UH, I HAD NO PROBLEM WITH THE 25 MILE PER HOUR STREETS, EXCEPT FOR THE EXCEPTION OF WHEN YOU FIRST LOOK AT IT AND ELIZABETH AVENUE AND FOREST PARK DRIVE, UH, WHEN YOU GO BACK AND LOOK AT THE ORDINANCE, UH, AS HAS BEEN ADOPTED ELIZABETH AVENUE ALREADY, UH, WHICH PERSONALLY I DON'T BELIEVE TO BE THIRTY-FIVE, BUT, UH, ALL THE WAY UP TO CALLING AND DRIVE AND ALL THE WAY BACK OUT AND SIMMONS STREET HAS BEEN ESTABLISHED AS 25 MILES PER HOUR.
SO I WENT AHEAD AND SAID, FINE, WE'LL MAKE THE OTHER SECTION 25, UH, BECAUSE IT'S NOT GOING TO CHANGE ANYTHING BECAUSE WE'VE ALREADY GOT IT ON THE LOWERED SPEED.
THE ONLY OTHER STREET THAT I, THAT I QUESTIONED WITH, UH, ALDERMAN, MATT AND LEANNE, AND THE FOLKS OUT THERE AS FAR AS PARK DRIVE, WHICH IS A LIMITED ACCESS STREET, IT'S ONLY ABOUT 600 FEET LONG, UH, LIMITED ACCESS STREETS GENERALLY, UH, SHOULD MOVE TRAFFIC A LOT QUICKER.
UH, BUT IT IS BASICALLY NOTHING MORE THAN A NEIGHBORHOOD STREET.
SO WE, THAT WILL NOW BE A 25 MILE PROTESTANTS.
UH, BASICALLY ALL THE STREETS IN FOREST PARK WILL BE 25 MILE PER HOUR.
WELL, THE ONLY PROBLEM I HAVE WITH THE CHANGING A LOT OF STREETS TO 25 MILES AN HOUR, AND IF THAT'S WHAT THE RESIDENTS WANT, THAT'S FINE.
I DON'T HAVE A PROBLEM WITH VOTING FOR IT, BUT WE HAVE DONE THIS ON OTHER STREETS AROUND TOWN AND IT HAS NOT REALLY SOLVED WHAT THEY PERCEIVE TO BE THEIR PROBLEM.
AND I WANT THEM TO UNDERSTAND THAT LOWERING THE SPEED LIMIT WILL NOT NECESSARILY SLOW THE TRAFFIC DOWN.
I MEAN, YOU PUT UP ALL THE SIGNS YOU WANT TO, IF IT'S NOT IN FOUR STORES, YOU KNOW, AND NOT SAYING THE POLICE DOESN'T ENFORCE THEM, BUT I MEAN, WE'VE GOT 127 MILES OF STREETS, UH, THAT THE CITY MAINTAINS AND IT'S HARD TO BE ON EVERY ONE OF THOSE THAT AT ANY GIVEN TIME.
SO, BUT IT DOES PUT IN PLACE A TOOL THAT YOU CAN USE FOR GOVERNING A SLOW, THE TRAFFIC DOWN.
IT DOESN'T NECESSARILY MEAN, WELL, NOBODY KNOWS, BUT, BUT YOU HAVE THEN, UH, AN INSTRUMENT THAT YOU COULD USE, WHICH IS A LOSS VIOLATION AND THEY CAN DRIVE 35 MILES, RIGHT? WELL, IT SETS A STANDARD.
IT SETS A STANDARD THAT EVERYONE CAN UNDERSTAND AND GIVES YOU A METHOD FOR PUNISHING TRANSGRESSORS, BUT IT ALSO DOES THROW AN INCREASED PROBLEM ON THE POLICE DEPARTMENT AND THAT THEY ARE, THEY GET SO MANY COMPLAINTS FROM SO MANY DIFFERENT STREETS LIKE ON SPENCER AVENUE AND RAYMOND PARK AVENUE, WINDOWS ROAD, ET CETERA.
AND THIS IS GOING TO STRETCH THE RESOURCES EVEN THINNER AND MAYBE CREATE MORE PROBLEMS FOR AREAS LIKE THAT.
SO IT'S, AND IT SOMETIMES BOTHERS ME WHEN THEY SAY WE HAVE CHILDREN PLAYING IN THE STREETS DOWN HERE AND I THOUGHT, WHY ARE THE CHILDREN PLAYING? BECAUSE THERE'S NO SIDEWALKS, THERE'S BACKYARDS.
I MEAN, WELL, IT JUST BOTHERS ME THAT THE STREETS.
WE'VE GOT A REAL PROBLEM, BUT THE ISSUE WITH FOREST PARK AND, AND, AND WE'RE GETTING A LOT OF IN THE MUD CAN SPEAK TO THIS.
UH, MOST OF THE DEVELOPMENTS, THE DEVELOPMENTS NOW ARE MORE COMPACT AND THE STREETS ARE SHORTER AND, YOU KNOW, 25 MILE PER HOUR IN FOREST PARK DEFINITELY DOES NOT, UH, CAUSE ANY PROBLEMS BECAUSE MOST PEOPLE GOING THROUGH FOREST PARK, YOU REALLY CAN'T DRIVE MUCH FASTER THAN 25 MILES AN HOUR BECAUSE OF THE LAYOUT OF THE STREET THAT THE PROBLEM WE HAVE WITH, WITH DISPENSER AVENUES AND PARK AVENUES IS THAT WE HAVE SET THOSE AT 25 MILE PER HOUR.

AND WHEN THAT STUDY WAS DONE, EACH PROPOSAL INVOLVED A NUMBER OF SYSTEMS, RIVER DISPOSAL, LAND APPLICATION, DEEP OIL INFUSIONS, A PIPELINE AT THE OCEAN OCEAN OUTFALL DOWN IN JACKSONVILLE.
BUT SINCE THEN THERE HAS BEEN SOMETHING NEW AT IT.
AND I THOUGHT YOU MIGHT FIND IT INTERESTING.

SO WHAT WE ARE CONSIDERING AT MARK MARIETTA PLANT IS NOW BEING CONSIDERED AS A MAJOR FACTOR FOR THE REGIONAL WASTEWATER PASSED OR SOMETHING THEY HAD NEVER CONSIDERED BEFORE WE GOT INVOLVED IN THAT PROGRAM.
