[00:00:10]

HE'S NOT HERE.

LET'S MOVE SOME PROTECTIVELY HARD.

ASK HIM TONIGHT, BREATHING.

I FOLLOW NOVEL GOD, AS WE COME BEFORE YOU TONIGHT, WHERE'S THE FALL.

EVEN THOUGH WE ARE FACING AN OBSTACLE IN OUR CITY, BUT IT'S THE FALL.

WE REALIZE THAT WE CAN STAY TOGETHER.

FATHER, EVERYTHING GOING TO BE ALL RIGHT, WHERE DOES IT FALL AWAY? IF THE DOLLAR BLESSED ALL IS A VERY SPECIAL WAY TONIGHT, WE'LL FOLLOW BLESSED.

THIS SIT IN THIS COUNTY VERSUS THE FATHER, BECAUSE WE KNOW WE NEED HIM.

HE CAN'T GET ALONG WITHOUT YOU, BUT FOLLOW ME, REALIZE YOU TOLD HIM THAT YOU WILL BE REAL.

CAUSE EVEN TO THE END OF THE REAL, SO FATHER, WE REALIZED THAT YOU'RE GOING TO TAKE CARE OF HIS FATHER, NO MATTER WHAT CRISIS COME, YOU WILL BE RIGHT THERE BECAUSE THE FATHER HAS TO BE ANOTHER BLESSING IN JESUS' NAME.

WE PRAY, WE COUNTED, DONE.

AMEN.

I PLEDGE ALLEGIANCE TO THE FLAG OF AMERICA AND TO THE REVOLVER.

ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

OKAY, HERE WE'RE FIRST LANGUAGE HAVE TONIGHT.

AND BY THE WAY, FOR THOSE USERS WILL SEE THIS ON CHANNEL 10.

WHO KNOWS WHEN IT'LL BE, THIS IS TUESDAY NIGHT FROM THE HURRICANE BREATHING CLUBS, ALL ACT A LITTLE NERVOUS.

YOU'LL KNOW WHY IT DOES.

UM, THE FIRST THING WE HAVE IS A RECEIVE ROTATION FROM DOWNTOWN AREA REGARDING THE SKATEBOARD REGULATIONS.

AND IF YOU'D JUST LIKE TO PRESENT IT, THE PETITION WE KNOW ABOUT WHAT PROBABLY IS FACIALLY, PRESENT IT TO US.

IT'S SHORT, BAYLESS WANTS TO GET TO THE GROCERY STORE.

AND FOR THAT LAST BLOW FOR BREAD IS GONE.

IT'S ALL GONE.

UM, WE HAVE A PETITION WHICH ESSENTIALLY SAYS WE, THE UNDERSIGNED BUSINESS AND PROPERTY OWNERS, EMPLOYEES, CUSTOMERS, CLIENTS, AND NONPROFIT ORGANIZATIONS RESPECTFULLY SUBMIT THIS PETITION TO THE NEWBORN CITY BOARD OF ALDERMAN AND MAYOR WITH THE FOLLOWING REQUEST, EXPAND THE CURRENT ORDINANCE, FORBIDDING SKATEBOARDING IN THE THREE DOWNTOWN PEDESTRIAN PARKS UNION POINT PARK, JAMES REED LANE AND BEAR PLAZA TO INCLUDE THE DOWNTOWN AREA BOUNDED BY NEW STREET ON THE NORTH GEORGE STREET ON THE WEST TO BOTH RIVER'S EDGE, WE HAVE PROBABLY CLOSE TO 500, UM, INCLUDING THE HISTORICAL SOCIETY.

THE BOARD APPROVED THIS PRESERVATION FOUNDATION, SWISS BEAR, MANY, MANY BUSINESSES CUSTOMERS, SEVERAL ARE FROM OUT OF TOWN, BUT PRIMARILY ALL NEW BURUNDIANS.

SO IT HAS BEEN A PROBLEM.

AND WE RESPECTFULLY SUBMIT THIS TO YOU.

I DIDN'T EVEN REALIZE THAT SHE WAS GOING TO HAVE IN THERE TO AMEND THE EXISTING ORDINANCE, WHICH I'M GLAD SHE DID.

CAUSE THAT'S WHEN I RECOMMENDED, UH, THAT WE, UH, WE DO.

UH, SO I MAKE A MOTION THAT WE HAVE MEN EXISTED, EXISTING ORDINANCE TO, UH, COINCIDE WITH THE REQUEST ON THE MERCHANTS DOWNTOWN NEWBURGH.

SECOND, ANY FURTHER DISCUSSION OF THAT? GIVE ME A MINUTE.

I'LL WRITE IT UP.

OKAY.

ABOUT .

I THINK IT'S A GOOD IDEA.

EXCELLENT IDEA.

MIGHT SEND A MESSAGE TO THE KIDS THAT I THINK HAVE A GOOD IDEA.

WELL, IF YOU LOOK AT THESE PICTURES, IT'S 500.

WELL NOW I'VE GOT SOME LARGE NUMBERS HERE.

IT REALLY SHOWS YOU THE DAMAGE.

IF THE NEWSPAPER HAPPENS IN CASE THAT COMES UP, HE CAN SHOW THEM A LOT, A LOT OF FAMOUS AIR OF DAMAGE TO THE BOARDS AND DO IT.

I KNOW SOME PEOPLE HAD MENTIONED THAT THEY HAVE A PLACE FOR THEM AND KNOW THAT'S SOMETHING IN THE FUTURE, BUT NOT DAMAGED.

I THINK THAT'S THE POINT THAT THE BOARD IS CERTAINLY NOT AGAINST THE KIDS HAVING FUN AND ALL THAT KIND OF STUFF.

AND THE FACT IS THE REASON WE HAVEN'T DONE ANYTHING ABOUT IT FOR AS LONG AS WE HAVE, BUT I THINK THE FACT THAT IT'S CAUSING DAMAGE IS BEYOND ANY ARGUMENT ANYMORE.

SO WE'VE GOT TO DO SOMETHING NOW, WHILE THE REACTION FROM THE KIDS, A COUPLE OF TIMES WE'VE APPROACHED THEM, HAS BEEN, YOU KNOW, THEY DON'T REALLY HAVE A LOT OF CONCERN FOR THE FEELINGS OF PROPERTY THAT THE PEOPLE

[00:05:01]

THAT, YOU KNOW, THEY SHOWED SOME CONCERN AND TRY TO WORK WITH YOU AND MAKE THEM FEEL A WHOLE LOT BETTER THAN THAT.

WELL, ONE THING I'D LIKE TO SAY IS I'M NOT AGAINST SKATEBOARDING.

I AM AGAINST VANDALISM.

AND THAT'S WHAT THIS HAPPENS TO BE.

YES, YOU MIGHT WANT TO CONSIDER NOT JUST SKATEBOARDING AS WELL.

ANY OF THOSE ? WELL, MY UNDERSTANDING IS THAT THERE WAS A DIFFERENCE BETWEEN THE ROLLER BLADES AND THE SKATEBOARDS BECAUSE THE SKATEBOARDERS WOULD JUMP UP THIS, YOU KNOW, GET ON THE SIDE OF STAMPS AND RAILS AND IT'S A SKILL LEVEL.

PLUS THE STUFF ON THE STEPS I HAVE NO PROBLEM WITH WOULD INCLUDE THAT IN IT.

LET'S, DON'T DO IT AT NIGHT.

ORDINANCES AND SKATEBOARDS ESCAPE MORE WITH A PROHIBITED SKATEBOARDING IN THE THREE DOWNTOWN PEDESTRIAN UNIT JAMES REED MAY APPLY.

AND WHAT I'M DOING IS PREPARING AN ORDINANCE, WHICH WOULD AMEND THAT.

SO AS TO ENLARGE THE AREAS OF THE DOWNTOWN AREA, BOUNDED BY NEWS TWEET ON THE NORTH GEORGE STREET, ON THE WEST TO RUBBISH, WELL, WHAT WOULD IT TAKE TO, TO INCLUDE THE ROLE OF LANGUAGE, ANOTHER AMENDMENT TO THAT LATER ON OR WHATEVER? YEAH.

IF YOU'D DONE THAT WAY OR IT CAN BE DONE, BUT WHAT'S THE MOST EXPLANATIONS.

WELL, THIS IS TAKEN CARE OF.

THIS MAY HAVE LESS IS DON'T TAKE THAT LONG.

I MEAN, SOMEBODY MIGHT COME UP, WELL, TAKE CARE OF SKATEBOARDS.

I DON'T KNOW WHO WORKS AT ONE I HAVE, I HAVE, UH, I HAVE ONE SHORT STATEMENT.

AND ONE QUESTION, THE STATEMENT IS THE FACT THAT NOT ALL SKATEBOARDERS ARE THAT DESTRUCTIVE.

WE'RE DEALING HERE WITH, UH, WITH A FAIRLY LIMITED NUMBER OF SKATEBOARDERS WHO HAVE ABSOLUTELY NO RESPECT FOR THE PUBLIC PROPERTY.

AND I AM TOTALLY IN FAVOR OF DOING WHATEVER'S NECESSARY TO KEEP THEM FROM DAMAGING THE PUBLIC PROPERTY, BUT I DON'T WANT TO CONDEMN ALL SKATEBOARDERS BECAUSE THEY CERTAINLY ARE NOT JUST BECAUSE THEY'RE SKATEBOARDERS BAD GUYS OR DOING THE DAMAGE.

SO I WANT TO MAKE IT CLEAR THAT THERE ARE SOME SKATEBOARDERS OUT THERE WHO ARE RESPONSIBLE YOUNG PEOPLE.

THEY'RE NOT ALL DOING THE DAMAGE.

UH, THE SECOND QUESTION IS WE REALIZED THAT BYPASSING THIS ORDINANCE, THERE'S GOING TO BE SOME CIVIL PENALTY ATTACHED TO IT.

AND ARE WE GOING TO ENFORCE THIS LAW? ARE WE GOING TO ISSUE CITATIONS TO THESE? IF WE GET A 12 YEAR OLD KID DOWN THERE, WE'RE GOING TO GIVE HIM A TICKET AND IS HE GOING TO HAVE TO APPEAR IN COURT? HOW IS THAT GOING TO WORK? JUST OUT OF CURIOSITY? THAT'S GOOD.

I DIDN'T, I JUST, I JUST DIDN'T WANT ANOTHER, I DIDN'T WANT AN ORDINANCE ON THE BOOK THAT A, THAT A POLICE OFFICER WOULD SAY, OH, HE'S ONLY A 12 YEAR OLD KID AND I HATE TO GIVE HIM A TICKET OR SOMETHING.

UH I'M IN FAVOR OF THE ORDINANCE AND I'M IN FAVOR OF IT BEING ENFORCED.

A CIRCUMSTANCE THAT

[00:10:01]

COMES UP THAT AN OFFICER MAY DECIDE AWARDING IS SUFFICIENT EXERCISE DISCRETION, MAYBE YOUNG PARENTS, MORE THAN PARENTS, ABOUT FACTOR FOR SKATEBOARDING.

THEY SHOULDN'T BE, WE WOULD NEVER SUGGEST THAT WE HAVE DISCRETION ALLOWED TO USE GOOD, COMMON SENSE AND EXERCISE THE WAR HASN'T WRITTEN.

YEAH, BORN AND RAISED HIS FATHER AS BEING ORDAINED BY THE BORDER OF WALDEN AND THE CITY OF NEWARK THAT THE ORDINANCE, WHICH WAS ADOPTED ON THE BLANK THERE BLANK 1998 BEING THE SAME AS HEREBY AMENDED.

SO AS TO ENLARGE THE AREA IN WHICH SKATEBOARDING IS PROHIBITED TO INCLUDE THE DOWNTOWN AREA BOUNDED BY NEW STREET, ON THE NORTH GEORGE STREET ON THE WEST AND THE TWO BROTHERS WE'VE DISCUSSED IT.

SO IF YOU'LL CALL IT LIKE YOU CALL A ROLE, UNLESS YOU HAVE THE PUBLIC HEARING ON THE LOCAL LAW ENFORCEMENT BLUMP GRANT STILL ON THE AGENDA.

YOU'RE WELCOME.

GOOD EVENING.

WE ARE, UM, PREPARING TO, UH, ACCEPT WE'VE APPLIED FOR A, THE LOCAL LAW ENFORCEMENT BLOCK GRANT FOR 1998.

AND THE AMOUNT COMES TO JUST ABOUT $85,000.

UH, THE PLAN TO EXPAND THIS MONEY.

THERE'S A MATCH THE CITY OF ABOUT $8,000 IN CHANGE.

I'M NOT EXACTLY SURE THE EXACT AMOUNT, BUT THE, UH, PLAN TO, UM, DISPERSE THIS MONEY WOULD BE TO FINISH THE COMPUTERIZATION OF THE POLICE DEPARTMENT, THE BACKBONE FOR ALL OF OUR AUTOMATION WITHIN THE DEPARTMENT, UH, ALSO TO, UH, FINISH UP AND GET OPERATIONAL OUR GIS ELEMENT.

UH, THE, UM, THE PURPOSE OF THAT IS SO THAT WE CAN PROVIDE FOR GOOD CRIME ANALYSIS.

WE CAN PROVIDE FOR, UH, INSTANT DATA.

UM, YOU KNOW, WHEN PEOPLE CALL UP AND WANT TO KNOW ABOUT THEIR PARTICULAR NEIGHBORHOOD, WHAT KIND OF CRIMES THEY'RE HAVING, THINGS LIKE THAT RIGHT NOW, WE'RE REQUIRED TO HAND SEARCH THE MATERIAL, UH, GET CALLS FOR SERVICE AND LOOK THROUGH THOSE AND TRY TO DETERMINE WHAT CALLS ARE RELEVANT TO THE PARTICULAR COMMUNITY.

GO BY STREETS WITH THE GIS COMPLETED, OUR ABILITY TO DO THAT WOULD BE A MATTER OF MINUTES, SITTING DOWN, PUNCHING IN WHAT WE NEED AND DEVELOPING A REPORT THAT'S SPECIFIC FOR THAT PARTICULAR PERSONS.

OUR REQUEST FROM A CRIME ANALYSIS PERSPECTIVE, GIS IS VERY IMPORTANT TO US BECAUSE IT ALLOW US TO LOOK AT THE DATA THAT WE ALREADY HAVE IN OUR VISION SYSTEM OR RECORDS MANAGEMENT SYSTEM, AND ALLOW US TO TAKE THAT DATA, MANIPULATE IT, PUT IT INTO DIFFERENT LEVELS INTO THE GIS SYSTEM AND TO, UH, BRING UP ANALYSIS FROM, FOR INSTANCE, LET'S SAY THAT WE'RE HAVING A PARTICULAR PROBLEM IN A NEIGHBORHOOD AND WE CAN PULL UP ALL OF, LET'S SAY THE BREAKING AND ENTERINGS, UH, IN THE DAYTIME, UM, WEEKDAYS FROM 8:00 AM TO 3:00 PM.

AND IF WE HAVE A SCHOOL, WE CAN DRAW A RADIUS AROUND THAT SCHOOL AND SEE WHAT KIND OF A SITUATION THE SCHOOL PRESENTS OR WHAT, HOW IT CONTRIBUTES TO THE CRIME ENVIRONMENT AND THE DAYTIME BURGLARIES.

WHEN SCHOOL'S IN, UH, WE CAN LOOK FOR SEX OFFENDERS IN A PARTICULAR AREA.

HOW MANY ARE AROUND THIS AREA WHERE THIS PARTICULAR CRIME TOOK PLACE? THE, THE LIMITATIONS ARE ENDLESS.

THERE ARE LIMITATIONS.

I'M SORRY.

THE OPPORTUNITIES ARE ENDLESS BECAUSE THE SYSTEM IS SO VERSATILE AND WE'LL BE ABLE TO, WITH THIS MONEY, FINISH UP OUR GIS COMPLETE OUR, UH, THE RECOMMENDATIONS FROM OUR COMPUTER AND AN ANALYST TO, TO FINISH UP OUR NETWORK WITHIN A DEPARTMENT, GET OUR, UH, MOBILE DATA COMPUTERS UP AND RUNNING.

SO THAT OFFICES ON THE STREET CAN MAKE INQUIRIES OF DCI OR, UH, THE LOCAL COMPUTERS, THE OAC COMPUTERS, RIGHT FROM THE CAR.

UH, IF THEY'RE LOOKING AT A STOLEN TAG, THEY CAN CHECK IT RIGHT THERE.

IF THEY'RE TRYING TO FIND OUT IF YOUR LICENSE IS GOOD, THEY CAN CHECK IT RIGHT FROM THE CAR WITHOUT CALLING THE COMMUNICATION CENTER, WITHOUT HAVING THAT INTERMEDIARY AND DO A LOT OF THINGS RIGHT FROM THE CAR.

ULTIMATELY, THE PLAN IS TO HAVE A MOBILE DATA COMPUTER IN EVERY CAR.

RIGHT NOW WE HAVE SIX AVAILABLE, UH, OUR PLAN OVER TIME USING BLACK RANTS AND, AND, UH, BUDGET MONEY IS TO PROVIDE A COMPUTER FOR EVERY CAR SO THAT EVERY OFFICE HAS THAT CAPABILITY.

AND THE END RESULT OF THAT WILL BE THAT NOT ONLY CAN THEY DO THOSE INQUIRIES FROM THE CAR, BUT THEY'LL ALSO BE ABLE TO DO THEIR POLICE REPORTS RIGHT IN THE CAR, TRANSMIT THE REPORTS OVER THE RADIO AND HAVE THEM.

I HAVE THE SUPERVISOR APPROVE THEM AND DOWNLOAD THEM INTO THE RECORDS MANAGEMENT SYSTEM WITH A MATTER OF MINUTES.

SO THE DATA WILL BE AVAILABLE RIGHT NOW INSTEAD OF 3, 4, 5

[00:15:01]

DAYS FROM NOW.

ALSO WE WOULD NOT BE IN A SITUATION WHERE WE WOULD HAVE RECORDS, CLERKS BEING BEHIND SEVERAL DAYS OR SEVERAL WEEKS IN ENTERING STUFF, BECAUSE IT'D GET ENTERED IMMEDIATELY FROM THE, FROM THE OFFICER'S CAR.

SO WE'RE REAL EXCITED ABOUT THAT ELEMENT OF IT.

AND, UH, IT'S JUST ANOTHER STEP IN OUR PROGRESS TO BECOME TOTALLY AUTOMATED.

UH, THERE ARE SOME OTHER THINGS THAT WE'LL HAVE TO DO IN FOLLOWING YEARS, FOR INSTANCE, PUT ALL OF THE EXISTING PAPER ONTO A, UM, COMPUTER SYSTEM, PROBABLY A CD OPTICAL DISC KIND OF SITUATION, WHERE WE CAN ACCESS IT THROUGH THE COMPUTER SYSTEM.

THAT'S, WE'RE WORKING WITH VISIONS ON THAT RIGHT NOW.

AND VISION IS VERY EXCITED ABOUT THE DIRECTION THAT WE'RE TAKING.

WE'RE INTERFACING VISIONS AND, UH, THE CAD SYSTEM SOFTWARE INTERACT SO THAT IT ALL WORKS SEAMLESSLY AND SMOOTHLY TOGETHER.

THE THAT'S GOING TO TAKE ABOUT 65, 60 $6,000 OF THE 85,000 THAT WE HAVE THE REMAINING $20,000.

WE PLAN TO PUT ASIDE FOR SEVERAL THINGS.

PRIMARILY IT WILL BE FOR OUR OPERATION CLEAN EXERCISES FOR THIS UPCOMING YEAR.

WE WANT TO STAY HEAVY INTO OPERATION, CLEAN, NOT GIVE DRUG DEALERS, ANY ROOM TO BREATHE.

THAT TAKES MONEY.

IT TAKES OVER TIME.

IT TAKES UNDERCOVER EXPENSES.

AND ALL OF THOSE KINDS OF THINGS WE'VE BEEN ABLE TO ALLOCATE ABOUT $20,000 WORTH OF THIS 85,000 FOR THAT PURPOSE ALSO FOR, UH, SOME DRUG INTERDICTION TRAINING, UH, FOR SOME SOFTWARE RELATING TO THE GANG ISSUES THAT WE'VE GOT COMING DOWN FOR SOME TRAINING REGARDING THAT.

AND HOPEFULLY TO SUPPORT SOME OF THE MAGTAG MAG TAF IS A MULTI-AGENCY GANG TASK FORCE THAT WE'VE JUST STARTED WITH ABOUT 16 OTHER AGENCIES.

AND WE'LL HOPEFULLY USE SOME OF THAT MONEY TO, UH, INCORPORATE INTO THE TRAINING OF THOSE PEOPLE.

AND ALSO WE'RE GOING TO BRING IN SOME TRAINING FOR THE BOARD AND SOME OF THE OTHER PEOPLE IN THE COMMUNITY, AND WE CAN HAVE A GPS SYSTEM, SO YOU CAN SEE WHAT THE CALL WAS, THE OBL SYSTEM.

I THINK THAT'S JUST A MATTER OF MONEY.

UH, THAT'S ALL IT IS BECAUSE THE BACKBONES THERE, UH, THE COMPUTER SYSTEM IS THERE.

UH, IT'S JUST ANOTHER HOOK THAT YOU HAVE TO PUT SOME MONEY INTO AND, AND, UH, WHENEVER, UH, YOU KNOW, YOU'RE READY, THAT COULD BE DONE.

SO CHIEF AFTER JUST HEARING YOU MAYBE TO GET THE MONEY, IS THAT CORRECT? YEAH.

THAT WE'RE HOPING THAT THAT'S WHAT'LL HAPPEN.

YEAH.

THIS IS THE LAST, IS THERE ANYONE IN OPPOSITION TO THE POLICE DEPARTMENT RECEIVING THIS MONEY FOR THE PURPOSES THAT THE CHIEF ARTICULATED I'M GOING TO BE CLOSE TO THE PUBLIC HERE? ANY FURTHER DISCUSSION WE WANT TO GET SECOND.

OKAY.

ANY FURTHER DISCUSSION THAT WE NEED TO CALL THE ROLL, MAN.

I THINK THE VOICE VOTE ALL IN FAVOR, SAY AYE, AYE.

AND IF YOU HEAR ANYBODY SAY, NO, YOU LOCK THEM UP RIGHT NOW.

WE APPRECIATE YOU GETTING A JOB Y'ALL DOING.

AND, UH, JUST KEEP PERIODS OF GOOD THINGS UP AND DOWN THE STREET FROM THE JOB.

AND WE APPRECIATE IT.

OKAY.

THE NEXT SECTION WE HAVE IS SAY, HERE WE GO, PUBLIC HEARING.

AND INSTEAD OUR MEN IN PART FOR THE APPEARANCE COMMISSION OF ARTICLE THREE ADMINISTRATIVE MECHANISMS, LAND USE ORDINANCE, EXPLAIN THE APPARENT INFORMATION AND WANTED TO INCREASE MEMBERSHIP 7, 8, 7, 8, 11.

LOOKING AT IT.

I FOUND THAT THE LAND USE ORDINANCE INCLUDED PROBATION ADDRESSING THE APPEARANCE.

AND THERE WAS A SECTION OF THE CITY CODE, WHICH WOULD APPROACH ON YEARS AGO, WHICH DID THE SAME THING.

THE LAND USE ORDINANCE HAD BEEN ADOPTED SINCE THE CODE.

SO THAT PROBABLY REPEATEDLY, WHAT I HAVE DONE IS TO PREPARE AT ALL HANDED OUT TONIGHT.

INCLUDED IN THE AMENDMENT CITY CODE AND I RECOMMENDED, AND IT ALSO RAISES THE NUMBER

[00:20:01]

IN ABOUT AN OPPOSITION I'M MOVING TO.

OH, I'M SORRY.

AND MAKE A COMMENT THAT BY DOING THIS, UH, WE'RE ENABLED TO, UH, EXPAND OUR MEMBERSHIP FOR THE SOLE PURPOSE OF GETTING THE TECHNICAL PEOPLE ON THE COMMISSION, UH, WHICH WILL ALLOW US TO DO OUR WORK A LITTLE BIT BETTER.

EXCUSE ME.

COULD YOU GIVE, COULD YOU GIVE YOUR NAME AND ADDRESS FOR STAN LETTUCE AND I'M THE ACTING CHAIRMAN OF THE APPEARANCE COMMISSION.

APPRECIATE IT.

YEAH, WE APPRECIATE Y'ALL DOING THAT BECAUSE YOU CHOSE A LOT OF INTERESTS BY THE ONES THAT ARE ON THAT BOARD THAT, UM, YOU KNOW, TO DO AN EVEN BETTER JOB.

SO WE APPRECIATE THAT, MR. MAY I BE HAPPY TO READ THE ORDERS? RECORD IS FINE.

ROBERT, YOU DO HAVE AN APPOINTMENT HERE AND SAY I'M GOING TO ADOPT, OKAY.

ANY FURTHER DISCUSSION? YES.

ROBERT, YOU MIGHT AS WELL CALM DOWN.

CAUSE WE'VE GOT A LOT OF, A LOT COMING UP ON A MISCELLANEOUS.

I'LL BE GONE.

THE BOARD ONE CHAIN AND THE CONSENT AGENDA I FOUND IN REVIEWING IT, THE RESOLUTION, WHICH REPORTED TO APPROVE AN ORDINANCE.

SO THAT BOWL, THE RESOLUTION REDRAFTED THE ORDINANCE.

SO AS TO ADD THE HUGE SIGNAL AND THAT'S THE OTHER ITEM, NUMBER 14, WHAT? TO MOVE TO THE CONSENT AGENDA WITH THE NEW LAW ORDINANCE RESOLUTION SUBMITTED BY THE CITY ATTORNEY ONE IS SUBMITTED BY THE CITY ATTORNEY.

WE'RE HERE A SLIDE MAYBE FOR OTHER DISCUSSION, PLEASE MAKE YES.

YES, YES.

OKAY.

NEXT THING WE HAVE WAS UPON MR. MATT.

NO, SIR.

NO, SIR.

I HAVE TWO, UH, ONE IS TO BE POLICED CIVIL SERVICE BOARD, AND I'D LIKE TO NOMINATE, LET THEM BE BOUSCHET.

AND THE B STANDS FOR BAYLESS.

SECOND.

SHE IS ONE OF MY TWO SISTERS.

AND YOU MIGHT WONDER WHY I DO THIS.

I POINTED MY BROTHER ONE TIME AND I THINK THAT THAT IS REAL GOOD TO LET THE, LET EVERYBODY SHARE AND ALL THIS FUN.

I'LL TELL YOU THAT.

AND UH, THE OTHER THING IS, BELIEVE IT OR NOT IN A LOT OF CASES, I GUESS PEOPLE APPOINT THEIR CAM TO DO TWO THINGS SO THEY CAN HAVE CONTROL OVER THINGS.

BUT PEOPLE THAT KNOW MY FAMILY KNOW THAT THERE'S NO WAY YOU CAN CONTROL LINEARLY.

SO I LIKE THE POINT DAMN THIRD, OR THEY CAN COME FORWARD AND DO THEIR CIVIC DUTY.

AND, UH, SEE, YOU KNOW, SOME OF THE THINGS THEY WILL BROTHER HAS TO GET IT.

AND THE JOB PAYS SO WELL TOO.

ALRIGHT.

SO I WOULD NOT PUT HER IN THE NOMINATION.

IS ANYBODY ALL IN FAVOR? SAY AYE, ALL OPPOSED.

YEAH.

ONE OTHER.

AND THIS IS TO BE A BOARD OF ADJUSTMENT AND THAT HAPPENS TO BE GREGORY CURTIS BITLIS ON.

NAILED IT.

AND UH, THAT'S MY BABY BROTHER.

AND THAT SHOWS YOU, HOW WOULD YOU GET THEM WHEN YOUR BABY BROTHER, LIKE, I CAN'T REMEMBER.

48, 8 47 8.

GO AHEAD.

ANYWAY, I CALLED HIM, UH, WHEN HE WAS A LITTLE BIT GROGGY FROM RAY ON GRAVEYARD SHIFT AND GOT HIM TO AGREE TO THAT.

SO HE PROBABLY DOESN'T REALIZE THAT HE DID IT, BUT HE FOUGHT HIS GRANTS PRETTY HARD, BUT I DON'T WANT HIM TO HAVE ANOTHER SALSA.

SO ALL IN FAVOR, SAY, AYE, MR. BAYLESS, MR. MAYOR.

I'D LIKE TO SAY, I WILL BUY A TICKET TO SIT HERE AND WATCH YOU TRY TO GET YOUR WIFE TO TAKE ONE OF THESE.

ONE OF THESE PHYSICIANS.

HE REMINDS ME EVERY DAY.

YOU'RE THE ONE THAT RAN FROM MY HAIR, NOT ME.

OH BOY.

AND I TELL YOU, THESE TWO WERE KICKING AND SCREAMING AND THIS MY BROTHER, JOHN, HE WAS ONLY WHAT, TWO YEARS, I GUESS HE WAS NICE.

HE DID A REAL GOOD JOB.

I HAD TO USE HIS OWN ANNUAL LEAVE, WHICH HE AND APPRECIATED REAL WELL AND SHOWS THEM WHAT THE CHARACTER WAS SUPPOSED TO BE BUYING PEOPLE OFF THE STREET.

DOING THAT.

ANYWAY,

[00:25:01]

YOU HAVE THIS BRIGHT.

YES, SIR.

I WOULD LIKE TO NOMINATE GEORGE ROY TO THE BOARD OF ADJUSTMENT ALL IN FAVOR, SAY AYE.

ALL OPPOSED.

ALL RIGHT.

THE NEXT THING WE HAVE IS MISCELLANEOUS MUST HAVE BAD.

YES, SIR.

AND I'D LIKE TO WELCOME YOU BACK TO THE BOARD AND HOPE THAT YOUR HEALTH IS A STERLING.

OKAY.

ANOTHER ONE, UH, ON, UH, LIKE ADVISE EVERYBODY THERE'S GOING TO BE A PUBLIC HEARING NEXT MONDAY NIGHT ON THE 31ST HERE IN THE COURTROOM.

UH, IT'S A PUBLIC HEARING CONCERNING THE PLANNING TO BUILD OR PROPOSAL TO BUILD A CELLULAR TOWER AT THE END OF RACETRACK ROAD, UH, JUST BEYOND HJ MCDONALD'S SCHOOL.

AND THE REASON I BRING IT TO YOUR ATTENTION THROUGH THIS MEDIA IS BECAUSE THE SIGN IS POSTED SO FAR DOWN RACETRACK ROAD THAT ONLY THOSE THAT ARE GOING AND MAKING A U-TURN AT THE END OF RACETRACK ROAD WOULD BE ABLE TO SEE THE SIGN.

BUT IT IS A PROPOSED SITE FOR A CELLULAR TOWER.

AND THERE WILL BE A PUBLIC HEARING NEXT MONDAY NIGHT, RIGHT HERE.

IF ANYBODY HAS ANY INTEREST IN THAT OR OPPOSED TO IT, PLEASE COME AND ATTEND THE MEETING.

IT'S A LION JUST FREE.

JUST DON'T LET THE STORM GET YOU.

THAT'S ALL.

THAT'S ALL.

I JUST, I JUST WANTED TO SEE ROBERT SQUIRM.

HE'S SO ANXIOUS TO GET OUT OF HERE.

YOU DON'T HAVE ANY LEG EITHER.

MR. RANKIN.

BILL'S GOT A BUNCH OF STUFF.

I WOULD JUST LIKE TO SLICE THAT GENTLEMAN TO CALL ME THAT FIRST HURRICANE.

REMEMBER I TOLD YOU ALL, AND THAT'S THE HONEST TO GOD, IS THIS THE MAYOR? AND I SAID, YES.

AND HE SAID, DID YOU NOTICE THAT HURRICANE KEVIN? AND I SAID, YES.

AND HE SAID, WELL, WHAT ARE YOU GOING TO DO ABOUT IT? I JUST WANT TO LET HIM KNOW.

I HAVEN'T FIGURED OUT THIS IS TWO YEARS LATER.

HE'S BACK IN HIS HATCHES.

AND I DO APPRECIATE THE GREAT JOB THAT THE CITY EMPLOYEES PLEASE FIRE EVERYBODY THAT THEY'VE DONE IN THE PAST.

AND YOU REALLY SCOLD US.

AND REALLY, I KNOW YOU'RE GOING TO DO A GREAT JOB AGAIN.

I WOULD LIKE TO COMPLIMENT THE CITY MANAGER ON THE TWO PAGE MEMO THAT WE RECEIVED OUTLINING ALL THE PREPARATIONS THAT HAVE BEEN MADE.

AND IF IT'S POSSIBLE TO BE PREPARED FOR SOMETHING, THIS CITY IS PREPARED.

THE CITY DEPARTMENT HEADS HAVE DONE A MAGNIFICENT JOB.

NOW THAT'S HOPE THEY DON'T HAVE TO PUT ALL THOSE PLANS INTO ACTION.

IF WE'RE GIVING YOU ALL, THIS IS ALL IN FAVOR OF JOURNEY.
