GOOD EVENING, LADIES AND GENTLEMEN, I'D LIKE TO THANK MAYOR BAYLISS, UH, FOR THE THIRD TIME TODAY AND, UH, CITY MANAGER HARTMAN AND THE BOARD OF ALDERMAN FOR THIS OPPORTUNITY TO PRESENT THE FINAL VERSION OF THE URBAN DESIGN PLAN FOR YOUR APPROVAL AND ADOPTION.
UM, JUST TO REVIEW FOR THOSE OF YOU WHO HAVEN'T SEEN IT BEFORE, I CAN'T IMAGINE THERE'S ANY PEOPLE LEFT, BUT THERE MAY BE.
UM, WE STARTED THE MEETING WITH COMMUNITY MEETINGS AT WHICH WE, UH, OBTAINED YOUR OPINIONS AND IDEAS AND DREAMS FOR THE STUDY AREA.
UH, WE THEN TOOK THOSE BACK AND DEVELOPED CONCEPTS, WHICH WE BROUGHT BACK AGAIN AFTER SEVERAL MONTHS.
AND THEN FINALLY, SEVERAL MONTHS LATER, WE BROUGHT A PRELIMINARY PLAN IN SEPTEMBER AND PRESENTED THAT SINCE THAT TIME WE'VE DONE THE FINAL REPORT AND THE SLIDESHOW, WHICH WE'LL SHOW YOU TODAY.
THE SLIDE SHOW IS A SYNOPSIS OF THE WORK THAT WE'VE DONE AND ALSO COMPLETED AT THIS TIME IS, UH, ECONOMIC STUDY BY, UH, RANDALL GROSS DEVELOPMENT ECONOMICS, AND ALSO A TRAFFIC STUDY BY KOBLENZ TRANSPORTATION.
SO, UM, AS BRIEFLY AS I CAN, THIS IS A PRESENTATION ABOUT THE FINAL REPORT AND A LITTLE SYNOPSIS OF THE WORK DONE BY THE OTHER FOLKS AS WELL.
THE, UM, NEED AND PURPOSE FOR THE PLAN IS SOMETHING WE ALWAYS NEED TO REMEMBER.
THE PREVIOUS PLAN COMPLETED IN 1991 HAS BEEN SUCCESSFUL AND IT IS TIME TO PLAN FOR THE NEXT DECADE.
THE DOWNTOWN HAS BEEN DOING WELL AND CONTINUES TO GROW THE AREAS TO THE NORTH AND WEST OF THE DOWNTOWN.
HOWEVER, INCLUDING RIVER STATION AND FIVE POINTS HAVE BEEN IDENTIFIED AS THE AREAS OF FOCUS FOR THIS PLAN.
THEY'RE BOTH VERY DIFFERENT AREAS AND THAT MADE THE PLAN CHALLENGING, BUT THEY BOTH HAVE A UNIQUE SET OF OPPORTUNITIES AS WELL.
BROAD STREET IS SOMETHING THAT TIES TOGETHER THE DOWNTOWN FROM THE WEST ALL THE WAY INTO THE DOWNTOWN.
AND, UM, IT'S ASSUMED NEW IMPORTANCE SINCE THE BRIDGE HAS BEEN CLOSED.
AND, UH, AS AN A GATEWAY TO NEWBURN, IT NEEDS ATTENTION, THE STRENGTHS, I THINK YOU'RE ALL AWARE OF, OF YOUR DOWNTOWN AND OF YOUR WHOLE CITY, ACTUALLY ALL THE HISTORIC RESIDENTIAL, THE STRONG NEIGHBORHOODS SUCCESSFUL DOWNTOWN REVITALIZATION, WHICH IS ONGOING, INTERESTED IN INVOLVED CITIZENS, WHICH SHOULD NEVER BE UNDERESTIMATED TOURISM DESTINATIONS HERE, WHICH HELPED WITH YOUR ECONOMY, THE TWO RIVERS AND THE LARGE VACANT AREA OF LAND TO THE NORTH, WHICH REPRESENTS A REDEVELOPMENT OPPORTUNITY.
YOUR LOCATION IS OF COURSE REALLY PRICELESS.
AND THAT'S A GREAT THING TO START WITH.
YOU HAVE MANY HISTORIC BUILDINGS, ONE OF WHICH WE'RE IN THIS EVENING, OF COURSE, MANY HISTORIC COMMERCIAL BUILDINGS, RESIDENTIAL DISTRICTS THAT ARE UNEQUALED AND MANY WONDERFUL TOURIST DESTINATIONS.
SINCE THE LAST 10 YEARS HAVE PASSED.
YOU'VE DONE QUITE A FEW WONDERFUL THINGS WITH YOUR DOWNTOWN, INCLUDING MANY STREETSCAPE RENOVATIONS AND BUILDING RENOVATIONS, OPEN SPACE RENOVATIONS, AND NEW CONSTRUCTION, BUT THINGS THAT REMAIN TO BE DONE LEN NORTH OF THE DEPOT AND THE REMAINING HISTORIC BUILDINGS PROVIDE THE BASIS FOR A SIGNIFICANT REDEVELOPMENT OPPORTUNITY NEAR THE RIVER AND THE DOWNTOWN, THE ISSUES FACING THE CITY, OUR NEIGHBORHOODS TO THE WEST, WHICH ARE DISTRESSED, UH, BROAD STREET, WHICH NEEDS TO BE IMPROVED AND OVER ABUNDANCE OF RETAIL IN THE ENTIRE REGION, WHICH WILL HAVE AN IMPACT ON THE DOWNTOWN IF IT'S NOT WATCHED.
AND WHILE THE REGION AND THE CITY ARE SOUND ECONOMICALLY, THE STUDY AREA HAS PROBLEMS WITH A SPECIAL PROBLEMS AROUND THE FIVE POINTS AREA OF SUBSTANDARD HOUSING AND POVERTY THAT NEED TO BE ADDRESSED.
UM, BROAD STREET IS NOW, ALTHOUGH IT SERVES AS A GOOD TRANSPORTATION CORRIDOR IS MOST UNATTRACTIVE AND SOME OF THE DISTRESSED NEIGHBORHOODS HAVE PROBLEMS THAT REALLY NEED ATTENTION SOONER.
THE INVENTORY AND ANALYSIS THAT WE DID INCLUDED THE BASIC THINGS TO GIVE US AN UNDERSTANDING OF WHERE THINGS ARE NOW.
WE LOOKED AT CIRCULATION, HOW PEOPLE MOVE IN AND OUT THE BROWN STREETS

SHOW WHERE PEOPLE MOVE INTO THE CITY AND CARS.AND, UM, THOSE ARE THE AREAS THAT NEED TO BE ADDRESSED IN TERMS OF THE FRONT DOOR THAT THEY CREATE FOR THE, UH, FOR THE DOWNTOWN.
THE RED STREETS, OF COURSE ARE RETAIL AND THE REST ARE CONNECTOR STREETS.
UM, PLANS ARE MOVING FORWARD FOR THINGS THAT STILL NEED TO BE DONE IN THE DOWNTOWN, BUT BROAD STREET REMAINS.
QUEEN STREET IS NARROW AND LIMITED IN THE AMOUNT OF TRAFFIC IT CAN HANDLE.
SO IT PROBABLY NEVER WILL BE A MAJOR MOVER OF TRAFFIC.
FIRST STREET IS ALSO A MAJOR GATEWAY.
IT NEEDS IMPROVEMENT AND PEDESTRIAN AND BIKE CONNECTIONS ARE INCOMPLETE AND COULD BE COMPLETED.
UM, THE AREAS SHOWN IN RED STRIPES ARE THE DOWNTOWN RETAIL.
THE OTHER SORT OF PINK AREAS ARE WHAT WE CALL STRIP COMMERCIAL THAT ARE ALONG QUEEN STREET.
AND, UM, AND ALSO ALONG BROAD STREET IN THAT ARE, THESE ARE THOSE AREAS HERE AND HERE.
UH, AND THE REST OF THE AREAS ARE EITHER IMMEDIATE, LOW DENSITY OR MEDIUM DENSITY HOUSING.
UM, BUT YESTERDAY, YET PEDESTRIAN ORIENTED RETAIL IS CONCENTRATED IN THE DOWNTOWN STRIP COMMERCIAL ALONG BROAD STREET.
THERE'S ALSO A LARGE CONCENTRATION OF GOVERNMENT AND INSTITUTIONAL USES IN OR NEAR THE DOWNTOWN AND A HEALTHY NUMBER OF PROFESSIONAL OFFICES.
THERE'S ONLY A SMALL NUMBER OF INDUSTRIAL USES, WHICH SHOULD BE PROTECTED.
THIS IS A LITTLE HARD TO READ BECAUSE THE BUILDINGS ARE SO SMALL AT THIS SCALE, BUT BUILDINGS THAT ARE DARKER IN COLOR ARE ONES THAT ARE MORE DISTRESSED ON THIS PLANT.
AND YOU'LL SEE THAT THERE'S A CONSTANT OR ELSE THEY'RE VACANT.
THE ONES THAT ARE GRAY ARE VACANT.
YOU'LL SEE THAT THERE'S A CONCENTRATION OF BUILDINGS IN POOR CONDITION AROUND THE FIVE POINTS AREA.
AND WE DECIDED THAT THE AREAS IN WORST CONDITION ARE THE AREAS RIGHT HERE, WEST OF CRAVEN TERRACE RIGHT HERE.
AND THERE'S ALSO AREAS ALONG BROAD STREET, WHICH DEFINITELY NEED IMPROVEMENT.
THE AREA UP NEAR THE DEPOT HAS A LOT OF VACANT BUILDINGS AND THAT'S A PROBLEM AND AN OPPORTUNITY I'LL GO BRIEFLY THROUGH THE TRAFFIC AND ECONOMIC STUDIES SO THAT YOU UNDERSTAND THE BACKGROUND FOR OUR RECOMMENDATIONS.
WE WERE VERY CAREFUL THIS TIME, NOT TO MAKE ANY RECOMMENDATIONS BASED ON PEOPLE'S DESIRES OR WHAT MIGHT BE NICE.
I MEAN, CERTAINLY WE WANTED TO DO EVERYTHING EVERYONE'S DESIRES, BUT WE WANTED TO MAKE SURE THAT IT WAS ECONOMICALLY SOUND TO DO SO.
AND THAT, UM, IT WAS GOING TO BE ACCEPTABLE TO TRAFFIC.
UM, THE TRAFFIC FOLKS IN STATE, UH, IF WE SAY SUGGESTED THAT BROAD STREET BE NARROW, THE CUMULUS TRANSPORTATION GROUP, UM, WAS CHARGED WITH LOOKING AT BROAD STREET AND LOOKING AT THE TRAFFIC NOW IN LIGHT OF THE FACT THAT THE BRIDGE HAS BEEN REMOVED AND PREDICTING A FUTURE, YOUR VOLUMES IN AN EFFORT TO SEE IF BROAD STREET COULD BE NARROWED AND MADE MORE ATTRACTIVE AND STILL CARRY THE TRAFFIC CAPACITY THAT IT NEEDED TO.
SO THEY DID AVERAGE DAILY TRAFFIC COUNTS.
THEY DID FUTURE YEAR TRAFFIC VOLUMES, AND THEY DID A TRAFFIC ANALYSIS AND MODELING, WHICH, UH, TRIED TO SEE WHAT WAS GOING TO HAPPEN IN THE FUTURE.
UM, THE REMOVAL INDUSTRY OF A BRIDGE CHANGED THE TRAFFIC PATTERNS INTO NEWBURN REDUCED TRAFFIC ON BROAD STREET.
THE QUESTION FOR KOBLENZ WAS WHETHER OR NOT THE TRAFFIC COUNTS WOULD REMAIN LOW ENOUGH IN THE FUTURE TO JUSTIFY REMOVING SOME LANES AND REPLACING THEM WITH THE ENHANCED SIDEWALKS PARKING IN IMMEDIATE TRAFFIC COUNTS AND MODELING REVEALED THAT ENHANCEMENTS ARE FEASIBLE FROM FLEET STREET TO EAST FRONT STREET, FOUR LANES PLUS A TURN LATER STILL NEEDED BETWEEN FIRST STREET AND FLEET STREET.
BUT THE URBAN DESIGN PLAN SHOWS A SLIGHT NARROWING OF THE LANES TO ALLOW EXPANDED SIDEWALKS IN A MEETING WITH TURN LANES IN THE FIVE POINT AREAS AS WELL.
THIS IS A PART OF THEIR DATA COLLECTION, WHICH I WON'T GO INTO THIS EVENING, BUT THE LOWER DRAWING HERE SHOWS TUBULINS CROSS SECTION OF HOW THEY FELT.
UM, BROAD STREET COULD BE NARROWED EAST OF FIVE POINTS.
AND, UH, THAT'S A DRAWING ABOVE OF THE ACTUAL PLANS TO SHOW WHAT IT WOULD LOOK LIKE, UM, IN A MORE RENDERED VERSION AND THIS DRAWING HERE, WHICH YOU'LL ALSO SEE LATER IN THE FIVE POINTS DISCUSSION SHOWS THAT CROSS SECTION WITH TWO LANES EACH WAY IN THE FIVE POINTS AREA, UH, THE AREA AS THE, THE CAPTIONS SAY THE CENTRAL SECTION SAYS THE MEETING WITH TREES ONE OR TWO LANES MOVING EACH WAY, A TREE ZONE AND ON ALL THE STREETS ALONG BROAD STREET BETWEEN TRAFFIC AND SIDEWALKS AND AS CONTINUOUS AS POSSIBLE SIDEWALKS ALONG THE WHOLE LENGTH OF BROAD STREET, THE MARKET EVALUATION BY RANDALL GROSS DEVELOPMENT ECONOMICS IS VERY DETAILED.
WELL, BOTH ARE VERY DETAILED, BUT THE HIGH POINTS OF IT ARE THAT THE KEY ECONOMIC ECONOMIC ISSUE IS WITH A FOCUS ON FIVE POINTS WERE THAT THAT PARTICULAR PART OF THE STUDY AREA HAS VERY HIGH UNEMPLOYMENT AND POVERTY HAS LOW EDUCATION LEVELS.
IT HAS LIMITED HOME OWNERSHIP, LOW HOUSING VALUES AND LACK OF SHOPPING AND SERVICES.
THE KEY ASSETS AND OPPORTUNITIES FOR THE ENTIRE AREA INCLUDE HISTORIC DISTRICTS

AND VINTAGE HOUSING, ATTRACTIVE WATERFRONTS AND OPPORTUNITY SITES, CENTRAL LOCATION IN PUBLIC AMENITIES, UH, EXISTING HOUSEHOLD AND POPULATION-BASED AND WORKING FAMILIES.THE MARKET POTENTIAL IN TERMS OF HOUSING, WHERE THAT IN THE NEXT FIVE YEARS, THERE'S A DEMAND FOR APPROXIMATELY 175 TO 185 UNITS OF NEW HOUSING IN THE CITY AND THE RIVER STATION AREA.
THIS TAKES THE FORM AS YOU'LL SEE IN THE PLAN OF A NEW URBANIST COMMUNITY, WHICH IS SOMETHING WE'LL TALK ABOUT LATER, LATER ON WE'LL SHOW SOME PICTURES OF IT.
UM, THE RIVER STATION CONCEPT BUILDS ON THE WATERFRONT AMENITY, WHICH HAS EXTREMELY STRONG AMENITY TO USE AS A SELLING POINT FOR NEW HOUSING.
AND ALSO ON THE IDEA OF THE EXTENSION OF THE HISTORIC DISTRICT FROM THE NORTH AND THE SOUTH INTO THIS AREA, FIVE POINTS, HOUSING REVITALIZATIONS GOALS ARE TO INCREASE HOME OWNERSHIP AND REDUCE THE CONCENTRATION OF POVERTY.
IT'S TO BE A MIXED INCOME ATTACHED OR DETACHED UNITS.
AND IT'S TO TARGET WORKING FAMILIES, FAMILIES.
NOW IN SUBSIDIZED HOUSEHOLDS WITH $15,000 OR PLUS INCOME RETAIL POTENTIALS ARE FOR 30 TO 50,000 SQUARE FEET.
UH, IN THE SHORT TERM, SAY IN THE NEXT FIVE YEARS, THIS IS NOT A HUGE AMOUNT.
AND IT'S BECAUSE OF THE EXISTING AMOUNT OF RETAIL IS QUITE LARGE ALREADY, BUT IT COULD ALSO IN THE NEXT FIVE YEARS INCLUDE THE CONSOLIDATION OF EXISTING RETAIL.
AND WE'LL SHOW YOU SOME PROJECTS THAT WE RECOMMEND THAT TAKE RETAIL THAT EXISTS IN OTHER PLACES AND CONSOLIDATES IT IN OTHER LOCATIONS, WHICH WILL MAKE IT, UM, MORE SERVICEABLE FOR EVERYONE INVOLVED, INCLUDING THE, THE ENTREPRENEURS, SOME OF THE POINTS, THE FIVE POINTS TOWN CENTER INCLUDE GENERAL MERCHANDISE, FOOD, COMMUNITY, RESTAURANT, AND SERVICES, WHICH ARE NEEDED AMONGST THESE 50, 30 TO 50,000 SQUARE FEET, A SHOPPING CENTER FORMAT AT THE FIVE POINTS INTERSECTION, WHICH WE'LL SHOW YOU LATER ON AND AN AUTOMATED MOTIVE SERVICE CENTER OR, OR SERVICE MALL, WHICH WILL CONSOLIDATE MANY OF THE AUTO-RELATED BUSINESSES IN THE FIVE POINTS AREA FROM QUEEN STREET AND BROAD STREET INTO A SINGLE CENTER RIVER STATION VILLAGE CENTER.
UM, RETAIL CONCEPT IS FOR RESTAURANTS, SHOPPERS, GOOD CONVENIENCE FOODS, PERHAPS SOMETHING LIKE A MAIL IS OUTLIST LED AND THAT SORT OF THING IN A VILLAGE CENTER FORMAT, UH, AT RIVER STATION AND DOWNTOWN NEWBURN, UH, THE SUGGESTIONS THERE ARE, UM, YOU NEED TO BUILD ON YOUR EXISTING TOURISM BASE AND TO TAKE ADVANTAGE OF THE CONVENTION CENTER WITH SOME NEW TYPES OF BUSINESSES THAT SORT OF FILL OUT YOUR MIX OF BUSINESSES.
AND RANDALL TALKS ABOUT THAT IN GREATER DETAIL IN HIS REPORT, BUT THESE THINGS NEED TO SUPPORT THE CONVENTION CENTER, UM, THE MEETING MARKET, AND ALSO, UH, PERHAPS VISITORS COMING, UH, FOR THE PALACE.

THE AREAS SHOWN IN RED ARE THE AREAS THAT ARE MOST DISTRESSED WITHIN THE PLANT AREA.
THESE ARE THE AREAS WHICH SHOULD HAVE SOMETHING DONE TO IMPROVE THE CONDITIONS WAS IN THE NEXT 10 YEARS OR ELSE.
IT WILL BE A PROBLEM FOR THE CITY.
THE AREA IS SHOWN AN ORANGE OR WHAT WE CALL TRANSITION AREAS.
THAT MEANS THAT THEY'RE OKAY NOW, AS LONG AS THE AREAS AROUND THEM REMAIN, OKAY, BUT THEY'RE, IF THE AREAS AROUND THEM DETERIORATE, THEY WILL DETERIORATE AS, AS WELL.
SO IF YOU TAKE THOSE TWO AREAS TOGETHER, YOU CAN SEE THAT BY CONCENTRATING HARD ON THE RED AREAS, YOU CAN MAKE EVERYTHING BETTER, BUT IF NOTHING HAPPENS, SOME AREAS ARE GOING TO GET WORSE IN THE AREA SHOWN IN BLUE STRIPES, UM, IS JUST, UH, THE RIVER STATION AREA.
UM, THE TRANSPORTATION CONCEPT JUST TALKS ABOUT SOME BASIC THINGS THAT NEED TO BE LOOKED AT IN TERMS OF HOW VEHICLES MOVE INTO AND AROUND THE DOWNTOWN AND WHAT THEY DO ONCE THEY GET THERE.
UM, THE RED STRIPED AREA IS AS A POSSIBLE, UM, SHUTTLE LOOP WITHIN THE DOWNTOWN.
AND IF SOMETHING WAS TO HAPPEN IN THE NORTH OF RIVER STATION, THE SHUTTLE LOOP COULD BE, UM, EXPANDED THE MAIN BIKE AND PEDESTRIAN ROUTES NORTH AND SOUTH ON EASTERN, UM, GO NORTH, SOUTH ON EAST FRONT AND GEORGE AND EAST WEST ON POLLOCK.
ADDITIONAL PEDESTRIAN ROUTES SHOULD BE ADDED ALONG THE WATERFRONT TO EXTEND THIS NORTH AS DEVELOPMENT PROCEEDS, ADDITIONAL BIKE PATHS, CONNECTING THE NEIGHBORHOODS WITH THE DOWNTOWN MIGHT ALSO BE, UM, ADVISABLE.
AND THESE CAN BE DONE WITH SUCH A SIMPLE THING AS STRIPING ON THE SIDEWALKS.
I MEAN, I'D RATHER THAN ON THE SIDEWALKS ON THE STREETS TO ADD A SPACE OR TO SORT OF PHYSICALLY MENTALLY ALLOW SPACE FOR BIKES, AS FAR AS BUS AND TRUCK ROUTES INTO THE DOWNTOWN, UH, THEY'LL COME IN AND VIA THE TRENT RIVER BRIDGE AND ALONG SOUTH FRONT STREET OR VIA FIRST STREET IN BROAD TO HANCOCK AND THEN NORTH OR SOUTH ON HANCOCK, UM, OR GEORGE NORTH ON GEORGE, NOT SOUTH ON GEORGE NORTH, NO TWO OF RUSS'S FOURTH TRUCK SHOULD BE ALLOWED EAST OF HANCOCK STREET ON BROAD IN THE FUTURE.

STREETS SHOULD BE WIDENED TO ACCOMMODATE SIDEWALKS, IMPROVED DRAINAGE AND DEEPER BUILDING SETBACKS HOUSES IN GOOD CONDITION CAN REMAIN IN PLACE OR BE MOVED TO ACCOMMODATE DEEPER SETBACKS.
HOUSING IN POOR CONDITION SHOULD BE DEMOLISHED AND REPLACED.

THE NEIGHBORHOOD EXPANDS INTO VACANT LAND TO THE WEST TOWARDS THE FAR FORT TOTTEN NEIGHBORHOOD PROGRAMS SHOULD BE PUT IN PLACE TO ENSURE A SIGNIFICANT, A SIGNIFICANT PROPORTION OF HOME OWNERSHIP AND A NEW COMMUNITY PARK IS ALSO SHOWN IN THE CENTER OF THE NEIGHBORHOOD.
WE'LL JUST GO BACK TO THE PLAN A SECOND, THE BUILDINGS THAT ARE SHOWN IN YELLOW IN THIS PLAN THAT ARE FLAT YELLOW, THOSE ARE ALL EXISTING BUILDINGS.
AND THE PLAN WAS DONE IN SUCH A WAY THAT IN ORDER TO, UH, MAKE THE STREETS WIDER, WE BASICALLY WENT THROUGH AND PICK THE SIDE OF THE STREET THAT HAD THE LARGEST NUMBER OF HOUSES IN GOOD CONDITION.
AND WE MOVED THE RIGHT OF WAY AWAY FROM THOSE HOUSES, SO THAT YOU'D ONLY HAVE TO MOVE HOUSES ON ONE SIDE OF THE STREET.
IN EACH CASE, WE DID ELIMINATE A SMALL SORT OF ALLEY STREET THAT OCCURS RIGHT HERE THAT THAT HAD HOUSES ON IT.
AND WE ELIMINATED THAT STREET THERE.
UM, SO THIS COULD BE DONE IN PHASES IN THE AREA TO THE WEST.
IT'S NOW LARGELY VACANT THIS AREA HERE.
SO REDEVELOPMENT OF THIS AREA COULD START THERE WHERE THERE'S VACANT HOUSING, PEOPLE COULD BE RELOCATED.
AND THEN, UH, THE, UH, THE REDEVELOPMENT COULD PROCEED EASTWARD FROM THERE BLOCK BY BLOCK.
UM, SINCE NEWBURN IS SO FOND OF MOVING HOUSES, IT SEEMS LIKE FOR THE HOUSES THAT ARE IN GOOD CONDITION HERE, THAT THESE COULD BE MOVED AND NEW PORCHES COULD BE ADDED, UH, FOR THE HOUSES THAT ARE IN GOOD CONDITION.
AND THAT WOULD MAKE THE WHOLE PROJECT A LITTLE MORE AFFORDABLE.
YOU ARE REALLY AMAZING THAT WAY, THE TOWN THAT MOVES HOUSES MORE THAN ANY TOWN I'VE EVER BEEN IN.
UM, AND THIS JUST SHOWS THIS IN DETAIL.
WE ALSO ADDED A SMALL NEIGHBORHOOD PARK IN THE CENTER BECAUSE THERE ISN'T MUCH OPEN SPACE.
AND THIS ALSO RESULTS IN ROOM FOR A FIVE FOOT SIDEWALK AND IT'S STREET TREE PLANTING ZONE, AND THE HOUSES ARE SETBACK.
UM, I THINK IT'S 20 FEET FROM THE SIDEWALK.
SO THIS GIVES A LOT MORE BREATHING ROOM TO THE NEIGHBORHOOD.
ALTHOUGH THE OVERALL DENSITY AND NUMBER OF HOUSES DOES NOT INCREASE OR DECREASE VERY MUCH.
THE LOWER PHOTOGRAPH IS ONE THAT A NET TOOK FOR ME THAT THAT'S A BEFORE VIEW.
AND SOME OF THOSE HOUSES YOU CAN SEE ARE IN QUITE GOOD CONDITION.
