AND THE PURPOSE OF THE CONTEST IS TO SHOWCASE THE LINEMAN'S ABILITY TO CLIMB POLES AND ACTUAL JOB RELATED EVENTS.

THESE EVENTS INCLUDE A HURT MAN, RESCUE A DOWN PRIMARY, A POLE MOUNT CAPACITOR CHANGE OUT.

THEY CROSS ARM CHANGE OUT AND A SINGLE FACE HEAD MOUNT TRANSFORMER CHANGE OUT ARE THESE, THE TEAM THAT WE SENT WAS MADE UP OF MIKE HARPER, GERARD RO AND BRIAN SMALL, AND WE'RE PROUD TO ANNOUNCE THAT THEY PLACED FIRST OVERALL IN THE COMPETITION.

AND, UH, BUT WE'RE REAL PROUD OF THEM.

NEXT THING WE HAVE IS A REPORT BY DAVID NIECE, WASTEWATER TREATMENT PLANT TREATED, UH, APPROXIMATELY 99 MILLION GALLONS OF WASTEWATER DURING THE MONTH OF FEBRUARY, THAT AVERAGES OUT TO 3.5 MILLION GALLONS PER DAY.

THE PEAK FOR THE MONTH WAS 4.6 MILLION GALLONS PER DAY.

AND WE RECORDED A LITTLE OVER TWO AND TWO AND A QUARTER INCHES OF RAIN AT THE PLANT.

UH, THE PLANT IS UNDER AN SOC AND IS OPERATING WITHIN THE PARAMETERS THAT ARE SET FORTH IN THE SOC.

BUT TO JUST GIVE YOU SOME IDEA, UH, EVEN WITH ONLY HALF A TRAIN, UM, WE ARE REMOVING 80% OF THE SUSPENDED SOLIDS AND 81% OF THE VOD, WHICH IS REMARKABLE FOR JUST HALF OF THE TERRAIN.

UM, ALSO FOR THE, UM, CORY PROJECT, I WANTED TO BRING YOU UP TO DATE.

WE'VE HAD A DELAY ON FROM THE ELECTRICAL AND THE STRUCTURAL PEOPLE.

NEITHER ONE OF THEM HAVE GOTTEN THEIR PLANS AND SPECIFICATIONS BACK TO RIVERS AND ASSOCIATES.

WE WERE HOPING TO BE ABLE TO SUBMIT TO THE STATE THIS WEEK, AND THAT LOOKS LIKE IT'S GOING TO TAKE ANOTHER WEEK BEFORE THAT ACTUALLY TAKES PLACE.

WILL PUT US ON THE TRACK TO GET A PERMIT, TO GET THE PUMP STATION THAT WILL PUMP TO THE 40 WE'LL PUMP TO THE RIVER, UH, UNDER CONSTRUCTION.

AND, UH, THE WASTEWATER TREATMENT PLANT CONSTRUCTION PROJECT IS MOVING ALONG NICELY.

UM, THE BIOLOGICAL TREATMENT UNITS, WHICH ARE THE HUGE CONTAINMENT VESSELS THAT ACTUALLY DO THE TREATMENT OF THE WASTEWATER OVER 50% COMPLETE.

NOW, UM, THE SIDE IS, IS REALLY COMING AND TAKING SHAPE.

NOW, UM, MOST OF THE DEEP STRUCTURES THAT HAVE TO BE PUT IN THE GROUND WITH THE EXCEPTION OF THIS PUMP STATION HAVE BEEN INSTALLED AND, UM, THINGS ARE MOVING ALONG REAL NICE.

THEY'RE ACTUALLY AT THIS POINT 15 DAYS BEHIND, BUT THEY EXPECT TO MAKE UP TIME BECAUSE, UH, THE SLUDGE BUILDING HAD SOME STRUCTURAL CHANGES THAT WERE DONE AND THEY'RE EXPECTING THAT THEY HAVE PLENTY OF LEEWAY IN THAT, UH, DESIGN TIME AND, OR BUILD TIME TO BE ABLE TO MAKE UP AND FINISH THAT AHEAD OF SCHEDULE, UH, SOMEWHERE AROUND 15 DAYS IS WHAT THEY'RE HOPING FOR.

AND WE HAD OUR PUBLIC MEETINGS TONIGHT AND THERE WERE SOME CONCERNS VOICED ABOUT THE PERIOD OF TIME IT'S TAKEN FOR THE REHAB CONTRACTORS TO GET IN AND FIX THE CRACKS AND THINGS IN THE WALLS AND DO THAT TYPE THING.

SO MS. STEINHAUSER AND MYSELF MET AFTER THAT MEETING AND ARE GOING TO LOOK AT THOSE CONTRACTS, SEE IF THERE'S SOME WAY WE CAN POSSIBLY REWARD SOME OF THOSE, THE SECOND LITTLE LEVEL BITTERS, TRY TO GET SOME OF THOSE DONE IN A MORE TIMELY MANNER.

WE'VE HAD TWO CONTRACTORS, SO JUST THEY'RE JUST FULL THE REHAB CONTRACTORS THEY'RE JUST FULL.

SO THAT WAS REALLY THE BULK OF WHAT WE HAD.

UM, WE HAD JUST GOT SOMEBODY TO WORK AND, UM, AND THERE WAS ONE CASE, UH, EARLY LAST WEEK, UH, THAT WE MET WITH A HOMEOWNER WHO HAD SOME QUESTIONS.

UM, AND WE THINK THOSE ARE ALL TAKEN CARE OF ALSO THE LOAN.

UH, THEY ARE ENFORCING THE LITTER ORDINANCE IN FRONT OF THE CHURCH WHENEVER THEY GET A CHANCE TO GO BY THERE, IT'S DANNY SAYS IT'S A LITTLE BIT BETTER.

ANOTHER LITTLE BIT OF ANECDOTAL INFORMATION THAT I FOUND A LITTLE BIT AMUSING WAS THAT, UM, IN A NUMBER OF THE ARRESTS THAT WERE MADE, OR THE CITATIONS THAT WERE ISSUED FOR LITTERING, UH, THEY TURNED INTO MORE THAN JUST LITTERING CITATION.

ONE EXAMPLE IS THEY, A FELLOW THREW A BEER BOTTLE DOWN.

AND WHEN THE OFFICER WENT UP TO WRITE HIM A CITATION FOR THROWING A BEER BOTTLE DOWN, HE, THE GUY FLED.

AND WHEN THEY CAUGHT HIM, HE HAD DRUGS ON HIM.

SO THEY ARRESTED HIM FOR THE DRUGS.

SO THEY ATTEMPT TO ENFORCE THE LITERAL ORDINANCE, WIND UP WITH A DRUG ARREST.

ANOTHER FELLOW WAS BEING ARRESTED FOR DRUGS, AND HE THREW HIS DRUGS ON THE GROUND.

SO THEY CHARGED HIM WITH POSSESSION OF DRUGS AND THEY CHARGED HIM WITH LITTERING.

I HAVE, I HAVE ONE OF MY FLASHCARDS HERE THOUGH, WAS PRESENTED THIS THIS EVENING.

AND IT'S GOT SOME INFORMATION ON SOMEBODY THAT WAS BLASTING.

WE HAVE A HEARING TO ADOPT AN ORDINANCE 15 DASH 15 BASIC DEFINITIONS AND INTERPRETATIONS SECTION 15 DASH 1 24, EXTENSION NON-CONFORMING SITUATION AND SECTION 15 DASH 78, THE APPROVAL OF THE CITY OF NEWBURN LAND USE ORDINANCE, MR. GEORGE, A MAILER HAVE BAYLIS AND MEMBERS OF THE BOARD OF ALDERMAN.

YOU HAVE BEFORE YOU AN ORDINANCE TO AMEND THE LAND USE ORDINANCE.

AND THIS IS INITIATED BY REQUESTS FROM PROPERTY OWNERS TO SUBDIVIDE PROPERTY THAT HAD TWO OR MORE HOUSES ON THEM.

AND, UH, THE SUBDIVISION ORDINANCE CURRENTLY DOES NOT PERMIT THE SUBDIVISION OF LOTS WHEN THEY DON'T MEET THE MINIMUM LOT STANDARD REQUIREMENTS.

SO DO YOU WANT THIS SIZE, BASICALLY

THIS ORDINANCE WILL PERMIT TO SUBDIVIDE SUBDIVISION OF LOTS THAT HAVE TWO OR MORE HOUSES ON THEM, BECAUSE WE FEEL THAT IT WILL CREATE MORE OPPORTUNITY FOR HOME OWNERSHIP IN THE OLDER NEIGHBORHOODS WHERE THESE HOMES ARE LOCATED.

WE HAVE SOME PROVISIONS TO PROTECT INTEGRITY, THE CHARACTER OF THE NEIGHBORHOOD BY ASSURING THAT THESE SORT OF ADDED LOTS WILL HAVE THE STREET FRONTAGE, A MINIMUM, UH, AMOUNT OF FRONTAGE.

AND WE WILL BE IN CHARACTER WITH THE SURROUNDING HOMES IN THE AREA.

UH, WE'VE HAD SEVERAL REQUESTS FROM PROPERTY OWNERS AND AS A RESULT OF THESE REQUESTS, WE'VE LOOKED AT WAYS TO ACCOMMODATE THE PROPERTY OWNERS.

AND WE FEEL THAT THIS WOULD BE A GOOD WAY TO ACCOMMODATE THEM BY SUBJECTIVE NEEDS, SUBDIVIDED, LOTS TO THE AMOUNT OF SUBDIVISION APPROVAL PROCESS, WHICH WE CAN DO IN HOUSE, BUT WITH SOME STANDARDS THAT WE WORK OUT WITH THE CITY ATTORNEY, THAT A SHOE IS AGAIN, THAT THE PROPERTY AND THE NEIGHBORHOOD'S CHARACTER WOULD BE PROTECTED WITH THE SMALLEST SUBDIVIDED, LOTS, THE BOARD APPROVES THIS SUBDIVISION AMENDMENT.

NO IT WON'T.

UH, FOR INSTANCE, UH, UH, SEVERAL YEARS AGO IN YOUR NEIGHBORHOOD ABOUT A WHITE FAMILY TO SUB OUT A LOT, THEY HAD TWO HOUSES ON ONE LOT, AND A LOT WAS ALREADY A MINIMUM SIZE ALREADY.

AND WE WOULD NOT ALLOW BY THE LAND USE PERMIT THAT SUBDIVISION SELL IT BECAUSE THERE'S TWO, LOTS THAT WERE CREATED WOULD NOT MEET THE MINIMUM LOT STANDARDS.

BUT AT DISTRICT, UH, MANY TIMES WE HAVE TO HAVE MORE HOMES LOCATED ON ONE LINE THAT MAY BE RENTED OUT.

UH, WE FEEL THAT IF THE PROPERTY OWNERS ARE ALLOWED TO SUBDIVIDE, THEN THEY CAN SALE THEM FOR A REASONABLE COST TO, UH, UH, PROPERTY OWNERS OR HOMEOWNERS AND CREATE MORE HOMEOWNER OPPORTUNITIES.

IN THE OLDER NEIGHBORHOODS.
