UH, I HAVE AN APPOINTMENT TO THE POLICE, SEVERAL SERVICE BOARD, UH, MR. RICHARD L. PECK, WHO HAS BEEN RECOMMENDED BY CHIEF PALOMBO AND ALSO BY MR. BALLENGER.

AND I WOULD LIKE TO HAVE HIM NOMINATED TO THE BOARD MEETING.

UH, UH, HI VICKY, WILL YOU TAKE CARE OF THAT? UH, THE ATTORNEY'S REPORT CITY MANAGER'S REPORT HAVE ONE ITEM, UM, IS MIKE BARNETT'S ON ACTUALLY, AND I'LL LET HIM EXPLAIN IT AND I'LL PASS OUT THE INFORMATION AT PREVIOUS OCCASIONS.

UM, AND I THINK ON ONE OTHER OCCASION, WE HAD MENTIONED ABOUT PRIORITIES IN WHICH WE'RE GOING TO ELEVATE HOMES OUT IN WOODROW.

THE, UM, THE BOARD POLICY, WHICH IS IN PLACE RIGHT NOW IS THAT WE ELEVATE FROM THE LOWEST TO THE LOWEST HOUSES FIRST.

AND I THINK THAT WAS DONE.

UM, I DON'T KNOW WHETHER IT WAS A RESOLUTION OR WHETHER IT WAS THE MOTION OR WHAT IT WAS, BUT THAT'S BEEN OUR INSTRUCTION FROM THE BOARD OF ALDERMAN.

WE HAVE OVER THE PAST COUPLE OF MONTHS HAD, UM, SOME COMMENTS CONCERNING, UH, ANY POTENTIAL, WHETHER YOU MAY WANT TO DIFFERENTIATE BETWEEN OTHER OCCUPIED HOMES, RENTAL HOMES, AND VACANT HOMES.

UM, THIS BECOMES PARTICULARLY IMPORTANT WHEN WE HAVE RECOGNIZED THAT THE PRICES WE HAVE GOTTEN ARE HIGHER THAN THE ACTUAL BUDGET NUMBERS THAT WE HAVE.

SO IN ALL PROBABILITY, THERE MAY BE SOME HOMES AT THE END OF THIS PROGRAM WHO MAY, AND I'LL USE YOUR WORD MAY IS VERY LOOSELY, UM, MAY NOT BE FULLY FUNDED.

AND I DON'T KNOW THAT THAT'S TRUE.

THERE'S ALWAYS A POSSIBILITY.

WE HAVE BEEN INSTRUCTED BY NORTH CAROLINA DIVISION OF EMERGENCY MANAGEMENT TO MAKE SURE THAT WE HAD THE POLICY AND STRAIGHT IN PLACE, UH, FOR THE PRIORITY IN WHICH YOU'D LIKE TO ACT.

WE'VE GIVEN YOU FOUR ALTERNATIVES HERE, ALTERNATIVE ONE AFTER AND IN THE MIDDLE, MAKE A SIDE COMMENT TO THIS.

BEFORE I GO THROUGH IT, WE MET AT LENGTH WITH, UH, MAYOR BAYLIS YESTERDAY AT A PROGRESS MEETING, AND HE HAD RECOMMENDED ONE CHANGE ON ALTERNATIVE ONE.

UM, AND THAT WAS TO CHANGE 9.5 FEET TO 10 FEET, WHICH WOULD MAKE IT CONSISTENT WITH YOUR NEW BUILDING CODE, WHICH I THOUGHT WAS A VERY GOOD SUGGESTION.

SO I'M GONNA CHANGE MY RECOMMENDATION.

ACCORDING, UM, ALTERNATIVE ONE, THE FIRST PRIORITY WOULD BE OWNER OCCUPIED UNITS WITH A FINISHED FLOOR ELEVATION OF 10 FEET OR LESS 10 FEET ABOVE SEA LEVEL.

PRIOR TO TWO WOULD BE RENTAL UNITS WITH A FLOOR ELEVATION OF 10 FEET OR LESS PRIORITY THREE WOULD BE OWNER-OCCUPIED UNITS WITH A FINISHED FLOOR ELEVATION OF GREATER THAN 10 FEET.

PRIORITY FOUR WOULD BE RENTAL UNITS WHERE THEY FLOOR ELEVATION OF GREATER THAN 10 FEET AND PRIORITY FIVE WOULD BE VACANT UNITS FROM LOWEST TO HIGHEST ALTERNATIVE TWO

WOULD BE PRIORITY.

ONE WOULD BE ALL OWNER OCCUPIED UNITS FROM LOWEST TO HIGHEST THEN RENTAL UNITS FROM LOWEST TO HIGHEST.

AND THEN VACANT UNITS AS IS APPLICABLE FROM LOWEST TO HIGHEST ALTERNATIVE THREE WOULD HAVE THE OWNER OCCUPIED AND RENTAL UNITS FROM LOWEST TO HIGHEST.

AND THEN THE VACANT UNITS FROM LOWEST TO HIGHEST, THEN ALTERNATIVE FOUR WOULD ELEVATE ALL UNITS HERE REGARDLESS OF OCCUPANCY FROM LOWEST TO HIGHEST, WHICH REALLY IS WHERE WE ARE RIGHT NOW.

DO YOU HAVE ANY, AND I'LL BE IN THE GETS THE WAY WE'RE MESSING WITH A LOT OF NUMBERS.

IT WAS PROBABLY A DESIRE TO HAVE MORE OF AN EMPHASIS ON OWNER OCCUPIED PROPERTY.

AND I THINK THE MAIN PAIN WITH THAT, MY RECOLLECTION, YES, IT'S MAIN COMMENTS WERE, IF YOU'RE GOING TO USE 9.5 10, BECAUSE THAT'S WHAT YOU KNEW, HALF THE BUILDING CODE.

I HAVE NO PROBLEM.

WHY IS ALL ALTERNATIVE IS TELL ME ABOUT ALTERNATIVE NUMBER TWO.
