FIRST OF ALL, UM, THE HISTORIC PRESERVATION COMMISSION IS A PUBLIC COMMISSION APPOINTED BY THE CITY OF NEW BERN'S BOARD OF ALDERMAN.

IT IS RESPONSIBLE FOR PRESERVING AND SAFEGUARDING NEW BERN'S LOCALLY, HISTORICALLY DESIGNATED HISTORIC DISTRICTS, WHICH ARE DOWNTOWN AND RIVERSIDE BASED ON US DEPARTMENT OF INTERIOR STANDARDS, STATE STATUTES, CITY ORDINANCES, AND NEW BERN'S HISTORIC DISTRICT GUIDELINES AND STANDARDS.

TWO OF THE MAJOR TASKS OF THE HPC INCLUDE APPROVING APPLICATIONS FOR A CERTIFICATE OF APPROPRIATENESS AND PREVENTING DEMOLITION OF HISTORIC STRUCTURES DUE TO NEGLECT, THE HPC HOLDS A QUASI-JUDICIAL HEARING ON AN APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS.

THE COMMISSION HEARS SWORN TESTIMONY AND EVIDENCE PROVIDED BY THE APPLICANT, BY PARTIES WHO RECEIVE NOTICE OF THE HEARING AND BY OTHERS WHO CAN JUSTIFY THAT THEY HAVE RELEVANT EVIDENCE AND ARE DIRECTLY AFFECTED BY THE APPLICATION.

THE COMMISSION CANNOT CONSIDER COMMENTS BASED ON PERSONAL LIKES OR DISLIKES, HEARSAY OR PERSONAL OPINION THAT CANNOT BE DIRECTLY RELATED TO SPECIFIC HISTORIC GUIDELINES.

AND THIS SHOWS THAT ON THAT CORNER THERE WAS A CONSIDERABLE AMOUNT OF COMMERCIAL ENTERPRISE GOING ON HERE.

AND THEN ALONG, ALONG PAST TOUR STREET, DIRECTLY OPPOSITE THE TRAIN STATION.

AND THEN AS, UH, PEOPLE WOULD PROGRESS UP QUEEN STREET, THERE WERE, UH, SOME DWELLINGS, BUT ALSO, UH, SOME RESTAURANTS, UH, AND A BUTCHER AS WELL.

UH, ACROSS THE STREET WAS A SALOON.

AND ON THE CORNER ON THE SITE ITSELF WAS A GROCERY STORE, A SALOON, A POOL HALL, AN OFFICE, A DWELLING, UH, A VACANT STORE, AND ANOTHER DWELLING, AND COUPLE DWELLINGS GOING UP THAT WAY.

SO THEN FOUR OR FIVE YEARS LATER, IN 1904, SO SIX YEARS LATER, UM, THE BUILDING WAS PRETTY MUCH THE SAME.

BUT THE BUSINESSES HAVE CHANGED TO, UH, UH, THE ENTIRE CORNER WAS NOW THE SALOON WITH THE GROCERY STORE ON THE SIDE, A JEWELRY STORE, A BARBERSHOP AND DWELLINGS, AND TWO RESTAURANTS ON QUEEN STREET.

UM, WHAT WAS FORMERLY A SALOON ACROSS THE STREET HERE ON QUEEN IS NOW A GROCERY STORE.

SO THINGS CHANGED A LOT BACK THEN, I GUESS.

AND NOW IN, UH, 1908, THIS SHOWS AGAIN, THAT SAME CORNER.

UH, THE, THE MAP HAS CHANGED IN DIRECTION, UH, BUT, UM, AGAIN, STILL, UH, QUITE A FEW COMMERCIAL PROPERTIES.

THERE WAS A BOARDING HOUSE NOW WHERE THERE WAS, UH, IN THE, ONE OF THE DWELLINGS THAT WAS THERE BEFORE.

UM, AND THE EBENEZER PRESBYTERIAN CHURCH HAS SHOWN UP HERE.

UM, THE PASSENGER STATION, UH, WAS DIFFERENT ONE AT THE TIME IN 1908.

UH, AND THE YELLOW COLOR REPRESENTS CON WOOD CONSTRUCTION.

UM, SO A RED ONE LIKE THIS ONE OVER HERE REPRESENTS BRICK.

AND THEN UP QUEEN STREET, THERE WERE MORE, UH, BUSINESSES ONCE ACROSS DURKIN'S ALLEY, WHICH IS NOW COOL.

THAT'S, UH, A BLOW UP OF THAT.

THERE WAS EVEN A POLICE STATION IN THE MIDDLE OF, UH, PASTOR OR OFF TO THE SIDE OF PASTOR STREET THERE.

'CAUSE THIS WAS, AGAIN, THE MAIN, THE MAIN DISEMBARKING PLACE IN THE CITY, UH, FOR, UH, GUESTS AND OTHERS WHO WERE TRAVELERS.

UH, SO THEN IN 1913, THIS IS THE LAST MAP BEFORE THE GREAT FIRE OF 1922.

SAME, SAME KIND OF, UH, THING GOING ON, EXCEPT NOW THE UNION STATION IS THERE, UH, CONSTRUCTED OUT OF MASONRY BRICK, AND WE HAVE A BLOW UP THERE.

AND THEN THE 1922 FIRE, UH, IN 1924.

SO, AND IN 1922, THAT WAS IN DECEMBER.

SO LIKE WITHIN A YEAR AND A HALF, UH, THIS SITE WAS REBUILT, UM, FOR, UH, WITH BOTH THE OWN HOTEL ON THE LEFT.

AND THIS U-SHAPED, UM, COMMERCIAL BUILDING WITH, UH, THE S REPRESENTS, UH, STORES 1, 2, 3 ACROSS THE BOTTOM.

1, 2, 3, 4, 5, 6, 7, 8 PLUS A, UH, IRONING AND PRESSING, UH, BUSINESS.

AND THEN ACROSS THE BACK, A PACKING ROOM FOR THE COHEN GOLDMAN COMPANY, UH, PANTS FACTORY, WHICH WAS ON THE SECOND FLOOR.

THEN BY 1958, WHICH IS OUR NEXT AVAILABLE IMAGE, YEP, 1958 SHOWS THAT THAT PANTS FACTORY HAD TAKEN OVER THE ENTIRE THING.

AND IT ACTUALLY INFILLED THE U SHAPE, UH, WITH SOME CONCRETE BLOCK CONSTRUCTION THERE IN THE BLUE.

UH, AND, UH, THE REST IS PRETTY MUCH THE SAME AS IT WAS.

SO THAT WAS THERE ALREADY IN 1958.

THAT BUILDING THEN WAS FINALLY TORN DOWN, I THINK IN THE 1970S.

UH, MAYBE SOMEONE UP HERE CAN CONFIRM THAT OR NOT, OR THE EIGHTIES.
