PEOPLE RUN UP TO Y'ALL KNOW WHAT Y'ALL ARE TRYING TO HIDE, BUT WE CAN'T HEAR YOU, BUT I GO BACK, I'M SPEAKING DIRECTLY INTO THE HAT.

OH, WOULD YOU PLEASE COME FORWARD? SAY THIS IS, THIS IS A GREAT CAUSE SHE AND I WENT TO SCHOOL FIRST GRADE UP AND UH, SHE NEVER THOUGHT I'D BE A MAYOR.
[00:15:01]
TO SAY THAT WHEN WE DREAMED UP THIS TRASH, THIS LETTER PROGRAM US, THE CITY, LIKE EVERYTHING ELSE WAS JUST ADD THE LETTER PROBLEMS ALL OVER THE PLACE.AND THE THINKING WAS THAT IF WE CLEANED UP OUR CITY THAT MAKE ME REALIZE MAYBE THERE'S SOMETHING LITTLE SPECIAL BLACK FOLKS LIVE HERE, ANY BIKE, LIKE PEOPLE DO MY GROWTH HERE BECAUSE PEOPLE OBVIOUS THAT THE TRASH IS ELSEWHERE.
LIKE COME IN AND ALL 70 AND SEE OUR CLEAN 74.
AND WE WANTED TO MAKE THAT EVENTUALLY A FULL-TIME POSITION IF THE SERIOUSNESS OF THE JOB, BUT IN THE MEANTIME WE NEEDED SOMEBODY, IT WOULD TAKE THE THING AND GO OUT THERE AND REALLY MAKE SOMETHING OUT OF IT AND DO IT.
AND I'LL HAVE TO SAY THAT THE FIRST PERSON THAT CAME TO MIND AND I THOUGHT IMMEDIATELY WAS STEVE ADVANTAGE.
AND THE REASON FOR THAT, SHE LOVES THE CITY PERSON.
SHE LOCKS, OH, ONE'S ON THE JOB IS GOING TO GET THE, SO I JUST KNEW.
I MEAN, IMMEDIATELY, IT'S JUST LIKE,
I GO, WELL NOW I DIDN'T DO IT ALL.
I'LL SAY IT WAS ALL ARRESTED, STEVE.
AND I LIKE TO READ THIS RESOLUTION TO HER.
IT SAYS, WHEREAS THE MAYOR AND THE BOARD OF BALTIMORE, THE CITY OF NEW

IT'S MY PLEASURE TO, ONCE AGAIN, BRING BEFORE YOU THE NEWEST

MEMBERS OF THE POLICE DEPARTMENT, WE HAVE, UH, ONE FULL-TIME POLICE OFFICER FOR THREE RESERVE OFFICERS AND A CIVILIAN EMPLOYEE.I WANT TO APOLOGIZE FOR BEING LATE AND NOT BEING HERE FOR THE EMPLOYEE OF THE YEAR AWARDS AND THE DEPARTMENT EMPLOYEES OF THE YEAR.
BUT I GOT SOME FIRSTHAND EXPERIENCE ABOUT THE DIFFICULTIES OF DEALING WITH INVOLUNTARY COMMITMENTS SPENT THE LAST HOUR AND A HALF, TRYING TO FIGURE OUT WHAT TO DO AT A PERSON.
AND FOR THE NEXT THREE HOURS, PROBABLY SOME POLICE OFFICER'S GOING TO BE SITTING DOWN AT THE HOSPITAL WHILE THEY FIGURE THE REST OF IT OUT.
WE GOT TO WORK ON WE'RE WORKING ON THAT.
WE GOT TO WORK FASTER, RIGHT? YEAH.
WELL, THE FIRST PERSON I'D LIKE TO INTRODUCE IS BACK OPPOSITE.

UH, NEXT IS OFFICER STEVEN FINCH RESERVE OFFICER, OFFICER FINCH, GRADUATE GRADUATED FROM HIGH SCHOOL IN CLARKSTOWN OHIO IN, UM, YEAH, CLARKSTON OHIO IN 1978.
HE, AGAIN, HE ALSO WAS SERVING ON ACTIVE DUTY IN THE UNITED STATES MARINE CORPS, AND HE GRADUATED FROM BLET, UH, IN MARCH OF 2002 AND WAS BROUGHT ON AS A RESERVE OFFICER IN APRIL OF 2002.
TWENTY-FIVE WHEN HE RETIRES DOING AN EXCELLENT JOB IN DECOR AS WELL.
AND NEXT IS A RESERVE OFFICER, ERIC, UH, KENYA.
YOU MAY RECOGNIZE OFFICER KENYA.
HE GRADUATED FROM HIGH SCHOOL HERE IN NEWBURN IN 1980.
HE'S RETIRED FROM THE UNITED STATES AIR FORCE.
WE FINALLY GOT AN AIR FORCE GUY, ALL OF THESE MARINES.
I GOT ONE AIR FORCE GUY, UH, AFTER SERVING FROM, UH, JANUARY OF 1980 TO JANUARY OF 2000.
HE GRADUATED FROM BLET IN MARCH OF 2002.
AND AS A RESERVE OFFICER IN SINCE APRIL OF 2002 HE'S, UH, ALSO WORKS AT TRYON PALACE AS A SUPERVISOR OF THIS SECURITY FORCE THERE.
AND WE'RE TRYING TO TALK HIM INTO COMING ON FULL-TIME WITH US, UH, THE NON-SWORN PERSON, UH, OUR NEWEST CIVILIAN IS, UH, THERE HE IS IN UNIFORM TOO.
THIS IS POLICE COMPUTER TECHNICIAN, KEVIN NEWSOME, KEVIN GRADUATED FROM WEST CATHOLIC HIGH SCHOOL IN GRAND RAPIDS, MICHIGAN IN 1989.
HE SERVED IN THE MARINE CORPS FROM 92 TO 96 AND JOINED THE RANK WILL JOIN THE RANKS TOMORROW AS OUR NEWEST CIVILIAN EMPLOYEE
[00:25:30]
YEAH.AND THESE GENTLEMEN BROUGHT THEIR FAMILIES.
UH, THOSE OF YOU THAT HAVE YOUR FAMILIES, YOU'D LIKE TO INTRODUCE HIM REAL QUICK, JEREMY THANK YOU VERY MUCH.
UH, WE'D LIKE TO SAY TO ALL NEW EMPLOYEES THAT JOIN ON THE BREAK GROUP, FOLKS, BOTH IN THE POLICE DEPARTMENT AND IN THE OTHER DEPARTMENTS, AS YOU CAN TELL, WE CONSIDER OURSELVES ALL ONE KIND OF HAPPY FAMILY HERE.
AND OUR GOAL WAS TO HAVE THE BEST EACH DEPARTMENT FACULTY WAS ALREADY ALIGNED WITH RODEO, WHICH ARE BRAGGED ON SEVERAL TIMES.
AND AS I TOLD YOU BEFORE, WHEN YOU LOOK AROUND AND MAKE SURE NOBODY KNOWS
WE MAY HAVE A REQUEST, A PETITION OF CITIZENS.
TELL US WHAT'S ON YOUR MIND BASICALLY.
IS ANYBODY HERE UNDER THAT HEADING UNITED VIDEOS? JUST RAISE YOUR HAND.
NO, THERE IS NOT OKAY IF THERE'S NOT
UH, THE LOTS, UH, THE MAJORITY OF THEM ARE 5,000 SQUARE FEET AND A C COUPLE OF THEM GO A LITTLE BIT HIGHER, UH, ONCE LITTLE OVER 6,000 SQUARE FEET.
SO FIVE TO 6,000 SQUARE FEET MOST.
[00:30:01]
WOULD BE UP ANYWHERE FROM ABOUT 44 TO 48 FEET WIDE AND ABOUT, OH, A LITTLE OVER A HUNDRED FEET BY A HUNDRED AND A HUNDRED TO 110 FEET DEEP.IS THAT RIGHT? THAT WOULD BE, UM, ROUGHLY, UH, OUR SIX DENSITY, WHICH IS OUR DENSEST ZONE.
WHAT IS IT LIKE COMPARABLE TO WHAT IS ALREADY YET? THIS, THIS WOULD PROBABLY BE COMPARABLE TO LIKE, UM, TRENT VILLAGE, UH, UH, EXCUSE ME.
UH, ACTUALLY THIS WOULD BE SMALLER THAN MONTEREY CIRCLE, THE SMALLER AND MONTEREY CIRCLE, BUT THERE'S VERY CLOSE TO TRENT VILLAGE.
SINCE YOU BROUGHT UP FRONT VILLAGE, I WAS LOOKING AT THIS, UH, ROUND ABOUT THAT AT THE END OF THIS STREET, THIS TURNAROUND, THE CUL-DE-SAC.
I MISSED THE LOSS OF THE TERM THERE FOR A WOMAN.
WE HAD A PROBLEM WITH THE, UH, TRAFFIC CIRCLES THAT THEY CALL IT SACS.
AND TRENT VILLAGE IS THE MEASUREMENT ON THIS ONE, SUCH THAT, THAT SAME SITUATION.
IT'S NOT GOING TO RISE UP IN US AGAIN.
UH, I'M SURE THAT MEASUREMENT ON THAT'S FINE.
THEN WE'RE GOING TO BE IN THE REFUSE COLLECTION, SERVICE TRUCKS ARE GOING TO BE ABLE TO MAKE THE CIRCLE THERE IN THE SUMMER WHEN THE PAYMENT'S HOT.
THEY'RE NOT GOING TO CUT INTO IT LIKE THEY DID AT TRAMP VILLAGE BECAUSE IT WAS THE SHARPEN.
IT WAS THE SHORT TURNING RADIUS THAT CAUSED THE PROBLEM.
IT WASN'T, IT WASN'T THE, IT WAS A COMBINATION OF THE HEAT AND EVERYTHING, BUT THE SHORT TURNING RADIUS IS WHAT REALLY MADE THE DIFFERENCE.
AND IN THE SUBSURFACE OR BETTER THESE DAYS, IN FACT WHEN THAT WAS DONE? WELL, I DON'T HAVE THAT MUCH TROUBLE WITH THE SMALL LOT SIZE BECAUSE THE PEOPLE KNOW WHAT THEY'RE BUYING WHEN THEY BUY IT.
AND THE OLDER I GET THE BULLDOZE SMALL LOT AND THE MORE TRACTOR, THOSE SMALL LOTS, UH, BIG LOT BIG GRASS, BIG SHRUBBERY.
I JUST WANT TO CHECK ON THAT CIRCLE BECAUSE THAT REALLY CREATED A PROBLEM FOR US TRENT VILLAGE WHEN IT WAS FIRST BUILT.
I MEAN, IF THE DAUGHTER'S IN PLACE SUIT FITS ALL THE CRITERIA, PLAY AN APARTMENT WITH, IT'S FINE.
I PERSONALLY WILL ALWAYS VOTE AGAINST TWO SMALL, TWO MINUTE PEOPLE IN AN ACRE.
WE'LL MOVE ON MOTION TO ADOPT PRISCILLA GYM OUTFIT, ITEM NUMBER 19.
MR. BEAR, I HAVE AN APPOINTMENT FOR TONIGHT.
YOU BURN HISTORIC PRESERVATION COMMISSION.
UH, I HAVE A RECOMMENDED, UH, RECOMMENDED SARAH ALPHA BACH LIVES AT 1211 NATIONAL AVENUE.
AND SHE'S EMPLOYED BY APPLEGATE ARCHITECTS.
SHE HAS A DEGREE IN ARCHITECTURE AND IS QUALIFIED FOR THAT POSITION.
AND I RECOMMENDED THAT THE BOARD, UH, I NOMINATED HER FOR THAT POSITION STORE PRESERVATION COMMITTEE, ALL IN FAVOR, SAY AYE.
RESUBMIT CHAIRMAN, THE HOUSING AUTHORITY, MR. RICHARD, DOING A REAL GOOD JOB.
[00:35:12]
NO, SIR, I DON'T HAVE ANYTHING.I JUST WANTED TO SAY THAT I'M SAD TO SEE TODAY.
WE HAVE A LOT MORE LOADS
WE'VE HAD A, AN UNUSUALLY HIGH NUMBER OF WATER LEAKS IN THE LAST WEEK OR SO, AND I HAVEN'T GOTTEN A COUPLE OF CALLS ABOUT THEM, AND I NOTICED AN ARTICLE, AN ITEM IN THE NEWSPAPER THIS MORNING.
AND THERE SOMETHING HAPPENED THAT CAUSED THAT.
AND I WOULD LIKE MR. HARTMAN TO USE THE TV AS ANOTHER CHANCE TO GET THE WORD OUT AS TO WHY WE SUDDENLY HAD A, AN UNUSUAL NUMBER OF LEAKS OVER SHORT PERIOD OF TIME, ABOUT TWO WEEKS OR 10 DAYS AGO, WE HAD A SENSOR, ONE OF OUR WATER TANKS AS A RESULT WATER TANK OVER FIELD, AND ACTUALLY SPILLED ON THE GROUND FOR A WHILE.
IF SOMEONE FOUND OUT AND AS A RESULT OF THAT PRESSURE SAYING, THE CITY WENT UP ABOUT 20 POUNDS HIGHER THAN THEY NORMALLY DO IN OUR LIVES.
WE HAVE A LOT OF OLD LIVES BECAUSE OF THAT.
WE'VE HAD A TREMENDOUS AMOUNT OF LEAKS.
SOME OF OUR PEOPLE HAVE BEEN WORKING ALL NIGHT LONG BACK TEAMS OF OUR PEOPLE WORKING ON THE RIGHT PROBLEM.
I THINK IT'S PRETTY WELL GETTING UNDER CONTROL, BUT HAVE YOU SEEN ANY LEAKS OUT THERE LATELY? CHANCES ARE THAT, THAT EXPLAINS THAT SHAFT WAS SO STRONG THERE FOR A WHILE.
I WAS GETTING SENSITIVE, BUT IT WAS TANK.
WHEREAS DAVID MEANS IS SEE HERE.
I JUST WANT TO ASK YOU, MAYBE YOU MET IN THE ANSWER
AND I DON'T KNOW, DANNY, HOW LONG, HOW OLD WOULD YOU SAY SOME OF THE WATER PIPES WE STILL HAVEN'T USE ARE 75 80.
AND WE KNOW WE HAVE TO START A PROGRAM OF REPLACING THEM.
WE'RE WORKING ON THAT AS MUCH AS WE CAN.
NOW, THERE WOULD HAVE BEEN A LOT MORE REPLACED IN THE COMING YEAR, HAD THE STATE, NOT RUNNING ITS BUDGET PROBLEMS AND REALLY WHACKED US ON THE MONEY THAT WE SHOULD BE GETTING BACK TO REPLACE SOME OF THESE OLDER PIPES.
THE, THE BAD NEWS IS THAT THIS PROBLEM, THE SENSOR AND THE WATER TANK THAT RESULTED IN HIGHER PRESSURE AND ALL THESE SMALL LEAKS CAUSED A LOT OF LEAKS AND IT'S RUNNING THE PEOPLE CRAZY ON THE CITY CREWS GETTING ALL THESE LEAKS REPAIRED.
THE GOOD NEWS IS THE WEAK POINTS.
NOW ARE VERY OBVIOUS AND WE CAN CATCH UP.
AND THIS, THIS SHOULD ELIMINATE THE POSSIBILITY OF IF THE SAME SITUATION ARISES.
WHEN THE HURRICANE HIT AND THE WEAK, WEAK SPOTS IN THE ELECTRICAL SYSTEM IMMEDIATELY WENT OUT.
ONCE THEY WILL REPAIR, WE WERE IN BETTER SHAPE.
SO IT'S, IT'S A, IT'S A PAIN TO SEE THOSE LEAKS.
BUT NOW WE KNOW WHERE THE WEAK POINTS WERE.
ONCE THESE LEAKS ARE FIXED, WE WILL BE IN BETTER SHAPE.
IT'S UNFORTUNATE THAT IT HAPPENED, BUT THERE, IT WAS NOT NEGLIGENCE ON THE PART OF THE CITY.
IT WAS JUST A BAD ELECTRIC SWITCH THAT CAUSED THE PROBLEM.
AND ANYTIME THAT THE PUBLIC HAS A QUESTION LIKE THAT, IF YOU JUST CALL YOUR ALDERMAN, THEY WILL TRACK DOWN AN ANSWER AND GET IT BACK TO YOU AS SOON AS THEY CAN.
THAT'S HOW I FOUND OUT ABOUT THE LEAKS WITH SOMEONE CALLING ME AND ASKING ME WHAT WAS GOING ON, MR. LEE.
[00:40:15]
HOW ABOUT MR. PAUL? HELLO, SIR.LET'S SEE WHAT ELSE WE GOT ATTORNEYS REPORT, UH, BRIEFLY, UH, WHEN REPORT THE 4G STATUS AT THE PLEASANT HILL REC SITE.
WE'RE WORKING WITH THE THERMAL HARDEST AND FOR THE LAST SEVERAL WEEKS.
UM, MY EXPECTATION IS TO HAVE BEFORE THE BOARD AT THE NEXT MEETING, A PROPOSED SOLUTION, WE'RE MAKING GOOD PROGRESS.
DO WE PLAN AHEAD? IT HAS A RECORD.
HOW ABOUT I WAS ASKING, DID THEY PLAY IN THE HABIT AS A RECREATIONAL SITE, THIS SONG AND THE CITY PLAN TO, OKAY.
WE'RE GOING TO SEND THE BUSES OUT AND BRING A LOT OF PEOPLE IN THERE THOUGH.
WELL, THAT WAS THE DISCUSSION
UM, MR. MAYOR MEMBERS OF THE BOARD, I BELIEVE I HAVE ONE MATTER ABOUT PROPERTY ACQUISITION, REAL PROPERTY ACQUISITION THAT WE NEED TO DISCUSS CLOSED SESSION FOR SHORT TIME.
