS THE ACTING CITY MANAGER, ATTENDED THAT MEETING ALONG WITH A NUMBER OF COUNTY OFFICIALS AND, UH, FOLKS FROM HAVELOCK AND PAMLICO COUNTY AND, AND OTHER AREAS.

IT WAS A REAL INTERESTING MEETING AND WE LEARNED A LOT ABOUT WHAT CAN BE DONE IN THIS AREA TO PAINT A VERY POSITIVE PICTURE OF THE MANY THINGS THAT WE'RE TRYING TO DO TO IMPROVE THE QUALITY OF LIFE, TO ENHANCE THE ENVIRONMENT AND TO, UH, IMPROVE THE ECONOMY OF OUR AREA.

UH, AND I LIKE TO TAKE JUST A FEW MINUTES, UH, TO TALK TO YOU A LITTLE BIT.

SO ALL OF YOU CAN BE MORE INFORMED AND TO LET YOU KNOW THAT AS TIME GOES ON, WE'LL BE HAVING MANY MEETINGS, UH, THAT YOU CAN PARTICIPATE IN SO THAT YOU CAN GET A REAL FEEL OF WHAT WE'RE TRYING TO DO.

I DID PREPARE, UH, UH, FOR YOU AND I, I HOPE IT'S THAT EACH ONE OF YOU A PLACE THERE.

SO I WON'T HAVE TO GO INTO ONE OF THESE LONG WINDED DISSERTATIONS THAT I KNOW YOU DON'T APPRECIATE.

UH, BUT THIS WILL TELL YOU VERY DISTINCTLY EXACTLY, UH, WHAT WE'RE TRYING TO ACCOMPLISH.

UH, THE LAW NICE INITIATIVE IS AN IMPORTANT STRATEGIC PLANNING EFFORT FOR THE FUTURE OF THE LAW NOOSE REGION.

IT IS A COLLABORATIVE EFFORT THAT WILL BRING THE COMMUNITY GATHERED TO WORK IN PARTNERSHIP TOWARD A COMMON GOAL.

AND THAT GOAL IS TO PROMOTE THE ENVIRONMENT, UH, THE QUALITY OF LIFE OF ALL CITIZENS AND THE ECONOMIC DEVELOPMENT OF THE LOWER NEUSE REGION, WHICH WILL INCLUDE CRAVEN AND PAMLICO COUNTIES.

THE AIM IS TO DEVELOP A PLAN TO BETTER EDUCATE THE PUBLIC ABOUT THE LOWER NOOSE REGION IN WAYS THAT WILL CONTINUE TO ATTRACT BUSINESS TOURISM AND RELOCATIONS TO THIS AREA AND ALL THAT.

WE MAY PROVIDE MORE JOBS AND A BETTER EDUCATION FOR OUR CHILDREN AND THEIR CHILDREN, UH, WHO IS THE LOWER NEUSE INITIATIVE.

AND ACTUALLY, WHAT IS THIS GROUP ALL ABOUT WHERE THE LORD NIECE INITIATIVE IS A DIVERSE GROUP OF INDIVIDUALS AND ORGANIZATIONS THAT WANT TO FOCUS ON THIS GOAL? UH, WE, UH, ARE IN THE PROCESS OF FORMING A COMMITTEE OF BUSINESS CIVIC AND GOVERNMENT LEADERS AND PRIVATE CITIZENS AND THE TWO COUNTIES.

UH, THE INITIATIVE IS AN INCLUSIVE GROUP THAT WILL SEEK INFORMATION FROM MANY AUDIENCES, INCLUDING THE PUBLIC, THE LAW AND USE INITIATIVE WOULD DEVELOP AND IMPLEMENT A STRATEGIC PLAN TO PROMOTE REGION AND TO EDUCATE THE PUBLIC.

THE RALEIGH OFFICER RUDER, FINN, A COMMUNICATIONS FIRM WHO BY THE WAY, WAS THE PUBLIC RELATIONS FIRM THAT WAS EMPLOYED BY THE PEPSI-COLA BOTTLERS.

THAT DOES SUCH A FANTASTIC JOB IN PROMOTING THE PEPSI CELEBRATION.

THAT WAS SUCH A SUCCESS HERE IN NEWBURN, JUST A COUPLE OF MONTHS BACK, UH, RUDER FINN, UH, WILL SERVE AS A CONSULTANT, UH, TO THE INITIATIVE BY CONDUCTING MARKETING RE MARKETING AND RESEARCH TO DETERMINE EXISTING PERCEPTIONS AND ATTITUDES TOWARD THE LOWER NEUSE RIVER, UH, AND THE LOWER NEUSE REGION.

UH, THIS RESEARCH WILL INCLUDE FOCUS GROUPS, INDIVIDUAL INTERVIEWS, AND TELEPHONE SURVEYS.

AS A RESULT OF THE RESEARCH ROUTE OF FAN WILL PROVIDE RECOMMENDATIONS TO THE COMMITTEE FOR SHORT AND LONG-TERM STRATEGIC PLAN TO PROVIDE THE PUBLIC WITH A CLEARINGHOUSE OF INFORMATION ON THE REGION.

WHEN THE PLAN IS COMPLETED, INITIALLY COMMITTEE MEMBERS WILL WORK TO IMPLEMENT THE TACTICS OUTLINED IN THE PLAN.

UH, WHAT WE'RE TRYING TO DO

HERE IS, IS REALLY TAKE A LOOK AT, UH, SOME COMPREHENSIVE PLANNING, THE OPPORTUNITY TO BRING EVERYBODY TOGETHER, TO TAKE A LOOK AT WHAT WE REALLY WANT TO BE.

UH, I'VE HEARD THE MAYOR SAY AT TIMES THAT THAT WE SHOULD ACTUALLY BE A MODEL CITY AND THAT WE SHOULD BE A MODEL COUNTY AND THAT THE FLOATS UP RIVER AND THE OTHER FOLKS AROUND US OUGHT TO BE LOOKING AT US, UH, AT ALL THE THINGS THAT WE'RE DOING, BECAUSE WE HAVE BEEN VERY PROGRESSIVE HERE.

AND UNFORTUNATELY, A LOT OF PEOPLE DON'T REALIZE HOW PROGRESSIVE WE ARE, AND I WANT TO COMMEND THIS BOARD FOR SOME OF THE ACTION THAT YOU'RE IN THE PROCESS OF TAKING RIGHT NOW AND TRYING TO RENOVATE YOUR WASTE TREATMENT FACILITIES AND THE OTHER THINGS THAT YOU'RE DOING TO MAKE OUR PLACE A MUCH BETTER PLACE, PLACE TO LIVE.

UH, THESE DEDICATED CITIZENS AND LEADERS DO RECOGNIZE THE NEED TO INCREASE THE PUBLIC'S AWARENESS ABOUT THE BENEFITS OF VISITING AND LIVING AND WORKING IN THE LOWER NEUSE REGION.

THE INITIATIVE WAS CREATED TO DEVELOP AN INTEGRATED PLANNING PROCESS WHERE ALL SECTORS OF THE COMMUNITY PLAY AN ACTIVE ROLE IN DEFINING DIRECTION AND LONG-TERM GOALS.

WE ALL KNOW IF WE DON'T HAVE LONG-TERM GOALS TO WORK FOR, WE DON'T HAVE A COMPREHENSIVE PLAN TO FOLLOW.

WE CAN GO OFF IN DIFFERENT DIRECTIONS.

AND THE IDEA HERE IS THAT TO REALLY CREATE A UNITED COMMUNITY WHERE WE'RE ALL WORKING IN THE BETTER INTEREST OF THE CITIZENS, WE'VE DONE THAT IN THE PAST, AND WE WANT TO CONTINUE TO DO THAT IN FUTURE.

THE PARTNERSHIP DEVELOPED BY A LOW INITIAL WRITTEN INITIATIVE WILL RESULT IN SHARED RESOURCES THAT WILL HAVE A POSITIVE AND LASTING IMPACT ON THE REGION.

UH, WHEN I COME HERE, MOST OF THE TIME, YOU ALL KIND OF BRACE YOURSELF BECAUSE AFTER ONE OF THESE REALLY NICE SPEECHES, I ASKED FOR MONEY, WELL, THAT WILL COME SOONER OR LATER, I'LL SHARE YOU.

BUT TONIGHT I JUST WANTED TO MAKE YOU AWARE OF WHAT THE INITIATIVE IS ALL ABOUT.

AND, UH, TO LET YOU KNOW THAT WE HAVE BEEN VERY SUCCESSFUL IN CONTACTING A LOT OF THE PRIVATE, UH, INDUSTRY AND COMPANIES THAT ARE ACTIVE IN THIS AREA.

UH, WE'VE BEEN VERY IN, INVOLVED IN TALKING WITH, UH, PRIVATE, UH, FOUNDATIONS, UH, AND, AND FRANKLY, WE HAVE BEEN VERY SUCCESSFUL IN GETTING RECOGNITION FROM THE STATE OF NORTH CAROLINA TO HELP US IN THIS, IN THIS PROJECT.

AND WHAT WE'LL DO NOW IS WE'LL BE GOING TO EACH AND EVERY MUNICIPALITY, UH, AND BOTH, UH, CRAVEN COUNTY AND PAMLICO COUNTY AND MUNICIPALITIES ALSO IN PAMLICO COUNTY.

SO WE CAN LIGHTEN THIS LOAD ON EVERYBODY, UH, AND TRY TO COME TOGETHER TO, UH, TO HAVE A PLAN THAT WE CAN ALL PARTICIPATE IN.

AND MORE IMPORTANTLY, HAVE THE ABILITY TO HAVE A PROFESSIONAL GUIDANCE AND BEING ABLE TO PUBLICIZE HIS PLAN, TO LET PEOPLE KNOW SOME OF THE REAL POSITIVE THINGS THAT ARE HAPPENING HERE IN OUR AREA.

AND, UH, I REALLY APPRECIATE THE OPPORTUNITY TO COME BEFORE YOU, IF YOU'VE GOT ANY QUESTIONS NOW, BE GLAD TO ASK, ANSWER THEM IF NOT, UH, PLAN TO GET WITH MR. HARMON AND TALK WITH HIM.

IT'S JUST, IT'S JUST AMAZING THE PROGRESS THAT'S TAKING PLACE HERE AND THE INTEREST THAT YOU ALL HAVE IN TRYING TO PRESERVE THE ENVIRONMENT AND PREPARING FOR SUSTAINABLE GROWTH AS THAT PROGRESS CONTINUES.

SO I COMMEND YOU FOR IT AND THANK YOU AND APPRECIATE YOU ALLOWING COM.

AND BEFORE YOU CAN GET AWAY, I JUST LIKE TO TELL THE CLUB THAT, UH, A LOT OF GOOD THINGS THAT YOU SEE AROUND THIS AREA, DUDE, THAT FELLOW STANDING RIGHT THERE TALKING, YOU WANT TO HEAR HIM SAY IT, BUT IT'S THE TRUTH.

I FELT THAT SOME OF YOU DID NOT KNOW THAT IT IS NOT UNION POINT PARK, BUT BY DIRECTION OF THE BOARD, IT IS A CEDRIC BOYD PARK AT UNION POINT.

AND I HOPE YOU WILL USE WHATEVER POWER YOU MIGHT HAVE WHEN THE NEW SIGN IS PUT UP.

WHENEVER THE PARK IS COMPLETED, THAT THAT IS WHAT WILL BE ON THE SIDE.

THEY'RE USING THE NATIONAL AVENUE TO GO INTO ACROSS THE BRIDGE OR WHATEVER.

AND WHEN YOU'RE SPENDING A HUNDRED TO $250,000 FOR A HOME ON NATIONAL AVENUE, THIS IS NOT SOMETHING THAT YOU BUY INTO A NEIGHBORHOOD.

OUR MAIN PURPOSE IS TO PROTECT LIVES AND PROTECT PROPERTY VALUES.
