IT'S A NATIONAL ORGANIZATION AND IT IS ESSENTIALLY FUNDED THROUGH MANUFACTURERS, DISTRIBUTORS, RETAILERS OF FIREARMS, AND WHAT THEY DO.
THE PROJECT HOME SAFE PEOPLE IS PROVIDE CABLE GUN LOCKS TO GROUPS WITHIN THE COMMUNITY.
AND THEN THOSE GROUPS DISTRIBUTE THESE CABLE LOCKS THROUGHOUT THEIR COMMUNITY AT NO COST.
AND WHAT WE HAVE, UM, ALONG WITH THE NEW-BORN POLICE DEPARTMENT, SIGNED AN AGREEMENT WITH PROJECT HOME, SAFE TO DISTRIBUTE THESE CABLE GUN LOCKS.
WE WILL BE RECEIVING 2000 OF THEM.

AND IT DOES NOT PROVIDE FOR ANY, UH, PROPERTY TAX INCREASE THIS YEAR.
HOWEVER, UH, ANTICIPATE THAT WE WILL INCREASE OUR WATER RATES BY SEVEN AND A HALF PERCENT, UM, THAT SEVEN AND A HALF PERCENT ON AN ACT TO GIVE IT PERSPECTIVE, UH, WILL COST THE AVERAGE CITY USER 74 CENTS PER MONTH.
THEY, THE REAL PURPOSE OF THAT IS TWOFOLD.
UH, FIRST OF ALL, UH, YOU MAY HAVE SEEN RECENT STORIES IN THE NEWSPAPER TALKING ABOUT THE DEPLETION OF THE AQUIFER THAT THE CITY'S USING FOR WATER AND THE NEW RESTRICTIONS THAT ARE COMING ON THERE THAT WE WILL HAVE TO WITHIN THE NEXT 16 YEARS, DECREASE OUR WITHDRAWALS FROM THAT AQUIFER BY 75%.
UH, WE CAN DO THAT AND STILL SERVE WATER TO THE CITY UNLESS WE HAVE ANOTHER SOURCE OF $75,000 IS IN THIS BUDGET TO, UH, PROVIDE FOR, UH, SOME TEST WELLS AT SOME DIFFERENT LOCATIONS, TO LOOK AT ANOTHER AQUIFER, TO, UH, CONTINUE TO PROVIDE THE WATER IN A TIMELY MANNER AND INSUFFICIENT QUANTITY.
SO THE CITY CAN NOT ONLY CONTINUE TO USE WHAT WE'VE GOT, BUT ALSO TO ACCOMMODATE THE GROWTH THAT WE ARE GOING TO BE HAVING IN THE FUTURE.
ADDITIONALLY, UH, THERE ARE SOME OLDER SECTIONS IN THE CITY WHO, UH, HAVE GOT SOME WATER PROBLEMS, UH, SOME PRESSURE PROBLEMS. AND, UH, YOU MAY HAVE SEEN THAT IF YOU LIVE IN SOME OF THOSE SECTIONS, YOU MAY HAVE SEEN SOME LEAKS IN THE STREET, SOME SMALL LEAKS AND THOSE LEAKS ARE, WE HAVE A LOT OF SMALL LEAKS IN OUR SYSTEM AT THIS POINT IN TIME.
AND WE KEEP PEOPLE VERY BUSY RUNNING AROUND TO, I TAKE CARE OF THEM.
WE'RE GOING TO TRY TO ADDRESS THAT BY ADDING SOME PEOPLE TO GO OUT AND ACTUALLY DO A SYSTEMATIC REPLACEMENT OF SOME OF THOSE LINES, RATHER THAN JUST FIX LEAKS.
AND A LOT OF THE LINES ARE UNDERSIZED IN THOSE AREAS ANYWAY.
AND SO THIS WILL BE A OVERALL IMPROVEMENT TO OUR WATER SYSTEM.
SO I, IT, NOBODY LIKES TO HAVE AN INCREASE IN RATES, BUT I THINK THAT FOR THOSE TWO REASONS IT'S REALLY UNAVOIDABLE AND IT'S REALLY GONNA HELP OUR SYSTEM OVERALL, AS WE GO ON, I WOULD SAY THAT WE'RE GONNA INCREASE OUR, THE RECOMMENDATION IS THAT WE GIVE A COST OF LIVING, INCREASED OUR EMPLOYEES OF 3%.
AND, UH, OUR EMPLOYEES HAVE BEEN WORKED SAFELY THIS YEAR.
UH, WE HAVE RECEIVED THIS PAST YEAR.
WE RECEIVED A NATIONAL SAFETY AWARD FOR 2 MILLION HOURS OF WORK WITHOUT A LOSS, UH, WORKDAY FOR INJURY.

UH, I HAVE 20 PATROL CARS IN THIS BUDGET TO REPLACE, UH, PATROL CARS THAT WE HAVE, THOSE PATROL CARS THAT WE ARE REPLACING WILL BE SOME, WILL BE FILTERED DOWN IN OUR CITY FLEET TO, UH, FOR, TO REPLACE OLDER CARS EVEN THERE THAT THEY ARE.
MOST OF THESE CARS ARE ABOUT SIX TO NINE YEARS OLD.
WE'LL BE REPLACING SOME CARS THAT ARE PROBABLY NINE TO 10 OR 12 YEARS OLD AND REPLACE THOSE WITH THESE NEAR ONES.

UH, THIS YEAR WE WILL ALSO BEGIN CONSTRUCTION ON THE WASTE TREATMENT PLANT UPGRADE, AND ALSO ON THE QUARRY PROJECT.
THOSE, UH, CONSTRUCTION PROJECTS ARE GOING TO TAKE ABOUT TWO YEARS TO COMPLETE.
WE WILL THEN BE IN COMPLIANCE WITH NEW DISCHARGE LIMITS.
THAT WILL BE VERY MUCH STRICTER THAN THE ONES WE HAVE.
THE WATER THAT WE WOULD PUT INTO THE RIVER WILL BE A LOT CLEANER.
HOWEVER, WE DO HAVE THAT WITH THE BARR PROJECT.
WE WON'T BE PUTTING ANY WATER IN THE RIVER THAT IT WILL BE ABLE TO ACCOMMODATE ALL OF OUR WATER AND, UH, THAT, UH, EVEN AS CLEAN AS IT IS, IT WILL STILL NOT BE GOING INTO THE RIVER UNTIL IT HAS TO FILTER THROUGH A LOT OF GROUNDWATER.
UH, THE ELECTRIC BUDGET IS BASICALLY A CONTINUATION BUDGET.
THIS YEAR IS NOT A LOT OF NEW EQUIPMENT IN THERE.
THERE IS STILL MAINTENANCE AND TREE TRIMMING AND THE OTHER THINGS THAT WE NEED TO KEEP OUR, OUR SYSTEM SOUND, UH, AND UP-TO-DATE, AND, UH, WE'RE ALSO TRYING TO CONTINUE TO IMPROVE IN OUR CUSTOMER SERVICE AREA BY TRAINING OUR PEOPLE.
AND BY WORKING CLOSER WITH OUR CUSTOMERS, WHOEVER THEY MIGHT BE TO TRY TO MAKE SURE THAT THEY'RE, UH, HAPPY BOTH TO LIVE HERE AND WITH THE CITY STAFF ITSELF.
AND I'VE SCHEDULED A PUBLIC HEARING FOR THIS, UH, UH, BUDGET TO TAKE PLACE ON JUNE 27TH, WHICH IS YOUR SECOND REGULAR MEETING OF THIS MONTH.
AND AT THAT TIME AFTER THE HEARING, UH, THE BUDGET WOULD BE, UH, AVAILABLE TO BE ADOPTED.
ONE OF THE THINGS WITH OUR GROUP, I DID PUT IN HERE THAT, UH, WE ARE ASSOCIATED HERE.
I THINK MYSELF AND THE OTHER PEOPLE WHO WORK HERE AND YOU AS A, OUR GOVERNING BOARD WITH WHAT I WOULD CONSIDER, AND I REALLY DO MEAN THIS TO BE THE FINEST MUNICIPAL WORKFORCE IN NORTH CAROLINA.
AND SO WITH THAT, THAT'S YOUR BUDGET.
YOU ALL HAVE HAD, UH, YOUR COPIES OF THE BUDGET, UH, EARLIER AS YOU'VE BEEN REVIEWING, UH, SOME, BUT THIS IS THE FORMAL PRESENTATION FOR YOU.
AND THEN WE'LL, I'LL LOOK FORWARD TO WORKING WITH YOU AT THE, DURING THE INTERIM TIME.
AND, UH, ALSO AT THE PUBLIC HEARING AS WE ADOPTED AND IMPLEMENTED FOR THE NEXT YEAR.
I LIKED THAT PART, THE FINEST WORKFORCE IN NORTH CAROLINA.
I AGREE WITH DAN, I HAVE ONE OTHER ITEM BESIDES THE BUDGET TONIGHT, IF YOU DON'T HAVE ANY QUESTIONS ON THE BUDGET.
AND THAT IS, UH, WE HAVE BEEN, UH, OFFERED A GIFT OF PROPERTY, WHICH HAS $735 LIEN AGAINST IT FOR IF WE WERE PLAYING IT'S A LOT AND WE'VE BEEN CLEANING AND, UH, THE LAW HAS A TAX TAXPAYER $8,000 AND THE OWNER OF THE PROPERTY WOULD RATHER TO SIGN IT OVER TO THE CITY THAN TO NOT HAVE TO BE WORRIED ABOUT HANDLING IT, TAKE CARE OF IT ALL THE TIME.
AND, UH, SO MY RECOMMENDATION IS THAT WE WOULD TAKE THIS PROPERTY IN LIEU OF THE LIEN.
AND, UH, THEN WE WILL, UH, AT SOME POINT I'LL PROBABLY SELL THAT PROPERTY OR UTILIZE IT FOR THE CITY.
AND AT THAT, I MEAN, WE'RE GOING TO GET IT ANYWAY.
IF THE OWNER DOESN'T PAY THE LIEN ON IT, WE'LL HAVE TO EVENTUALLY FORECLOSE ON IT.
THIS WILL AVOID THOSE EXPENSES AND OTHER THINGS.
AND YOU DON'T NEED A MOTION SECOND.
AND, UH, MR. WARD INDICATED THAT THE BOARD SHOULD ALSO DIRECT OR AUTHORIZED THE TAX COLLECTOR TO FORGIVE THE $735 LIEN BY MOTION.
SO YEAH, AND IT MAY ULTIMATELY HELP US IN OUR NEED FOR ADDITIONAL WATER FOR OTHER PURPOSES.
