AND THE REASON IS THAT PARTIALLY BECAUSE, YOU KNOW, PEOPLE ARE HOSTILE TO US EXERCISING OUR RIGHTS, UH, THAT THE GENERAL ASSEMBLY GIVES US AS FAR AS, UH, ANNEXATION AND EXTRATERRITORIAL JURISDICTION.

AND, UH, WE KNOW A LOT OF PEOPLE WHO LIVE IN THE CITY WHO ARE UNEMPLOYED AND, UH, WE CAN TAKE A BIG STEP TO HELP REMEDY THE HIGH UNEMPLOYMENT IN THE CITY.

NO, WE GOT A LOT OF PEOPLE HEALED HERE.

IF YOU HAVE LOW PAYING JOBS AND, UH, THE CITY CAN SIT IN EXAMPLE, BY HELPING TO RAISE A STANDARD OF LIVING OR FOR THOSE LIVERS OUT OF CITY, BY GIVING THEM A FIRST CHOICE OF FIRST CRACK AT THESE JOBS THAT ARE OPEN.

I THINK IT'S SOMETHING WE NEED TO LOOK AT 40% IS JUST TOO HIGH.

AND I THINK PARTICULARLY WHEN YOU CONSIDERING PUBLIC SAFETY JOB, THEY ALL LIVE IN NEW ZEALAND.

UH, I THINK TWO, TWO THINGS MIGHT BE A PILL TO LOOK TO SEE WHAT HAS DONE IN THE PAST.

AND IT MAY TAKE SOME TIME.

MAYBE WE MIGHT WANT TO JUST SPOT CHECK MAYBE 10 OR 12 DIFFERENT POSITIONS, BUT, UH, SEE WHO APPLIED FOR THOSE POSITIONS? WHERE ARE THEY IN THE CITY AND WHERE THEY QUALIFY.

AND HOW MANY OF THEM THAT WERE EMPLOYED AT THE TIME MOVING OUTSIDE THE CITY, BECAUSE THEY WERE ABLE TO BETTER THEMSELVES BY GETTING A BETTER HOME OUTSIDE OF CITY.

THOSE ARE SOME OF THE QUESTIONS I THINK WE'RE GOING TO NEED TO LOOK AT ALSO.

YEAH, IT MAY BE DIFFICULT FROM A LEGAL STANDPOINT TO COSTS, TO TAKE SOMEBODY'S JOB AWAY BECAUSE THEY LIVE IN THE CITY OF NEWBURN WORK FOR THE CITY AND THEN MOVE OUT.

AND SO THEN WHAT YOU DO IS IF WE LIMIT IT TO A PARTICULAR AREA, THEN WE LIMIT OURSELVES IN THE LABOR POOL THAT WE COULD REALLY LOOK AT FOR SOME OF THOSE TYPES OF JOBS FOR SOME JOBS.

OF COURSE, I THINK THERE PROBABLY, IT WOULD BE VERY EASY TO FIND, UH, VERY GOOD PEOPLE IN, IN THE CITY.

BUT THEN THERE ARE OTHER JOBS POLICE OFFICERS THAT WE REQUIRE A CERTAIN OCCASION OF POLICE OFFICERS, FOR INSTANCE.

AND, UH, THERE ARE NOT A LOT OF CERTIFIED POLICE OFFICERS WALKING AROUND IN THE CITY OF NEWBURGH WHO ARE NOT EMPLOYED AND IN LAW ENFORCEMENT ALREADY.

SO THEN WHAT MAKES US GO IS OUTSIDE.
