[4. New Bern’s Bike Light Initiative]
UM, SO, UM, THE NEXT ITEM ON THE AGENDA IS THE NEW BERN BIKE LIGHT INITIATIVE AND I'VE ASKED, UM, CAPTAIN MORRISON BROWN, UM, TO COME KIND OF UPDATE THE COMMITTEE ABOUT THIS NEW INITIATIVE.UM, LIKE I WAS INTRODUCED, MY NAME IS MARKIE MORRISON BROWN AND I'M THE CAPTAIN HERE AT NEWBURN POLICE DEPARTMENT, ACTUALLY ONE OF THREE.
AND, UH, WITH THIS
UM, WHAT WE'RE SUPPOSED TO DO IN LAW ENFORCEMENT IS NOT ONLY JUST ENFORCE THE LAWS, BUT ALSO TO EDUCATE CITIZENS, ESPECIALLY THE ONES THAT WE COME ACROSS.
AND SO WITH THE BIKE LIFE INITIATIVE, WE PARTNERED WITH OUR 5 0 1 C3 AND IT'S NEW BERN POLICE DEPARTMENT CITIZEN VOLUNTEERS INCORPORATED.
AND WITH THIS 5 0 1 C3, THEY WERE ABLE TO DONATE AS A STARTER 50 BICYCLE LIGHTS WITH THE REFLECTORS.
AND SO WE STARTED TO CAMPAIGN.
WE WANTED TO GET OUT IN THE COMMUNITY AND TALK WITH INDIVIDUALS, MEET THEM WHERE THEY WERE, OR THEY'RE MORE THAN WELCOME TO COME TO THE POLICE DEPARTMENT AND GET A FREE LIFE.
UM, IT HAD SOME UNEXPECTED BUT GOOD, UM, CONSEQUENCES AND SO OUR SUPPLIES ARE REALLY LIMITED, BUT WE'RE HOPING TO CONTINUE THIS INITIATIVE, UM, REACHING BACK OUT TO OUR 5 0 1 C3 FOR THEIR SUPPORT.
UM, AS A MATTER OF FACT, WE HAD A TOUCHING STORY.
UM, ONE OF OUR OFFICERS HAD A CONVERSATION WITH A CITIZEN AND THIS CITIZEN, UM, WHO WAS IMPACTED BY A TRAGEDY, UM, INVOLVING A BICYCLE, UM, ACTUALLY DONATED SOME BIKE LIGHTS.
SO THAT WAS SOMETHING THAT WAS REALLY POSITIVE THAT HAPPENED SINCE WE STARTED THIS INITIATIVE.
UM, BUT IF I HAVE A MOMENT, I WANTED TO MAKE SURE THAT THE PUBLIC UNDERSTANDS THAT.
AS YOU SEE ON THE SCREEN, THESE ARE SOME VERY IMPORTANT LIFESAVING EQUIPMENT.
SOMETHING VERY SMALL AS WEARING THE REFLECTIVE GEAR TO MAKE SURE THAT THE ONCOMING TRAFFIC CAN SEE DAY OR NIGHT WHEN THE APPROPRIATE HELMET AS THE GENTLEMAN WALKS IN WITH ONE.
AND SO, UM, ELBOW PAD, YOU PAD, THESE ARE ALL ADDITIONAL ITEMS THAT YOU CAN WEAR TO PROTECT YOU FROM BICYCLE.

UH, TEACHER ABOUT HAND SIGNS, THINGS TO LOOK OUT FOR AND CROSSING DRIVEWAYS OR HOW TO MAKE PROPER TURNS AND WHEN TO APPROPRIATELY USE HAND SIGNS.
UM, SADLY TO WHETHER OR NOT EXACTLY COOPERATE WITH US THAT DAY BECAUSE IT POUR OUT RAINING QUITE A BIT.
UM, SO WE DID MAKE A FEW CHANGES ON THE FLY WHERE WE HAD OFFICERS COME UP THERE AND DEMONSTRATE THE DIFFERENT COURSES, WHICH ALLOWED US TO KIND OF TALK THROUGH SOME OF THE COURSES WHILE THE KIDS GOT A CHANCE TO WATCH THE OFFICERS RIDE THROUGH IT.
UM, WE ALSO PARTNERED WITH THE NEW BERN FIRE RESCUE THAT ACTUALLY CAME OUT WITH THEIR SAFETY PATROL, WHICH IS THEIR CLOWN UNIT AS WELL.
THEY CAME OUT WITH ONE OF THEIR TRICYCLES AND ONE THEIR OTHER FUEL SIDE BIKES.
WE RIDE AROUND AND INTERACT WITH SOME OF THE KIDS AS WELL, TALK ABOUT NOT ONLY FIRE SAFETY, BUT BIKE SAFETY AND JUST OVERALL SAFETY IN GENERAL.
'CAUSE FROM WHAT I UNDERSTAND, THEY'RE ALSO DOING SOME SCHOOL VISITS.
THINK THIS WEEK, NEXT WEEK, I KNOW THEY HAVE SOME SCHOOL VISITS COMING UP.
WE'RE GONNA TALK ABOUT SAFETY AS WELL.
UH, THE BIKE RODEO IS REALLY JUST A CULMINATION OF THE BIKE HELMET GRANT THAT DEANNA HELPED ME OUT OR HELPED OUT WITH RIDING AND GETTING THE CITY AN AWARD FOR 125.
YEAH, A HUNDRED HELMETS HAD HUNDRED GRANT, BUT THEN YOU HAD SOME EXTRA AND WE HAD A FEW EXTRAS SO THAT THEY WERE ABLE TO SERVICE 50 CHILDREN FROM BOYS AND GIRLS CLUB AND FROM THE CITY OF NEW BERN, UH, AFTER SCHOOL CARE.
UM, SO WE WERE ABLE TO GET 50 HELMETS OUT TO KIDS IN NEED DURING THAT DAY.
ALSO PROVIDE 'EM WITH, UM, SOME OF THE RULES OF THE ROAD, SOME OF THE HAND SIGNS AND EXPLAIN TO 'EM AGAIN, UH, SIGNAL SAFETY AND PROPER WAYS TO SIGNAL TO MAKE TURNS.
SO THEY'VE GOT SOME HELMETS LEFT THEN, CORRECT? WE DO HAVE A FEW HELMETS LEFT.
TODAY WE ACTUALLY MAY TURN OVER ANOTHER BOX.
IT WAS LIKE 10 OR 15 DONATED TO THE BOYS AND GIRLS CLUB.
WE DO HAVE SOME VARIOUS SIDES.
SO THE POLICE DEPARTMENT, SO IF YOU DO KNOW SOME KIDS THAT ARE IN NEED OF SOME HELMET AND PLEASE LET ME KNOW.
WE'LL GET THEM, WE'LL GET THEM ISSUED OUT.
SO, UM, SUM UP, I JUST WANNA KIND OF TOUCH ON WHAT, UM, LIEUTENANT BROWN WAS MENTIONING.
THIS WAS REALLY A, A, A COLLABORATIVE EFFORT.
UH, UM, THE CITY OF NEW VERN WITH THE VARIOUS DEPARTMENTS IN THE BOYS AND GIRLS CLUB, UM, WE WERE ABLE TO GET EVERYONE TOGETHER AND IT DIDN'T COST US ANYTHING.
UM, SO WE HAD THE HELMETS DONATED, WE MADE A COUPLE OF COPIES OF FLYERS, ET CETERA, AND THEN IT WAS JUST VOLUNTEERING TIME TO GET OUT THERE AND KIND OF MAKE IT HAPPEN.
UM, SO I THINK NEXT YEAR WE'RE ABLE TO DO IT AGAIN.
THEN WE'VE GOT SOME LESSONS LEARNED THAT WE WANTED TO DO A LITTLE BIT MORE OF AN OUTREACH.
WE WERE AFRAID THAT IT WOULD KIND OF GO KIND OF VIRAL AND WE WEREN'T QUITE, WE DIDN'T WANT IT TO BE TOO BIG FOR OUR FIRST YEAR.
UM, BUT I, AND HOPEFULLY WE CAN PUT THE RAIN, THE RAIN TO STAY OFF LONG ENOUGH FOR US TO HAVE THE EVENT.
IT WAS, UM, A GREAT EVENT AND THE KIDS HAD FUN, WHICH IS IMPORTANT.
MARY, DID YOU WANNA HAVE ANY THOUGHTS ADAM? UM, THE ONLY ONE I WANTED TO SAY WAS, UH, KUDOS TO A SLICE, UM, BIKE SHOP.
HE CAME AND DID SOME DEMONSTRATIONS.

AND DID THEY GIVE A BIKE A YEAH, THEY GAVE LIKE FOUR BIKES AND SO, UM, YEAH, IT WAS GREAT.

SO, UM, OAKS ROAD IS, UM, A SIDE PATH THAT WAS YOUR NUMBER ONE PRIORITY THAT YOU, THAT YOU KIND OF RANKED.
THE SECOND ONE WAS, UM, TRENT ROAD FROM ROSE TO SIMMONS.
AND THEN THE THIRD PRIORITY WAS MAKING THAT, UM, NEIGHBORHOOD GREENWAY CONNECTION BETWEEN UM, CAMDEN SQUARE TO CHESTNUT AVENUE.

UM, THE TRAFFIC IS NOT AS HIGH AS IT ONCE WAS.
AND SO THE RECOMMENDATION IS EITHER ONE, THE POSSIBILITY OF MOVING ALL THE TRAFFIC TO ONE SIDE USING THE, SO YOU'D HAVE THE CROSS SECTION SIX LANE, SO YOU MOVE ALL THE TRAFFIC TO ONE SIDE AND YOU WOULD CONVERT THE OTHER SIDE TO A MULTI-USE PATH, LINEAR PARK TYPE CONCEPT.
UM, THE OTHER OPTION WOULD BE TO MOVE THE TURN LANES AND THEN YOUR ROAD PATH TO THE MIDDLE OF THAT ENTIRE ROAD WIDTH AND CREATE LINEAR PARKS ON EITHER SIDE.
WHAT WE COULD DO IS WE COULD ADD THAT INTO THE NPOS LONG RANGE PLAN AS A POSSIBLE PROJECT.
UM, THAT MIGHT OPEN US UP FOR SOME POSSIBLE GRANTS AND OR POTENTIAL FUNDING FROM PRIORITIZATION.
SO I'M NOT UNDERSTANDING WHERE THAT IS AND I CAN'T FIND MY MAP FOR SOME REASON.
SO THAT'S FROM, UH, THAT'S FROM WHERE TACO BELL IS AT THE NEW, THE, THE NEW CMLK SPLIT.
UP TO THE HIGHWAY 70 OVERPASS.

IF IT WAS TO GET FUNDED, IT COULD BE AT AN 80 20 SPLIT.
SO THAT WOULD BE A POTENTIAL COST SAVINGS IF WE WANTED TO GO THROUGH THAT WITH THE CITY.
SO THE NEXT PRO, THE NEXT PROJECT IS THE NEWS BOULEVARD PROJECT.
SO, UM, THE NEWS BOULEVARD PROJECT, UM, DOT HAS BEEN CONDUCTING WHAT'S CALLED A VULNERABLE USER STUDY.
UM, AND THAT IS FROM RACETRACK ROAD ALL THE WAY TO QUEEN STREET.
SO WHEN DOT DOES OUR VULNERABLE USER STUDY, IT IS A RESULT OF A HIGH NUMBER OF CRASHES, BOTH PEDESTRIAN AND VEHICLE.
AND THEY'VE BEEN STUDYING THIS CORRIDOR FOR THE BETTER PART OF A YEAR.
THEY'VE GOT LOTS OF DATA AND THEY ARE AT THE, THE END OF THIS WHERE THEY'RE PRESENTING THEIR FINDINGS.

IT'S HAS A CEILING CAP OF $25 MILLION.
UM, THAT IF WE DID HAVE TO PUT A LOCAL MATCH, THERE'S A HIGH PROBABILITY THAT WE COULD USE THE ROUNDABOUT THAT'S ALREADY FUNDED AT MLK AND NOOSE AS THE LOCAL MATCH, WHICH MEANS THAT THE CITY POTENTIALLY WOULD NOT HAVE TO PUT ANY MONEY, UM, IN THIS PROJECT.

WE DID LOOK, THE MPO DID LOOK AT THIS CORRIDOR FOR A POTENTIAL ROAD WIDENING PROJECT, UM, TO WIDEN IT BY JUST TO ADD A CENTER TURN LANE FOR, FOR, LET'S SEE, IT WAS FROM NC 43 TO MLK.
THAT'S, THAT PROJECT IS OVER $1 BILLION, SO THAT'S NEVER GONNA HAPPEN.
SO WE HAVE TO COME UP WITH A, ANOTHER PLAN.
AND I THINK THE, THE YD PROJECT WAS IDENTIFIED AS A POSSIBLE SOLUTION BECAUSE THERE'S NO CENTER TURN LANE.

UM, FDA IS IN SUPPORT OF THIS AT A, AT A FEDERAL LEVEL, AT A STATE LEVEL, NOT SO MUCH.
SO WHILE THIS IS A RECOMMENDATION, I KNOW IT'S BEEN DISCUSSED, BUT THE, THE NC RAIL AND ALL OF THEIR PARTNERS ARE NOT IN SUPPORT OF THIS BECAUSE OF THE POTENTIAL FOR LIABILITY BEING SO CLOSE TO A TRAIN.
