THE VERY END OF IT, ELIZABETH AVENUE, WHERE THE CONSTRUCTION IS NOW STARTED THE LEVEL OF ALL THE TREES.

WE NEED A BREAK FROM THERE TO HIGHWAY 43 DIRECT, AND THE REASON WE NEED THIS, IT WAS ONE, UM, SAFETY OF OUR RESIDENTS.

WE HAVE BEEN PUTTING UP THE WEEKS WITH THESE TRUCKS, BARRELING DOWN OUR STREETS AND SOMEBODY'S GOING TO GET HURT.

ONE OF THE, OUR CHILDREN, THEY GO OUT ON THE ROAD AND THEIR BIKES, SOMEONE WHO'S GOING TO GET HURT AND WE'RE FIGHTING FOR THEM.

WE ARE FIGHTING FOR THEM ALSO.

I SPECIFICALLY, UM, AND LEARNED ABOUT THAT INCREASE IN TRAFFIC AND THE DANGEROUS IT'S GOING TO CREATE FOR THE PEOPLE THAT DO LIVE THERE.

I'M IN FAVOR OF THE NEW DEVELOPMENT, BUT HOW IS THIS ONE SMALL RESIDENTIAL ROAD GOING TO HANDLE ALL THIS, UM, ELIZABETH AVENUE BY THE 3,700 BLOCK? I MEASURED IT IT'S 31 FEET FROM OUTSIDE COURAGE OUTSIDE CURD, HER THE TOWN'S OWN CLASSIFICATIONS.

IT WOULD FALL UNDER WHAT'S CALLED THE SUB COLLECTOR ROAD, WHICH HAS A MINIMUM WIDTH OF 31 FEET.

BUT IT ALSO STATES THAT A SUB COLLECTOR ROAD SERVES 26 BY NO MORE THAN A HUNDRED HOUSES.

LAST I SAW THERE WERE SOME 800 DWELLINGS IN DERBY PARK.

UM, SO AN EIGHT, UM, AND BETWEEN 200 AND 800 TRIPS PER DAY, AND WE'RE WERE ALREADY WELL EXCEEDING THAT BEFORE THIS CONSTRUCTION EVEN GETS WELL UNDER WAY.

SO BASICALLY YOU HAVE A 31 FOOT RESIDENTIAL ROAD THAT PEOPLE DO PARK ON.

UM, A LOT OF THEM HAVE NO, UM, GARAGES HAVE VERY SHORT DRIVEWAY, SO THERE'S USUALLY ALWAYS SOME CARS PARKED ON THE STREET LAWN MAINTENANCE ROOFERS.

UM, WE HAD SOME CITY OFFICIALS AT THE OTHER DAY AND THEY WERE THREE HOUSES GETTING ROOFS PUT ON THAT DAY ON IT WAS FIFTH AVENUE.

UM, SO IT JUST THAT AMOUNT OF TRAFFIC THAT'S ALREADY THERE IN THIS COMPOUND AND ON THIS LITTLE RESIDENTIAL ROAD THAT PEOPLE PLAY ON, UM, I'LL GO OVER THE SPECIFIC CONCERNS THAT I HAVE ABOUT THE INCREASED TRAFFIC FOR EMERGENCY VEHICLES.

HE GOT TO ROOFERS AND THEN DUMP TRUCKS COMING.

HOW'S A FIRE TRUCK, OR MAYBE AN AMBULANCE EVER GOING TO GET DOWN ELIZABETH AVENUE, IF THAT'S THE ONLY WAY IN AND OUT OF THAT WHOLE AREA.

THAT'S WHAT B FOLLOWS ME IS HOW THIS LAST YEAR THERE WAS A MEETING.

AND I KNOW THAT IT WAS SPOKEN TO THAT THERE WAS GOING TO BE LIKE A FUTURE ROAD TO CONNECT.

WELCOME.

WHEN I FOUND OUT WEYERHAEUSER KIND OF HAS NOT LANDLOCKED IN BETWEEN POWER LINES, ROUTE 70 AND WAREHOUSE OR PROPERTY.

SO THEY ONLY ENTRANCE THAT THEY HAVE RIGHT NOW IS ELIZABETH AVENUE.

THERE SHOULD HAVE BEEN SOME TYPE OF EASEMENT AGREEMENT.

I THINK WITH WEYERHAEUSER OR SOMETHING, THERE SHOULD HAVE BEEN SOME TYPE OF TEMPORARY CONSTRUCTION, ROTORS OR SOMETHING THAT FUTURE MANDATED ROAD, SUPPOSEDLY THAT CONNECTS US TO NEWBURN WEST.

THAT COULD BE ONE YEAR AND THAT COULD BE 10 YEARS.

IT COULD BE A HUNDRED YEARS.

WE DON'T KNOW THIS ALL IN WAREHOUSES HANDED.

THIS POINT, I WAS SURPRISED TO FIND OUT THAT THEIR ROAD IS, IS A PRIVATE ROAD, NOT PUBLIC.

SO TOWN REALLY DOESN'T EVEN HAVE A WAY TO ENFORCE THE AREA BACK THERE, BUT THERE'S HAS TO BE SOME WAY, I DON'T KNOW, LAND USE WIRE.

SOMEBODY MUST BE ABLE TO FIGURE OUT A WAY THAT POSSIBLY THEY COULD GET SOME TYPE OF A, UM, TEMPORARY CONSTRUCTION EASEMENT OR SOMETHING SIMILAR TO WHAT JIM WAS SAYING.

I DON'T EVEN CARE WHERE IT IS.

I DON'T KNOW IF I'M QUALIFIED TO FIGURE THAT OUT, BUT THERE MUST WHERE THERE'S A WILL.

THEY'RE SITTING UP HIGH KID RUNS OUT FROM THE CAR IN FRONT OF THEM.

THEY'LL NEVER SEE THE LITTLE KID.

UM, I ALREADY MENTIONED THE DUCKS AND GEESE.

THERE'S A LOT OF WILDLIFE.

THE WATER COLLECTION HAS TURNED INTO A LOT OF WILDLIFE PONDS.

UM, AND I WENT INTO THE RED, BUT, UM, THAT'S, I BASICALLY SAID EVERYTHING THAT I WAS HOPING THAT I WOULD GET A CHANCE TO SAY, BUT AGAIN, I MEAN, SOMEBODY, MAYBE THEY CAN GET CREATIVE SELF AGAIN WITH SOME TYPE OF LENS, WITH, TO FIND OUT THERE'S A WAY TO GET AN EASEMENT.

UM, AND THE PLAN HAS BEEN TO KIND OF WAIT FOR THE OTHER DEVELOPMENTS TO PROGRESS THAT WAY.

UH, IT MAY BE 10 OR 15 OR 20 YEARS BEFORE WE GET THAT, THAT CONNECTION MADE.

SO IN THE INTEREST OF IMPROVING THE FIRE FLOW CAPABILITIES FOR PUBLIC SAFETY, WE DECIDED TO GO AHEAD AND PUT THIS LOOP IN.

ALSO PROVIDE SOME BENEFIT TO THE ENTIRE AREA.

THIS WILL ELIMINATE THAT FLUSH AND IT'S MORE ECONOMICAL LONGTERM.

WE'RE NOT WASTING THAT WATER, THAT WASHES, WHAT IS IT GOING TO RETAIN IN THE SYSTEM AND KIND OF WORK BACKWARDS.

8,400 HOURS IS DESCRIBING THE PREVIOUS ITEM FOR THE PROJECT WAS $795,000 AND 75 CENTS.

THEREFORE IT IS RECOMMENDED THAT THE PROJECT CAN BE INCREASED TO $875,000 TO COVER THE ESTIMATED CONSTRUCTION COST.

WE PROVIDED A 10% PAY FOR ANY ISSUES.

THIS AMENDMENT WILL TRANSFER $386,600 FROM THE WATERFRONT TO THE PROJECT.

WE WERE ABLE TO NEGOTIATE THE DMT TO LEAD THAT COST ESTIMATE FROM 21 IN THERE AS THE CALL SYSTEM THAT WE USE FOR CALCULATING OUR 25%.

AND I WILL TELL YOU IF I'M LOOKING AT OTHER PROJECTS OF SIMILAR WORK TYPE, UM, IT'S A VERY BIG COST SAVINGS TO THE CITY TO USE A COST ESTIMATE FROM A YEAR AGO, VERSUS THEY COST US SO VERY FORTUNATE, THEY WERE GETTING A VERY GOOD, A VERY GOOD PRICE FOR THE AMOUNT OF WORK IT'S GETTING PUT IN PLACE.

UH, THERE AGAIN, WE'RE ONLY PAYING 25% OF THAT.

MOST OF THE WORK IS JUST A RELOCATION.

WE MADE EIGHT INCH PIPE, 12 INCH PIPE, OR A SIX INCH PIPE, A 10 INCH PIPE.

SO YOU'RE IN THE TWO OR THREE YEARS OF THIS PROJECT, WENT THROUGH A VERY, VERY INTENSIVE DESIGN, WORKING VERY CLOSELY WITH THE DOD ENGINEERS, THE CONTRACTORS, ENGINEERS, THE DESIGN BUILD TEAM, UH, TO ENSURE THE FINISHED PRODUCT OUT THERE IS WHAT WE WANT.

NOT ONLY TO MEET OUR NEEDS TODAY, WE'RE LOOKING KIND OF THE FUTURE GROWTH OF THE AREA TO MAKE SURE IT WILL ACCOMMODATE THAT AS WELL.

UM, THEY'RE GOING TO HAVE FOOD OUT THERE.

THERE'S GOING TO BE A LOT OF STUFF GOING ON.

SO THAT, THAT SATURDAY AND SUNDAY, UM, AUGUST 14TH, FROM TWO TO 6:00 PM, WE ARE GOING TO BE ON A HUNDRED BROWN, UH, BROAD STREET OR AROUND THREE IS GOING TO BE SHUT DOWN.

AND CAUSE WE'RE DOING VOTER REGISTRATION FOR DISENFRANCHISED INDIVIDUALS THAT HAVE NOW JUST GAINED THEIR RIGHTS BACK TO VOTE.

UM, THERE WILL BE SPEAKERS, FOOD AND MUSIC, AND WE HAVE SHIRTS.

EVERYBODY LOVES THE SHIRT.

UM, SO MAKE SURE YOU COME OUT WITH SUPPORT, SUPPORT YOUR LOCAL EVENTS AND ALSO MAKE SURE YOU FOOTLOOSE ON THE NEWS.

I WANT TO ASK ABOUT MY AOP MONIES TO MY WARD ALLOCATION.

UM, UH, 10,000, IF ALLOWED TO, UH, EVERY DAY IMPROVEMENT, THEY MAKE A CENTER IN CASE THERE'S A SHORTAGE OF THAT LIST OF WHAT THEY'VE ASKED FOR.

I THINK MOST PROMINENTLY, THE FIRE SUPPRESSION SYSTEM THAT IS REALLY NEEDED IN THERE, THE SPRINKLER SYSTEM.

SO I'D LIKE TO HAVE 10 OF THE FUNDS.

IF IT'S ALLOWABLE, THEY ARE A NONPROFIT TO GO IN THERE AND THEN, UM, CAN, WOULD IT BE POSSIBLE TO TAKE ANY REMAINING FUNDS AND, AND PUT IT IN A NON-PROFIT FUND? SO IF THERE'S OTHER NONPROFITS, RCS, SOMEBODY LIKE THAT, THAT MAY NEED FUNDS, THEY COULD ACCESS THOSE.

IS THAT A POSSIBILITY? IT LOOKS LIKE WE'RE GOING TO HAVE TO, UM, RUN IT THROUGH LIKE A SUB-RECIPIENT AND, AND ISSUE GRANTS.

SO THAT'S WHAT I'M SAYING, BUT I'M SAYING PUT THE REMAINDER OF THE FUNDS IN A SUB-RECIPIENT GRANT, YOU KNOW, CREATE A GRANT FUND.

SO THE REMAINING DOLLARS THAT WERE IN THERE WOULD BE ACCESSIBLE BY SOME OF THE NONPROFITS IN OUR, YEAH, I AGREE.

AND WHILE WE'RE TALKING ABOUT IT, IF THERE HAPPENS TO BE ANYTHING LEFT OVER FROM MY MONEY, I WANT TO ADD IT INTO THAT POT AS WELL, JUST IN CASE YOU'RE.

SO I WOULD BE A GOOD IDEA SO THAT OTHER NONPROFITS NONPROFIT COULD APPLY FOR IT.

AND THEY USE THE SAME PERSON THAT WE DID LAST YEAR.

THEY REMEMBER WE HAD SOMEONE THAT HANDLED IT.

SO IT WAS OUT OF THE CITY'S, UM, RESPONSIBILITY AND THEY VETTED EVERYBODY.
