HE'S REPRESENTING, UH, THE VIETNAM VETERANS HERE IN THE ORGANIZATION. WHAT MY QUESTION IS TONIGHT IS WE WERE LOOKING FOR A PLACE TO PUT A VET CENTER. WE DON'T HAVE ONE IN THE AREA, WHICH WE HAVE A POPULATION IN THE DISTRICT AROUND IN THE AREA OF ABOUT 13,000 VETERANS. AND THE CLOSEST VET CENTER WE HAVE IS IN GREENVILLE. AND, UH, WE WOULD LIKE TO GET HER OWN STARTED SO WE CAN GET THINGS GOING HERE AND GET IT UNDER WAY. BUT WE HAVE A LOT OF PROBLEMS WITH VETERANS, NOT HAVING A PLACE TO MEET. WE GOT GROUPS THAT, UH, IS HERE TONIGHT THAT DOESN'T HAVE A HOME STATION TO HAVE MEETINGS IN. WE'D LIKE TO HAVE A PLACE THAT WOULD FURNISH THAT WE, UH, WOULD LIKE TO HAVE TO, UH, OPERATE IT FROM EIGHT TO FIVE, FIVE DAYS A WEEK TO HAVE A TELEPHONE AND CONTACT THAT WE CAN HAVE WITH THE VETERANS AROUND IN THE AREA AT ANY TIME THAT THEY NEED IT. AND, UH, WE LIKE TO HAVE A PLACE WHERE THE PEOPLE CAN CALL FOR TRANSPORTATION. WE'RE GOING THROUGH THE DOCTORS AND THROUGH THE HOSPITAL. WE HAVE, YOU'VE PROBABLY SEEN OUR DAV VAN RUNNING AROUND IN THE AREA THAT MAKES THIS MOVE. IT'S CALLED CARRYING PEOPLE TO A DERM AT THE PRESENT TIME, OR THEY CAN'T USE IT TO GO TO GREENVILLE. SO WHAT WE'RE INTERESTED IN IS TO HAVE US A PLACE BIG ENOUGH THAT THE GROUP CAN HAVE THE MEETINGS. WE CAN HAVE AN OFFICE THERE, UH, SOME KIND OF CONTACT WITH THE VETERANS. WE'D LIKE TO HAVE IT. WE HAVE A FAX MACHINE. WE CAN TRANSFER THEIR PAPERWORK OR DIFFERENT PARTS OF THE VETERANS ORGANIZATIONS AROUND IN THE COUNTRY BECAUSE WE HAVE A LOT OF VETERANS THAT'S HAVING THIS PROBLEM. EVERY TIME YOU DEAL WITH THINGS LIKE ANYTHING ELSE, THE GOVERNMENT, THEY WANT THREE COPIES IN THE MORNING. SO WE HAVE PROBLEM WITH THEM. EVERY TIME I RUN INTO ONE, UH, OR HAVE, UH, THEY CAN'T GET THE PAPERWORK HERE OR THEY LOST IT ON THE WAY OR THE DAV LOST IT. AND THINGS LIKE THAT. WE WANT TO STREAMLINE THIS THING WHERE THEY HAVE TO ANSWER IT WHEN THEY GET IT IN THEIR OFFICE, WE KNOW THAT THEY GOT IT AND THEN THEY CAN'T TELL US ANOTHER STORY. OH, WE'RE RUNNING INTO A LOT OF PROBLEMS THIS WAY. AND, UH, AND THIS IS ONE OF THE PROBLEMS I THINK WOULD HELP THE VETERANS IN THE GROUP THAT WE HAVE A LOT OF VETERANS THAT'S COMING FROM OUT OF TOWN. THAT'S MOVED IN HERE THAT, UH, HAS TOLD ME THAT HE USED TO GET OUT HERE AND SHOPPING CENTERS AND THINGS AND HELP THEM SELL POPPIES TO SUPPORT THE VETERAN AND NAVY. SOME OF THE THINGS THAT I'D HEARD OUT THERE QUITE A BIT, UH, THAT WE HAVE, UH, WE COME IN HERE TO TRY TO FIND VETERAN GROUP AND NOBODY KNOWS WHERE THEY'RE LOCATED OR ANYTHING LIKE THIS. AND, UH, I'D ALWAYS TRY TO GET TO PEOPLE, YOU KNOW, THE GROUPS TO PUT THEIR NAMES IN THE PHONE DIRECTORY AND THINGS LIKE THAT, BUT THIS WILL HELP US OUT AND GIVE US A BETTER SHOT TO [00:05:01] CONTACT WITH THE VETERANS AND THEM TO BE IN TOUCH WITH US. WELL, WE CAN HELP THEM WITH PROBLEMS AS THEY ARISE. AND, UH, WE'D GOT HER EYES AND I WAS LOOKING AT, UH, THE NEW FIRE STATION. THEY GOT, WE HAD, UH, AT ONE HEARD ABOUT NUMBER TWO, FIRE STATION IS ON FORT TOTTEN. IF IT'S PERMISSIBLE FOR THAT, OR, UH, WHAT WE HAVE OUT HERE IS A FIRE MUSEUM. ONE OF THE TWO WOULD MAKE EITHER PLACE AVAILABLE FOR US THAT WE CAN USE FOR THAT PURPOSE. WE DON'T, UH, YOU KNOW, WE'RE, WE'RE KIND OF FLEXIBLE, BUT WE WOULD LIKE TO HAVE, UH, ONE OF THESE PLACES WHEN IT'S VACATED, I LOOKED THE FIRE MUSEUM OVER. IT WOULD, UH, FURNISH A PRETTY GOOD AREA TO HAVE THE MEETINGS THERE, WHERE THEY GOT THE FIRETRUCKS AND THINGS PARKED THERE, HAVING A LITTLE SPACE OVER THE SIDE, WE COULD PUT A COUPLE DESKS DINNER TO MAKE AN OFFICE OUT OF AND IN THE PARKING LOT, OUT ON THE OTHER END, WE'D GIVE US A AMPLE ENOUGH PARKING FOR WHAT WE WOULD NEED. UH, THE LITTLE ORDINARY OUT THERE HAS GOT THE BRICK WALL AROUND IT, BEHIND THE COURTHOUSE, THE OLD FEDERAL COURTHOUSE. AND, UH, IT ALSO LOOKED THE ONE OVER AT THE FIRE STATION UP NUMBER TWO, FIRE STATION. IT HAS TWO LITTLE OFFICES IN IT. WE COULD USE AS THE AREA WHERE THE FIRE TRUCKS PARK. WE COULD USE THAT AS A MEETING ROOM SET. SO THIS IS SAYING WE HAVE PARKING AREA. OF COURSE, THE LITTLE ON BOAST, THE PARKING AREA BELONGS TO THE BANK UP THERE, WHICH WE DON'T HAVE MEETINGS UNTIL NIGHTTIME ANYWAY, WHO EVERYBODY, THAT WAS PROBABLY BE OUT OF THE WAY. OH, THE ONLY THING WE'D HAVE IN THE DAYTIME IS JUST MAYBE ONE OR TWO PERSON AT A TIME COMING IN TO VISIT, UH, GET APPOINTMENTS AND THINGS LIKE THAT. SO WE DON'T, OUR BIGGEST THING IS WE WANT AND PLACE IT, WHERE WE CAN HAVE OPEN. WHAT WE'RE TRYING TO DO IS DEMAND IT EIGHT HOURS A DAY, FIVE DAYS A WEEK, WE'D HAVE IT OPEN AND TELEPHONE AND TANK WHERE THE VETERANS CAN CONTACT US OR VISIT US. AND WE WON'T HAVE TO GET THE PAPERWORK TO WHERE WE CAN HELP THEM FILL OUT THEIR CLAIMS FOR THEIR BENEFIT AND EVERYTHING LIKE THAT. SO WE HAVE A, WE WON'T INVITE OUT OF AFTERNOONS, RETIRED, UM, ACTIVE DUTY OR WHATEVER WE, WE TAKE, UH, NATIONAL GUARD. IF THE GUY IS, UH, HAS GOT US, HAVE HAD A SET OF ORDERS, HE'S ELIGIBLE TO JOIN THE AMERICAN LEGION, THE NATIONAL GUARD, UH, RESERVE OR ANYTHING LIKE THIS. IT'S GOT VETERANS PREFERENCES. WE'D LIKE TO HAVE HIM. WE LIKE TO HELP HIM. CAUSE WE'VE GOT A LOT OF PROGRAMS GOING ON NOW. AND A LOT OF THESE PEOPLE DON'T REALIZE THAT THEY REALLY HAVE VETERANS, RIGHT? BECAUSE THEY WEREN'T SHOT. THEY THINK THEY DON'T HAVE ANY VETERANS RIGHTS OR ANY BENEFITS OR ANYTHING. AND THIS WE'D LIKE TO MAKE PEOPLE UNDERSTAND THAT THEY DO HAVE THE RIGHT AND HOW TO GET THEM AND HOW TO DEAL WITH THEM. SO THIS IS, THIS IS ONE OF OUR PROBLEMS THAT WE'VE HAD. AND A LOT OF US HERE, UH, THESE PEOPLE ON THE FRONT ROW IS WORKED OUT OF THEIR HOMES, TRYING TO GET THE PEOPLE THAT CALLED US AND THINGS LIKE THIS. AND, UH, AND ANSWER QUESTIONS AND RUN, RUN ERRANDS FOR THEM AND THINGS LIKE THIS. AND OF COURSE THAT GETS KIND OF COMPLICATED IF THEY GOT A CERTAIN PLACE THAT THEY CAN GO TO MEET US AND GET THE INFORMATION AND GET WHAT THEY NEED. AND I THINK IT WOULD BE WORTH OUR WHILE AND IT REALLY HELPED THEM OUT. AND I'M SURE THAT IT COMES IN HANDY CAUSE WE HAD TO GO A LOT OF PLACES, OURSELVES TO GET INFORMATION. SO I APPRECIATE IT. YEAH. WELL, YOU KNOW, I LOOK AT THE COUNTY FUNCTION IS THAT, UH, NORMALLY A COUNTY FUNCTION IS A LIBRARY. WE HAD JOINED IN THE LIBRARY. WE, UH, JOINED HIM WITH, TO GEORGE STREET, UH, UH, SENIOR PROGRAMS AND, AND ALL THERE. AND, UH, BARBARA, LEE'S GOT ONE GOING ON WITH SCHOOL KIDS, WHICH IS A COUNTY PROJECT. AND, UH, WE, UH, UH, ORGANIZED THE PHOENIX HOUSE OUT HERE TO, UH, TREAT DRUG ADDICTS AT ALL, WHICH NORMALLY WOULD BE A COUNTY FUNCTION. BUT YOU KNOW, PEOPLE FORGET THAT THE CITY IS COUNTY TOO. AND, AND, UH, WE SHOULD WORK TOGETHER ON IT. AND THE COUNTY HAS WORKED WITH US ON UNION POINT AND SOME SIDEWALKS IT'S COMING UP AND SOME OTHER THINGS BECAUSE THEY REALIZED THAT PEOPLE OUTSIDE THE CITY OF NEWMAN [00:10:01] COME IN AND USE THE FACILITIES HERE TOO. SO IT'S NOT JUST A NEW BURN TYPE THING. UH, I, I FEEL PERSONALLY STRONG THAT, THAT WE SHOULD LOOK AND TRY TO FIND A PLACE FOR YOU. AND I'M SURE THAT A LOT OF THE OTHER BOARD MEMBERS ARE GOING TO HAVE QUESTIONS THAT THEY'D LIKE TO ASK YOU, BUT I WANTED TO CLEAR THE AIR, FIRST OF WHY I PUT THIS ON THERE AND THAT I AM A STRONG SUPPORTER OF IT. THIS IS THE CRAVEN COUNTY HAD A W A SERVICE. I HAVE A SERVICE OFFICER. THIS IS TRUE. IT'S ONE PERSON, UH, AND IT'S DONE BY APPOINTMENTS. AND, UH, WE HAVE A LOT OF PEOPLE HERE THAT THAT'S BEEN THROUGH THIS OFFICE. WHEN SOMEBODY CALLS THE CRAVEN COUNTY SERVICE OFFICER, SHE DOESN'T RELAY THE MESSAGES BACK TO US. THE PEOPLE THAT ARE TRYING TO FIND US OR ANYTHING LIKE IT, SHE DON'T GO OUT OF HER WAY TO PUT THE INFORMATION OUT THAT WE NEED. YOU'D GO WITH THAT. IF YOU GOT AN APPOINTMENT WITH HER, IF YOU FIELD, ALL RIGHT, YOU GO IN AND TALK TO HER, BUT, UH, LET ME, LET ME GET THIS STRAIGHT. ARE YOU SAYING THAT SHE'S NOT DOING HER JOB? NOW, THE THING IS I MOVED HERE 11 YEARS AGO. I HAD TO STEP DOWN FROM MY POSITION AT VA MEDICAL CENTER, DURHAM, BECAUSE OF MY OWN DISABILITY. I'M A HUNDRED PERCENT DISABLED, BUT THERE ARE A LOT OF BEDROOMS THROUGHOUT CRAVEN COUNTY AND SURROUNDING AREAS THAT KNEW ME. WHEN I WORKED AT DURHAM, KNEW THAT I ASSISTED THEM IN THEIR DISABILITY CLAIMS AND SO FORTH THERE. I CAME FORWARD HERE BECAUSE MEMBERS OR VETERANS THAT KNEW ME, ASKED ME TO COME AND HELP THEM. NOW, ONE MAN THAT ASKED ME TO DO THAT. HE HAS SINCE PASSED AWAY. THERE WAS ELMER LONG. HE GOT ME BACK INTO THE FLOW OF THINGS, DOING VOLUNTEER, WORK OUT OF MY HOME, ASSISTING VETERANS WITH THEIR CLAIMS. I HANDLE OVER 500 CLAIMS A YEAR, VETERANS STEADILY COME BACK REQUESTING ASSISTANCE. BASICALLY MY WIFE LOOKS AT IT RIGHT NOW. I TAKE OVER HER KITCHEN TABLE AND EVERYTHING. SHE WANTS HER HOME BACK, BUT I'M THERE DEALING WITH THESE VETERANS BECAUSE THEY DON'T KNOW WHERE TO GO, WHERE TO TURN, BUT THEY DO KNOW ABOUT ME BEING HERE BECAUSE THERE ARE PEOPLE THERE AT THE VA MEDICAL CENTER IN DURHAM WHO ARE TELLING THEM THAT I'M DOWN HERE IN CRAVEN COUNTY, THAT I CAN ASSIST THEM. THERE ARE PEOPLE IN GREENVILLE, NORTH CAROLINA, AND PUT THE VETERANS CENTER THERE THAT TELL THEM I'M HERE. THERE ARE OTHER VETERANS HERE IN CRAVEN COUNTY THAT ARE PUTTING THE WORD OUT TO THE YOUNG MARINES AND NAVAL PERSONNEL WHO ARE GETTING OUT OF THE MILITARY AND ARMY AND SO FORTH. THEY SEND THESE PEOPLE TO ME BECAUSE THEY DON'T KNOW WHAT'S THERE OR WHERE THE VET SERVICE CENTER OR THE VETERAN SERVICE OFFICER IS. AND THEN SOME SAY, WELL, THEY ARE UNAWARE OF WHAT SHE CAN OFFER THEM BECAUSE THEY, THEY ARE SHY BECAUSE SHE DID NOT. UH, SHE WAS NOT A PART OF THE MILITARY. THEY WOULD RATHER COME TO ANOTHER VETERAN TO GET ASSISTANCE BECAUSE THEY FEEL THAT WE AS VETERANS KNOW SOMETHING OF WHAT YOU'RE GOING TO GO THROUGH WHEN YOU'RE LOOKING FOR ASSISTANCE THAT YOU HAVE NOT RECEIVED AND WHAT THE GOVERNMENT HAS PROMISED YOU. SO THEY HAVE COME TO ME AND I'VE BEEN DOING THIS EVER SINCE I ARRIVED HERE IN NEW BERN, BACK IN 1989. AND AT TIMES I HAVE MY PROBLEMS THAT I CAN'T GET OUT. I STILL SEE DOCTORS THREE AND FOUR TIMES A WEEK, MYSELF AND THE MEDICATIONS THAT I'M ON, BUT MY DETERMINATION HERE IN CRAVEN COUNTY, SINCE IT IS NOW, MY HOME IS TO MAKE SURE THAT EVERY VETERAN HAS A PLACE THAT THEY CAN COME TO, TO BE ASSISTED WITH THEIR DISABILITY CLAIMS AND WHAT THINGS THAT THEY DON'T KNOW ABOUT THAT THEY'RE ENTITLED TO BY THE GOVERNMENT. SO THIS IS THE MAIN REASON WHY WE ARE LOOKING FOR A PLACE, WHICH IS A CENTRAL LOCATION THAT VETERANS CAN COME TO INSTEAD OF HAVING TO TRAVEL TO SOMEBODY ELSE'S HOME. AND AT TIMES THAT, UH, THERE MAY BE NOBODY THERE AT THAT HOME WHO CAN REALLY ASSIST THEM. BUT [00:15:01] IF THERE'S AN OFFICE THAT THEY CAN COME TO, THEN THEY CAN GO THERE AND TALK WITH THAT, UH, VETERANS REP WHO IS THERE TO ASSIST THEM, OR THAT VETERANS MAY BE ABLE TO GET IN TOUCH WITH SOMEBODY ELSE TO ASSIST THESE VETERANS A LITTLE MORE AND MAKE THEM FEEL MORE COMFORTABLE. WELL, WHAT, WHAT IS THE FUTURE OF THE FIREMAN'S MUSEUM AFTER WE READY TO STEP OUT OF IT? I MIGHT LAST IT DIDN'T IT SOLD UP ON HOLD FOR A WHILE. ANYWAY, FIRST OF ALL, I THINK THAT, UH, THE REPAIRS ON IT IN ORDER TO BRING IT UP FULLY UP TO STANDARDS WERE ESTIMATED TO BE ABOUT 230, $1,000 TO THE INTENT AT ONE TIME AND BE ABLE TO TEAR IT DOWN. AND THEN THE POSSIBILITY IS THAT WE WOULD TEAR THE BUILDING DOWN, UH, AND MOVE RELOCATE THE MUSEUM AND THE OTHERS, BECAUSE WE CAN'T EVEN DISPLAY THINGS IN THERE RIGHT NOW BECAUSE IT LEAKS SO BAD IN THERE. BUT, UH, UH, THE BOARD HAS NOT MADE A FORMAL DECISION ONE WAY OR THE OTHER ON WHAT TO USE IT FOR WHAT NOT TO USE IT FOR. I THINK WE JUST KIND OF WAITING FOR THE SMOKE TO CLEAR AS THE NEW BUILDING GETS OCCUPIED. WE DO INTEND, I THINK, TO MOVE, UH, SOME OF THE MUSEUMS, EXHIBITS AND THINGS INTO THE FORMER MAIN STATION AND MAKE THAT INTO THE, UH, MAIN MUSEUM, UH, AREA. BUT THERE'S, UH, WHAT'S GOING TO HAPPEN TO THAT. OTHER BUILDING IS A DECISION. YOU ALL HAVE TO MAKE, IT LOOKS NICE ON THE OUTSIDE, BUT IT'S NOT TOO NICE WHEN THE RAIN STARTS FALLING, HER OTHER THINGS GOING ON. OKAY. BUT, UH, I THINK THEY'RE TRYING TO WORK NOW TO COME UP WITH SOME GRANTS TO ADD ON TO A STANDING WHITE CENTER AND SAY, SOME OF THE OTHER CENTERS SAID, RELOCATE THAT PROGRAM OVER INTO THOSE CENTERS. AND AT THAT TIME, THIS BUILDING IS GOING TO BE AVAILABLE FOR THAT. THAT'S KIND OF WHAT WE HAD AS A STAFF LEVEL CANDIDATE PLANS FOR IT. WE HAVE NOT DISCUSSED THAT AGAIN WITH THE BOARD. AND OF COURSE IT IS THE BOARD'S FINAL DECISION ABOUT WHAT THEY WOULD MAKE ANYWAY. SO, UH, THAT'S, THAT'S WHERE WE STAND WITH THAT THOUGH. UH, WE USE, UH, ADDITIONAL AMOUNTS OF THAT CHEMICAL. WE ALSO WERE, UH, RE-CIRCULATING UM, AS MUCH EFFLUENT AS WE POSSIBLY COULD BACK THROUGH THE PLANT, TRYING TO GET AS MUCH SETTLING AS WE POSSIBLY COULD AND JUST FAILED TO REACH THE 85%. AND THIS IS PRETTY MUCH INDICATIVE OF TRICKLING FILTER PLANT IN THE WINTER TIME. UM, AND HOPEFULLY FOR THE REST OF THE SUMMER, WE WILL SEE GREAT IMPROVEMENTS IN THE SUSPENDED SOLIDS REMOVAL. THE, UM, WASTEWATER TREATMENT PLANT DESIGNED FOR THE NEW PLANT, UH, WAS SUBMITTED TO THE STATE, UH, TO GET THE CLOCK TICKING ON THE 90. I THINK IT'S A 90 DAY TURNAROUND TIME THAT THEY'VE GOT TO REVIEW IT AND GIVE US COMMENTS, UH, THE QUARRY PROJECT AT THIS POINT IN TIME, WE ARE STILL WORKING ON THE LAKE MANAGEMENT PLAN.
