THE CITY DEPARTMENT, THE RIGHT TO DOPE, BUT IT APPEARS TO US THAT WE HAVE SOME GROWN TO SUCH HIGH AND TRIM AND HAD BEEN DONE.

AND WE BELIEVE THAT IF SOME OF THESE TREES THAT HAVE GIVEN THIS THAT'S DIFFICULT TO REMOVE, BUT REPLACED WITH SOME TYPE OF TREE THAT WOULD NOT GROSS AT TALL, IN THE LONG RUN IN THE YEARS TO COME, THE CITY WILL SAY, I CAN ALL BE DONE IN ONE TIME.

WE REALIZED THAT, BUT WHERE WE HAD SOME VERY BIG

PROBLEMS, WE COULD START THEM ON IT AND MAYBE ALLEVIATE A WHOLE LOT.

IT CERTAINLY LOOKS LIKE TO ME THAT WE ARE LOSING THE BATTLE.

WHEN WE TRY TO KEEP THE CITY CLEAN, THEN WE LET PEOPLE PUT UP ALL KINDS OF SIGNS AND EVERYTHING AND GERIATRICS.

AND THEY USED TO ROLL OFF AND THERE WE HAD NOTHING BUT A TRASH CAN WE BELIEVE THAT THIS IS AN UNGODLY SITE WHEN HE SIGNED THIS, HANG ON THESE GANG, READ AFRO, BEAT THEM TO PIECES.

VAIN IS GONE MS. JEFFERSON SITUATION, NUMBER THREE, FEARS THAT WE HAVE IN THE CITY.

THERE'S TREMENDOUS AMOUNT OF PEOPLE WHO ARE GOING TO GO ALONG WITH IT.

MERIT OFFERS PROCLAMATION PRES HISTORIC PRESERVATION IS AN EFFECTIVE TOOL FOR MANAGING GROWTH, REVITALIZING NEIGHBORHOODS, FOSTERING LOCAL PRIDE AND MAINTAINING COMMUNITY CHARACTER WHILE ENHANCING LIVABLE, LIVABILITY AND PRES HISTORIC PRESERVATION IS RELEVANT FOR COMMUNITIES ACROSS THE NATION, BOTH URBAN AND RURAL, AND FOR AMERICANS OF ALL AGES, ALL WALKS OF LIFE AND ALL ETHNIC BACKGROUND AND PRES IS AS IMPORTANT TO CELEBRATE THE ROLE OF HISTORY IN OUR LIVES.

AND THE CONTRIBUTIONS MAY HAVE BY DEDICATED INDIVIDUALS AND HELPING TO PRESERVE THE TANGIBLE ASPECTS OF THE HERITAGE THAT HAS SHAPED US AS PEOPLE.

OUR FIRST AWARD THIS EVENING IS GIVEN, UH, IN THE AREA OF RESIDENTIAL REHABILITATION AND THE AWARD GOES TO DR.

SARAH ADAMS AND DOUG STITT, UH, FOR THEIR REHABILITATION OF THE ABBOTT ROW HOUSE STANDING PROUDLY AT THE CORNER OF EAST FRONT AND KING STREETS.

AND IT'S PASTEL COLORS.

THE EDIT ROADHOUSE WAS QUINTESSENTIAL, A WHITE ELEPHANT WHEN THE NEWBURG PRESERVATION FOUNDATION PURCHASED THE PROPERTY IN 1990, DIVIDED FOUR APARTMENTS, THE HOUSE, UH, SUFFERED FROM YEARS OF DEFERRED MAINTENANCE AND POORLY EXECUTED INTERIOR MODIFICATIONS.

UH, THE HOUSE HAD BEEN BUILT IN 1885 FOR JEREMIAH ABBOTT AS AN L-SHAPED VICTORIAN HOUSE, UH, IN 1923, NOAH ROWE, WHO WAS A BOOKKEEPER FOR THE NEAR BOOK BY BLADES LUMBER COMPANY PURCHASED THE HOUSE AND UNDERTOOK THE EXTENSIVE REMODELING PRODUCING THIS VERY ECLECTIC LOOKING HOUSE WITH A COMBINATION OF HISTORICAL REVIVAL STYLES, DESPITE THE HOUSES, UH, SIGNIFICANT, UH, ALTERATIONS, UH, MANY OF THE, UH, BEAUTIFUL ARCHITECTURAL INTERIOR WOODWORK REMAINED INTACT SUCH AS VISIBLE HERE IN THE FRONT PARLOR.

THIS IS BEFORE ROTATION ALSO HAD A VERY NOTABLE, UH, COLONIAL REVIVAL STAIRCASE, THIS WONDERFUL BABBLE OF GLASS FRONT DOOR AND SURROUNDS, UH, DR.

SARAH ADAMS AND DOUG STINT PURCHASED THE HOUSE AND EMBARKED ON A STANCE OF REHABILITATION TO TURN THE HOUSE BACK INTO A SINGLE FAMILY DWELLING.

THE MAJORITY OF THE WORK WAS TACKLED SINGLE-HANDEDLY BY DOUG AND TODAY, THE AVID ROW HOUSE IS AN ELEGANT HOME THAT ONCE AGAIN CONTRIBUTES TO THE QUALITY OF THE ARCHITECTURE, UH, FOUND ALONG EAST BROAD STREET.

OUR NEXT AWARD IS ALSO IN THE AREA OF RESIDENTIAL REHABILITATION AND THIS, UH, AWARD GOES TO HABITAT FOR HUMANITY OF GREATER NEWBURN FOR THEIR REHABILITATION OF THE CHARLES HARRIS HOUSE, WHICH IS THE TWO STORY FRAME HOUSE YOU SEE ON THE RIGHT CONSTRUCTED CIRCUIT.

1895 OF THE CHARLES HARRIS HOUSE IS ONE OF THE FINEST REMAINING HOUSES IN THE LAWNMOWER SECTION OF THE CITY.

THE HOUSE IS NOTABLE FOR ITS DECORATIVE EXTERIOR WOODWORK AND EXPOSED SPACE, WHICH YOU'LL SEE IN ANOTHER PHOTOGRAPH, UH, THIS PARTICULAR FEATURE ABLES, UH, THE HOUSE, UH, DESPITE MANY OF ITS, UH, NICE FEATURES STOOD EMPTY AND ARCHAIC, UH, IN THE EARLY 1992, WHEN THE NEWBURGH PRESERVATION FOUNDATION WORKING WITH THE CITY'S AFFORDABLE HOUSING TASK FORCE PURCHASED THIS HOUSE IN THE ADJOINING, UH, 1940S DUPLEX, UH, FOR THE PURPOSE OF CREATING AN AFFORDABLE HOUSING DEMONSTRATION PROJECT, THE IDEA WAS TO RECLAIM ONE OF THE MANY HISTORIC RESOURCES AND NUMEROUS INNER CITY NEIGHBORHOODS AND REHAB IT ECONOMICALLY FOR AFFORDABLE HOUSING.

UH, THE TASK FORCE FOUND A, A PARTNERSHIP WITH HABITAT FOR HUMANITY OF GREATER NEWBURN AND HABITAT, UH, TOOK ON WITH A LEAP OF FAITH.

THIS MONUMENTAL REHAB OF THIS BUILDING VOLUNTEERS SPENT COUNTLESS HOURS, UH, GUTTING YOUR BUILDINGS, CLEANING UP THE SITE AND TRYING TO RENT THIS HOUSE FOR TWO INHERITANCE.

THIS IS THE INTERIOR OF THE HOUSE OUTSIDE WHEN THEY REMOVED THE FLOOR STRUCTURE, MOST OF THE INTERIOR WALLS LEAVING HOME, YOU FRAME TO THE HOUSE ON THIS, GIVES YOU AN IDEA IS SILL ROMAINE COMPLETELY EATEN BY, BY TERMITES.

IN MOST CASES UNDER THE LEADERSHIP OF, UH, WHITE TRUCK, UH, VOLUNTEERS, THE PANEL TAT, UM, FOR HUMANITY, UH, THIS HOUSE WAS DISMANTLED AND PUT BACK TOGETHER OVER A PERIOD OF A YEAR AND A HALF.

UM, UH, NOVEMBER 19TH, UH, 1995, THE HOUSE WAS DEDICATED AND NEW OWNERS, JAMES AND VIERRA HARVEY, AND THEIR DAUGHTER CORINTHIA PLAYED IN THE HOUSE WITH THEIR NEW, OLD HOUSE AFTER THEY THEMSELVES ALSO INVESTED QUITE A BIT OF TIME DOING REHABILITATION TODAY.

THE BUILDING STANDS PROUDLY ON CHURCH STREET, SORT OF A SYMBOL OF THE VISION PARTNERSHIP OF A DEDICATED ORGANIZATION.

THIS IS A BEFORE THERE'S AN AFTER, UM, A DEDICATION AND REPRESENTATION OF, OF GROUPS WORKING TOGETHER AND DETERMINED TO PROVIDE DECENT, SAFE, AND SANITARY HOUSING FOR CITIZENS HERE IN THE CITY.

THE 1912 MACKINTOSH BUILDING WAS CONSTRUCTED FOR THE NEWBURN IRONWORKS AND SUPPLY COMPANY TO HOUSE THEIR EXPANDED MILL OPERA SUPPLY OPERATION FROM 1926 UNTIL 1993 OF THE BUILDING WAS OCCUPIED BY PRAVEN FOUNDRY COMPANY, PHARMACEUTICAL EXECUTIVE TURNED LOCAL DEVELOPER, DICK HAMILTON, UH, PURCHASED THIS BUILDING WITH A GROUP OF INVESTORS AND EMBARKED ON A REHABILITATION OF THIS VERY IMPORTANT ANCHOR PROPERTY IN HUBERT'S DOWNTOWN TODAY.

UH, THE BUILDING IS FULLY LEASED AND IS HOME TO A BANK AND A HAIR SALON AND OBFUSCATE SCALE, UH, ART GALLERY AND ALSO A DESIGN FIRM, ORIGINAL FEATURES OF THE BUILDING, INCLUDING, UH, MANY OF THE ORIGINAL BEAMS IN THE BUILDING, SOME OLD, UH, WALL SIGNS, INCLUDING AN OLD, UH, SENSATION CUP CLUB, CHEWING TOBACCO SIDE HAD BEEN PRESERVED ON THE WALLS OF THIS BUILDING.

DURING THE RENOVATION, THE BUILDING OFFERS A UNIQUE WORKING ENVIRONMENT AND SERVICES THAT ARE IMPORTANT ANCHOR AT A PROMINENT CORNER IN THE CITY'S COMMERCIAL DISTRICT.

AND DICK, IF YOU'D PLEASE COME FORWARD TO SEPTEMBER OR COMPLETED AT 1915 ST.

LUKE'S HOSPITAL WAS THE FIRST MAJOR HOSPITAL

FACILITY TO BE BUILT IN THE CITY OF NEWBURGH DESIGNED IN THE NEOCLASSICAL AND BOWART STYLES BY WILMINGTON ARCHITECT, BURT STEPHENS.

THIS IMPOSING STRUCTURE WAS BUILT FOR AN OWNED BY TWO PROMINENT LOCAL PHYSICIANS, DR.

ARCHIBALD JONES AND DR.

JOSEPH PATTERSON FOLLOWING ITS MORE RECENT USE AS THE OFFICES OF THE CRAVEN COUNTY DEPARTMENT OF SOCIAL SERVICES, THE BUILDING'S FUTURE WAS UNCERTAIN.

FOLLOWING THE AGENCIES MOVE TO A NEW FACILITY, ANDREWS BOULEVARD, NEW CENTER FOR MENTAL HEALTH SUBSEQUENTLY PURCHASED THE BUILDING AND HIRED PETERSON ARCHITECTS TO DEVELOP A RENOVATION PLAN FOR THIS FACILITY THAT INCLUDED A DEMOLISHED 1940S, TWO STORY ADDITION ON THE BACK OF THE BUILDING AND CONSTRUCT A, YOU HAD BULL ADDITION ON THE REAR.

THIS IS THE BUILDING IN THE OF ITS RENOVATION.

UH, BUILDING HAS SUFFERED NOT ONLY FROM YEARS OF NEGLECT AND DEFERRED MAINTENANCE, BUT ALSO EXTERNAL DURATIONS THAT REMOVED A LOT OF ITS ORIGINAL EXTRA FEATURES FOR THEM AND REPLACED BY PLASTIC BLOCK WINDOWS LATER, ALTERATIONS TO THE BUILDING, UM, WERE REMOVED AND A FIRE ESCAPE ON THE BROAD STREET.

ELEVATION WAS ALSO REMOVED AND REPLACED WITH MORE SYMPATHETICALLY DESIGNED FEATURES AIDED BY A DOCUMENTARY PHOTOGRAPH OF THE BUILDING.

A NEW, UH, THREE STORY ADDITION WAS ADDED ON THE BACK AND BUILT IN TO BLEND IN WITH THE EXISTING ARCHITECTURE WITH ITS USE OF MATERIALS THAT BRENT THE TEMPORARY INTERPRETATION ON THE ORIGINAL CORNICE TODAY.

UH, THE BUILDING STANDS, UH, NEWLY PIAN AND REALLY SYMBOLIZING THE REBIRTH OF BROAD STREET AS AN IMPORTANT GATEWAY INTO THE CITY.

IT IS THAT OFTEN THAT A HISTORIC PRESERVATION COMMISSION PROVIDES RECOGNITION TO A COMPANY THAT MANAGES SERVICE STATIONS IN A HISTORIC DISTRICT.

THE INEVITABLE

CONFLICT BETWEEN THE AUTOMOBILE AND OUR HISTORIC RESOURCES, OFTEN RESULTS IN PRESSURES TO DEMOLISH HISTORIC BUILDINGS AND DESTROY A COMMUNITY SENSE OF PLACE, NOT ALL SUCH A COUNTERS.

HOWEVER, OUR ADVERSARIAL EJI POPE AND SONS HAS WORKED RESPONSIBLY TO INTEGRATE ITS FACILITIES INTO THE HISTORIC DISTRICT THROUGH LANDSCAPING IMPROVEMENTS AT BOTH ITS EAST FRONT STREET LOCATION, WHICH HAS PICTURED HERE.

AND MOST RECENTLY ITS GAS STATION AT THE CORNER OF BROAD AND FLEETS STREETS IN BOTH CASES, PAVEMENT WAS REMOVED AND REPLACED WITH PLANNING AREAS ON BROAD STREET, SIGNAGE WAS CONSOLIDATED AND SHORTENED TO A MIND PLUS REDUCING SOME OF THE VISUAL CLUTTER ON THE BROAD STREET CORRIDOR.

WHAT IS I THINK WHEN THAT'S MORE REMARKABLE, HOWEVER, IS THE FACT THAT THE COMPANY HAD A VERY POSITIVE ATTITUDE WHEN WORKING THROUGH THE PROCESS, THE CONCERN WAS TO WORK WITH THE HISTORIC PRESERVATION COMMISSION AND MAKE IMPROVEMENTS THAT WOULD ENHANCE NOT DETRACT FROM THE CHARACTER OF THE HISTORIC DISTRICT.

WE APPLAUD EGA, POPE AND SONS FOR THEIR WILLINGNESS TO RECOGNIZE THE UNIQUE CHARACTER OF THIS HISTORIC DISTRICT AND TO TAKE STEPS, TO MAKE IT EVEN BETTER.

AND BOB DAVIS, WHO IS REPRESENTATIVE DJ FOCUS HERE IN THE 1978, A FEW PROJECTS OVER THE LAST YEAR, I'VE HAD MORE OF A POSITIVE IMPACT AND IMPROVING THE VISUAL AND ECONOMIC VITALITY OF OUR DOWNTOWN.

THEN MIDDLE STREET EAST A GAP OF THE URBAN FABRIC CREATED BY THE DEMOLITION OF THE LATE EARLY 20TH CENTURY BUILDING THAT HAD LEFT A VOID IN THE MIDDLE STREET.

STREETSCAPE HAS BEEN FILLED BY THIS NEW THREE AND A HALF STORY BUILDING THAT FITS SEAMLESSLY INTO THE LATE 19TH CENTURY, EARLY 20TH CENTURY, STREETSCAPE OF LOWER MIDDLE STREET DEVELOPED BY DICK HAMILTON AND DESIGNED BY ARCHITECT REED KIEFER.

THE BUILDING FEATURES THREE GROUND STORY, A RETAIL SPACE, MANY OF THEM AS EVOLVED DECORATIVE BRICK WORK ON THE FACADE OR THE FRONT OF THE BUILDING MIRRORS THE DETAILING OF THE NEIGHBORING BUILDINGS FOR THE FIRST TIME IN OVER 50 YEARS, A MIGRATION OF PEOPLE AND MOVED INTO DOWNTOWN AND CLAIMED DOWNTOWN AS THEIR NEIGHBORHOOD THUS CREATING THIS ROUND, THE CLOCK LEVEL OF ACTIVITY THAT THE URBAN DESIGN PLAN RECOMMENDS THANKS TO DICK HAMILTON AND HIS VISION, NUMEROUS URBAN SOUND AS LOST AS MISSING.

AND WHAT WAS AN IDEA ON PAPER HAS BECOME THROUGH THE SUCCESS OF MONTHS, UH, UH, REALITY, UH, NUMEROUS DOWNTOWN HAS NOW CREATED A NEW LEVEL OF VITALITY THAT WILL PLACE HER IN AN ENVIABLE POSITION TO FACE THE CHALLENGES OF THE NEXT CENTURY.

AND DICK, THANK YOU AGAIN, OUR FINAL AWARD THIS EVENING IS IN THE CATEGORY OF FRIEND OF PRESERVATION EACH YEAR.

THE COMMISSION ATTEMPTS TO RECOGNIZE AN INDIVIDUAL WHO SORT OF STANDS OUT AMONG THE CROWD FOR THEIR CONTRIBUTIONS TO HISTORIC PRESERVATION, SORT OF GOING OVER AND BEYOND THE CALL OF DUTY AS WATCHDOGS TO THE CITY'S HISTORIC RESOURCES.

JIM IS ONE PERSON WHO UNDOUBTEDLY HAS AN INTERNAL MAGNET THAT ATTRACTS INTO THESE PROPERTIES.

OTHER PEOPLE, I, THE BUILDING FOR DEMOLITION,

HE HAD THE STRUCTURE, UH, RAISED AND JACKED UP A NEW FOUNDATION PLACED UNDERNEATH THE BUILDING AND CONVERTED STRUCTURE FROM A MULTIFAMILY BUILDING INTO VERY ATTRACTED TO DUPLEX .

THIS IS WHAT IT LOOKS LIKE TODAY.

IF THIS PROJECT WASN'T ENOUGH TO MAKE MORE TIRED, UH, JIM THEN MOVED DOWN THE STREET TO THE WILLIAM BAXTER HOUSE AT TWO 15, UH, NEW STREET.

UM, THIS BUILDING, UH, WAS OWNED BY THE SAME FAMILY AND LIVED IN BY THE SON OF THE ORIGINAL OWNER.

THE HOUSE REQUIRED TOTAL UPGRADING OF SYSTEMS, BUT MAINTAIN ITS ORIGINAL INTERIOR WOODWORK, MANTLE STAIRCASE, ET CETERA.

THE ENTIRE REAR SECTION OF THE HOUSE HAD TO BE SHORED UP AND LATER ADDITIONS.

AND TODAY THIS IS VERY ATTRACTIVE.

VICTORIAN HOUSE IS THE HOME OF JIM AND MICHELLE TICE AND THEY USE IT AS THEIR RESIDENCE.

UH, BUT THIS WAS YET NOT ENOUGH FOR, FOR JIM.

UH, HE THEN DECIDED TO TACKLE YET ANOTHER PROJECT AND, UM, HOW, UH, THAT BURNED ON HALLOWEEN DAY IN 1994 BECAME THE NEXT SUBJECT OF, OF HIS EFFORTS.

UH, THE BOARD ASSAULTED HAS STOOD PROUDLY ON BROAD STREET, UH, SINCE 1910, WHEN IT WAS BUILT BY A LOCAL BLACK ARCHITECT BY THE NAME OF GEORGE EUBANKS, UH, WASN'T VERY MUCH A JEOPARDIZED STATE AFTER A FIRE IN THE ATTIC CAUSED EXTENSIVE WATER DAMAGE TO THE STRUCTURE, AS WELL AS LEAVING THE HOUSE'S ROOF STRUCTURE, UH, SOMEWHAT ON A STAINING, UH, AT A CALL FROM ME, JIM, UH, I THOUGHT MIGHT BE INTERESTED IN THIS HOUSE AND I CALLED HIM ONE DAY AND ACTUALLY I TALKED TO HIS WIFE MAY AND LATER THAT AFTERNOON I RECEIVED A PHONE CALL.

JIM WAS IN PENNSYLVANIA AND I TOLD JIM, I SAID, JIM, THIS IS A HOUSE FOR YOU.

YOU NEED TO LOOK AT THIS HOUSE.

UH, IT'S GOT WONDERFUL INTERIOR WOODWORK AND FEATURES AND SIDE, UM, MANTLES, THE DOORS, THE STAIRCASE, THEY YOU'RE A LITTLE DARK, BUT YOU A SENSE OF SOME OF THE FEATURES IN THIS HOUSE.

AND TODAY WE'RE ASSAULTED HOUSE STANDS PROUDLY ON BROAD STREET TESTIMONY TO, TO GYMS PERSEVERANCE.

UH, IF THAT WAS YET NOT ENOUGH, JIM NOW HAS FINISHED THIS HOUSE AND IS NOW ABOUT TO EMBARK ON HIS NEXT FRONTIER.
