THE ONLY THING I COULD THINK IT WAS DONE BY CONTRACTORS TO FIX UP THE WATER OUT WHILE THEY WERE BUILDING THAT AREA, IT'S ALMOST COMPLETELY CLOSED, BUT PEOPLE RAKING THEIR LEADS AND THROW THE LAMBS INTO IT BECAUSE THEY DIDN'T LIKE THAT OLD BITCH.
